RECOMMENDATIONS TO THE GENERAL ASSEMBLY
Approved by elected officials from the Roanoke Valley, Alleghany
Highlands, and the counties of Montgomery and Franklin attending an
October 18, 2002 meeting concerning a regional legislative agenda.
(Proposed additions fior the 2003 regional legislative agenda have been
incorporated belo~~~ -- highlighted in boldh-ed.}
Education•
• The General Assembly should fully fund the Standards of Quality.
The Commonwealth has an obligation to fund the Standards of
Quality on the basis of realistic costs -- reflecting actual education
practices to include capital, operating and maintenance costs.
Taxing and Funding:
• The General Assembly should eliminate the distinction in taxing
authority of Virginia's cities and counties. Counties should possess
the same authority as cities to levy taxes on tobacco products, lodging,
meals and admissions. The Tax Commission recommended the
elimination of the distinction in taxing authority.
• .The General Assembly should not limit or restrict existing local
revenue sources.
• The General Assembly should require state agencies, such as the
Virginia Department of Housing and Community Development, to use
specific income data from towns when assessing grants-in-aid
programs. Currently, data for counties are used when towns apply for
grants and often the economic conditions in a town differ significantly
from the economic condition of the county in which they are located.
This places the towns at a disadvantage when applying for
competitive state grants.
• The General Assembly should require VDOT to find a funding
mechanism that will expedite the widening/improvements to Interstate
81. I-81 is the economic lifeblood of Western Virginia.
Improvements to this highway will enhance safety and promote the
economy of this region. The communities in Western Virginia cannot
wait 40-50 years for the widening of I-81 to take place.

• The General Assembly should fund implementation of passenger rail
service in the Roanoke to Bristol corridor. Rail service will provide a
good multi-modal addition to the highways and airports currently
serving the region.
• The General Assembly should fund the Smart Road outside of the
VDOT funds allocated to the Salem Transportation District.
Approximately 35% of the funds allocated to the Salem District are
going to pay for the Smart Road. This highway facility represents an
economic benefit for the entire Commonwealth and the nation, and as
such, the funds for the Smart Road should not come solely from this

Local Authority:
• The General Assembly should not pass legislation that takes away
local government authority over land use issues. For example,
legislation will be considered in the 2003 session that will require
manufactured housing to be permitted "by right" in all residential
zoning districts. Such legislation would directly affect the power of
local councils and boards to control land use in their communities.

The city/county of is interested in participating in the
consortium of communities applying for the U.S. Department of Transportation's Small
Community Air Service Improvement Program. Because the Roanoke Regional Airport is an
economic driver for our region, we are in support of the application from Roanoke Regional
Airport Commission, or its designee, for funding under this federal program. The Roanoke
Regional Airport provides service to 19 counties, encompassing a population of
approximately 800,000 people in western Virginia. This airport is the only commercial air
service airport in this region of Virginia, and provides air service to a large portion of rural
Virginia west of the Blue Ridge Mountains.
The airport represents a major access point for travelers and goods throughout this region.
As such, it is one of the major economic drivers of our area. It is understood that the grant
application will be directed toward obtaining the services of a low-fare air carrier at the airport.
This is of significant importance for our region particularly for the business community. The
topic of ensuring reasonable costs for air service in and out of the region has been a high
priority for local governments and economic development agencies in the region. A low-fare,
air carrier serving the airport would enhance our economic competitiveness and ensure
continued economic prosperity in the region.
In order to support this regional initiative, the city/county of is willing
to allocate funds, in the amount of $ .This financial commitment
recognizes the critical need for improvement to regional air service.
The city/county of looks forward to participating in the consortium of
communities to work cooperatively to obtain funding from the Department of Transportation

Specifically the co-applicants are seeking a grant in the amount of $1,000,000 to be used as
a portion of a revenue guarantee necessary to acquire the services of an established low fare carrier
at the Roanoke Regional Airport. Seven (7) cities/towns and nine (9} counties within the Roanoke
Regional Airport air service area have expressed their desire to be included in the Consortium;
however, it is anticipated that additional public bodies from the nineteen county air service area will
be added to the Consortium in the event that a grant is received. The Roanoke Regional Airport
Commission is the owner and operator of the Roanoke Regional Airport.
The City of Roanoke, Virginia has agreed to serve as the local sponsoring governmental
entity for the requested grant.

