Regular meetings are held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings are held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be announced. The meetings are broadcast live on RVTV, Channel 3, and will be rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. Our meetings are now closed-captioned, so it is important that anyone addressing the Board speak directly into the microphones at the podium. She won the diving event with a score of 263.1 which was far ahead of the second place finisher's score of 228.9. Melissa excels academically as well as athletically and has a 3.6585 grade point average and her class rank is 34 of 298. (c) Brian Wood for winning the a State Group AA Championship for wrestling BrianWood, a senioratUVilliam Byrd High School, won the 125-Pound StateGroupAA Wrestling Championship on March 8, 2oD8. He scored a pin in 25 seconds in the semifinals and won the title with a 6-2 decision over once-beaten Chris Smith of Chancellor. Brian completed the season with a record of 36 wins and four losses, and won the Region III title and placed second in the Big Grange Classic. Brian excels academically as well as atl~~letically and has a 3.1667 grade paint average and his class rank is 94 of 275. Brian will attend Virginia Tech next year. T ler Snow for bein named Grou AA First Team All-State Linebacker for football Tyler Snow, a junior at William Byrd High School, was a valuable member of the William Byrd Terriers football team which won the 2D47 Blue Ridge District Championship and had a season record of 1 D wins and 2 losses. Tyler received the following honors: ~1 }First Team All-District Linebacker; ~2} First Team All-Region Linebacker; ~3}First Team All-Timesland Linebacker; ~4} First Team All-State Linebacker; ~5}Blue Ridge District Defensive Back of the Year; and ~6}Blue Ridge District Defensive Player of the Year. Coach Highfill has coached both varsity football and men's soccer for 27 years and has compiled records a football record of 141 wins,129 losses, and one tie and a soccer record of 370 wins, 89 losses, and 16 ties. Coach Highfill was also named Coach of the Year for soccer by the Virginia High School Leag~~e in 1996 and 2002. Lauren was a member of the Cave Spring Knights 2DD5 and 2006 State Championship Volleyball Teams. As a setter during the 2007 season, Lauren had 901 assists and 231 digs in 91 games, including 60 blocks, 59 aces, and 120 kills. Lauren was named First Team All-State, All District, and All Timesland; and was also named the River Ridge District and Region IV Volleyball Player of the Year. Ali Horn for winning a State Groua AA Championship for swimming Ali Horn, a freshman at Cave Spring High School, won an individual State Group AA Championship for the 200 yard freestyle on February 9, 2008. She won the 200 freestyle iii a time of 1:54.53, and finished second in the state meet in the 500 yard freestyle. She was ranked in the top three in six individual events in Timesland. Ali was named to the FirstTeam All-Timesland forswimming and was onlyone of two freshmen to receive this honor. Ali is the Cave Spring High School record holder in the 500 yard freestyle competition, and swims year-round for the Virginia Gators. ~ Tim Smith for winnin a State Grou AA Cham ionshi for indoor track Tim Smith, a senior at Cave Spring High School, won the State Group AA indoor track championship for 32x4 meters with a time of 9;25.02 on March 1, 2008. He was named to the First Teams for All-District, All-Region, and All-State. He placed 6th in the 2008 Nike National Indoor Track and Field and earned All-American Runner honors. Tim finishes his high school career with the title of the greatest male distance runner in Cave Spring High School history, and was the most valuable player for cross-country, indoorand outdoortrack ~distance~ teams from 2005 through 2008. He was the 2001 Vllendy's Reisman Nominee for Cave Spring High School, and was a 2001 Roy Stanley Scholarship winner. Tim will attend the University of Richmond next year and will run both cross-country and track for the Spiders. Attending the meeting will be Dr. Lange, School Superintendent, and Steve Spangler, Principal, Cave Spring High School. Also planning to attend are Coach Tommy Maguire, Cross Country, and Coach Andy Huray, Swimming. "there is still an outstanding balance of $125,000 on this note. The park operations are nowclosed down, and theVRFAdoesnot have awaytogenerate additional funds to paythe remainder of the loan. However, the park does have a sizable inventory of non-historic items that can be used by the County in various departments. VRFA would like to give the County this non-historic inventory, in