NOTE: There is an Evening Session only, beginning at 6:00 p.m.
Good evening and welcome to our special meeting for May 19, 2009. Regular meetings
are held on the second Tuesday and the fourth Tuesday at 3:00 p.m. Public hearings
are held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this
schedule will be announced. The meetings are broadcast live on RVTV, Channel 3,
and this meeting will be rebroadcast on Friday (May 22) at 7:00 p.m. and on Sunday
(May 24) at 4:00 p.m. Our meetings are now closed-captioned, so it is important that
anyone addressing the Board speak directly into the microphones at the podium.

Request to approve and appropriate up to $20,000 for
construction of the veterans' monument at the Vinton War
Memorial for fiscal year 2008-2009

SUMMARY QF INF~RMATI~N:
The Vinton War Memorial building will continue to serve as a monument for the Vinton
community for the World War II veterans. As part of the reconstruction project, a new
monument will be erected to memorializethosefromthe areawhogavetheir livesfortheir
country in World War II and the other wars up to the present time. It is my understanding
that the names of those soldiers who were residents of the Town of Vinton as well as the
other parts of Roanoke County will be included on the monument.
A competition was held for the design of the new monument. A design by Larry Bechtel,
John Kirtley, Jr., and Mary Babcock was chosen and photos of the model are attached as
Exhibit A. The estimated cost of the new monument is $300,000, and the Vinton War
Memorial Vision Committee has been actively fund raising for this project. Matching a
contribution from the Town of Vinton, Roanoke County made a previous contribution in
fiscal year 2001-2008 of $30,000. ~fhe Board has indicated their desire to share in the cost
of the monument and to match the Town of Vinton's additional contribution for fiscal year
2008-2009 up to $20,000.
FISCAL IMPACT:
Funds in the amount of up to $20,000 are available in the fiscal year 2008-2009 Board
Contingency Fund.
STAFF RECGMMENDAI'IaN:
Staff recornmends appropriating up to $20,000 from the fiscal year 2008-2009 Board
Contingency Fund to the Town of Vinton as the County's additional contribution towards
the construction of the new veterans' monument at the Vinton War Memorial.

SUMMARY OF INF~RMATI~N:
Ruritan National, a community service organization, was founded in 1928 in Holland,
Virginia. The organization has approximately 32,000 members nationwide. There are two
Roanoke County Clubs: The BonsacklBlue Ridge Club and the Catawba Valley Club,
which are both within the Natural Bridge District. The district, which consists of fifteen
clubs, is celebrating its loth anniversary. The two Roanoke County clubs have requested
the Board proclaim the week of May 1l through 23, 2009 as Ruritan Week in the County.
Accepting the proclamation will be Marshall Minter, President, and Bob Kilpatrick
representing the BonsacklBlue Ridge Club; and Millie Rhodes representing the Catawba
Valley Club.

MAY 23, 2449 AS RURITAN WEEK IN THE COUNTY OF ROANOKE
WHEREAS, R~~ritan National had its beginning on May 21, 1928, in Holland,
Virginia, and is celebrating 81 years as America's leading community service
organization; and
WHEREAS, Ruritan National is a national organization dedicated to improving
communities and building a better America through fellowship, goodwill and community
service; and
WHEREAS, Ruritan National is a community service organization of nearly
32,000 members throughout the United States, with nearly 500 persons working in 15
clubs in the Natural Bridge District of Virginia, including the two Roanoke County Clubs:
BonsacklBlue Ridge and Catawba Valley; and
WHEREAS, Ruritans are engaged in numerous projects each year that benefit
citizens of this area and make the community a better place in which to live and work;
and
WHEREAS, Natural Bridge District Ruritans are celebrating their loth year of
service as a collective group of clubs in our region.
NGW THEREFORE, WE, the Board of Supervisors of Roanoke County, Virginia,
do hereby proclaim the week of May 1l ~rhrough 23, 2009, as RURITAN WEEK in the
County of Roanoke; and
FURTHER, the Board expresses its appreciation to the BonsacklBlue Ridge and

