Bill Waddell. 5719 Oakland Blvd. Asked why three homes with differing assessments were all increased exactly $4,000, which resulted in the most expensive home having the least percentage increase ECH responded the would investigate and report back. 2. Ann Motley, 5725 Oakland Blvd. noted that the real estate tax rate since 1990 has gone down from $1.15 to $1.12 as of last year and advised it was difficult for seniors to pay the increased tax assessments 3. David Courey, 3419 Ashmeade Dr. expressed concern about increased assessments and proposed that a renter's tax be introduced since the bulk of the taxes are on homeowners that a private firm be contracted to handle assessments which could save money, and that the real estate tax rate be lowered. Michael Roop, President of the Mt Pleasant Civic League, noted that his Civic League was opposed to I-73 and had made several requests to the Board that they adopt a resolution in opposition He noted that he received a copy of a Community Impact Assessment Brochure and that the requirements include community meetings with various agencies such as civic leagues that would be impacted by major projects He advised that VDOT has not met with the Mt. Pleasant Civic League to discuss the impact of I-73 even though VDOT has been invited and felt the resolutions adopted by the Board of Supervisors supporting 1-73 were not in compliance with federal law and regulations. JBC asked PMM to investigate and report back. U. REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Church: Advised that he felt that little by little and daffy day the Board is trying to make Roanoke County a better place to live. ITEM NUMBER G~" AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: January 22, 2002 AGENDA ITEM: Recognition of Roanoke County Fire and Rescue and Induction into the Bullard Save-A-Life Club for actions taken while using the Bullard Thermal Imager on the scene of a house fire in May 2001. COUNTY ADMINISTRATOR'S COMMENTS: 7 BACKGROUND: Roanoke County Fire and Rescue with the support of the Board of Supervisors has pursued the goal of purchasing Thermal Imager Cameras for the department to aid on the scene. This new technology can result in more expedient attacks on the source of fires, better evaluation of the structural integrity as firefighters work inside, and quicker location of victims. Ultimately, this device does save lives. SUMMARY OF INFORMATION Roanoke County Fire and Rescue personnel responded to a house fire on the evening of May 8, 2001. They arrived on the scene to find flames coming out of the rear of the house. Lt. Jeff Lawson, Medic/Firefighter Lynn Hudson and Volunteer Firefighter/EMT Todd Hanson entered the structure. Lt. Lawson was operating the Bullard Thermal Imager. Battalion Chief Charlie King, incident commander, was viewing the transmitted image from Lt. Lawson's camera. Chief King observed that the floor was slanting and the rafters appeared as though they were about to fall through the ceiling space. He called for an emergency evacuation. Within one minute, the hallway floor fell in where . ,.. r C-~ the firefighters had been previously fighting the fire. Chief King estimates that the effective use of thermal imaging saved these firefighters' lives. Tom Krahling of Bullard will be present at the meeting to induct Roanoke County Fire and Rescue into the Save-A-Life Club. Roanoke County will be the 19th locality in the United States to be inducted into this club. In the State of Virginia, Charlottesville is the only other locality to be awarded this honor. ITEM NUMBER ~ ' 1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: January 22, 2002 AGENDA ITEM: Briefing on 2002 Annual Reassessment Process COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Staff would like to present to the public and the Board of Supervisors information that pertains to the 2002 annual reassessment. We would like to present three topics to the Board and the public. They are: a) Increase in Tax Base and Market Factors b) Reassessment Process /Review and Equalization Schedule c) Senior and Disabled Citizen Tax Relief -Increase in income level eligibility The total increase in assessed values was 6.13%. Values of existing real estate increased 4.08% and new construction accounted for 2.05%. Two market factors that attributed to the increase were the low interest rates and the increase in the number of sales. Sales between 2000 and 2001 increased 13%. Reassessment notices were mailed the first week of January, and our informal hearings will take place from January 16th to the 25th Citizens may schedule an appointment with appraisers or may discuss concerns by phone. Appraisers will conduct office or field reviews of properties during the month of February, and notification to citizens should be completed by the end of February. Following notification citizens may continue