REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Johnson: (1) He has been reviewing the preliminary budget figures for next year and noted that the Governor has put no money in either year of the state biennial budget. Requested that ECH and staff bring back information on ~) how the County will be affected for the next three years; fib) average the revenues; and (c) anticipate what we will yet in 2002 and 2003. ~2) Advised that the Botetourt Planning Commission approved a subdivision adjacent to Roanoke County with ingress and egress from a Roanoke County road. Asked County staff to look at this and report back at the next meeting how the County will handle the additional traffic. 5 Supervisor Church• Advised he was still getting calls about traffic and dangerous road conditions at Daughtr~ Road from R&L Carriers. He asked for an update on the road improvements from George Simpson. Supervisor Nickens• Asked that the door to the Board Meeting Room be oiled so it stops squeaking. Supervisor Minnix• X11 Commended that staff for the 2"d floor renovations, and noted that it is much more "customer friendly". 2 Announced that the Board hosted a joint meeting with Roanoke Citv Council and one of the discussion items was the success of the joint 800 MHZ radio system He also advised that BLJ made the observation that the localities in Southwest Virginia should work in unity for needed legislation. ADJOURNMENT TO TOUR CONSTRUCTION SITES IN WEST ROANOKE COUNTY PLEASE NOTE: The February meeting, originally scheduled for February 22, 2000, has been changed to: Tuesday, February 29, 2000 4 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 8, 2000 RESOLUTION 020800-1 CONGRATULATING THE TOP WINNERS OF THE CIRCLE SUGGESTION PROGRAM FROM MAY 1998 TO DECEMBER 1999 WHEREAS, in the fall of 1996, the Roanoke County Board of Supervisors requested that the County of Roanoke develop a suggestion program that would encourage employees to reduce costs and improve operations; and WHEREAS, on April 8, 1997, the Board of Supervisors approved the establishment of the CIRCLE Suggestion Program, which stands for "CONTINUOUS IMPROVEMENT OF ROANOKE COUNTY LED BY EMPLOYEES"; and WHEREAS, since the program began, 103 County employees have submitted suggestions and 70 of the implemented suggestions have generated an estimated savings of up to $309,691 over athree-year period; and WHEREAS, in addition to monetary winnings, the winners received a CIRCLE T- Shirt from the County Administrator and were recognized in the CIRCLE Newsletter and Roanoke County Today; and WHEREAS, Steve Wilson, General Services; Becky Fralin, MIS; Lee Gearheart, Community Development; Brenda Holton, Board of Supervisors; David Holladay, Community Development; Jan Killgore, Procurement; Billy Greenway, General Services; Leon Hopkins, General Services; Tony Noel, General Services; and William Agee, General Services; were the top winners from May 1998 to December 1999. NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Roanoke 1 ii County, Virginia, wishes to express its congratulations to these employees for their ingenuity, their innovative ideas and for meeting the challenge of improving County operations and services; and FURTHER, on behalf of the citizens of Roanoke County, the Board of Supervisors encourages them to continue their outstanding efforts in the future. ITEM NUMBER ~~ AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: February 8, 2000 AGENDA ITEM: Resolution congratulating the top winners of the CIRCLE Suggestion Program from May 1998 to December 1999 COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: In the fall of 1996, the Board of Supervisors requested that County staff develop a suggestion program that would encourage employees to reduce costs and improve operations and efficiencies. On April 8,1997, the Board approved the establishment of the CIRCLE Suggestion Program. CIRCLE stands for "Continuous Improvement of Roanoke County Led by Roanoke County Employees". Employee training began in early May when the program actually started. In addition to cash awards, the top winners of each quarterwere presented with a CIRCLE T-Shirt, and were highlighted on both Roanoke County Today and the CIRCLE quarterly newsletter, CIRCLE Spotlight. The top winners of the year were to be recognized with a resolution by the Board of Supervisors. Since the program began, 103 employees have submitted suggestions and 70 of those suggestions have been implemented. The program, including suggestions recognized today, has generated possible savings over the next three years up to $309,691. Total cash awards paid to all the employees submitting suggestions were $5,204. The first CIRCLE winners were recognized by the Board of Supervisors on August 18, 1998. The winners being recognized today are for suggestions implemented from May 1998 to June 1999 and represent potential savings up to $129,852. It should be pointed out that some