SI~IMMARY OF INFORMATION:
For the seventh time in eight years, the Roanoke County Schools has been named one of
the Best 100 Communities for Music Education in America. The award is made by the
NAMM (National Association of Music Merchants) Foundation and is based on nationwide
survey responses concerning the school system and the types of music programs offered
at the elementary and secondary levels. Roanoke County is one of seven Virginia
communities honored this year.
The 2~~9 U1Jeb-based survey was available to all districts nationwide and the districts were
measured across curricular and programmatic criteria as well as public support of their
music programs. Participants in the survey answered detailed questions about funding,
graduation requirements, music class participation, instruction time, facilities, support for
the music program, and other relevant factors in their communities' music education
programs. The survey was developed and administered by The Institute for Educational
Research and Public Service, an affiliate of the University of Kansas.
In conducting the annual survey, the NAMM Foundation is joined by advisory organizations
in the fields of music and education including the following:
• Americans for the Arks;
• League of American Orchestras;
• Mr. Holland's Opus Foundation;
• Metropolitan Opera Guild;
• Music forAll Foundation;
• Music Teachers National Association;
• National Guild of Community Schools of the Arks;
• National PTA;
• Yamaha Corporation of America; and
• VH 1 Save The Music Foundation.
Barry Tucker, Coordinator of MusiclPerforming Arks, will be present to accept the cerkificate
of recognition.

SUMMARY OF 1NFO~RMATIDN:
The Hidden Valley High School girls swim team won their first Group AA swimming
championship at the University of Virginia Aquatic and Fitness Center on February 28,
2049. The team won with outstanding performances and outscored second-place
Lafayette by 308 to 182.
In addition to winning the team championship, the Titan also won individual state titles
while setting new state records for the following events:
• 144 freestyle -Lauren Hines
• 144 backstroke -Lauren Hines
• 404 freestyle -Lauren Gray
• 200 Medley Relay -Lauren Hines, Katie Young, Danielle Dillon, Devin Henry
• 400 Freestyle Relay -Devin Henry, Katherine Moles, Lauren Gray, Lauren Hines
Coach Sheri Vaughn is expected to attend to acceptthe resolution, as well as members of
the team.

RESOLUTION OF CONGRATULATIONS TO HIDDEN VALLEY HIGH
SCHOOL GIRLS SWIM TEAM FOR WINNING A STATE GROUP AA
CHAMPIONSHIP
WHEREAS, team sports are an important part of the curriculum at schools in
Roanoke County teaching cooperation, sportsmanship, and athletic skill; and
WHEREAS, the Hidden Valley High School girls swim team won their first Group
AA swimming championship at the University of Virginia Aquatic and Fitness Center on
February 28, 2009; and
WHEREAS, the team won with outstanding performances and outscored second-
place Lafayette by 308 to 182; and
WHEREAS, in addition to winning the team championship, the Titans also won
individual state titles while setting new state records for the following events: 100
freestyle, 100 backstroke, 500 freestyle, 200 medley relay, and 400 freestyle relay; and
WHEREAS, the members of the team include the following: Jill Blair, Caroline
Caldwell, Katie Campbell, Danielle Dillon, Drew Dillon, Lauren Gray, Devin Henry,
Lauren Hines, Ellen Hurley, Katherine Moles, Sami Norman, Lindsay Skolrood, Katie
Young; and
WHEREAS, the team is coached by Sheri Vaughn.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia does hereby extend its sincere congratulations to the
HIDDEN VALLEY HIGH SCHOOL GIRLS SWIM TEAM for winning a State Group AA
Championship; and
BE IT FURTHER RESOLVED that the Board of Supervisors extends its best
wishes to the members of the team, the coaches, and the school in their future
endeavors.

- Lauren Hines, a senior at Hidden Valley High School, won State Championships
with record-setting performances in the 100 freestyle of 51.15 and in the 100
backstroke of 55.81.
- Ms. Hines also swam the backstroke leg on the Titans' record-setting 200 medley
relay and the anchor leg on the record-breaking 400 freestyle relay.
- Ms. Hines received High School All-American recognition as being one of the top
130 swimmers in the country.
- Ms. Hines has completed her two-year career at Hidden Valley High School with
seven state titles and has demonstrated outstanding athletic ability and good
sportsmanship during that career.
- The Board of Supervisors congratulates Ms. Hines and expresses its best wishes

2009.
Lauren Gray, asophomore at HiddenValley High School, won State Championship inthe

• 400 freestyle relay
Ms. Gray received High School All-American recognition for being one of the top 13~
swimmers in the country.

