ROANOKE COUNTY BOARD OF SUPERVISORS

JUNE 11, 2002
Welcome to the Roanoke County Board of Supervisors meeting. Regular
meetings are held on the second Tuesday and the fourth Tuesday at 3:00 p.m.
Public hearings are held at 7:00 p.m. on the fourth Tuesday of each month.
Deviations from this schedule will be announced. The meetings are broadcast
live on RVTV, Channel 3, and will be rebroadcast on Thursdays at 7 p.m. and on
Saturdays at 4 p.m. The meetings are now closed captioned. Individuals who
require assistance or special arrangements to participate in or attend Board of
Supervisors meetings should contact the Clerk to the Board at (540) 772-2005 at
least 48 hours in advance so reasonable accommodations may be made.

RESOLUTION 061102-1 IN MEMORY OF BLANCHE BREWSTER
PEDNEAU, ROANOKE COUNTY'S FIRST LIBRARIAN, FOR
MORE THAN 35 YEARS OF SERVICE TO THE COUNTY
WHEREAS, Mrs. Blanche Brewster Pedneau organized the first Roanoke County
Public Library in 1932 from a donation of 350 books made by the Roanoke County
Junior Woman's Club; and
WHEREAS, she nurtured the library through difficult financial periods, even
paying for staff and materials from her own funds, until it was firmly established; and
WHEREAS, Mrs. Pedneau became the first director of the Roanoke County
Library when it was chartered by the state of Virginia in 1945; and
WHEREAS, through dedication and unfailing perseverance, Mrs. Pedneau was
instrumental in the growth of the Roanoke County library system, establishing regular
bookmobile services to reach all areas of the County and creative story hour programs
to encourage children to love books and reading; and,
WHEREAS, during Mrs. Pedneau's tenure, the library's collection grew from 350
books to approximately 100,000 volumes; and,
WHEREAS, Mrs. Pedneau was an effective and consistent advocate for the
approval of a 1967 bond referendum which laid the groundwork for the construction of
the current system's Headquarters Library and branches; and
WHEREAS, Mrs. Pedneau retired in 1967 after 35 years of dedicated service;
and

WHEREAS, Mrs. Pedneau passed away on Thursday, May 30, 2002, at the age
of 99; and
WHEREAS, she left an enduring legacy, the Roanoke County Public Library
System, which has grown to include six libraries that together have become the most
heavily-used system west of Richmond, with a combined collection of over 369,000
volumes and circulation exceeding 888,000 items annually.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, expresses its deepest appreciation and the appreciation of
the citizens of Roanoke County for the life and contributions of Mrs. Blanche Brewster
Pedneau.
On motion of Supervisor McNamara to adopt the resolution, and carried by the
following recorded vote:

SUMMARY OF INFORMATION:
Mrs. Pedneau was responsible for the formation of the first Roanoke County public library
in 1935. She presided over the library system for 35 years, during which time the collection
grew from 350 to approximately 100,000 volumes. Mrs. Pedneau passed away on May 30,
2002 at the age of 99.
Diana Rosapepe, Library Director, will be present to accept the award in memory of Mrs.
Pedneau. Mr. Brewster Milton Robertson, Mrs. Pedneau's nephew, regrets that he will be
unable to attend a Board meeting.

WHEREAS, Paul 6. Matthews' history of service to the Roanoke Valley began
when he was first employed by Roanoke County as an Engineering Draftsman in 1939;
and
WHEREAS, Mr. Matthews began serving as Executive Officer of the County of
Roanoke in 1943; and
WHEREAS, Mr. Matthews was also active in the Civil Defense of Roanoke
County, serving as a Plotting Officer in the Civil Defense Control Room during World
War II and coordinating Roanoke County's Civil Defense program during the Korean
War; and
WHEREAS, Mr. Matthews presided over the administration of Roanoke County
during a period of transition and growth in which the population doubled and the rural
character of the County became increasingly suburban; and
WHEREAS, Mr. Matthews was a member of the planning committee of the
Roanoke Civic Center, helping to attract quality entertainment and fine arts
performances to the Roanoke Valley; and
WHEREAS, Mr. Matthews retired from the position of Executive Officer of
Roanoke County in 1973 after 31 years of public service; and

WHEREAS, Mr. Matthews was appointed to the Board of Supervisors in 1980
following a vacancy in the Hollins District; and
WHEREAS, the Board of Supervisors of Roanoke County wishes to recognize
the many contributions that Mr. Matthews has made to the County of Roanoke.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, expresses its deepest appreciation and the appreciation of
the citizens of Roanoke County to Paul B. Matthews for his capable, loyal and dedicated

WHEREAS, RR Donnelley, a Fortune 500 Company, is the most technologically
advanced, four color, book printing facility in the industry and one of the premier book
printing facilities in the world; and
WHEREAS, The Roanoke Manufacturing Division of RR Donnelley employs 235
employees in a 278,000 square foot facility located in Roanoke County; and
WHEREAS, RR Donnelley was notified in November 2001, of the achievement of
STAR worksite status in the Virginia Occupational Safety and Health Voluntary
Protection Program (VPP), the highest designation in the VPP which recognizes its
members as leaders in their respective industry in health and safety performance on
injury and illness rates, management commitment, employee involvement and written
procedures; and
WHEREAS, The Roanoke Manufacturing Division holds the only STAR
certification for all book printers in Region 3 which covers the states of Virginia, West
Virginia, Delaware, and Maryland and will be the 16th site in Virginia to receive this
award out of approximately 160,000 possible sites; and
WHEREAS, RR Donnelley has a strong management commitment to safety
culture and employee involvement, two of the key elements in achieving this status.

NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, offers its congratulations to the Roanoke Manufacturing
Division of RR Donnelley for achieving STAR worksite status in the Virginia
Occupational Safety and Health Voluntary Protection Program; and
FURTHER, the Board of Supervisors, in recognition of this outstanding
achievement, declares June 24, 2002 as RR Donnelley Day in Roanoke County, the

• RR Donnelley has received the highest designation in the VPP which recognizes its
members as leaders in their respective industry in health and safety performance.
• RR Donnelley will be the 16`h site in Virginia to receive this award out of
approximately 160,000 possible sites.
• It requires approximately one year to complete the application process to be eligible
for the STAR worksite status award. This award is employee driven.
• A celebration for the award is scheduled for June 24, 2002, at 10:30 a.m. US
Assistant Secretary of Labor, John Henshaw, will be the keynote speaker. Also in
attendance will be the Corporate CEO of RR Donnelley, Bill Davis. The Governor,
US Senators, US Congressman, and local elected officials have been invited to the
event.
STAFF RECOMMENDATION:
Staff requests that the Board approve the attached resolution of congratulations and name June 24,
2002, as RR Donnelley Day in Roanoke County. Mr. Donal "Don" Robb, Vice President and
Division Director of the Roanoke Plant, will be at the meeting to accept the resolution.

serves a public need, and
NOW, THEREFORE, BE IT RESOLVED, that this Board requests the Virginia
Department of Transportation to add to the secondary system of state highways the

COUNTY ADMINISTRATOR'S COMMENTS:
EXECUTIVE SUMMARY:
The Virginia Department of Transportation is requesting that new portions of Route 1388
(Fairway Estates Drive) be added to the secondary system of state highways while certain
existing portion of the cul-de-sac be abandoned and combined with the adjacent property
owner.
BACKGROUND:
In August 1986, R. William Reid Builder, Inc., the developer of Fairway Forest Estates,
Section No. 1, constructed Fairway Estates Drive that included a cul-de-sac, which was
accepted into the Virginia Department of Transportation (VDOT) Secondary Road
System. A 15 ft. public utility easement was dedicated along the road, by subdivision plat
recorded in Plat Book 10, Page 41.
In August 1999, Boone, Boone and Loeb, Inc., the developer of Fairway Forest Villas
extended Fairway Estates Drive. The developer of Fairway Forest Villas, upon
submitting the extended portion of Fairway Estates Drive for acceptance into the
secondary road system, was informed by VDOT that the right-of--way for the cul-de-sac
would have to be vacated in connection with the acceptance of the Fairway Estates Drive
extension.

Since this portion of Fairway Estate Drive is currently in the Virginia Department's
Secondary Road System, the actions below are necessary:
1. Adopt this resolution requesting VDOT to relinquish their maintenance
responsibility on this portion of road and accept the extension of Fairway Estates
Drive into the State's Secondary Road System. The only reason the request for
abandonment and acceptance can be within the same resolution is because the
extension of Fairway Estates Drive serves the same citizens as the old road.
2. Approve the first reading of the ordinance which follows later in the Board's
agenda which is the actual process to vacate and abandon the right-of--way, which
by plat was dedicated to the Roanoke County Board of Supervisors.
SUMMARY OF INFORMATION:
Roanoke County staff and Boone, Boone and Loeb are requesting that the extension, per
the attached map (Exhibit "A") of portions of Route 1388 (Fairway Estates Drive), be
added to the secondary road system.
STAFF RECOMMENDATION:
County staff recommends that the Board of Supervisors approve the attached Resolution
to add the new portions of Route 1388 (Fairway Estates Drive), into the secondary state
system.

COUNTY ADMINISTRATOR'S COMMENTS:
EXECUTIVE SUMMARY:
The petitioner, Boone, Boone and Loeb, Inc., at the request of the Virginia Department of
Transportation, has petitioned the Board of Supervisors to vacate, as public right-of--way, a
portion of the cul-de-sac for Fairway Estates Drive, Fairway Forest Estates, Section No. 1,
as shown on Exhibit "A", and to vacate the 15 ft. public utility easement adjacent to the cul-
de-sac.
BACKGROUND:
In August 1986, R. William Reid Builder, Inc., the developer of Fairway Forest Estates,
Section No. 1, constructed Fairway Estates Drive, that included a cul-de-sac, which was
accepted into the Virginia Department of Transportation (VDOT) Secondary Road System.
A 15 ft. public utility easement was dedicated along the road, by subdivision plat recorded
in Plat Book 10, Page 41.
In August 1999, Boone, Boone and Loeb, Inc., the developer of Fairway Forest Villas,
extended Fairway Estates Drive. The developer of Fairway Forest Villas, upon submitting
the extended portion of Fairway Estates Drive for acceptance into the secondary road system,
was informed by VDOT that the right-of--way for the cul-de-sac would have to be vacated
in connection with the acceptance of the Fairway Estates Drive extension.

