City Council 2 Regional Teen Center Needs Assessment Summary of Results Presented to the Roanoke County Board of Supervisors and Roanoke City Council March 9, 1999 Methodology An organizational meeting of the steering committee was held on April 3, 1998 at the Brambleton Center to begin the process of conducting a Teen Center Needs Assessment. The primary goal was to determine if a Regional Teen Center should be developed in the downtown Roanoke area. The following organizations had representation on the steering committee: • Roanoke City Parks and Recreation Department • Roanoke County Parks and Recreation Department including staff from the Brambleton Teen Center • City of Roanoke Office on Youth • Downtown Roanoke, Inc. The committee met several times to inventory existing teen services in the region, to discuss the perceived problems with teens in the downtown Roanoke area, and to determine the best method/s of obtaining information to conduct the study. Matt Kennel, Director of Downtown Roanoke, Inc., indicated that the problem downtown is not with teenagers, but with young adults, ages 19-30. The committee determined that two teen centers are already operating in the Roanoke valley. The Straight Street Teen Center, located in downtown Roanoke, offers a computer lab, game room, and television lounge for drop-ins. This center, affiliated with the YMCA, is open on Saturdays, 7:30 PM until 11:00 PM and Mondays and Tuesdays from 7:00 PM until 9:00 PM. There is no charge for the use of the facility. In addition to Straight Street, the Brambleton Teen Center operated by Roanoke County Parks and Recreation on Brambleton Ave., is available for teens in the region, regardless of residency. However, the committee felt that transportation prevents teens from participating in both centers. With these two findings the committee decided to hold an open forum with teenagers to define their wants and needs. Virginia Western Community College joined in the efforts to host the forum, which was held on July 23, 1998. Fifty community agencies and organizations, which serve teenagers, were invited to nominate four teenagers to attend the forum. Ten of the agencies responded by sending delegates. Roanoke City Parks and Recreation Department's Adventures in the Park, Roanoke County Parks and Recreation's Teen Center, Roanoke City's Office on Youth, and teen city guides from Downtown Roanoke, Inc. also attended the forum. -1- Ron Collier, of Collier & Associates in Richmond, volunteered to train the teen facilitators and adult recorders. A total of 89 teenagers, 10 teen facilitators, and 15 adult recorders participated in the forum. The participants were divided into small groups of middle school and high school students with each group facilitated by a teen volunteer. Of the total attendance 43 were middle school students; 41 attended high school; and 15 attended college. The adult volunteers recorded responses. Each group was asked to answer the following questions: • How do you spend your free time? • What programs would you participate in? • How do you hear about activities available for you? • What keeps you from participating? • Do we need a teen center? • Do we need a teen center downtown? Conclusions: The steering committee reviewed the forum responses and came to the following conclusions: • There is not a need for a teen center in downtown Roanoke and if one were created, it is unlikely that teens would utilize it. • An amusement park and/or a water park in Roanoke region are needed. • More teen centers are needed in the Roanoke region; however, a teen center must be where teens can attend. Teens recommended that centers be located at shopping malls, near schools, and on public transportation routes. • There is a need for improved and accessible public transportation for teens. • There is a need for improved publicity to inform teens of existing programs and services. Teens indicated that flyers, posters, and radio announcements are more effective publicity methods. Recommendations: Based on the above conclusions the steering committee recommends the following initiatives: • A regional teen center in the north area of Roanoke City or County is needed to service the high population of teenagers in that area. An alternative is to develop a multi-purpose community center with a teen component to reach more citizens. • More regional special events need to be developed for teenagers. • Transportation services need to be developed, expanded, enhanced, or offered at free or reduced rates for teenagers. • Advertising about teen services needs to be targeted for this population and more frequency is required to get their attention.