their appeal to the Board of Equalization. In closing we would like to notify the public that last year the Board of Supervisors increased the income levels for the Senior and Disabled Citizens Exemption from $30,000 to $50,000 in an effort to assist senior citizens and permanently disabled persons on fixed incomes. This year the contribution to Camp Roanoke from the Marines was $7,500 and brings the total amount contributed to $27,200. Attending the meeting to make the presentation of the check will be Marine Corp League Commandant Mike Shepherd and Race Director Jeff Baker, and others who were involved in the Marine Mud Run. They will also present plaques to Eddie Ford, Parks, Recreation and Tourism and to the County of Roanoke for their participation and support of the event. The County is deeply grateful to the Marine Corps League and the U. S. COUNTY ADMINISTRATOR'S COMMENTS: ~~ BACKGROUND: The 457-acre Center for Research and Technology has been undergoing infrastructure improvements since 1998. To date, preliminary roads have been established, water and sewer lines extended, and a site has been preliminarily graded for development purposes. The extension of the gas line to the park is the next phase of improvement critical to the future development success of the CRT, and is necessary for the Novozymes project. SUMMARY OF INFORMATION: It is proposed that Roanoke County enter into an agreement with Roanoke Gas Company to construct a natural gas line into the CRT. The proposed extension consists of 15,624 feet of line with a 6-inch minimum line from Rt. 460 to the entrance to the CRT, and a 4-inch minimum line within the park. The cost of the line extension is to be paid by Roanoke County initially, with the monies being reimbursed by Roanoke Gas as the County attracts new tenants to the park. The County will have six years to recruit enough users on the system to fulfill the terms of the agreement, which should pay for the cost of the construction. It is estimated that the entire cost of the line will be covered by the gas use projected by Novozymes, upon implementation of the first two phases of their development. FISCAL IMPACT: $152,000, to be reimbursed by Roanoke Gas, as the County secures new users on the line. Funds are available in the CRT account. WITNESSETH: WHEREAS, Roanoke County and Roanoke Gas Company desire to extend natural gas service to the Roanoke County Center for Research and Technology ("RCCRT"), the County's new business center located offof Interstate 81 at Exit 132 west of Salem; and, WHEREAS, there are no current users or prospective users of natural gas in RCCRT that would economically justify the investment by the Gas Company required for pipeline construction to and inside the center; and, WHEREAS, Roanoke Gas Company has a policy that requires contributions by the user or developer to fund the portion of pipeline extensions not economically justified by reasonably projected customer usage; and, WHEREAS, Roanoke Gas Company estimates the cost to extend service to and inside RCCRT to be $152,000; and, WHEREAS, Roanoke County has determined that the Gas Company is the sole source practicably available for the services and reimbursement terms which are the subject of this agreement. NOW, THEREFORE, in consideration of the mutual covenants and conditions herein, and other good and valuable consideration, the receipt of which is hereby acknowledged by each of the parties, the parties hereby agree as follows: 1. Roanoke Gas Company agrees to obtain all necessary easements and to construct a natural gas line to and inside RCCRT, generally as shown on Exhibit A attached hereto, hereinafter referred to as the "project". The location and width of the easement(s) to be granted by Roanoke County shall be subject to approval by the Board of Supervisors of Roanoke County. The project L~. "" shall include a minimum of a 6" diameter plastic line to be extended approximately 6,324 feet to the RCCRT entrance and a minimum of a 4" diameter plastic line to be extended 9,300 feet within RCCRT, for an estimated total footage of 15,624 feet at an estimated average cost of $9.73 per foot. The project shall be completed as soon as practical, but in any event no later than August 1, 2002, assuming no delays caused by the Virginia Department of Transportation. 2. Prior to commencement ofconstruction,Roanoke County agrees to pay Roanoke Gas Company the sum of $152,000 toward the cost of the project. 3. Upon completion of the project, Roanoke Gas Company will provide Roanoke County an accounting of the actual costs of the project. If the actual cost is less than $152,000, Roanoke Gas Company agrees to immediately refund the difference to the County. If the actual cost is greater than $152,000, Roanoke Gas Company will absorb the increase. In the event that Roanoke Gas Company fails to complete the project or fails to complete it within the time period specified above, excepting for delays that might arise as a result of failure of the Virginia Department of Transportation to grant needed easements in a timely manner, the Gas Company agrees to immediately refund the total amount of $152,000. 