entirety, for full payment of the loan. The fair value of this inventory exceeds the remaining balance of the note. Several County departments have already expressed interest in the attached items, which totals $138,710, and is not the complete inventory. UVe would like to give the other County departments a chance to look at the remaining items and see what they would like to use in their areas. After all useful items have been identified we will declare the balance as s~irplus property and sell it through our on-line auction process. FISCAL IMPACT: The County would write off the balance of the promissory note to VRFA ($125,000) in exchange for the non-historic inventory. Hodge ~~~'Ylt,~h-~~ County Administrator CaUNTYADMINISTRATGR'S COMMENTS: ~,~,eciyi~rx~n~ a~.~a.~ SUMMARY OF INFORMATION: At the March 25t" Board of Supervisors work session to consider changes to the Roanoke County Park Grdinance, staff asked the Board to delay action on the proposed section of the ordinance dealing with remote control planes that stated "no person in a park shall operate a remote control plane, glider or motor propelled aircraft in any park without a permitfrom the director." There were some concerns expressed by members of the flying community about thecreation ofthis ordinance withoutestablished permit standards and they agreed to help Parks and Recreation develop these rules and regulations. The Board directed staff to work with representatives of the flying community to develop acceptable standards and policies that would permit safe flying in Roanoke County Parks. During initial meetings with the community flyers it was agreed by all parties that for safety and liability concerns that the County would adopt the Academy of Model Aeronautics Safety Code as the standards that would apply in Roanoke County. In turn, these standards woi~ild be used as the basis for the development of a policy for flying in Roanoke County Parks. The A.M.A. is recognized across the country as the most knowledgeable sanctior~ing authority for the flying of all types of model aircraft. Through adopting these standards and working with the community flyers, Roanoke County has developed the knowledge, skills and community relationships to help identify areas where it is both safe and appropriate to fly radio controlled model aircraft. Staff worked with the flying community to develop the attached policies and permit procedures for the Roanoke County Park Flyer Program. Several key componen#s of ~rhe policy, which all parties agreed upon, were 'that eacf"i person wishing to ~~ly in designated park areas must obtain a permit from Roanoke County and that all flyers wishing to obtain a permit must be an Open Member of the Academy of Model Aeronautics A.M.A.}. The Open MemberAMA designation provides $2,5oo,oDO in liabilityand propertydamage insuranceand indicatesa certain level of knowledge of the flyer. While this policy is intended to coverall Roanoke County parks, it is importantto notethat currently we have only designated certain areas of Green Hill Park which we feel are safe and appropriate flying areas. We have included in your packet a rnap of Green Hill Park which indicates ~~he designated ~I~lying areas. We feel these areas meet both the County and recommended A.M.A. flying standards. It is the hope of the flying community that other additional sites may be considered for flying and they have agreed to work with us to identify and develop them. This model resolution calls on the Governor and the General Assembly to enact a significant transportation funding package in an effort to develop a solution to the Commonwealth's transporta~rion infrastructure needs. ATA REGULAR MEETING GF THE BGARD GF SUPERVISORS GF ROANOkE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JUNE 10, 2005 RESOLUTION URGING GOVERNOR KAINE AND 'SHE VIRGINIA GENERAL ASSEMBLY TO ENACT A SIGNIFICANT TRANSPORTATION FUNDING PACKAGE DURING THE FORTHCOMING SPECIAL LEGISLATIVE SESSION WHEREAS, an efficient transportation network is crucial to sustainable economic growth in the Commonwealth, a cleaner environment, and enhanced public safety and quality of life; and WHEREAS, the Commonwealth faces a documented transportation funding shortfall including a recurring and inflating road maintenance funding shortfall res~~lting in the Commonwealth Transportation Board eliminating and reducing programmed project spending totaling $1.1 billion in the new six-year transportation program; and WHEREAS, the Virginia Department of Transportation is transferring almost $400 million in fiscal year 2008 from road construction funds to support road maintenance activities; and WHEREAS, the eliminated