implemented suggestions do not represent actual cost savings, but suggestions fora safer or easier or more citizen-friendly way of doing things. The valve body then has to be removed from the truck and has to be completely rebuilt. Recommendation: Fabricate a manual holding block between the hydraulic cylinder and the lock downs. $31,437 cost savings over 3 years Becky Fralin -MIS Purchase 10 copies of "LAN TIMES SQL GUIDE" at $17.37 each from Library Services instead of Department head making copies three times monthly. Keep one in central library ... distribute other 9 copies. $3,723 estimated savings over 3 years. Lee Gearheart -Community Development Proposed and implemented a refill system to the Hewlett Ink Jet cartridges instead of buying new cartridges each time. Each cartridge can be refilled 4 or 5 times before buying new. The $6,279 estimated savings over 3 years. Brenda Holton -Board of Supervisors Eliminate 3 hours of staff time plus postage costs by e-mailing agendas through Internet to citizens and media and a-mail agendas and action agendas to department directors through Pegasus. $6,370 estimated savings over three-year period. David Holladay -Community Development When a faxed legal ad is received by the Roanoke Times, they re-type the ad, and then set the copy. If the ad is received as an E-mail attachment, the re-typing step is eliminated. Because of this, the Classified Department offers a 5% discount for legal ads which are sent by E-Mail, and 10% discount if the E-Mail ads are received 24 hours prior to the deadline. $2,880 estimated savings over 3 years. Jan Killgore -Procurement From the period of July 1, 1997 to June 30, 1998, the Purchasing Department spent approximately $4,870 on advertising bids and requests for proposals in the Roanoke Times. To reduce the cost and streamline the process, schedule the bids so that every Friday by noon, Purchasing a-mails the Roanoke Times with the new formatted ad. $9,169 estimated savings over 3 years. Jan also turned in a suggestion that while not saving money, would enhance customer service. Billy Greenway -General Services ~_ i Discontinue use of time clocks to eliminate the cost of clock maintenance, time cards, and crew leader labor by switching to time sheets used by other Roanoke County employees. Moving to the NCR time sheet will save the County $3,921.96 over a three-year period. Leon Hopkins -General Services Leon's suggestion of joining the Ford Service Quality Fleet Care Program results in little or no cost to the County. The program realizes a savings of 30% to 40% in repairs on seven-year old and newer Ford vehicles. Less down time with in-house warranty. Access to information, training and equipment is not available without this program. Implementation of this program will result in a three-year savings of approximately $30, 000. Tony Noel -General Services The Roanoke County Garage removes tires from fire, rescue and policy vehicles at 5/32" tread. Currently the County pays from $2 to $5 per tire for disposal of these surplus tires for approximately 1,000 tires a year; therefore, the County is paying an estimated $2,000 or more a year for this service. Tony suggested selling the surplus tires to used tire distributors saving $2,000 per year and gaining capital of $4,000 per year realizing athree-year savings of $7,500. William F. Agee -General Services Replace the existing phone system in the Administration Center with a Norstar Meridan phone system which is already installed in other County buildings reducing the number of phone lines because of sharing lines, and reducing the maintenance expense. MEETING DATE: February 8, 2000 AGENDA ITEM: Acceptance of the Bureau of Justice Assistance (BJA) block grant by the Police Department for Law Enforcement Support. COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: The Roanoke County Police Department applied for a BJA grant to provide law enforcement support. The grant will be used to provide overtime funds for additional community policing efforts. The grant has been approved by the BJA in the amount of $34,949.00. FISCAL IMPACT: The grant is for $31,454.00 in federal funds and $3,495.00 in local funds. The criteria of the grant requires a hard dollar match of local funds and is for atwenty-four (24) month period. The local match will be taken out of existing police department funds. No additional funds will be requested. STAFF RECOMMENDATION: The staff recommends acceptance of the grant from the Bureau of Justice Assistance. Jones, and to accept, as an alternative, a new 15' sanitary sewer easement across the same lot. BACKGROUND: The existing 15' sanitary sewer easement on Lot 17 was dedicated by subdivision plat for `Section 1, Phase III, Ruxton of Roanoke', recorded in the Clerk's Office in Plat Book 9, page 142. SUMMARY OF INFORMATION The Petitioner, Camilla L. Jones, is the current owner of Lot 17, §1, Ph.III, Ruxton of Roanoke. A recent survey revealed