4. In the event that a natural gas user(s) or customer(s) locates (acquires or leases property and commences construction) in Roanoke County's business park (including any expansion areas) during the six year period following the date of execution of this agreement, Roanoke Gas will reimburse to the County all or any portion of the County's funding toward the project that is justified as an economic investment under the Gas Company's main extension policy as provided in the Company Tariff governing the extension of distribution facilities, as reflected in sections 7 & 16 of the Company's approved Tariff as of this date, a copy of which is attached hereto as Exhibit B. Examples of the calculations under the Gas Company's reimbursement policy are attached hereto as Exhibit C. For purposes of calculating reimbursement, the main extension cost shall not exceed $152,000. Reimbursement will be calculated by the Gas Company as of December 31 of each year, and payments will be made within ninety (90) days thereof. 5. This Agreement constitutes the entire agreement between the parties. No modification hereof shall be effective unless in writing and signed by both parties. The Advisory Board will be responsible for the following items: - Consider for approval the final design, construction and equipping of the New Pound Facility - Selection of administrator of the facility. - The initial adoption of rules, regulations, policies and guidelines for the operation and maintenance of the New Pound Facility. - Arrangements for financing the construction of the New Pound Facility. - Consider for approval any subcontractor to operate the New Pound Facility other than Animal Care Services, Inc. - Consider for approval the hours of operation. - Receive, review, and consider reports received by it from the RVSPCA including all material reports to be filed by the RVSPCA with any federal, state or local department and/or agency. - Consider for approval the Annual Budget and the Per Diem Charge for the next fiscal year for the New Pound Facility - To set the rate charged to other jurisdictions - To consider for approval any unbudgeted disbursements from the Maintenance Reserve Fund - To receive, review and consider monthly financial reports from the RVSPCA with regard to the New Pound Facility. - To review usage criteria and if necessary revise the Use Percentages as provided in the agreement. v s j ~ ' During the negotiations of the agreement, it was suggested that the local government representative be a Department Head or higher position because of the understanding of policy matters, budget information, personnel issues, and access to the top administration and/or governing body. The RVSPCA is moving ahead with the design drawings for the New Pound Facility and it is necessary to mobilize the Advisory Board to approve the design and begin the process for construction and financing of the facility. FISCAL IMPACT: The New Pound Facility is anticipated to become functional in the Spring of 2003 and will impact the last quarter of the FY 2002- 03 budget. No new monies are requested at this time. Briefin and Presentation from Vir inia Amateur Sorts, Inc. on the 2001 Commonwealth Games of Vir iq nia Peter Lampman, President, Virginia Amateur S orts The presentation was made by Mr. Lampman who also gave the Board a plaque in honor of the County's contributions. Mr. Lampman reported that the Commonwealth Games were instituted in July 1990 to promote and recognize the efforts of amateur athletes in all ages and demographic areas. More than 4,400 athletes competed in 29 sports the first year. In July 2001, 10,041 athletes traveled to compete in 45 sports bringing the 12th year total August 28, 2001 493 obligations to the County. The Board directed staff to review the investment policy and, if necessary, recommend amendments to the investment policy to minimize the possibility of a similar default risk in the future. It was agreed at a work session on July 10, 2001, that the Treasurer would immediately include a cap of $1 million on any one prime quality commercial paper investment, and that this cap would be added to the investment policy and returned to the Board for adoption. The proposed policy includes the following: (1) The "Prudent Investor" standard found on page 7; (2) The diversification percentages and standards found on pages 9 through 11, and; (3) The "prime quality commercial paper" provisions found on pages 16 through 18. . Mr. Anderson advised that in the "Reports" section of the August 14 agenda packet a report called "Investment Summary -Fiscal Year Ended June 30, 2001 summarized investments in the various categories over the past year and the return realized on these various investments. The report noted data on the investment made and the return on commercial paper investments to answer questions posed by the Board during the July 10, 2001 work session. Supervisor McNamara asked that if the County purchases $1 million in commercial paper, is this purchased at a discount? Mr. Anderson responded that the face value is $1 million but it is purchased at a discount. Supervisor Johnson moved to approve amendments with sentence in Board report concerning transfer of authority to the Audit Committee deleted. Obenshain, Sr. Assistant Count Attorne R-082801-5.a R-082801-5.b Mr. Obenshain advised that the County is one of the initial members of Virginia's First Regional Industrial Facility Authority created by the General Assembly to develop and operate economic development projects on a cooperative basis. In October 1999, the County entered into a Participation Agreement with several other jurisdictions in the Authority for its first project which is known as the New River Valley Commerce Park Project located in Pulaski County. The project is now under development and the lending institutions involved with the project have requested that the Authority agree to project based financing for projects undertaken by the Authority, August 28, 2001 497 the Authority's legal counsel dated August 16, 2001, provided that the final agreement shall be in a form the same, or substantially the same, as the one attached to that letter. 2. The Chairman of the Board of Supervisors and the Clerk of the Board are hereby authorized, on behalf of the County, to execute and attest, respectively, such Agreement for Project Based Financing by Virginia's First Regional Industrial Facility Authority in a form substantially similar to the one attached to the above referenced letter; such Agreement to be approved as to form by the County Attorney. 3. This Resolution shall be in full force and effect from the date of its passage. On motion of Supervisor Nickens to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors Johnson, McNamara, Church, Nickens, Minnix NAYS: None RESOLUTION 082801-05.b AUTHORIZING AN AMENDMENT TO THE NEW RIVER VALLEY COMMERCE PARK PROJECT PARTICIPATION AGREEMENT FOR THE WITHDRAWAL OF WYTHE COUNTY AND AUTHORIZING THE EXECUTION OF SUCH AGREEMENT WHEREAS, the Board of Supervisors authorized the participation of the County of Roanoke in the New River Valley Commerce Park Project ("the Project") which was being undertaken by Virginia's First Regional Industrial Facility Authority ("the Authority") by Resolution No. 081099-1, adopted August 10, 1999; and WHEREAS, the Participation Agreement provides that a participating jurisdiction may withdraw from the Project as the other participants may unanimously agree; and WHEREAS, the County of Wythe, Virginia, has requested to withdraw from the Participation Agreement and the Project and the Authority and the other participants have agreed to allow such a withdrawal; and WHEREAS, the Authority has requested the County of Roanoke, along with the other participating jurisdictions, to authorize an Amendment to the Participation Agreement allowing the withdrawal of the County of Wythe, Virginia. NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. The proposed ordinance reduces the time period for compliance by the property owner after notification by County enforcement personnel from fifteen days for inoperative vehicles and zoning ordinance violations and fourteen days for weeds and trash violations to ten days. Mr. Mahoney reported that the proposed changes to the zoning ordinance will go to the Planning Commission for review and recommendation and brought back to the Board in October. The Board can either hold the entire ordinance until October or adopt all but the changes to the zoning ordinance on September 11, 2001. Supervisor Church pointed out that by the time the zoning administrator checks on the violation it's usually much {onger than 10 days, and more like five to six weeks. Supervisors Johnson asked if the regulations would be in place if the City of Roanoke owns the property and Mr. Mahoney advised they would. Supervisors Church and Johnson both pointed out that the City needs to mow the stormwater detention pond on Peters Creek Road, and Supervisor Church advised he had received a citizen August 28, 2001 5O ORDINANCE 082801-6 AUTHORIZING THE CREATION OF AND FINANCING FOR A LOCAL PUBLIC WORKS IMPROVEMENT PROJECT, THE ORCHARDS, AND AUTHORIZING THE ACQUISITION OF CERTAIN EASEMENTS, EITHER BY DONATION OR BY PURCHASE WHEREAS, Ordinance 112288-7 authorizes the financing of local public works improvements and the imposition of special assessments upon abutting property owners upon the adoption of an