L APPLICATION SUMMARY
The following application for federal funding is being filed in accordance with the requirements of and
pursuant to the Small Community Air Service Development Pilot Program, 40 U.S.C. 41743 et seq.
The co-applicants are the Roanoke Regional Airport Community Consortium for Improved Air Service
and the Roanoke Regional Airport Commission. The City of Roanoke has agreed to serve as the local
sponsoring governmental entity for the requested grant.
In the Spring of 2002, Roanoke Regional Airport Commission (Commission), owner and operator of
the Roanoke Regional Airport, began working with the cities and counties located within the Airport's
nineteen county primary air service area to create the Roanoke Regional Airport Community
Consortium for Improved Air Service (Consortium). Seventeen municipal and county governments,
representing the majority of the 787,000 persons in the Roanoke Regional Airport service area indicated
a willingness to join the Consortium. Over the past year, various members of the Consortium has been
active in the pursuit of a low-fare carrier and in creating an effective "risk sharing" and air service
support program to attract aloes-fare airline. Two of the members of the Consortium, the City of
Roanoke and the County of Roanoke, contributed some $50,000 to assist in the creation and operation
of the Roanoke Regional Airport Alliance, an organization of area businesses formed to mobilize
private sector support of air service development initiatives.
The Alliance quickly affirmed that obtaining lower fares at Roanoke Regional Airport was the number
one air service development priority, and that AirTran Airways was the airline that could best provide
this service. In the spring of 2003, the Alliance launched a "Campaign for Fair Airfares" to establish a
travel bank program as an incentive to secure AirTran service. This multi-county, multi-chamber effort
has to-date obtained pledges for $1.9 million from approximately 90 business, educational and
government organizations within the Roanoke Regional Airport service area. The Alliance has
conducted numerous presentations to community and business groups throughout the region, creating
broad-based support for the low-fare service development program.
Meanwhile, the Consortium has been successful in securing tentative commitments for $1.0 million in
funding that would be used in conjunction with federal grant funds sought in this application to provide
a revenue guarantee to offset aloes-fare airline's operating losses, if any, during an initial. period of
operation. The Consortium's funds would represent a 100% match of the federal grant funds.
The Roanoke Regional Airport Commission has also adopted new airline incentive programs during
the past year that will be available for this low-fare service initiative, as well as for other airline service
improvements. These incentives include a temporary waiver of landing fees and terminal rents for new
carriers at Roanoke and cooperative advertising.
In short, Roanoke has formed effective public-private partnership organizations that have already made
substantial progress in raising funds and creating community support to attract low-fare service to
Roanoke Regional Aitport. Roanoke has presently raised financial commitments of close to $3.0
million, and with a federal grant of $1.0 million, is confident that low-fare service can be established at
Roanoke.

As detailed in this application, the current high fares at Roanoke are forcing passengers to travel to
more distant airports for air service. Among the cun•ent low-fare airlines, AirTran is uniquely suited to
profitably offer low fare service to many of Roanoke leading travel markets, and is the clear choice for
Roanoke's air service development incentive program.