SUMMARY OF INFORMATION:
In order for the extended portion of Fairway Estates Drive to be accepted by VDOT into the
secondary road system, the portion ofright-of--way in the cul-de-sac as shown on Exhibit
"A", Fairway Forest Estates, Section No.l, is to be vacated. Once the right-of--way is
vacated it will be added and combined with the adjacent property pursuant to § 15.2-2274 of
the Code of Virginia. Roanoke County staff has received no objections to this petition and
requests that the described right-of--way and the adjacent 15 ft. P. U.E. shown on the attached
map (Exhibit "A") be vacated in accordance with §15.2-2272(2), Code of Virginia (1950,
as amended), subject to reservation of a new relocated 15 ft. public utility easement and a
variable width water line easement.
STAFF RECOMMENDATION:
County staff recommends that the Roanoke County Board of Supervisors approve the first
reading of the attached ordinance to vacate as public right-of--way a portion of the cul-de-sac

SAID PROPERTY, LOCATED IN THE WINDSOR HILLS MAGISTERIAL
DISTRICT
WHEREAS, by subdivision plat entitled "Plat Showing Section No. 1, FAIxwAY FoxEST
ESTATES", dated January 12, 1987, and recorded in the Clerk's Office of the Circuit Court of
Roanoke County, Virginia, in Plat Book 10, Page 41, Fairway Estates Drive was dedicated as public
right-of--way; and,
WHEREAS, by said plat afifteen-foot (15') public utility easement adjacent tothe cul-de-sac
ofFairway Estates Drive was dedicated upon and across Lot 7, Block 2, Section 1, ofFairway Forest
Estates (Tax Map No. 66.04-1-8.7), said easement being designated on said plat as"15' P.U.E."; and,
WHEREAS, Petitioner Boone, Boone and Loeb, Inc., is the developer of Fairway Forest
Villas (Plat Book 22, page 71), which is a subdivision along Fairway Estates Drive as extended from
Fairway Forest Estates subdivision; and,
WHEREAS, the Petitioner has requested that, pursuant to § 15.2-2272.2 of the Code of
Virginia (1950, as amended), the former cul-de-sac portion of Fairway Estates Drive, consisting of
4,596 square feet, adjacent to Lot 7, Block 2, Section 1, Fairway Forest Estates (Plat Book 10, page
41), and the 15' public utility easement adjacent to the cul-de-sac across said lot, be vacated; and,
WHEREAS, the owners of the adjacent lot, WAYNE E. FLIPPEN and CHRISTINA B.
FLIPPEN, concur in this request; and,
WHEREAS, this vacation is required in connection with acceptance of the extension of
Fairway Estates Drive into the state secondary road system and the extended road will serve all of
the same properties as the portion to be vacated; and,

WHEREAS, there has been no objection to relocation of the public utility easement by the
appropriate public utility companies entitled to use said easement and there are no public utility
company or county facilities located within the p.u.e. to be vacated; and,
WHEREAS, this vacation will not involve any cost to the County and the affected County
departments have no objection to the vacation, provided certain easements are retained within the
vacated area; and,
WHEREAS, § 15.2-2272.2 of the Code of Virginia (1950, as amended) requires that such
action be accomplished by the adoption of an ordinance by the governing body; and,
WHEREAS, notice has been given as required by § 15.2-2204 of the Code of Virginia (1950,
as amended), and the first reading ofthis ordinance was held on June 11, 2002; the public hearing and
second reading ofthis ordinance was held on June 25, 2002.
NOW THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the portion of public right-of--way shown stippled and designated as "RIGI-IT-of-wAY
TO BE vaCATED - 4, 596 s.F.", and the 15' public utility easement shown cross-hatched and designated
as "PORTION OF 1 S' P.U.E. TO BE RELOCATED", on Exhibit A attached hereto, entitled `PLAT SHOWING
A PORTION OF RIGHT-OF-WAY (4, 596 S. F.) TO BE VACATED AND THE RELOCATION OF A PORTION OF A
15' PUBLIC UTILITY EASEMENT AND A NEW WATERLINE EASEMENT ... ", dedicated by the "Plat Showing
Section No. 1, FAIRWAY FOREST ESTATES", recorded in Plat Book 10, Page 41, be, and hereby are,
vacated and closed pursuant to Section 15.2-2272 of the Code of Virginia (1950, as amended),
subject to the following conditions:
a. That a perpetual public utility easement, fifteen feet (15') in width, along Fairway
Estates Drive, being designated and shown as "RELOCATED PORTION OF 15'
P.U.E." on Exhibit A attached hereto, is hereby reserved and retained for public utility
companies to construct, install, improve, operate, inspect, use, maintain, remove,
monitor, repair or replace present or future public utility lines, pipes, facilities, systems
and other necessary or related structures, appurtenances and improvements, together
with the right of ingress and egress thereto from a public road.
b. That a perpetual waterline easement, of variable width, along Fairway Estates Drive,
being designated and shown as "PROPOSED WATERLINE EASEMENT" on