appropriate ordinance by the Board of Supervisors; and WHEREAS, the County Administration has negotiated the extension of the public sewer system to The Orchards community; and WHEREAS, the extension of the public sewer system and the creation of a special utility (sewer) service area will alleviate a critical public health and safety problem; and WHEREAS, several of the residents have requested that the County allow them to pay their portion of the costs of connection to the public sewer system over ten years at an interest rate of 8%; and WHEREAS, the first reading of this Ordinance was held on August 14, 2001, and the second reading was held August 28, 2001; and BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. At the Commission hearing, there was a lengthy discussion trying to justify the need for the 180 foot height. Ms. Hooker asked why the AEP structure was not considered and Mr. Witt had a concern about the accuracy of the photo simulations. The commissioners requested engineering studies of the wireless coverage areas at 180 feet, 160 feet, 140 feet and 120 feet heights. The commission granted a continuance until August and at the August hearing the applicant discussed the RF studies at various heights. The Planning Commission moved to deny the Special Use Permit which failed on a 2-2 vote. Supervisor McNamara asked about lighting for the tower. Ms. Scheid responded that preliminary reports indicate that lighting will not be needed but the FAA could require lighting for safety reasons. The following citizens spoke: 1. IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS September 11, 2001 527 The soil in that part of the County contains a high level of clay, and it is difficult to find appropriate areas for septic systems. Many of the residents along Bradshaw Road have experienced similar problems, and the Masons Cove station has long had a problem with standing water and the septic system itself. Ms. Green advised that at the request of the Health Department the County hired a soil scientist to test the soil at Masons Cove, and the report showed that the soil was not suitable for a traditional system. The consultant also looked at land around the station, but none of it met the criteria either. The soil scientist recommended a package sewage treatment plant as an alternative which would be acceptable to the Health Department and keep the facility open and operational for the future. The County's General Services and Utility Departments worked with the Health Department to find an acceptable system, and the state issued a sewage system construction permit in June. The system was designed by the Utility Department, and purchased from the FAST wastewater treatment systems company. The system was delivered the week of August 27, and is currently being installed It is expected to be operational by September 15. Ms. Green advised that there were no funds included in the current fiscal year budget for the replacement of this septic system. The system which is being installed is more expensive than a traditional system, because it involves a much more sophisticated method of sewage treatment before discharge. The FAST system, which was chosen for this project, was less expensive than the other avai{able alternatives, and the County used companies on contract to provide the majority of the other services required, such as electrical work, construction of the tanks, etc. The total cost of the system is estimated at $40,000. The actual cost for installation has not been September 11, 2001 529 meeting on September 4, 2001. If approved by the Board, fire and EMS services will be greatly improved in the Clearbrook/South Roanoke area of the two localities. The City will add six personnel to the twelve County personnel already planned for Clearbrook. The volunteers will continue to operate out of the Clearbrook Station as they do at this time. They are involved in plans for remodeling of the building. The chiefs and Transition Team will determine exactly how the career and volunteer staffing will be allocated. The contract will go into affect on January 1, 2002. Mike Wray, 5650 Yellow Mountain Road, President of Clearbrook Civic League, spoke in support of the pilot program. He advised that the concerns of the citizens were: (1) response times in the Clearbrook area which is rural but growing; (2) the stoplight at Indian Grave Road which will be needed if there are more calls; and (3) the availability of equipment and vehicles. Supervisor Minnix responded that the response times will improve and it will be necessary to find a solution to the stoplight. In response to questions from Supervisor McNamara, Fire and Rescue Chief Burch advised that at this time they only have a rough estimate of the calls between the city and county, but they expect it will be 50/50. Mr. Hodge explained that there are more County staff