The Hidden Valley High School girls swim team wan their first Group AA swimming
championship at the University of Virginia Aquatic and Fitness Center on February 28,

In addition to winning the team championship, the Titans also won state titleswhile setting
new state records for the following events: 200 medley relay, and 400 freestyle relay.
Certificates of recognition have been prepared for the swimmers who won the state
championships for the relays. Lauren Hines and Lauren Gray also won individual state
titles and are being recognized for those awards at the meeting prior to this item.

The Virginia National Archery in the Schools Program ~NASP} Tournament was held
Saturday, February 28, 2009, in Fishersville, VA. The Titans finished first in the High
School Division, with a combined 2,972 points, qualifying for the national tournament in
Louisville, KY.
Qf the top ten finishers in the High School Division, five were members of the Hidden
Valley team. 1Ninning individual honors were:
• Wayne Veldsman -1 St place, Boys High School Division

SCHOOL ARCHERY TEAM FOR WINNING THE VIRGINIA NATIONAL
ARCHERY IN THE SCHOOLS PROGRAM (NASP) STATE TOURNAMENT
WHEREAS, the Hidden Valley High School Archery team won the Virginia National
Archery in the Schools Program NASP} State Tournament on February 28, 2009, in
Fishersville, VA; and
WHEREAS, the State Tournament is the culminating event for Virginia schools
participating in the NASP; and
WHEREAS, the Titans finished first in the High School Division, scoring 2,912

SUMMARY of INFORMATION:
The Virginia National Archery in the Schools Program ~NASP} Tournament was held
Saturday, February 28, X009, in Fishersville, VA. At the tournament, the team from
Northside Middle School claimed its second consecutive state championship, scoring a
combined 2,14 points. The team qualified for the national tournament in Louisville, KY.
Of the top twenty-five finishers in the Middle School Division, fifteen were members of the
Northside team. Winning individual honors were:

The Virginia State Science Fair was held on April 4, 2009, at George Mason University.
Jordan Gulli, a junior at William Byrd High School, took first place in the Environmental
Sciences Category for her research on Leaching Bifenthrin Through Various Soils. She
competed against fifteen other competitors from around the Corr~rnonwealth.
Ms. Gulli was also awarded the following individual honors:
• Student Award for Geoscience Excellence from the Association for Women
Geoscientists
• Stockholm Junior Water Prize from the Water Environment Federation
Should Ms. Gulli be selected for the next level of the Stockholm award, she will travel to
Anchorage, Alaska for the competition.

SUMMARY OF INFORMA'rI~N:
The Junior Reserve Officer Training Corps ~JROTC} was originally implemented by the
Army in 1916, with the Air Force following suit in 1966. The purposes for the JROTC
include the value of citizenship, service to the United States, personal responsibility, and
sense of accomplishment. The Air Force 41ROTC began with 24 units in 1966 and has
grown to Sl9 units, with more than 142,444 cadets across the world. All instructors are
active duty Air Force retirees.
The William Byrd High SchooIAFJROTC has been selected as one of 393 unitsto receive
the 2448-2449 Air Force Junior ROTC Distinguished Ur~it Award. The award recognizes
units that have performed above and beyond normal expectations and distinguished
themselves through outstanding service to their school and cornmunity while meeting the
AFJROTC mission of producing better citizens for America.

WHEREAS, the Air Force Junior Reserve Gfficer Training Corps RGTC} was
established in 1966 with twenty units and has grown to 393 units throughout the world,
with more than 102,000 cadets; and
WHEREAS, the objectives of the Air Force Junior RGTC program are to educate
and train high school cadets in citizenship and life skills; promote community service; instill
responsibility, character, and self discipline through character education; and to provide
instruction in air and space fundamentals; and
WHEREAS, the Air Force Junior RGTC Distinguished Unit Award is given in
recognition of units that have performed above and beyond normal expectations,
distinguished themselves through outstanding service to their school and community, and

WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