Please review the following information carefully. Please sign and return along with any required advanced
deposit. At that time the VRFA/Virginia's Explore Park will be happy to hold the specified space on a
defmite basis.
The VRFA/Virginia's Explore Park requires an advanced deposit of $0.00 no later than
----------------. This deposit will be applied to the final bill.
PAYMENT TERMS
50% of the estimated event costs (advance deposit) shall be paid with the signed Contract, with the
remainder due 30 days prior to the event. A completed Credit Card Authorization is required as a back up
for any over time charges incurred. A Credit Card Authorization form is attached and must be fully
completed and returned to the Marketing Department with the signed Contract.
HISTORIC AND RECREATIONAL AREAS
The rental of facilities does not include admission to the historic park or recreation areas. Group discounts
are available.
TIME RESTRICTIONS
Should client's event go longer than the time contracted for, there wil] be an additional fee of $25 per each
hour over the contracted time.
FOOD SERVICE
If client plans on having the event catered, the client is required to use only VRFANirginia's Explore Park
catering services provided by The Brugh Tavern. If client plans on self-catering the event, the client must
sign a statement releasing VRFANirginia's Explore Park from any liability related to this type of service.
BEVERAGE REGULATIONS
The client must follow all state ABC Rules and Regulations. The client will assume al] liability resulting
from the consumption of alcohol by guests or patrons. Please submit a copy of an ABC permit 24 hours in
advance of event to the Marketing Department. Alcoholic beverages will not be permitted in any areas
other than those facilities being rented by the client. VRFANirginia's Explore Park staff reserves the right
to use discretion to stop all or part of any liquor service at any time.
CONDUCT OF EVENT
The client will undertake to conduct the event in an orderly manner in full compliance with applicable laws
and regulations. Client assumes full responsibility for the conduct for all persons in attendance and for any
damage done to any part of the VRFA'sNirginia's Explore Park's premises during any such time that
premises are under the control of client, or client agent, invitees, employees or independent contractors
employed by the client.
SIGNAGE
Signs are not to be posted on the VRFANirginia's Explore Park property without prior approval by Park
management. Signs or banners may be posted in areas designated by VRFANirginia's Explore Park
management. Nails, hooks, adhesive fasteners, tacks, or screws are not to be installed on any part of the
meeting rooms. Posters or literature is not to be distributed in the parking areas or throughout the
VRFA/Virginia's Explore Park.
DECORATIONS
Decorations used in VRFA/Virginia Explore Park facilities must be flame retardant. Open flame lights are
prohibited. Al] lit candles must be in a protective globe.
ELECTRICAL
Any exposed electrical or extension cords must be taped securely to the floor.
ACCESSBILITY
Entrances and exists must remain accessible at all times.
SMOKING
The VRFANirginia's Explore Park is a smoke-free facility. Smoking is prohibited anywhere in the historic
outdoor area.
EQUIPMENT
Receipt and storage of equipment or property by the client on VRFA/Virginia's Explore Park property shall
not be permitted unless authorized in writing by the VRFANirginia's Explore Park. Any such storage will
be at the client's sole expense and risk. The client agrees to hold the VRFA/Virginia's Explore Park
harmless for any damage to or loss of any properly of the client's, however such damage or loss might
occur, including without limitation, damage due to the VRFA'sNirginia's Explore Park's negligence.
FORCE MAJEURE
This agreement by both parties is subject to labor disputes or walkouts, acts of God, or any act of public
authority, material breach of Contract by client, or any other condition beyond either party's control.
Neither party shall be liable to fulfill the remainder of the Contract.
SECURITY
The VRFA/Virginia's Explore Park will not be held responsible before, during or after for lost, stolen or
damaged items left in the event rooms, regardless of whether those rooms are secured by personnel from
the client's organization or the VRFA/Virginia's Explore Park.
EVENT SPACE AND ROOM RENTAL
The VRFA/Virginia's Explore Park reserves the right to reassign or reduce event space as necessary, in
accordance with the guaranteed number of attendees and set-up requirement for the event. If changes to the
contracted & executed room set are required, additional set up labor charges will be assessed. Event space
is available only at the times specified under the agenda on this Contract.
LIABILITY
The client agrees to be responsible for and to pay, indemnify and hold VRFA/Virginia's Explore Park, its
offers, agents, and employees against any and all loss, cost of expense, including reasonable attorney's
fees, resulting from any claim or legal action of any nature, whether or not reduced to a judgment, that may
arise against the VRFA/Virginia's Explore Park in connection with the event or in connection with the
rights and privileges granted by the VRFANirginia's Explore Park ,including, without limitation, personal
injury, wrongful death, property damage claims, any patent, trademark, franchise, copyright, libel or
defamation claim or suit, and any claim or suit based upon client's agents', employees', or invitees'
intentional or negligent acts or omissions.
CANCELLATION AND PAYMENT TERMS
If this agreement is canceled by the client, a charge will be applied as follows:
7-29 days or more Deposit will be held. The deposit may be used toward another event if
booked within six months.
6 days or less 100% of total estimated charges.
This charge shall be paid as liquidated damages and not as a penalty.
THIS AGREEMENT SHALL BIND ALL PARTIES AFTER RECEIPT OF A FULLY EXECUTED
COPY OF THIS AGREEMENT AND COUNTERSIGNATURE BY AN AUTHORIZED AGENT OF
THE VRFA AND THE VRFA/VIRGINIA'S EXPLORE PARK. ALL MODIFICATIONS, TO THIS
AGREEMENT IF ANY, SHALL BE MADE IN WRITING AND MUST BE SIGNED AND
INITIALLED BY ALL PARTIES.