and stalled project monies include primary, urban, and secondary construction funding reductions to regions and localities of up to 44 percent for fiscal year 2009; and WHEREAS, funding for new highway and bridge construction is diminished as the annual read maintenance shortfall continues to escalate, and the estimate to repair the Commonwealth's 1,700 deficient bridges totals more than $3 billion; and WHEREAS, regions of economic importance to the Commonwealth, including Hampton Roads and Northern Virginia, confront major transportation funding challenges in addition to those shared by all other areas of the Commonwealth; and WHEREAS, transferring state general funds to transportation neither adequately supports documented and recurring transportation infrastructure investment needs nor serves to protect the Commonwealth's additional core services including public education, health care, mental health and retardation, and public safety; and WHEREAS, Virginia has the nation's seventh lowest motor vehicle sales tax rate and the Commonwealth last enacted dedicated, new, significant, and recurring annual statewide revenues for transportation in 1986 including the last increase in Virginia's modestly low gas tax rate of 17,5 cents per gallon; and WHEREAS, since 2006 the Commonwealth has enacted significant reforms to improve the coordination between transportation and local land-use planning. NSW, THEREFQRE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia, hereby calls on the Governor of Virginia and the Virginia General Assembly during the forthcoming transportation special session to enact a significant ~kransportation funding package to include dedicated, new, significant, and recurring annual revenues to address the Con~~monwealth's documented transportation infrastructure needs. BE IT FURTHER RESOLVED that the Board of Supervisors urges the Governor of Virginia and the Virginia General Assembly to enact dedicated, new, significant, and recurring annual revenues to eliminate the road maintenance shortfall; increase funding directed to interstate and primary highways, urban and secondary roads, and transit projects; guard against the transfer of general funds to transportation; and address the unique transportation needs of specific regions of the Commonwealth including initially Hampton Roads and Northern Virginia. This grant will provide updated building footprints and address points on the County's Geographic Information System. Roanoke County needs to complete the maintenance and clean up of our building footprints and address point creation or correction. Vile will use these funds to purchase building footprints from Virginia Geagrapf*~ic Information Network ~VGIN} corresponding to ouraerials, as ourfootprints arefrom 199 and the aerialsarefrom 2006. V1lith corrected building footprints, we will contract for address point creation. There are about 8000 address points which need point location correction. -f he County must have this information updated before the Computer Aided Dispatch software upgrade scheduled to occur during the 2008 calendar year. FISCAL IMPACT: Matching funds of $30,000 will be required and these funds will come from several deparkmental budgets including the information Technology Department. Hodge ~~ ~~ County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Since July 2004, the Commonwealth Attorney's office has been providing service to the Town of Vinton through a contractual arrangement. The Town pays a fee to the County, which is then distributed as a supplementtotheAssistantAttorneys in the Commonwealth Attorney's office. In return, they handle the prosecution of the Town of Vinton's criminal cases, including traffic infractions, misdemeanors, and preliminary hearings of felony cases. This arrangement has worked well for both parties, and they would like to renew the contract again, with the same terms as the current contract. A copy of the contract is attached. FISCAL IMPACT: The Town will pay the County $8,200 to provide legal services forthe 2448-09 fiscal year. This moneywill be paid tothefiveAssistantCommonwealth'sAttorneys, asasupplement of $58,60 per pay period. The $8,244 will also cover the employer portion of the FICA tax for these employees.