that the dwelling on this lot encroached into the existing sanitary sewer easement and that the sanitary sewer facilities on the lot are located outside of the existing easement. Ms. Jones has requested that the Board of Supervisors vacate that portion of the existing 15' sanitary sewer easement which crosses Lot 17. In exchange, Ms. Jones has agreed to convey a new 15' sanitary sewer easement across Lot 17, to encompass the existing facilities. A plat showing the areas to be vacated and accepted as new easement is attached hereto as Exhibit A. Staff has no objection to the proposed vacation and acceptance. Since the sanitary sewer facilities are not located within the existing easement, no relocation of lines will be required. There is no cost to the County, and staff has approved the alternative easement location. Jones, is the owner of Lot 17, Section 1, Phase III, Ruxton of Roanoke; and, WHEREAS, a recent survey of said property reflects that the residential structure located thereon encroaches into the sanitary sewer easement and a portion of the sanitary sewer facilities are located outside of the existing easement; and, WHEREAS, the Petitioner has requested that, pursuant to § 15.2-2272.2 of the Code of Virginia (1950, as amended), the Board of Supervisors of Roanoke County, Virginia, vacate the existing 15' sanitary sewer easement and accept in exchange a new 15' sanitary sewer easement across Lot 17; and, WHEREAS, this vacation will not involve any cost to the County and the affected County departments have raised no objection; and, WHEREAS, notice has been given as required by § 15.2-2204 of the Code of Virginia (1950, as amended), and the first reading of this ordinance was held on February 8, 2000; the public hearing and second reading of this ordinance was held on February 29, 2000. September 28,1999 5g3 Mr. Mahoney reported that the current cable television franchise between Roanoke County and Cox Communications expires in May 2003, and Cox has expressed a desire to negotiate an extension of their franchise at this time rather than waiting until 2003. Cox intends to invest $8.5 million in its physical plant to update their technological capabilities to permit full digital television and high speed Internet access capabilities. The Board can either extend the existing franchise agreement for an agreed upon term, or refuse to negotiate at this time and wait to open negotiations in late 2002 or early 2003. Staff recommends extending the existing contract and appointing a negotiating committee composed of Supervisor Nickens, Anne Marie Green, Dr. Jane James and James Dickey to meet with representatives designated by the City of Roanoke, the Town of Vinton and Cox to explore terms for extension of the current agreement. Supervisor Nickens pointed out that this is not an exclusive franchise agreement and any cable company may come into the Roanoke Valley. Supervisor Johnson moved to appoint the Negotiating Committee and extend the existing contract. (Gary Robertson; Utility Directorl g Q92899-3 Mr. Robertson explained that the Spring Hollow Water Treatment Facility had an average production of four million gallons a day prior to this summer. This production rate can be managed with one 8-hour shift, 7 days a week. The present staff includes a supervisor, 3 water operators, 2 laboratory technicians, and 1 maintenance person. The recent water agreement between Roanoke County and Roanoke City has a significant impact on the water treatment facility. A single 8-hour shift can produce approximately 4.5 mgd of water, with each successive shift producing 5 mgd. The agreement stands to increase average production from 4 million gallons per day to September 28,1999rR7 AYES: Supervisors Minnix, Nickens, Harrison, Johnson, NAYS: None ABSENT: Supervisor McNamara 4. west to execute a performance agreement a roving a Mr. Gubala advised that Dragon Chemical searched regionally for a location and the County proposed that they locate in the vacant 75;000 square foot "shell building" on a 17.3 acre tract in Valley Gateway in the Route 460 East Corridor. Valley Gateway Business Park is a joint development effort by Roanoke County, Fralin & Waldron, the Industrial- Development Authority, and the Greater Roanoke Valley Development Foundation. A multi-party agreement was executed stipulating that the occupant of the shell building would have an investment goal of over $10 million within three years of occupancy. If the company meets the investment goal, the Authority can discount the note of the land and release the Foundation from its obligation to repay the County for its purchase of the land. Mr. Gubala reported that Dragon's investment will generate enough taxes to meet half of the investment goal, and staff estimates that the Company could meet the goal if the Board would consider a payback period of five years. Mr. Gubala requested that the Board authorize execution of a performance agreement with Dragon September 28,1999 ~9 of Vinton before second reading. 