The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the Reorganizational Meeting
for 1986.
IN RE: PRELIMINARY MATTERS
County Administrator, Elmer C. Hodge, Jr., served as
Chairman, Pro Tempore.
The invocation was given by Supervisor Nickens. The
Pledge of Allegiance was recited by all present.
IN RE: ORGANIZATION OF COUNTY BOARD
1. Election of Officers
a. Chairman - Chairman, Elmer C. Hodge, Pro
Tempore, called for nominations for the position of Chairman.
Supervisor Johnson nominated Supervisor Brittle for Chairman.
There were no further nominations. Supervisor Nickens moved that
Supervisor Brittle be selected Chairman by acclamation. The
motion carried by the following recorded vote:
AYES: Supervisors Garrett, Nickens, McGraw, Johnson, and Brittle
NAYS: None
Supervisor Brittle thanked the other Board members for
electing him to the position of Chairman. Supervisor Brittle
presented a list of goals and objectives for 1986 to the staff
and press present at the Board meeting. A copy of these goals
and objectives are included in the packet of the Deputy Clerk.

b. Vice-Chairman - Chairman Brittle called for
nominations for the position of Vice-Chairman. Supervisor
Garrett nominated Supervisor Johnson to this position.
Supervisor Nickens moved that Supervisor Johnson be elected to
the position of Vice-Chairman by acclamation. The motion carried
by the following recorded vote:
AYES: Supervisors Garrett, Nickens, McGraw, Johnson, and Brittle
NAYS: None
2. Length of Term of Chairman and Vice-Chairman -
Supervisor Johnson moved that the terms for the Chairman and the
Vice-Chairman be one (1) year. The motion carried by a unanimous
voice vote.
3. Adoption of By-laws and Rules of Order
4. Schedule of Board Meetings for 1986 -Supervisor
Garrett moved to approve the prepared resolution providing for
the adoption of by-laws a nd rules of order and the schedule of
1986 Board of Supervisors meetings.
RESOLUTION 1-2-86-1 ESTABLISHING A
MEETING SCHEDULE FOR THE BOARD OF
SUPERVISORS OF ROANOKE COUNTY FOR
CALENDAR YEAR 1986 AND ADOPTING RULES OF
PROCEDURE FOR SUCH MEETING
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That for calendar year 1986 the regular meetings of
the Board of Supervisors of Roanoke County shall be held on the
second and fourth Tuesday of each month at the Roanoke County
Administration Center on Brambleton Avenue, S.W., Roanoke County,
Virginia. The first meeting of each month shall commence at 3:00
o'clock p.m. The second meeting of each month shall commence at
3:00 o'clock p .m.; provided, however that all public hearings
shall be scheduled for this meeting and that said public hearings
shall commence at 7:00 o'clock p.m.; and

2. That the rules of parliamentary procedure for the
conduct of all Board meetings shall be Robert's Rules of Order;
provided, however, these rules are amended as follows:
- that a second to a motion shall be required in order
to consider that motion;
- that the chairman may make motions, second motions,
participate in debate and vote on all matters
considered by the Board.
On motion of Supervisor Garrett and the following recorded vote:
AYES: Supervisors Garrett, Nickens, McGraw, Johnson, and Brittle
NAYS: None
5. Calendar of Holidays for 1986 - County
Administrator, Elmer C. Hodge, recommended two changes to the
list of holidays presented by the Roanoke County Department of
Personnel. He recommended that Election Day (Tuesday, November
11, 1986) be eliminated and that the day after Christmas (Friday,
December 26, 1986) and the day after New Year's Day (Friday,
January 2, 1987) be added as holidays. Supervisor Nickens moved
to approve the holiday schedule for 1986 with the recommendations
of the County Administrator. Supervisor Johnson seconded the
motion. The motion carried by the following roll call vote:
AYES: Supervisors Garrett, Nickens, McGraw, Johnson, and Brittle
NAYS: None
The Holidays established for 1986 will be as follows:

6. County Board Memberships on Various Committees,
Commissions, and Boards - The following Supervisors will serve o
the listed committees, commissions, and boards:
Supervisor Garrett - Audit Committee; Social Services;
Airport Advisory Committee; and liaison to the Commissioner of
Revenue.
Supervisor Johnson - Fifth Planning District
Commission; Audit Committee; Clean Valley Committee; and liaison
to the Clerk of Circuit Court.
Supervisor McGraw - Cablevision Committee; Volunteer
Chiefs and Rescue Captains; Bid Committee; and liaison to the
Treasurer of Roanoke County.
Supervisor Nickens - Cablevision Committee;
Transportation and Safety Commission; E911 Committee; Roanoke
River Project; and liaison to the Roanoke County Sheriff's
Department.
Chairman Brittle - State Emergency Services Committee;
Western Virginia Development Corporation; Regional Partnership;
Fifth Planning District Commission; and liaison to the
Commonwealth Attorney.
IN RE: NEW BUSINESS
1. Channelization of Roanoke River - John Hubbard,
Superintendent of the Department of Public Facilities, presented
a report with an attached map to the Board of Supervisors. Mr.
Bill Clark from Roanoke City was also present to answer any
questions.
Supervisor McGraw moved to approve the prepared
resolution. The motion was seconded by Supervisor Nickens.
RESOLUTION 1-2-86-3 IN SUPPORT OF THE
CHANNELIZATION OF THE ROANOKE RIVER
WHEREAS, the recent flood and the threat of future ones
is a most serious issue for the Roanoke Valley; and

WHEREAS, the City of Roanoke has renewed its interest

in the channelization of the river, and the County of Roanoke has
initiated a plea for federal assistance for control of the
tributaries; and
WHEREAS, the Roanoke Valley must begin immediately
because of the long lead time required for engineering studies,
funding, and subsequent construction.
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That Roanoke County does hereby support the City of
Roanoke in the channelization of the ten miles of the Roanoke
River that lie within the boundaries of the City of Roanoke and
County; and
2. That Roanoke County supports the channelization of

the remaining six miles of the Roanoke River that lie within the
boundaries of the City of Salem and Roanoke County. This support
is based upon the completion of engineering studies and more
definite cost estimates. Based upon the 1982 cost estimates and
policies the County's reserves the right to reconsider its
position on this matter if local share costs or requirements
substantially increase.
On motion of Supervisor McGraw, seconded by Supervisor Johnson,
and the following recorded vote:
AYES: Supervisors Garrett, Nickens, McGraw, Johnson, and Brittle
NAYS: None
Supervisor Johnson requested that the Board consider a

work shop to help the new Board members on current issues and any
other matters on which the new Supervisors need to be advised.
Supervisor Johnson suggested that this workshop be held while the
Board is in Richmond lobbying for the Charter.
Supervisor Brittle wished to invite the media and to
also make the invitation public to the media in Richmond.

A concern was expressed that meeting in Richmond would
not be convenient for the Roanoke media. Supervisor Garrett
suggested a meeting when the legislators are next in Roanoke.
Mr. Hodge, County Administrator, reported that he will present a
list of alternative meeting dates to the Supervisors at the
January 14, 1986, Board meeting.

Chairman Brittle adjourned the meeting at 4:50 p.m.