} STAFF RECOMMEN~A`~ION: Staft recommends the following: 1. Approve the attached contract for the County Commonwealth's Attorney office to provide legal services to the Town of Vinton for the 2DD8-D9 fiscal year. 2. Appropriate revenue of$8,2DOfrom theTown ofVinton, and appropriate increased expenditure of $8,2D0 for salary supplements and FICA for the Commonwealth's Attorney's office in 2DD8-09. CONTRACT FOR PROFESSIONAL LEGAL SERVICES BE IT KN4wN THAT this agreement is entered into by and between the Town of Vinton, Virginia thereinafter sometimes referred to as "Town"} and Roanoke County Commonwealth's Attorney thereinafter sometimes referre to as "Counse "}. Counsel hereby agrees to furnish the following services: Representing the Town in the prosecution of criminal cases, including but not limited to traffic infractions, misdemeanors, civil and mental hearings, and preliminary hearings of felony cases, as well as cases in Juvenile and Domestic Relations Court, and in the Court of Appeals of Virginia on petitions for writ of error. Counsel will also act as a legal advisor on criminal issues for the local law enforcement Town of Vinton Police Department}. The scope of this contract does nat include litigation or proceedings arising out of or involving tort or worker's compensation. These legal services are to be provided under the immediate supervision of the Roanoke County Commonwealth's Attorney, Edwin Randy Leach, III. In consideration of services described hereinabove, the Town hereby agrees to pay the Counsel $8,200 per annum to be used as follows; 1. Each of the five attorneys listed in Attachment A will receive a pay supplement of $58.60 per pay period. Based on 26 pay periods per year, this amounts to an annual supplement of $164D each including the employer portion of FICA tax at $4.49 per pay period}. 2, Any amounts remaining, due to turnover in the office, may be used by Counsel for other office expenses, related to Vinton cases. Upon execution of the contract, the Town should mail a check in the amount of $8,2DD to the County of Roanoke, Attention Ms. Diane D. Hyatt, PO Box 29800, Roanoke, VA 24018. At least semi-annually, Council will provide a summary of cases handled by Council, showing a breakdown of the cases handled on behalf of the Town of Vinton. The County of Roanoke will include the pay supplement on the County payroll checks for the attorneys listed on Attachment A. Any change in attorneys will require an amendment to Attachment A, which will need to be signed by the County Chief Financial officer, in order to insure that the payroll change is made. A copy of this amendment will by mailed to the Town of Vinton, Attention Mr. Kevin Boggess, 311 South Pollard Street, Vinton, VA 24179. This contract is for a one year period only, commencing July 1, 2008 and ending on June 30, 2009. This contract may be renegotiated on an annual basis. This contract should be renegotiated thirty days before the beginning of the new fiscal year in order to insure the continuation of the payroll supplement to the individual attorneys. All records, reports, documents and other material delivered or transmitted to Counsel by Town shall remain the property of Town, and shall be returned by Counsel to Town, at Counsel's expense, at termination or expiration of this contract. All records, reports, documents, pleadings, exhibits or other material related to this contract andlor obtained or prepared by Counsel in connection with the performance of the services contracted for herein shall become the property Town, and shall, upon request, be returned by Counsel to Town, at termination or expiration of this contract. The Town and Counsel acknowledge and agree that the Department of Justice has the right to review all records, reports, worksheets or any other material of either party related to this contract. The Town and Counsel further agree that they or either of them will furnish to the Department of Justice, upon request, copies of any and all records, reports, worksheets, bills, statements or any other material of Counsel or Town related to this contract. Counsel agrees to abide by the requirements of the following as applicable: Title VI and VII of the Civil Rights Act of 194, as amended by the Equal Opportunity Act of 1972, Federal Executive Order 1124, the Federal Rehabilitation Act of 1973, as amended, the Vietnam Era Veteran's Readjustment Assistance Act of 1974, Title IX of the Education Amendments of 1972, the Age Act of 1975, and counsel agrees to abide by the requirements of the Americans with Disabilities Act of 1990. Counsel agrees not to discriminate in its employment practices, and will render services under this contract without regard to race, color, religion, sex, national origin, veteran status, political affiliation, or disabilities. Rte. 601 y to the end of state maintenance of Crutchfield Street Sec. Rte. 1904} Q.08 mile from Fair Oaks Drive. The staff has inspected these roads along with representatives ofthe Virginia Department of Transportation and finds the road is acceptable. FISCAL IMPACT: No countyfunding is required.