2. First reading of ordinance amending and reado~#ing the Toning Ordinance by the addition of Stan~arrl for the design and development of Cluster Housing (Terry Harrina~ County PlanneTl Mr. Harrington reported that the cluster housing amendments to the zoning ordinance would allow landowners to develop their property using "clustering" techniques which include: (1) Cluster developments would be allowed by right in R-1, R-2, R-3 and R-4 zoning districts provided public water and sewer are provided to each lot; (2) Between 35% and 50% of each site developed would be permanently reserved and maintained as open space. Ownership of the open space would be determined at the time of plat review. Sites with more significant natural features would require higher open space dedications; (3) Limited private streets would be allowed in cluster developments; and (4) There would be no minimum setbacks, lot sizes or lot frontage requirements.. Mr. Harrington requested that the Board approve first reading and schedule the second reading and public hearing on October 26, 1999. He further requested that the Board schedule a joint work session with the Planning Commission September 28,1999 ~9 ~ Green and Jane James, and James Dickey to negotiate a new agreement, and that the Board approve the ordinance extending the current franchise agreement by ninety days. The motion carried by the fallowing recorded vote: AYES: Supervisors Minnix, Nickens, Harrison, Johnson, NAYS: None ABSENT: Supervisor McNamara ORDINANCE QQ2899-5 EXTENDING THE FRANCHISE OF BLACKSBURG/SALEM CABLEVISION INC, p/BIA SALEM CABLE TV TO OPERATE A CABLE TELEVISION SYSTEM IN ROANOKE COUNTY FOR A PERIOD OF 90 DAYS WHEREAS, Blacksburg/Salem Cablevision, d/b/a Salem Cable TV, a wholly owned subsidiary of Adelphia Communications Corporation, currently holds a franchise granted by the Board of Supervisors of Roanoke County, Virginia, to operate a cable television system within portions of Roanoke. County which franchise expires on October 4, 1999; and WHEREAS, negotiations are .currently. under way between Blacksburg/Salem Cablevision, Inc., d/b/a Salem Cable TV, and the County of Roanoke for the renewal of this franchise agreement, which negotiations may not be concluded sufficiently prior to such date to permit adoption of a new franchise agreement by the Board of Supervisors of the County of Roanoke prior to the expiration of the current franchise agreement on or about October 4, 1999; and WHEREAS, Blacksburg/Salem Cablevision, lnc., d/b/a Salem Cable TV, is prohibited by federal law from operating a cable television system within any jurisdiction without a franchise agreement or extension as defined by federal law; and WHEREAS, the first reading of this ordinance was held on September 28, 1999, and the second reading of this ordinance was dispensed with by an affirmative vote of four-fifths of the members of this board. BE IT ORDAINED by the Board of Supervisors of Roanoke County, September 28,1999 AYES: Supervisors Minnix, Nickens, Harrison, Johnson, NAYS: None ABSENT: Supervisor McNamara ORDINANCE 092899-6 AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE CITY OF ROANOKE AMENDING AND SUPERSEDING PREVIOUS AGREEMENTS, PROVIDING FOR THE SALE OF BULK AND SURPLUS WATER FOR A TERM OF YEARS, ESTABLISHING RATES, AND THE APPROPRIATION OF FUNDS THEREFOR WHEREAS, Section 15.2-1102 and 15.2-2112 of the Code of Virginia; 1950, as amended, authorizes counties to negotiate and execute contracts for the purchase and sale of water; and, ~NHEREAS, Roanoke County and the City of Roanoke desire to promote regional sharing of water supplies in the Roanoke Valley to help ensure a continued adequate supply of water for their citizens; and other cooperative efforts for their mutual benefit and the benefit of their citizens; and, WHEREAS, Roanoke County has .agreed. to sell water to the City of Roanoke from Spring Hollow Reservoir for these purposes, and desires to continue said water sales fora term of twenty (20) years; and, WHEREAS, the County and the City intend to amerid and supersede previous agreements between them to accomplish these goals; and, WHEREAS, the first reading of this ordinance was held on September 14, 1999, and the second reading was held on September 28, .1999. NOW THEREFORE, BE IT ORDAINED, By the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Chairman of the Board of Supervisors is hereby authorized to execute an agreement with the City of Roanoke for the sale of bulk water and surplus water, upon the .concurrence of the Utility Director, and upon form approved by the County Attorney. 2. That the rates or charges for said water shall be at a bulk base rate of $2.75 per 1000 gallons with annual adjustments based upon the Consumer Price Index. This rate shall apply retroactively to July 1, 1999 to-all water purchased in bulk or traded by either the City or the County. Further the County shall pay the City the sum of $1,600,000 in satisfaction of its obligations to purchase water under the January 27, 1995 Addendum to the 1979 Contract between the County and the City. This sum is hereby appropriated from the FY 1999-2000 Utility Operating budget. 