Authorization to rescind previous action concerning Roanoke Valley Youth Soccer Club, ratify execution of a contract and appropriate funds for construction of a new soccer field at Green Hill Park A-072799-8 HCN MOTION TO RESCIND PREVIOUS ACTION, RATIFY EXECUTION OF _CONTRACT AND APPROPRIATE $45,000 FROM BOARD CONTINGENCY FUND. URC U. REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Minnix announced that Little League state tournament was held in Roanoke Valley which had a tremendous economic impact. (2) Asked staff to establish radar on Yellow Mountain Road now that speed limit signs have been installed (3) Went to Ernie Capito's to see his water conservation measures He has reduced his water consumption from. 22,000 gallons/month to 4,000 gallons/month. Asked ECH to see if it would be possible to give credit those who reduce their water consumption. Supervisor Harrison• Advised that the locks have not been chanced at Catawba Center where the Ruritan Club meets. (2) Announced he attended the DARE Camp graduation ceremonies, and commended the Police Dept and Parks and Recreation Department. Encouraged people to send their children to the camp because of all the activities available in addition to drug_awareness ~3) Explained he sent a memo to the Board 10 members concerning newspaper article incorrectly stating that the 5t'' PDC offered to assume responsibilitx for plan to share water. Stated that Howard Packettt, City of Salem only suggested that the localities should look at ways to cooperate and share water supplies. Supervisor Nickens• (11 Asked PMM to research ways that the County can protect ridgelines from inappropriate timber cutting and, if necessary, request the proper legislation from the General Assembly. Supervisor McNamara: Noted the water shortage in Roanoke City and Mayor Bowers comment for the need for interconnects to share water. Emphasized that Roanoke County is only pumping 20 to 30% of Spring Hollow capacity and suggested that it is time for the neighboring jurisdictions to join the County in Spring Hollow Reservoir. Supervisor Johnson: Announced that he has received no contact from the City of Roanoke concerning_ water and he asked ECH to contact the City to discuss regional water issues. Gary Robertson advised there is enough water in Spring Hollow for the remainder of 1999 and well into 2000. BLJ advised that they will have a written proposal to present to Roanoke City, Salem, Vinton and Botetourt County next week. V. ADJOURNMENT 6 Action No. Item No. AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: July 27, 1999 SUBJECT: Briefing on the Results of the 1999 Citizen Satisfaction Survey (An Assessment of Resident Opinions and Attitudes Toward Services Provided by Roanoke County) We recently received the 1999 Assessment of Resident Opinions and Attitudes Toward Services Provided by Roanoke County and I am pleased to present the report to you. It has been two years since the previous survey was done, and comparative data for 1997 and 1999 are included in this report. It was conducted by Martin Research, Inc. and has an accuracy rate of X4.5 per cent. The research company contacted 500 residents throughout the County (zip code table on page 16). We have asked Martin Research to present thYS to you as part of the Board meeting on the 27th. You may also wish to have a work session on it sometime in the near future. I am pleased with the overall results. Most of the departments surveyed improved their rating over that of 1997. The only area with a letter grade lower than `B' was the planning and zoning function. The lower grade probably was the result of zoning issues, the frustration associated with siting the south County high school, and road and traffic concerns, including I-73 and Route 11/460. Pages 7 and 8 of the survey are our "report card" and I am pleased by the high rankings attained by the Board's primary focus areas: police, fire, EMS, the library system, and voter registration. It rose from 13.6 per cent in 1997 to 30.6 per cent in 1999 and confirms our efforts to place information on the `Net. The number of respondents with cable television went down slightly, from 89 per cent in 1997 to 87 per cent in 1999. The table on page 141ists the issues that respondents believe should be priorities for the next five years. Schools rank as the highest priority for our residents, with 31 per cent of them ranking this as their first priority. The next closest issue is traffic and new roads, with a 10.2 per cent ranking. I was surprised to find enhanced EMS ranked at only 0.2 per cent. My conclusion is that with its rank as high as it is, people may not see t11e need for further improvements. Ninety per cent of the respondents own their homes rather than renting, and few of them are supportive of a bond referendum if it would increase their taxes, even for such important issues as schools. However, 72 per cent of them support billing insurance companies or Medicaid for ambulance transportation if the money were used to enhance medical services.
