HomeMy WebLinkAbout11/16/2010 - Adopted Board Records AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, NOVEMBER 16, 2010 RESOLUTION 111610-1 TO ACCEPT KNIGHTSBRIDGE DRIVE AND PADDINGTON COURT INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY SYSTEM WHEREAS, the streets described on the attached Addition Form AM-4.3, fully incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the Circuit Court of Roanoke County, and WHEREAS, the representative for the Virginia Department of Transportation has advised this Board that the street(s) meet the requirements established by the Virginia Department of Transportation WHEREAS, the County and the Virginia Department of Transportation have entered into an agreement on March 9, 1999, for comprehensive stormwater detention which applies to this request for addition, NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia Department of Transportation to add the street(s) described on the attached Additions Form AM-4.3 to the secondary system of state highways, pursuant to §33.1-229, Code of Virginia, and the Department's Subdivision Street Requirements, after receiving a copy of this resolution and all outstanding fees and documents required of the developer, whichever occurs last in time. BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right- of-way, as described, and any necessary easements for cuts, fills and drainage, and BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the Residency Administrator for the Virginia Department of Transportation. Clayton Goodman III County Administrator COUNTY ADMINISTRATOR'S COMMENTS: Recommend allowing staff to submit a 2011 VDOT Grant in an amount not to exceed $472,508 for the Roanoke River Greenway in eastern Roanoke County. SUMMARY OF INFORMATION: The Roanoke River Greenway will be a 31 mile bicycle/pedestrian trail through the entire Roanoke Valley, linking Roanoke County, the Cities of Roanoke and Salem and the Town of Vinton. The greenway system has been strongly supported by citizens, businesses, civic organizations, politicians and local governments. As such, the Roanoke Valley Greenway Commission made the Roanoke River Greenway its number one priority in the 2007 Update to the greenway plan. Greenways were also strongly supported by Roanoke County citizens during development of the Department of Parks, Recreation and Tourism Comprehensive Parks Master Plan, completed in 2007. The County received funding through the VDOT grant program in both 2008 and 2009 for the eastern Roanoke River Greenway. In 2010 we were the recipient of a $3.5 million dollar award from Open Container Funds. That award has been committed to the section of Roanoke River Greenway between Mill Lane in Salem and Green Hill Park in Roanoke County. Staff would like to apply this year for additional VDOT funds for Phase One of the Roanoke River Greenway between the Waste Water Treatment Plant in Roanoke City and the Blue Ridge Parkway, at the Roanoke River, in eastern Roanoke County. Grant applications are due December 1, 2010. We currently have $230,000 committed to this project (a Page 1 of 3  combination of VDOT funds and County match) but need additional funds to conduct the preliminary engineering analysis and obtain right-of-way. There are eleven private property owners on this section as well as land owned by the Western Virginia Water Authority, Appalachian Power Company, the Virginia Recreational Facilities Authority and the Blue Ridge Parkway. By July 2011 Roanoke City is scheduled to have their section of the Roanoke River Greenway through the Waste Water Treatment Plant, and the bridge crossing the Roanoke River connecting to the Tinker Creek Greenway completed. It is the appropriate time for the County to begin work on our section of the greenway from there east to the Parkway. This year VDOT is only accepting grant applications for existing projects and we meet this qualification. By submitting a grant application this year we not only have a better chance of being funded, since there will be less competition, but we also keep our project needs documented in case of other funding opportunities such as additional VDOT Open Container Funds. FISCAL IMPACT: Staff recommends applying for no more than $472,508 in grant funding which will require a local match of $118,127. Through discussions with the Western Virginia Water Authority and American Electric Power we believe that at least $86,800 of this match will come from the value of donated right-of-way. In addition, staff time to administer the grant would be another $20,000 in match. The remaining $11,327 could come from donations from corporate sponsors and other non-governmental organizations. Since the local match would come from donations and in-kind contributions, there would be no fiscal impact to Roanoke County. STAFF RECOMMENDATION: Authorize staff to submit a 2011 VDOT grant in an amount not to exceed $472,508 for the Roanoke River Greenway between the City of Roanoke and the Blue Ridge Parkway. Blue Ridge Behavioral Healthcare: The three-year term of Linda Manns will expire on December 31, 2010. Tim Steller, Executive Director of Blue Ridge Behavioral Healthcare has advised Linda Manns is willing to serve an additional term. Confirmation of this appointment was added to the Consent Agenda. The three-year term of Mrs. Dana Barnes Lee, member at large, will expire on December 31, 2010. Mr. Tim Stellar, Executive Director, has advised that the Blue Ridge Behavioral this appointment was added to the Consent Agenda. 2. Roanoke County Planning Commission (appointed by District): Supervisor Altizer reappointed Jason Peters to a four-year term which will expire on December 31, 2014. Clayton Goodman III County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: 1. The Jobs for Virginia Graduates (JVG) Grant mission is to assist youth who are disadvantaged and not achieving in school to complete high school as well as secure and retain quality jobs. With these funds, a school division must employ a job specialist who will assist students in completing high school, gain employability skills and secure employment. Staff recommends an appropriation in the full amount of the grant award: $21,000. 2. Roanoke County Schools received recognition of Clearbrook Elementary, Glen Cove Elementary, Green Valley Elementary, Mount Pleasant Elementary and Mountain View Elementary with regard to Title I Distinguished Schools. The schools were recognized at a school board meeting in the spring of 2010. In addition the school division has been awarded $68,290 because of their efforts. The funds will be divided among each school at a total of $13,658 each. FISCAL IMPACT: 1. The Jobs for Virginia Graduates program will be increased by $21,000. 2. The Title I budgets for Clearbrook, Glen Cove, Green Valley, Mount Pleasant and Mountain View elementary schools will be increased by $13,658 each, for a total of $68,290.