Exhibit A attached hereto, is hereby reserved and retained for the County of Roanoke,
its successors or assigns, to construct, install, improve, operate, inspect, use, maintain,
remove, monitor, repair or replace present or future water lines, pipes, facilities,
systems and other necessary or related structures, appurtenances and improvements,
together with the right of ingress and egress thereto from a public road.
c. That, subject to reservation of the above-described easements, fee simple title to the
vacated right-of--way shall vest in the owners of the abutting property, Wayne E.
Flippen and Christina B. Flippen, as provided in § 15.2-2274 of the Code of Virginia
(1950, as amended), and be added and combined with said abutting property in
compliance with the Roanoke County Subdivision and Zoning Ordinances, and other
applicable laws and regulations.
d. That all costs and expenses associated herewith, including but not limited to
publication, survey and recordation costs, shall be the responsibility ofBoone, Boone
and Loeb, Inc.
2. That, as a condition to the adoption of this ordinance, the portion of Fairway Estates
Drive to be vacated hereby shall also be abandoned as part of the secondary system of state highways,
and the alternative extended section of Fairway Estates Drive shall be accepted into the secondary
system of state highways, by separate procedure and action in accordance with §33.1-155 ofthe Code
of Virginia (1950, as amended).
3. That the County Administrator, an Assistant County Administrator, or any County
Subdivision Agent is hereby authorized to execute such documents and take such actions as maybe
necessary to accomplish the provisions of this ordinance, all of which shall be on form approved by
the County Attorney.
4. That this ordinance shall be effective on and from the date of its adoption, and a
certified copy of this ordinance shall be recorded in the Clerk's Office of the Circuit Court of Roanoke
County, Virginia, in accordance with ~ 15.2-2272.2 of the Code of Virginia (1950, as amended).

SUMMARY OF INFORMATION:
The petitioners, Mr. Gordon C. Willis, Jr., Perry R. and Jennifer N. Conner,
and Lewis C. Jamison, are requesting that the Board of Supervisors vacate a
portion of a 50 foot unimproved public right-of--way known as Southern Pines
Drive. The right-of--way to be vacated is shown on the attached map. The
portion of Southern Pines Drive is shown and dedicated on the subdivision plat
of Section 5, "Southern Pines" recorded in the Clerk's Office of the Circuit
Court of Roanoke County, Virginia, Plat Book 2, Page 138. Title to vacated
right-of--way is to vest in the abutting lot owners pursuant to § 15.2-2274 of the
Code of Virginia. The petitioners are the current owners of the abutting lots
(Tax map numbers 87.19-1-4, 87.19-2-11 and 87.19-1-3).
Southern Pines Drive, north of South Mountain Drive, has never been
developed and is currently heavily wooded. There is no plan to further
develop Southern Pines Drive by extending it north of South Mountain Drive.
County staff recommends that the board approve the vacation, subject to
reservation of a 50 foot sewer, water, drainage, greenway and public utility
easement.

No county funding is required.
RECOMMENDATIONS:
County staff is requesting that the Roanoke County Board of Supervisors adopt the proposed
ordinance, subject to the specified conditions.

COUNTY ADMINISTRATOR'S COMMENTS:
EXECUTIVE SUMMARY:
The petitioners, Michael L. Hewitt and Brittan R. Troutt, are requesting the Board
of Supervisors to vacate a 15-foot drainage easement and a 12-foot public utility
easement crossing their property so that they may improve their property.
BACKGROUND:
Michael L. Hewitt and Brittan R. Troutt are the owners of Lot 2, Blk. 12, Section 3
Beverly Heights North and are requesting the Roanoke County Board of
Supervisors, by Ordinance, vacate a 15-foot drainage easement and a 12-foot
public utility easement crossing their property as shown on Plat Book 8, Page 16.
Staff has inspected the area and determined that the 15-foot drainage easement
crossing this property is no longer necessary for proper storm water drainage of the
area because there is no discharge of water from a public street onto the property
and no drainage ditch exists.
Staff also contacted local utility companies and found that there were no objections
to the closing of the 12-foot public utility easement on the property.

SUMMARY OF INFORMATION:
The petitioners are requesting that the 15' drainage and 12' public utility easements
as shown on Exhibit A attached, be vacated in accordance with §15.2-2272(2),
Code of Virginia, 1950, as amended, by the adoption of the attached Ordinance.
Staff has conducted a field inspection of the lots encumbered by these easements
and has determined that there are no objections to the proposed vacations; staff
therefore concurs in the Petitioners' request.
FISCAL IMPACT:
All costs associated with this action shall be the responsibility of the Petitioners.
ALTERNATIVES:
1. That the Board approve and adopt the first reading of this ordinance to vacate
the described easements and schedule the second reading and public hearing
for June 25. 2002.
2. That the Board not vacate the described easements.

