• Juveniles ages 6 to 17 were at greatest risk of violent victifnization by nonfamily members (acquaintances or strangers) at
3 p.m. (the end of the school day). For those ages 6 to 11, this risk declined sharply after 3 p.m., while tfle risk remained
relatively high for older juveniles until 11 p.m.
^ For children younger than age 6, nonfamify victimi=ations were most common between 2 p.m. and 7 p.m., declining
substantially thereafter. The pattern of victimizations by family members was roughly similar, with the major exceptior-s of
sharp peaks around the traditional meal times of 8 a.m., noon, and 6 p.m.

AGENDA ITEM: Report on the Carilion Biomedical Institute.
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The term "biomedical" can refer to many different aspects of medical science and technology. It
includes laser surgery , X-ray imagers and heart monitors among other things. Presently, companies
are developing more efficient and cost effective hospital and clinical procedures.
Carilion Heath System, in partnership with Virginia Tech and the University of Virginia, is forming
a biomedical institute in Roanoke. The Carilion Biomedical Institute will be a biomedical science,
engineering, and technology organization dedicated to research, development, and the commercial
application of health-related products. The Goals of the Institute are to improve the health of
individuals worldwide, create economic development opportunities in the region, and accelerate the
research discoveries of the universities in the fields of life sciences, biomedical science, and
engineering.
The Institute will be located in Roanoke. Construction will begin next year on a 50,000-square-foot
headquarters which will include a business incubator (an organization providing common services
for small start-up business) and specialized testing equipment. Approximately 24-34 employees wi}1
be hired, including scientists and other professionals.
The institute will initially work with two research centers, the Medical Automation Research Center
at the University of Virginia and the Optical Sciences and Engineering Research Center at Virginia
Tech. Applied research centers in these same fields will be Iocated at the Institute. As University
research projects evolve, the Institute will facilitate prototype development, conduct testing, position
products, and support production and distribution through strategic partnerships.

Although the Biomedical facility will generate $ I 0 million of taxable income, the real benefit will
be in the co-location of other biotechnology companies and research facilities associated with this
project. As each new project is identified, staff will develop a complete fiscal impact analysis of the
taxable revenues and its impact upon the county.

STAFF RECONIlVIENDATION•
Staffrecommends that the Department of Economic Development continue to work with Carilion's
consultants so identify potential sits in Roanoke County. When a specific site recommendation is
developed, it will be presented to the board at that tune.