3. That the City shall have the right to purchase up to 4 Million September 28,1999 ~~~ ORDINANCE 092899-~ APPROVING AND AUTHORIZING AN AGREEMENT WITH THE COUNTY OF BOTETOURT TO PROVIDE WATER TO A PORTION OF BOTETOURT COUNTY., INCLUDING THE OPTION TO SELL A PORTION OF THE READ MOUNTAIN WATER COMPANY TO BOTETOURT COUNTY WHEREAS, by Ordinance 060899-2 adopted on June 8, 1999, the Board of Supervisors of Roanoke .County approved and authorized the acquisition of the assets of the Read Mountain Water Company; and, WHEREAS, the County desires the consent of Botetourt County to provide water supplies- -and. to operate a water supply system within its boundaries, pursuant to Section 15.2-2143 of -the Code of Virginia, 1950, as amended, since a portion of the utility service area of said water company lies within Botetourt County; and WHEREAS, Roanoke County grants and conveys to Botetourt County the option to purchase the assets of said water system located in Botetourt County for a price equal to the fair market value of such assets at the time of purchase, and this option may be exercised anytime within the renewable ten year term of tl'-is agreement; and, WHEREAS, the first reading of this ordinance was held on September 14, 1999, and the second reading was held on September 28, 1999. Mr. Gubala advised that Dragon Chemical Corporation is seeking $4,800,000 so that they might acquire approximately 17.3 acres and a vacant 75,000 square foot shell building at Valley Gateway for use as a manufacturing facility. The Company blends chemicals for home and garden horticultural uses. The IDA approved a financing resolution for the October 12, 1999 629 highest governmental unit of the County; and WHEREAS, a copy of the Authority's resolution approving the issuance of the Bonds, a summary of the comments made at the public hearing, if any, and a fiscal impact statement relating to the Project have been filed with the Board of Supervisors. A video was shown that described a prototype high schoo( that could be built with minor changes throughout the country. Discussion followed the video on whether the Board of Supervisors should be involved in construction of the high school. Supervisor Nickens advised that he requested the video. It was his intent to make available to the students a structure that meets their needs at the least possible cost. Supervisor Johnson pointed out that the School Board has advised that they can not build the high school with the funds made available by the Board of Supervisors. Supervisor McNamara responded that he was not involved in requesting the video. There was a discussion on whether there is time to make any changes at this date. Supervisor Nickens asked Mr. Mahoney to review the letter he received from School Board member Tom Leggette concerning any legal ramifications concerning the October 20, 1999 meeting on school construction. October 12, 1999 637 IN RE: WORK SESSIONS (4TH FLOOR CONFERENCE ROOM) 1. Joint Work Session with Planning Commission to discuss The Work Session was held from 5:15 p.m. to 5:55 p.m. Mr. Harrington offered a power point presentation on the proposed ordinance. Mr. Harrington described the major elements of the ordinance which include: (1) that cluster housing can be build in R1, R2, R3 and R4, but not in rural areas; (2) that they will allow for single family detached and attached homes only; (3) that there will be no minir?~um lot sizes or setbacks except adjacent to existing public road or adjacent development; (4) that 35-50% will be required open space; (5) that there will be primary and secondary conservation areas; steep slopes, flood plains, view sheds, etc.; and (6) that private roads would be allowed. Mr. Harrington described the standards for the private roads. The Board expressed concern about allowing private roads because of the potential problems with service delivery such as refuse trucks, emergency vehicles and school buses using the private roads. Mr. Harrington also explained how the review/approval process would work, and that the Planning Commission would review if the standards were not being met or there was a request for a waiver. The Planning Commission would hold a public hearing prior to a decision, which could then be appealed to the Board of Supervisors. The objective was to make the school safe and secure, efficient, flexible, and with all departments and subjects receiving equal prominence. He distributed copies of the floor plans for the school. He advised that the cost of land and site development could affect the total cost for any school. He reviewed the proposed budget for a prototype school in Roanoke County. Supervisor Nickens