Regional Leadership Summit
• Education:
The General Assembly should fully fund the Standards of Quality. The
Commonwealth has an obligation to fund the Standards of Quality on the basis of
realistic costs reflecting actual education practices to include capital, operating and
maintenance costs.
• Taxing and Funding:
The General Assembly should eliminate the distinction in taxing authority of
Virginia's cities and counties. Counties should possess the same authority as cities
to levy taxes on tobacco products, lodging, meals and admissions. The Tax
Commission recommended the elimination of the distinction in taxing authority.
The General Assembly should not limit or restrict existing local revenue sources.
The General Assembly should require state agencies, such as the Virginia
Department of Housing and Community Development, to use specific income data
from towns when assessing grants-in-aid programs. Currently, data for counties are
used when towns apply for grants and often the economic conditions in a town differ
significantly from the economic condition of the county in which they are located.
This places the towns at a disadvantage when applying for competitive state grants.
• Transportation:
The General Assembly should require VDOT to find a funding mechanism that will
expedite the widening/improvements to Interstate 81. I-81 is the economic lifeblood
of Western Virginia. Improvements to this highway will enhance safety and promote
the economy of this region. The communities in Western Virginia cannot wait 40-50
years for the widening of I-81 to take place.
The General Assembly should fund implementation of passenger rail service in the
Roanoke to Bristol corridor. Rail service will provide a good multi-modal addition to
the highways and airports currently serving the region.
The General Assembly should fund the Smart Road outside of the VDOT funds
allocated to the Salem Transportation District. Approximately 35% of the funds
allocated to the Salem District are going to pay for the Smart Road. This highway
facility represents an economic benefit for the entire Commonwealth and the nation,
and as such, the funds for the Smart Road should not come solely from this region's
highway allocation.

authority over land use issues. For example, legislation will be considered in the
2003 session that will require manufactured housing to be permitted "by right" in all
residential zoning districts. Such legislation would directly affect the power of local
councils and boards to control land use in their communities.

1. Catering:
• Luke Campbell is the catering manager for Great Expectations. He's the
one t talked with.
• He confirmed the $9.95 per person price for 3 salads and 2 entrees. He
thought our salads selections were a good balance (mixed greens, pasta, &
fruit).
• He is going to check with the chief and E-mail me regarding the Chicken
Coq Au Vin.
• They usually provide two or three selections for desserts such as a cobbler
and pudding or cookies or a variety of pies - we have a choice.
• I confirmed that they will provide the linens for all tables.
• He is available by phone Wed through Sun after 9:00 a.m. I told him I would
call him back after we had decided about the chicken.