COUNTY ADMINISTRATOR'S COMMENTS:
EXECUTIVE SUMMARY:
This is the first reading of a proposed ordinance to approve, as current Landlord ofthe Salem
Bank and Trust Building, an assignment ofthe lease agreement for the office space formerly occupied
and rented by Blue Ridge Community Services. This ordinance is also to authorize the County of
Roanoke, Department of Social Services, to accept assignment of the Blue Ridge Community
Services lease and assume the terms, obligations and liabilities thereunder.
BACKGROUND:
In May, 2001, the Board of Supervisors acquired the office building known as the Salem Bank
and Trust Building from East Main Properties, LLC. The County received the building subject to
numerous leases for office space, one of which was for Suite 207 (381 sq. ft.) between East Main
Street Properties, LLC and Blue Ridge Community Services, dated November 1, 1997. The initial
term ofthis lease was one year, commencing on November 1, 1998, and ending on October 31, 1999,
with an annual rental of $3,429.00 payable in monthly installments of $285.75. The lease provides
for 5 automatic 1-year options to renew and a rental increase of 3.5% annually.
SUMMARY OF INFORMATION
On July 1, 2001, the Department of Social Services assumed responsibility for administration
ofthe FAPT/CPMT program under the Comprehensive Services Act, previously administered by Blue
Ridge Community Services, and maintains the administrative personnel in the same office space. In

order to show a clear delineation of the funding for the FAPT/CPMT program, with payment of the
rental for the office space, it is appropriate for the lease to be assigned to the County of Roanoke,
Department of Social Services. This action is to accept the assignment by the department as Tenant,
as well as to consent to the assignment as Landlord.
FISCAL IMPACT
The funds are available in the CSA (CPMT) administrative budget.
STAFF RECOMMENDATION
County staff recommends that the Board of Supervisors adopt the proposed ordinance to
authorize and approve the assignment, as Landlord, and accept the assignment, as Tenant, of the Blue
Ridge Commumty Services lease for Suite 207 at the Salem Bank and Trust Building. The second
reading of this ordinance will be scheduled for June 25, 2002.

WHEREAS, by Lease Agreement dated November 1, 1997, between East Main Street
Properties, L.L.C., as Landlord, and Blue Ridge Community Services, as Tenant, the Tenant leased
from the Landlord 381 square feet of office space (Suite 207) in the Salem Bank & Trust Building
in Salem, Virginia, for the purpose of providing contractual services for the Roanoke County
Department of Social Services, specifically including administration of the Comprehensive Services
Act program (FAPT/CPMT); and,
WHEREAS, the initial term of said lease was for a period of one (1) year, commencing on
November 1, 1998, and ending on October 31, 1999, at an annual rental of $3,429.00 payable in
twelve (12) monthly installments of $285.75 each, together with five automatic one-year options to
renew with a 3.5% annual rental increase; and,
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, purchased the Salem
Bank & Trust Building on May 15, 2001, subject to the above-described lease; and,
WHEREAS, effective July 1, 2001, the County of Roanoke Department of Social Services
assumed responsibility for administration ofthe Comprehensive Services Act program (FAPT/CPMT)
and continued to use and occupy Suite 207 for such purpose; and,

WHEREAS, in order to accurately reflect the use of office space and clarify funding streams
for operation and administration of the Comprehensive Services Act program, it is deemed
appropriate for the County of Roanoke, Department of Social Services, to accept assignment of the
Lease Agreement dated November 1, 1997, for Suite 207 and to assume all liabilities and obligations
of the Tenant under said lease; and,
WHEREAS, the Board of Supervisors of Roanoke County, as Landlord, consents to the
assignment of the above-described lease; and,
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the acquisition or
conveyance of an interest in real estate, including leases, shall be accomplished by ordinance; the first
reading of this ordinance was held on June 11, 2002; and the second reading was held on June 25,
2002.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That acceptance of the assignment, effective July 1, 2001, from Blue Ridge
Community Services (Tenant/Assignor) to The County of Roanoke, Department of Social Services
(Tenant/Assignee) of the Lease Agreement dated November 1, 1997, between East Main Street
Properties, L.L.C., as Landlord, and Blue Ridge Community Services, as Tenant, for operation and
administration of the Comprehensive Services Act program (FAPT/CPMT) in 381 square feet of
office space (Suite 207) in the Salem Bank & Trust Building in Salem, Virginia, together with
assumption by the County of all liabilities and obligations of the Tenant under said lease and release
of Blue Ridge Community Services of and from any further liabilities or obligations as Tenant
thereunder, be and hereby is authorized and approved.

WHEREAS, Section 3.07 of the Charter of the County of Roanoke provides for the
compensation of members of the Board of Supervisors and the procedure for increasing
their salaries; and
WHEREAS, Section 15.2-1414.3 of the 1950 Code of Virginia, as amended,
establishes the annual salaries of members of boards of supervisors within certain
population brackets; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has heretofore
established the annual salaries of Board members at $13,165.36 by Ordinance 061201-6
and further has established the additional annual compensation for the chairman for the
Board to be $1,800 and for the vice-chairman of the Board to be $1,200; and
WHEREAS, this section provides that the maximum annual salaries therein provided
may be adjusted in any year by an inflation factor not to exceed five (5%) percent; and
WHEREAS, the first reading on this ordinance was held on May 28, 2002; the
second reading and public hearing was held on June 11, 2002.
NOW, THEREFORE, it is hereby ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, that the annual salaries of members of the Board of Supervisors

salaries be accomplished by ordinance after public hearing between May 1 and June 30. Any
increase is limited to an annual five (5%) percent inflation factor.
SUMMARY OF INFORMATION:
The first reading of this proposed ordinance was held on May 28, 2002, the second reading
and public hearing is scheduled for June 11, 2002.
The current salary for Board members is $13,165.36. There is an additional annual
compensation for the Chairman of the Board at $1,800 and for the Vice-Chairman at $1,200.
This ordinance increases salaries by 2.5%.
FISCAL IMPACTS:
A 2.5% increase would cost $1,645.70 ($329.14 each). The new salary for each Board
member would be $13,494.50.

