AGENDA ITEM: RESOLUTION ESTABLISHING A MEETING SCHEDULE FOR THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY FOR CALENDAR
YEAR 2002
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
In January of every year the Board of Supervisors reorganizes itself by electing a
chairperson and vice-chairperson, by establishing a meeting schedule for the upcoming year,
and by adopting rules of procedure. The attached resolution suggests a meeting schedule for
the calendar year 2002.
I have not included in this draft resolution the regional summits because the dates have
not yet been chosen. If a quorum of the Board intends to attend these meetings, then they
should be added to your meeting schedule.
In reviewing the proposed meeting schedule you should note the following:
The Resolution reflects a meeting schedule on the 2nd and 4th Tuesdays of each month,
except in November and December when the 1st and 3rd Tuesdays have been
designated to accommodate the holidays. The evening public hearings will be scheduled
for the second meeting of each month.
The Roanoke County School Board has scheduled Spring Break for April 1 through 5,
2002.
The 2003 organizational meeting is scheduled for Thursday, January 2, 2003 at 9:00 a.m.
STAFF RECOMMENDATION:
It is recommended that the Board consider the adoption of one of the attached
resolutions.

CENTER ON TUESDAY, .DECEMBER 18, 2001
RESOLUTION 121801-5 ADOPTING A LEGISLATIVE PROGRAM FOR
THE 2002 SESSION OF THE VIRGINIA GENERAL ASSEMBLY, AND
PETITIONING THE GENERAL ASSEMBLY TO FAVORABLY CONSIDER
THE TOPICS AND ISSUES ADDRESSED HEREIN
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has identified
major legislative issues of state-wide concern to be considered by the 2002 session of the
Virginia General Assembly; and
WHEREAS, the Board adopts this resolution as its Legislative Program for the 2002
session of the Virginia General Assembly.
NOW, THEREFORE, Be It Resolved by the Board of Supervisors of Roanoke
County, Virginia, that the following legislative initiatives are submitted for its legislative
program for the 2002 session of the Virginia General Assembly for its favorable
consideration and adoption.
1) Roanoke County requests enhanced funding for public education to
address the problems identified in the JLARC study of elementary and secondary school
funding. The General Assembly should increase funding for capital construction and
renovation projects based upon the locality's local effort in support of these capital projects.
2) Roanoke County requests funding for the Virginia Recreational
Facilities Authority (Explore Park) and Blue Ridge Parkway Interpretive Center Exhibits.
3) Roanoke County supports continued and increased funding for the
Comprehensive Services Act, the Virginia Community Juvenile Crime Control Act, the
Family Preservation Act, regional juveni{e detention facilities, local police departments (HB

599 funding), and funding to replace reductions in the 2001 appropriation act for the
Regional Competitiveness Act.
4} Roanoke County requests amending Sec. 15.2-901 (removal or
disposal of trash, cutting of grass and weeds) and Sec. 15.2-904 (inoperative motor
vehicles) to allow local governments to adopt an ordinance providing that violations of these
provisions shall be subject to civil penalties in lieu of criminal sanctions. Roanoke County
has adopted an ordinance providing for civil penalties for violations of erosion and sediment
control provisions (see Sec. 10.1-562.J), and this enforcement approach is far more
effective in resolving these complaints. Applying the civil penalties to certain public
nuisances may be more effective than criminal sanctions.
That the Clerk to the Board of Supervisors is directed to send a certified copy of this
resolution to Senator John S. Edwards, Senator Malfourd W. "Bo" Trumbo, Delegate H.
Morgan Griffith, Delegate Clifton "Chip" Woodrum, Delegate A. Victor Thomas; Mary F.
Parker, Roanoke City Clerk; Members of the Roanoke City Council; Forest Jones, Clerk
for Salem City Council; Members of the Salem City Council; Clerk for the Town of Vinton;
Members of the Vinton Town Council and the Roanoke Valley-Alleghany Regional
Commission, and the Virginia Association of Counties.
On motion of Supervisor Nickens to adopt the resolution as amended by Supervisor
Church, and carried by the following recorded vote:

-This project is designed to modernize first floor restrooms built in 1939, and includes installing shower facilities
to support EOC operations.
Bomb Disposal Equipment
-Though Roanoke County police have responded to 101 bomb threats since 1991, the department relies on the
Virginia State Police for anything other than initial response to such threats. Purchases include officer protection
equipment, detection and disposal equipment, and an explosive storage facility.

Renovate Roanoke County/Salem Jail
-Renovation of 6th floor of current jail facility (addition of 26 beds), addition of a 7th floor (54 beds), and
expansion of kitchen facility.

HEWLETT-PACKARD'S (HP) VENERABLE e3000 s:'rki_°_~ series is being phased out
and will be discontinued in late 2003, the company said Wednesday.
Slumping sales and decreased interest from outside developers, along with an
increasing industry emphasis on open-standard systems, prompted the e3000
series' demise, HP said in a statement.
HP will continue selling certain e3000 s~,~~-.~t~-3 until Nov. 1, 2003, and will
maintain support services for the sFrJ~•~-~ until )an. 1, 2007, the company said.
Trade-in credits and discounts toward the purchase of HP s~s_~.!~wr-s running HP-
UX,_v`'~ ilt~~~r~~, or Linux will be offered, and A-class and N-class customers will
receive free conversion kits and unlimited HP-UX user licenses, HP said.
The company also is working with e3000 application vendors to transition their
applications and customers to other HP systems and is working with third-party
tools and `Tlita`~~~?P>~„-~_ developers on migration applications and services.
The e3000 series carries on HP's 3000 ~°rt~?- line, launched in 1972. HP 3000
s?rt°~.s run on a proprietary c}p~~~~~_;.~._:~i-s~~°~.y, MPE (Multi-Programming
Executive); current e3000 ~~r~=f_s use MPE/iX.
In recent years, customers have demonstrated "a clear preference for solutions
based on low-cost, open platforms," according to aquestion-and-answer
section at the HP Web site. That preference has meant HP could no longer
generate enough profit from the e3000 line to maintain the level of investment
needed to keep MPE/iX current, the Web site said. The decision to discontinue
the e3000 line is unrelated to HP's planned merger with Compaq Computer, HP
said.