other than those facilities being rented by the client. VRFANirginia's Explore Park staff reserves the right
to use discretion to stop all or part of any liquor service at any time.
CONDUCT OF EVENT
The client will undertake to conduct the event in an orderly manner in full compliance with applicable laws
and regulations. Client assumes full responsibility for the conduct for all persons in attendance and for any
damage done to any part of the VRFA's/Virginia's Explore Park's premises during any such time that
premises are under the control of client, or client agent, invitees, employees or independent contractors
employed by the client.
SIGNAGE
Signs are not to be posted on the VRFA/Virginia's Explore Park property without prior approval by Park
management. Signs or banners maybe posted in areas designated by VRFA/Virginia's Explore Park
management. Nails, hooks, adhesive fasteners, tacks, or screws are not to be installed on any part of the
meeting rooms. Posters or literature is not to be distributed in the parking areas or throughout the
VRFA/Virginia's Explore Park.
DECORATIONS
Decorations used in VRFA/Virginia Explore Park facilities must be flame retardant. Open flame lights are
prohibited. All lit candles must be in a protective globe.
ELECTRICAL
Any exposed electrical or extension cords must be taped securely to the floor.
ACCESSBILTTY
Entrances and exists must remain accessible at all times.
SMOKING
The VRFA/Virginia's Explore Park is a smoke-free facility. Smoking is prohibited anywhere in the historic
outdoor area.
EQUIPMENT
Receipt and storage of equipment or property by the client on VRFA/Virginia's Explore Park property shall
not be permitted unless authorized in writing by the VRFA/Virginia's Explore Park. Any such storage will
be at the client's sole expense and risk. The client agrees to hold the VRFA/Virginia's Explore Park
harmless for any damage to or loss of any property of the client's, however such damage or loss might
occur, including without limitation, damage due to the VRFA's/Virginia's Explore Park's negligence.
FORCE MAJEURE
This agreement by both parties is subject to labor disputes or walkouts, acts of God, or any act of public
authority, material breach of Contract by client, or any other condition beyond either party's control.
Neither party shall be liable to fulfill the remainder of the Contract.
SECURITY
The VRFA/Virginia's Explore Park will not be held responsible before, during or after for lost, stolen. or
damaged items left in the event rooms, regardless of whether those rooms are secured by personnel from
the client's organization or the VRFA/Virginia's Explore Park.
EVENT SPACE AND ROOM RENTAL
The VRFA/Virginia's Explore Park reserves the right to reassign or reduce event space as necessary, in
accordance with the guaranteed number of attendees and set-up requirement for the event. If changes to the
contracted & executed room set are required, additional set up labor charges will be assessed. Event space
is available only at the times specified under the agenda on this Contract.
LIABILITY
The client agrees to be responsible for and to pay, indemnify and hold VRFA/Virginia's Explore Park, its
offers, agents, and employees against any and all loss, cost of expense, including reasonable attorney's
fees, resulting from any claim or legal action of any nature, whether or not reduced to a judgment, that may
arise against the VRFA/Virginia's Explore Park in connection with the event or in connection with the
rights and privileges granted by the VRFA/Virginia's Explore Park ,including, without limitation, personal
injury, wrongful death, property damage claims, any patent, trademark, franchise, copyright, libel or
defamation claim or suit, and any claim or suit based upon client's agents', employees', or invitees'
intentional or negligent acts or omissions.
CANCELLATION AND PAYMENT TERMS
If this agreement is canceled by the client, a charge will be applied as follows:
7-29 days or more Deposit will be held. The deposit may be used toward another event if
booked within six months.
6 days or less 100% of total estimated charges.
This charge shall be paid as liquidated damages and not as a penalty.
THIS AGREEMENT SHALL BIND ALL PARTIES AFTER RECEIPT OF A FULLY EXECUTED
COPY OF THIS AGREEMENT AND COUNTERSIGNATURE BY AN AUTHORIZED AGENT OF
THE VRFA AND THE VRFANIRGINIA'S EXPLORE PARK. ALL MODIFICATIONS, TO THIS
AGREEMENT IF ANY, SHALL BE MADE IN WRITING AND MUST BE SIGNED AND
INITIALLED BY ALL PARTIES.

The Department of Environmental Quality (DEQ) and Roanoke Valley-Alleghany Regional Commission
(RVARC) are coordinating a special study of pollutants in the Tinker Creek watershed because portions
of the Tinker Creek watershed do not meet Virginia's bacteria water quality standard. This special study
will result in the development of a "Total Maximum Daily Load" (TMDL) for bacteria in the Tinker
Creek watershed, which includes identifying sources of pollution and the reductions necessary to meet the
water quality standard. The enclosed information will help familiarize you with the TMDL development
process.
You are invited to attend the first public meeting to learn more about and to comment on the Tinker Creek
watershed TMDL study. The first public meeting will take place at 7:00 p.m., Tuesday, June 24,
2003, at the Babcock Auditorium at Hollins University located at 7916 Williamson Road, Roanoke,
Virginia. Tinker Creek watershed monitoring efforts, water quality information, and watershed modeling
will be discussed. Please share this meeting information with other interested members of the community.