SUMMARY OF INFORMATION: The Roanoke County School Board serves as the fiscal
agent for the Roanoke Valley Regional Special Education Board. The regional board budget
for fiscal year 2001-02 is currently $5,601,734. The board-adopted budget for 2002-03 is
$5,883,778.
The Regional Program began operation during the fiscal year 1986-87. The Regional
consortium is comprised of six school divisions: Roanoke County, Roanoke City, Salem
City, Botetourt County, Craig County and Franklin County. Services are provided to
children with autism, multiple disabilities, severe and profound disabilities and hearing
impairments.
FISCAL IMPACT: Revenue received from the participating school divisions is based
on a per pupil cost. The program cost for each division is offset through reimbursement
from the State Department of Education.
STAFF RECOMMENDATION: Staff recommends appropriation of $5,883,778 to the
Roanoke Valley Regional Special Education Board's budget for fiscal year 2002-03. The
Roanoke County School Board adopted this budget at their May 21, 20 2, board meeting.

LEASE
This LEASE, entered into this 15~' day of April, 2002, by and between the ROANOKE
COUNTY SCHOOL BOARD (hereinafter `'the Landlord") and the ROANOKE VALLEY
REGIONAL BOARD/LOW INCIDENCE POPULATIONS (hereinafter "the Tenant");
WITNESSETH
IN CONSIDERATION of the mutual covenants and conditions contained herein, the
Landlord agrees to let to the Tenant and the Tenant agrees to lease from the Landlord the
premises described below according to the following terms and conditions:
The property to be leased includes classroom space and related facilities at
Hidden Valley Middle School of approximately 720 square feet, at Mountain
View Elementary School of approximately 1,184 square feet, at Mount Pleasant
Elementary School of approximately 965 square feet, at Hidden Valley High
School of approximately 660 square feef, at Northside Middle School of
approximately 608 square feet, at Northside High School of approximately 672
square feet, at Cave Spring High School of approximately 965 square feet, and
Glen Cove Elementary School of approximately 672 square feet. The total area to
be leased shall be approximately 6,446 square feet.
2. The Tenant shall pay as rent the sum of Ten Dollars ($10.00) per square foot per
year. This sum shall be due and payable in 10 monthly installments.
3. The Tenant shall pay as its portion of the utility payments for electricity, water,
sewage, trash collection and natural gas for the leased premises on a monthly
basis an amount calculated by multiplying the restricted indirect cost rate
approved by the State Department of Education by the total direct costs for the
program. Direct costs of the program include personnel services (salaries and
fringe benefits), lease of building and equipment, and staff development and
instructional materials outlays. This amount shall be paid to the Landlord within
thirty (30) days of receipt of a billing therefore by the Tenants. The indirect cost
rate approved by the State Department of Education for the current fiscal year is
attached.
4. During the term of this Lease, the Landlord shall provide all janitorial service
upon the leased premises. It is understood that the Tenant accepts the leased
premises in the physical condition in which the same are now in and that the
Landlord shall be under no obligation whatsoever to make any repairs or
replacements to said premises during the term of this Lease.

5. The term of this Lease shall begin as of the date hereof and unless sooner
terminated as herein provided shall exist and continue until the 30th day of June,
2003. Thereafter this Lease may be renewed for additional one year terms by the
Tenant giving notice of its intention to renew sixty (60) days prior to the
expiration of this Lease.
6. It is expressly agreed that the leased premises shall, during the term of this Lease,
be used for low incidence populations of children with autism, severe disabilities,
and multiple disabilities.

Fishburn Park School (one classroom), at Garden City Elementary School (two
classrooms), and Patrick Henry High School (one classroom). The total area to be
leased shall be approximately 6,940 square feet.
2. The Tenant shall pay as rent the sum of Ten Dollars ($10.00) per square foot per
year. This sum shall be due and payable in 10 monthly installments.
3. The Tenant shall pay as its portion of the utility payments for electricity, water,
sewage, trash collection and natural gas for the leased premises on a monthly
basis an amount calculated by multiplying the restricted indirect cost rate
approved by the State Department of Education by the total direct costs for the
program. Direct costs of the program include personnel services (salaries and
fringe benefits), lease of building and equipment, and staff development and
instructional materials outlays. This amount shall be paid to the Landlord within
thirty (30) days of receipt of a billing therefore by the Tenants. The indirect cost

payable in ten (10) equal installments.

Lease may be renewed for additional one year terms by the Tenant giving notice of its

7. It is expressly agreed that the leased premises shall, during the term of this Lease, be used
for low incidence population of hearing impaired and multihandicapped children.