than City staff because they wanted to make the transition simple, and that after they have statistics, they will make the necessary adjustments. IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Johnson expressed his shock and horror at the terrorist attacks at the World Trade Center in New York and the Pentagon in Washington. He expressed full support of the U. S. President and his advisors and thought it appropriate that the Board hold their meeting in spite of the tragedy. He suggested that the County offer official condolences to the victims and also offer whatever assistance it can. He suggested contacting the American Red Cross. Supervisor McNamara: He also expressed his sincere condolences to everyone who was touched by the tragedy in any way. Supervisor Church: He advised that he has a son in Washington whom he was worried about and this event makes one look at everything in a different light. He also agreed the County should continue with the scheduled Board meeting and offered prayers to everyone touched by the tragedy. Supervisor Minnix: He explained that his first reaction was anger, and that he couldn't contact his son who lives in Manhattan. He supported retaliation to those who are responsible, especially when innocent people are slaughtered, but cautioned that we not jump to conclusions about who may be responsible. This year's race with 225 runners was held in August 2001. It generated $1251.60, which was presented to Parks, Recreation, and Tourism on December 5, 2001. The event sponsors have requested that these funds be used towards Green Hill Park's continuing development. SUMMARY OF INFORMATION: In 2001, the Board of Supervisors established a Green Hill Park Improvement Fund to receive donations of this type. The current balance including the above donation is $2270.53. Staff is currently developing a master plan for needed improvements to position Green Hill Park as a special event venue and working with outside organizations to raise capital. These funds will be held pending the completion of that plan and then utilized to make phased improvements. SUMMARY OF INFORMATION: The continuation grant was approved by letter on December 26, 2001. This grant award is for a twelve month period, from January 1, 2002 through December 31, 2002. The grant is in the amount of $66,862.00 in federal funds and $22,288.00 in local cash match for a total of $89,150.00 and requires no additional funding from the Board of Supervisors. The funds requested will be used to purchase software upgrades and modifications, as well as computer equipment. FISCAL IMPACT: None. Matching funds are available in the Sheriff's Office budget. Each locality in the district appoints a representative to serve on the Board. Debbie Pitts was appointed by the Board of Supervisors to represent Roanoke County and is currently serving as Vice Chair of the DSB. Since localities had the opportunity to join together to form these boards, the governmental subdivisions of the Fifth Planning District chose to form one board. The Board is comprised of one representative from each locality within the Fifth Planning District, two business representatives, and one physically disabled, one visually impaired, and one hearing impaired representative. The Board meets four times a year for approximately one hour and rotates meeting sites in each jurisdiction. MISSION Mission Statement: "to provide input to state and local agencies on service needs and priorities of persons with physical and sensory disabilities, to provide information and resource referral to local governments regarding the Americans with Disabilities Act, and to provide such other assistance and advice to local governments as may be requested." STATE REHABILITATIVE SERVICES INCENTIVE FUND OVERVIEW The State Rehabilitative Services Incentive Fund (RSIF) is a short-term, non- renewable, stimulus funding designed to promote investment in meeting the needs of individuals with physical and sensory disabilities. An amount of state funds are allocated for each Disability Services Board (DSB). Boards may access these funds by submitting a grant proposal. The State RSIF may be used for one-time or multi-year proposals. The State RSIF grants are reimbursement grants. Access to the State RSIF requires matching funds, which a board may generate from local government, philanthropic organizations, fund raising, business and industry, and advocacy organizations. Boards will use the state ~y~ incentive grant and matching funds to allow service providers to develop, expand, establish, or demonstrate a desired service or program needed by the community. The Code of Virainia establishes incentive funds at both the state and local levels. Subsection A of § 51.5-50 establishes a State RSIF "administered by the Department of Rehabilitative Services to meet programmatic and individual recipient