Good afternoon and welcome to our meeting for October 14, 2002. Regular meetings are held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings are held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be announced. The meetings are broadcast live on RVTV, Channel 3, and will be rebroadcast on Thursdays at 7 p.m. and on Saturdays at 4 p.m. The meetings are now closed captioned. Individuals who require assistance or special arrangements to participate in or attend Board of Supervisors meetings should contact the Clerk to the Board at (540) 772-2005 at least 48 hours in advance. CERTIFICATION RESOLUTION R-101402-1 JBC MOTION TO ADOPT RESOLUTION URC WITH HCN ABSENT D. APPOINTMENT TO FILL VACANCY CHAIRMAN CHURCH REPORTED THAT THE BOARD HAD REACHED A CONSENSUS REGARDING THE APPOINTMENT TO FILL THE VINTON DISTRICT VACANCY. HE STATED THAT THE DECISION WAS NOT UNANIMOUS. BUT THE BOARD IS UNANIMOUS IN THE SUPPORT OF THEIR SELECTION. HE REPORTED THAT THE BOARD HAD SELECTED MR. MICHAEL W. Mr. Eric Thomas Interview Schedule Vinton District Vacancy October 14, 2002 6:00 p.m. 6:30 p.m. 7:00 p.m. 7:30 p.m. 8:00 p.m. AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, OCTOBER 14, 2002 RESOLUTION 101402-1 CERTIFYING THE CLOSED MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was conducted in conformity with Virginia law. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, hereby certifies that, to the best of each members knowledge: 1. Only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting which this certification resolution applies, and 2. Only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Board of Supervisors of Roanoke County, Virginia. Supervisor Church moved to adopt the Certification Resolution. Childers Clerk to the Board of Supervisors cc: File Closed Meeting File t AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER, ON TUESDAY, OCTOBER 14, 2002 RESOLUTION 101402-2 OF APPOINTMENT TO FILL THE VACANCY ON THE BOARD OF SUPERVISORS IN THE VINTON MAGISTERIAL DISTRICT WHEREAS, Harry C. Nickens, member of the Roanoke County Board of Supervisors representing the Vinton Magisterial District, tendered his resignation from this office on September 24, 2002, said resignation to become effective midnight October 31, 2002; and WHEREAS, the remaining members of the Board of Supervisors hereby appoint a qualified voter of the Vinton election district to fill this vacancy, said appointment to become effective November 1, 2002; and WHEREAS, the person appointed shall qualify and give bond within thirty days after this appointment; and WHEREAS, the person appointed shall hold this office until the qualified voters of this election district shall fill this office by a special election to be held on November 4, 2003. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Board hereby appoints Michael W. Altizer to fill the vacancy on the Board of Supervisors of Roanoke County for the Vinton Magisterial District. 2. That this resolution shall take effect on November 1, 2002.