WHEREAS, the birth of Salem is dated to June 4, 1802, when James Simpson sold
Susanna Cole a lot on Main Street at Cherry Alley for twenty dollars, marking the town's
first real estate transaction; and
WHEREAS, from the plots carved on land originally sold to Simpson by the son of
Andrew Lewis, the town of Salem grew to become a popular outpost on the Great Road
heading west; and
WHEREAS, Salem became a formally incorporated town by an act of the General
Assembly on March 21, 1836; and
WHEREAS, Salem was named the county seat of the newly formed Roanoke
County on March 30, 1838, and remains so to this day; and
WHEREAS, the City of Salem was formed on December 31, 1967, with a population
of 22,500; and
WHEREAS, Salem is today a thriving city of over 24,000 residents, rich in history
and heritage; and
WHEREAS, June 4, 2002, marked the 200`h anniversary of the birth of the City of
Salem; and
WHEREAS, the City of Salem is a leader in tourism and sports marketing, boasting
world class facilities and entertainment; and
WHEREAS, the City of Salem is to be commended for the quality of life sustained

The Board of Supervisors and County staff wishes to congratulate the City of
Salem and its citizens on their 200th anniversary. Salem is to be commended for the
quality of life sustained by its residents and for being a leader in tourism and sports
marketing. Salem has a rich history and shares a certain kinship with the County since
Salem has always been and still remains the County Seat.
Chairman Church and I plan to present this resolution to the Salem City Council
at one of their future meetings.

Permit granted by Ordinance 52395-15 to Kenneth McNeil to operate a
contractor's storage yard

SUMMARY OF INFORMATION:
On May 14, 2002 staff requested the Board to schedule a public hearing for June 25, 2002 to
consider the revocation of a Special Use Permit granted to Kenneth McNeil by Ordinance 52395-15 to
operate a contractors' storage yard, due to violations of the permit conditions.
I have had an opportunity to discuss this matter with Mr. McNeil and his attorney. Mr.
McNeil has filed a petition with the County to amend the conditions and to bring his operations into
compliance. This petition will be considered by the Planning Commission on July 2, 2002; and by the
Board on July 23, 2002.
Since Mr. McNeil has filed this petition to amend the conditions, I have recommended that this
public hearing on the revocation of the Special Use Permit be postponed until the petition is considered
by the Board.

AGENDA ITEM: Senior Citizens Hall of Fame Awards
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
This time has been set aside to recognize senior citizens for their contributions to the
community. This is the 17th year of the Hall of Fame awards, and the sixth time the awards
have been presented at a Board of Supervisors meeting. The Board members have
previously received information about the presentation and recipients. The many
contributions of these volunteers are always impressive and we are grateful for their work
in Roanoke County.
The Hall of Fame was established to give recognition to Roanoke County residents, age
60 and over, who through their volunteer efforts, have improved the quality of life in their
communities. The Hall of Fame also recognizes a community minded business, agency
or organization that provides a service to the senior citizens population or has as a
statement of purpose, the betterment of the community.
The ceremony is coordinated by the Parks and Recreation Department staff, under the
direction of Myra Sellers. Following the awards ceremony, there will be a reception on the
fourth floor of the Administration Center honoring this year's award recipients.

Welcome to the Seventeenth Annual Senior Citizens
Hall of Fame. The Hall of Fame was established in 1986 by
Roanoke County Parks and Recreation Department at the request
of the Board of Supervisors. The purpose of this awards program
was to honor senior citizens who serve the community by acts of
volunteerism. Each year, up to three (3) county residents who are
60 years of age or older, are recognized for their volunteer efforts
that have improved the quality of life in our community. Many
times their significant contributions and outstanding service go
unnoticed. The Hall of Fame focuses public attention on the
outstanding and innovative efforts of these individuals.
A Special Award Category was also established to
recognize one community-minded business, agency, or
organization that operates for profit, non-profit, or on a volunteer
basis. This nominee must provide a service to the senior citizen

population of the community or have as a statement of purpose,
the inclusion of community betterment in some form.
This year there were two nominees in the Individual
Award Category and one nominee in the Special Award Category.
As I call your name, please come forward and stand
with me at the podium as I read your volunteer information and
then present the award. If you would like to do so, we would
appreciate you saying a few words.

Del Kirschner
Del has volunteered for the Appalachian Regional
Blood Services Program for the past twelve years, assisting
donors, serving refreshments, observing for reactions and
labeling blood bags. Del also serves on the Volunteer Services
Committee of the Roanoke Valley Chapter of the American Red
Cross. His responsibilities include recruiting new volunteers and
recognizing volunteers working within the organization.
Del is a volunteer for the League of Older Americans
Tax Aide Program where he supervises 50 volunteers. Through
the League of Older Americans, he volunteers with the Senior
Safety Program, which helps make the homes of senior citizens
safer. Del is also on the Retired Senior Volunteer Program
Advisory Council.
Another organization that Del is involved with is a
Computer Club. This club helps people in the community to set
up computer systems. They also set up computer systems for

non-profit organizations that do not have a budget for computer
services.
Del is a full-time volunteer. Through the various
volunteer organizations that Del participates in, many people's
lives are made better. It is a privilege for me to be able to induct
Del Kirschner into the Roanoke County Senior Citizens Hall of
Fame.

Rose Allen
Rose is a long-time volunteer for the Girl Scouts of
Virginia Skyline Council. She is on the volunteer service unit
team called Trefoil that provides support to Girl Scout troop
leaders in Roanoke County. She holds the position of Trefoil
Registrar, which means she registers every Girl Scout in Roanoke
County, a total of 786 people. She is also the Cookie Chairman
for the Roanoke Area and accounts for every box of cookies that
comes through the Roanoke Valley. Another important role Rose
holds as a volunteer is managing the enrollment for the Dark
Hollow Day Camp for Girl Scouts in the Roanoke Valley.
Rose spends much of her time making sure Roanoke
County's youth has an opportunity to participate in an
organization designed to build skills and confidence, develop
character and values, and teach responsible citizenship. Rose
works with approximately 55 troops in Roanoke County,
providing essential support and guidance to the adults who lead
them.