needs not otherwise met through existing federal, state, or local programs, and to develop community programs to meet the needs of persons with physical and sensory disabilities." In addition, § 51.5-51 states "local disability services boards may establish a local rehabilitative services incentive fund and may make expenditures from such fund to meet programmatic and individual recipient needs not otherwise met through existing federal, state, or local programs and to develop community programs to meet the needs of persons with physical and sensory disabilities." PURPOSE OF THE RSIF The guiding principles for the Rehabilitative Services Incentive Fund are: 1. To serve as a first step in the development of the community-based, consumer- focused service delivery system envisioned by the Commission on the Coordination of the Delivery of Services to Facilitate the Self- Sufficiency and Support of Persons with Physical and Sensory Disabilities in the Commonwealth. 2. To establish fiscal incentives for state and local commitment of resources to address needs identified by a DSB for new programs or expanded access to existing services. The State RSIF cannot be used to supplant the existing funding of a service operating in the community. Participation in the RSIF is a local option. 3. To provide seed money for program innovation and coordination of services among organizations, jurisdictions, and Disability Services Boards. 4. To enable DSBs to serve as catalysts by leveraging resources for services from multiple private and public sources and to stimulate statewide expansion of models that work. RECENT & CURRENT RSIF GRANT FUNDING RSlF FY2003 GRANT - CVRRENTL Y ACCEPTING REQUESTS FOR APPLICATIONS The total award for the State of Virginia is in the amount of $882,500. A minimum allocation is established by the Disability Services Council to insure the viability of the fund for communities with small numbers of individuals with disabilities. The minimum allocation is set by the Council at $5,000 and an additional $2,000 for each additional locality beyond one that they represent. Therefore, the allocation for the Fifth Planning District Commission is in the 2 ~l • ~ amount of $42,673 requiring a local match of $4,268 totaling $46,941. FYZOOZ RSIF GRANT - CVRRENTL YMONITORING•• BRAIN INJURY ASSOCIATION OF VIRGINIA -This one-year proposal is to provide a brain injury education program in the Roanoke area. The award is for $7,000 for one year with a required local match of $701. RECENT FY2001 RSIF GRANTS MONITORED.• VIRGINIA ASSOCIATION OF THE BLIND, INC. -This one-year proposal provided transportation to special events and to provide accessible computers and technical support to consumers with visual impairments. The award is for $5,000 with a required local match of $500. BLUE RIDGE INDEPENDENT LIVING CENTER -This one-year proposal was to create a loan closet for use by people with physical and/or sensory disabilities. EXECUTIVE SUMMARY: This is a request for a Special Use Permit for 2929 Elderwood Road. The property is designated as Neighborhood Conservation in the Roanoke County Community Plan, and is currently zoned R-1. This request is for an Accessory Apartment. The SUP request involves (1) one parcel, consisting of 2.24 acres. 1. APPLICABLE REGULATIONS Accessory Apartment is Permitted in R-1 Zoning District with a Special Use Permit. Accessory Apartment in R-1 shall follow the regulations set forth in Sec. 30-82-1 in the Roanoke County Zoning Ordinance. L No accessory apartment shall be located in any structure other than the principal structure. 2. Maximum floor area shall not contain more than fifty (50) percent of the finished floor area of the principal dwelling unit, but in no case exceed 1,000 square feet. 3. Only one accessory apartment shall be allowed on any one lot or parcel, and the owner of the property shall reside on the premises. 4. Exterior entrances to the apartment shall be located so as to appear as a single dwelling. 5. Minimum floor area of the apartment: Three hundred (300) square feet. 6. One parking space shall be required in addition to required parking for the principal dwelling. 7. Health Department approval of sewage disposal shall be submitted prior to issuance of a building permit for an accessory apartment. 2. ANALYSIS OF EXISTING CONDITIONS Back rg ound - Mr. And Mrs. Finck have closed on the property and are now the property owners. The Finck's have three children, one of whom is eight years old and has a special need condition. The apartment would serve as a live in quarter for anurse/caretaker. The living quarters would provide a sense of privacy for both the family and caretaker. The purpose for the apartment is not to be rented but to provide a suitable living area for the care provider. Topography/Ve eta~tion - ~"i Surrounding Neighborhood -The surrounding neighborhood consists of residentially zoned properties. 