TIIVKER CREEK WATERSHED TMDL DEVELOPMENT
What is a TMDL? Total Maximum Daily Load (TMDL) is a term used to describe the amount
of pollution a stream can receive and still meet Water Quality Standards. Water quality standards are
regulations based on federal or state law that set numeric or narrative limits on pollutants. TMDLs are
required for water bodies that are determined to be impaired. The Virginia TMDL program is
governed by a federal court order Consent Decree, which lays out a schedule for TMDL development
through 2010.
~ What is the purpose of n TMDL Study? A TMDL Study identifies sources of pollution
and reductions needed to attain water quality standards. A TMDL considers point sources such as
residential, municipal, or industrial discharges and non-point sources such as residential, urban, or
agricultural runoff. Virginia's goal is that all streams attain the appropriate beneficial uses. These
beneficial uses are described by the following use goals: drinking water use, swimming use, fishing
use, shellfishing use, and aquatic life use. These uses are protected by application of the state's water
quality standards.
What IS VII"glnld S Bacteria Water QunlitY Standard? Virginia's Bacteria Standard
(9 VAC 25-260-170) states E.coli levels in streams shall not exceed 235 Colony Forming Units per
100 milliliters of water. This standard supports Virginia's goal that all streams meet primary contact
recreational uses. Currently, Department of Environmental Quality (DEQ) monitoring teams are
collecting monthly bacteria samples.
~ How will the public participate in TMDL development? A series of meetings will be
held. The first meeting will inform the public about the impairment, the TMDL process, and obtain
public comment. Any subsequent meetings will discuss the on-going TMDL study, including pollutant
sources and amounts and the status of the modeling work. Additional small meetings may be held with
stakeholders to ensure the information used in the study is accurate. The final meeting will present the
draft TMDL study, including reduction targets, for public review and comment prior to submittal to
EPA. Public meetings will be advertised in local newspapers, through direct mailings, and in the
Virginia Register.
~ What kind of input can stakeholders provide during the process? Public
participation is important because landowners know much of the information needed to help clean up
the stream. Such information can be the location of public sewers, septic systems and straight pipes as
well as the condition of the septic systems. Other information can be the confirmation of livestock and
wildlife numbers and locations in the area. Stakeholders are encouraged to provide input into the study
process so that the final report is as accurate as possible.
~ What streams are impaired in the Tinker Creek watershed? Five streams in the
Tinker Creek watershed are impaired including 19.38 miles of Tinker Creek, 12.61 miles of Glade
Creek, 3.5 miles of Lick Run, 2.08 miles of Laymantown Creek, and 5.25 miles of Carvin Creek.
These segments are identified in Virginia's 1998 and 2002 303(d) TMDL Priority List and Report as
impaired due to violations of the State's water quality standard for bacteria. A small map is provided
be]ow. More detailed maps will be available at public meetings.

Hollins University is on U.S. Route 11 (7916 Williamson Road), just off Interstate 81 at Exit 146.
Coming from the north on I-81, take Exit 146, turn left onto Plantation Road, go to the first stoplight and turn
left onto Williamson Road (Route 11 north), go approximately 1/2 mile, turn left into the campus entrance.
Coming from the south on 1-81, take Exit 146, turn right onto Plantation Road, go to the first stoplight and
turn left onto Williamson Road (Route 11 north), go approximately 1/2 mile, turn left into the campus
entrance.
From Rocky Mount, take Route 220 north until it runs into I-581 north. Travel 5.4 miles on I-581 until it
intersects with I-81 north, take Exit 146, turn right onto Plantation Road, go to the first stoplight and turn left
onto Williamson Road (Route 11 north), go approximately 1/2 mile, turn right into the campus entrance.
From Fincastle, take Route 220 south until it intersects with Route 11, turn right at the stoplight and follow
Route 11 for 3.5 miles, turn right into the campus entrance.
From Lynchburg, (Route 460 west), turn right onto Alternate 220 and travel approximately 5 miles to the
intersection of Alternate 220 and Route 11, turn left at the stoplight and travel south on Route 11 for 3.5
miles, turn right into the campus entrance.
The meeting will take place in the Babcock Auditorium (building number 9 on the diagram below).