Rose has impacted her community and benefitted the
citizens of Roanoke County. It is with pleasure that I induct you
into the Roanoke County Senior Citizens Hall of Fame.

Master Gardener Association
Would Shelby Snider please come forward to accept
the award for the Master Gardener Association.
The Master Gardener Association was nominated for
the Horticultural Therapy Program with is a new service within the
past year.
Volunteers go to nursing home and assisted living
facilities and help seniors and the disabled to enjoy gardening.
The volunteers help seniors do gardening projects from potting a
plant, creating a window garden, or developing a raised garden.
They also work with the staff of these facilities so that these kinds
of projects can be on-going.
Horticulture, or educated gardening, is a primary
interest for many seniors. Working with soil and plants allows
the seniors to stay physically active, mentally stimulated and
socially involved.

Developing a local therapy program, using horticulture
as its basis, allows many seniors to benefit who might not be able
to participate without the aide of these volunteers.
It is a pleasure to induct your organization into the
Roanoke County Senior Citizens Hall of Fame.

I am sure everyone will agree with me that we have met
some very special and dedicated volunteers who have a wide
range of interest. It is an honor for us to be able to spotlight this
kind of volunteer service.
In addition to the awards presented here tonight, each
name will be placed on a plaque that hangs on the wall at the
Brambleton Center. There is also a Hall of Fame book that houses
the volunteer information for each recipient, past and present.
This book is also on display at the Brambleton Center. Both the
book and the plaque will be on display upstairs tonight.
I would like to take this opportunity to thank the
nominators for filling out the nomination forms. A program like
this could not be held if we did not have these people who cared
enough to nominate a deserving volunteer. This is a great forum
for organizations to use to honor their volunteers.
Now I would like to invite everyone to join us on the
Fourth Floor for a reception to honor these fine volunteers we
have met here tonight.

Mary Hicks talked with Mrs. Matthews today. Mr. Matthews was born in Sept 1911 and will be 91 this
Sept. She told Mary Hicks that he broke his leg and is in a nursing home. His leg is mending well and
he may be going home by end of week. She wanted to talk to him about the resolution.
Mary suggested several ways of presenting the resolution with Mrs. Matthews to discuss with him. He
may want to wait until he can come or until his birthday in Sept. He may want us to go ahead with the
June 11 meeting and mail or have one of the Supervisors bring it to him in nursing home.
Mary H. thought it might be nice if he couldn't come, we could still read in the meeting and then mail it
with tape of the meeting.
Mrs. Matthews is supposed to call Mary tomorrow and let her know what he wants to do.

The celebration event scheduled for January 18th at RR Donnelley for the VVP award has been
postponed indefinitely. The Corporate Office made the decision over the holidays. Due to the cost
controls that the corporate office is implementing, an expensive celebration did not seem appropriate.
The event will probably be moved back six months and rescheduled for June. You will be receiving a
letter from Don Robb to this effect.
The resolution for Donnelley scheduled for January 8th BOS meeting has also been postponed.

OCCUPATIONAL SAFETY AND HEALTH VOLUNTARY PROTECTION
PROGRAM
WHEREAS, RR Donnelley, a Fortune 500 Company, is the most technologically
advanced, four color, book printing facility in the industry and one of the premier book
printing facilities in the world, and
WHEREAS, The Roanoke Manufacturing Division of RR Donnelley employs 285
employees in a 278,000 square foot facility located in Roanoke County, and
WHEREAS, RR Donnelley was notified in November 2001, of the achievement of
STAR worksite status in the Virginia Occupational Safety and Health Voluntary Protection
Program (VPP), the highest designation in the VPP which recognizes its members as
leaders in their respective industry in health and safety performance on injury and illness
rates, management commitment, employee involvement and written procedures, and
WHEREAS, The Roanoke Manufacturing Division holds the only STAR certification
for all book printers in Region 3 which covers the states of Virginia, West Virginia,
Delaware, and Maryland and will be the 16th site in Virginia to receive this award out of
approximately 160,000 possible sites, and
WHEREAS, RR Donnelley has a strong management commitment to safety culture
and employee involvement, two of the key elements in achieving this status.

reception. It is scheduled for June 11, 2002, at 4 p.m.
Myra will get the information for the chair and the people to be presented later but just
wanted to make sure the Senior Citizens Hall of Fame is on the agenda.

Sue, you probably already know, but we have on the draft agenda as of now, 4 first readings; 1 possible
first reading, and one new business item. Just letting you know so we are together on items.
New Business -Approval to appoint Buck Heartwell, Special Counsel for Roanoke County, to commence
eminent domain proceedings for Vinton Business Park.
First Readings -Vacation Fairway Estates Drive; vacation Southern Pines Drive, Vacation drainage
easement Beverly Heights North, and approve transfer of leases in Salem Bank & Trust Building. The
other first reading is one that Paul spoke to Arnold about - I think on CRT but there weren't sure.