3. ANALYSIS OF PROPOSED DEVELOPMENT Site Layout/Architecture -The apartment conforms to both minimum and maximum floor area permitted by zoning regulations. The apartment will be located above a 3 car garage. All exterior appearances will conform with existing siding, windows, and doors. Access/Traffic Circulation -The existing entrance is adequate to serve these two units. The addition of this accessory apartment will not have a significant impact on the peak hour traffic for Elderwood Road or surrounding area. Fire & Rescue/Utilities -Fire and rescue services will continue, as they currently exist. The Roanoke County Fire and Rescue Department primarily serve the site. Utilities are currently provided to this property. This Special Use Permit does not affect the existing public water and sanitary sewer systems Department of Economic Development -The Department of Economic offer no objections. 4. CONFORMANCE WITH ROANOKE COUNTY COMMUNITY PLAN The site is designated as Neighborhood Conservation in the 1998 Community Plan. This particular use is not identified in the Community Plan, but does follow the pattern of different categories of housing within this zoning district. Neighborhood Conservation is defined as a future land use area where established single-family neighborhoods are delineated and the conservation of the existing development pattern is encouraged. 5. STAFF CONCLUSIONS This is a request for a Special Use Permit for a Accessory Apartment. The request involves (1) one parcel, consisting of 2.24 acres on Elderwood Road. This conforms to the Roanoke County Community Plan and the site has ample space to conform to all applicable development standards. No negative impacts are anticipated. ITEM NO. ~'"~ AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: January 22, 2002 AGENDA ITEM: ORDINANCE AMENDING ORDINANCE 062601-13 BY THE CREATION OF A NEW PRECINCT (WILDWOOD PRECINCT #108), ALTERING THE BOUNDARIES OF GLENVAR PRECINCT # 103, AND CHANGING THE POLLING PLACE FOR GLENVAR PRECINCT # 103, AND PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: This ordinance amends Ordinance No. 062601-13 which amended the election district and precinct boundaries as a result of the population changes in the County as reported by the 2000 Federal census is submitted to the Board of Supervisors for its consideration. The first reading of this ordinance was held January 8, 2002. A second reading and public hearing is scheduled for January 22, 2002. SUMMARY OF INFORMATION: This ordinance divides the existing Glenvar Precinct # 103 and creates a new precinct, Wildwood Precinct # 108 in order to conform with the Congressional redistricting found in Chapter 7, Acts ofAssembly, 2001, Special Session. The General Assembly has divided Roanoke County between the 6th and the 9th Congressional Districts. The General Assembly moved the following precincts from the 6th to the 9th Congressional district: Catawba (101), Northside (104), Peters Creek (105), Bennett Springs (107), and Botetourt Springs (204). The General Assembly moved the following precincts from the 9th to the 6th Congressional district: Green Hill (106) and Poages Mill (302). The movement of these precincts does not require any action of the Board. However, the General Assembly action that divided the Glenvar Precinct between the two Congressional districts requires Board action to create a new precinct. The Glenvar Precinct currently contains 3959 persons. The new Glenvar Precinct will contain 2119 persons, and the new Wildwood Precinct will contain 1840 persons. G:\ATTORNEY\PMM\Redistricting\WILDWOOD.PRECINCT.RPT.frm 1 ~~ Staff recommends that the polling place for the new Wildwood Precinct be Fort Lewis Elementary School. I'm here tonight as a representative of Bullard -- to recognize these firefighters for their successful use of thermal imaging that night. ')ehe Storv Roanoke County Firefighters arrived at the scene of a house fire on the evening May 8 to find heavy smoke surrounding the ho~~se and fire blasting out of the backside. Three department personnel entered, including Z..t. Jeff Lawsonn operating the Bullard Thermal Imager, along with Ib.(edic/Firefighter ><.ynr~ Hudson and )Firefighter/EM'I' ")Codd Hanson. While Lt. Lawson scanned the structure from the inside, Batt. Chief Charlie King, wlto was on duty as Incident Commander that night, observed the scene from outside the structure. He viewed the transmitted image on the ten-inch television monitor inside his command vehicle. While firefighters battled the blaze, Batt. C}lief King observed that; the floor was slanting, and the rafters looked like they were about to fall through the ceiling space. He called for an emergency evacuation through the c~mmunieations center. Within one minute, the hallway floor fell in where they had been fighting the fire. Batt.