advised that when he requested that Mr. Ferris to cost out a prototype high school for South Roanoke County, he asked that he include $3 million for land costs and $3.1 for site development. Mr. Ferris advised that the total project costs for the prototype school for 1,200 students would be $27.8 million. The school would have 152,000 sq. feet with an auditorium of 12,500 sq. ft. and auxiliary gym of 7,929 sq. ft. He also presented a schedule for completion and advised that if a new high school was started in the next month or two, it could be completed in 2002. There was a general discussion and Mr. Ferris responded to questions from the Board members, and Mr. Leggette. Also attending and asking questions were Manjit S. Toor, Project Principal, and Dale M. Leidich, Project Director, from Sherertz, Franklin, Crawford, Shaffner, Inc., architects for the South County High School. Roanoke Valley-Alleghany Regional Commission Metropolitan Planninu Organization At the January 11, 2000 meeting, the Board of Supervisors approved the 2000 appointment of Board members to Committees, Commissions and Boards. At that time, Supervisor Joseph Church was appointed to fill the unexpired three-year term of former Supervisor Fenton Harrison to the Metropolitan Planning Organization. The term will expire June 30, 2002. Since that time, Chairman McNamara has requested that Mr. Harrison be reappointed to the Metropolitan Planning Commission to complete his term. He has spoken with Supervisor Church and Mr. Harrison, both of whom are agreeable to the change. Mr. Harrison was the upcoming chair of the MPO which is involved in some significant issues. STAFF RECOMMENDATION: It is recommended that Supervisor McNamara's request to reappoint Mr. Harrison to the Metropolitan Planning Commission be approved by the Board of Supervisors. COUNTY ADMINISTRATOR'S COMMENTS: o~~~M~ ~.wl ;L ~~h BACKGROUND: The Sheriff's Office has received approval for grant money from the Department of Criminal Justice Services for a temporary on-call juvenile supervision/transportation program. This program will provide funds for salaries of deputies who will provide transportation to and from other facilities within the state and provide care and supervision in approved unsecured areas of the facility for scheduled court appearances in the Roanoke County Court System. Coyner Springs is under construction and due to reopen in 2000. Currently, we are making eight hour round trips throughout Virginia for housing needs. Roanoke County for the overtime incurred transporting juveniles. SUMMARY OF INFORMATION: The grant was approved by letter on December 21, 1999. The grant period is from January 1, 2000 through December 31, 2000. The total amount of the grant is in the amount of $15,000 in Federal Funds and requires no additional funding from the Board of Supervisors. Conduct market research as necessary to ensure competitive salary and benefit levels enabling the County to recruit and retain effective employees. To educate employees about their full compensation package. / Pilot program on the proposed appraisal system was conducted with a select group of supervisors. System was implemented in fall of 1998. / Developing a letter to send to the employees that lists the dollar amount of all the benefits that are provided for them. / The Roanoke Health Insurance Consortium is in the process of bidding joint health insurance for the Roanoke Valley. / Benefit information and the Classification Plan is now on the Intranet / Human Resources has reviewed market survey data for year 2000 to determine competitiveness of Roanoke County classification plan and benefits. CORE GOAL: TO ENGAGE IN COOPERATIVE AGREEMENT WITH REGIONAL ENTITIES THAT IMPROVE SERVICE LEVELS OR LOWER THE COST OF SERVICE PROVISION. Objectives To facilitate solutions to regional water and sewer issues that will reduce the current rates paid by Roanoke County residents. To negotiate proactive solutions to long-range water issues with surrounding localities, eliminating case-by-case negotiations in times of crisis that will benefit the entire 3 1 valley. To examine the potential benefits from regionalization of other services (e.g., solid waste, fire and rescue, library, etc.). Water and Sewer Issues / The regional wastewater plant/interceptor project is coming to a close. Plant construction is complete and the interceptor sewer line is scheduled to be completed by the first part of April. / Roanoke City was able to obtain needed source capacity, while Roanoke County obtained transmission capabilities and eliminated the required purchase of water. / These changes will allow Roanoke County to have a water rate reduction beginning in July 2000 / Roanoke County is actively participating with Roanoke City, City of Salem, Town of Vinton, Botetourt County (possibly Bedford County) and the Roanoke Valley-Alleghany Regional Commission to develop a Roanoke Valley Regional Long-Range Water Supply.
