HomeMy WebLinkAbout2/23/1993 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER, TUESDAY, FEBRUARY 23, 1993 RESOLUTION 22393-1 APPROVING THE ROANOKE REGIONAL AIRPORT COMMISSION BUDGET FOR FY 1993-1994, UPON CERTAIN TERMS AND CONDITIONS WHEREAS, Section 24.B of the Roanoke Regional Airport Commission Act and Section 17.(a) of the contract between the City of Roanoke, Roanoke County, and the Roanoke Regional Airport Commission provide that the Commission shall prepare and submit its operating budget for the forthcoming fiscal year to the Board of Supervisors of the County and City Council of the City; and WHEREAS, by report dated February 9, 1993, a copy of which is on file in the office of the Clerk to the Board, the Chairman of the Roanoke Regional Airport Commission has submitted a request that the County approve the FY 1993-1994 budget of the Roanoke Regional Airport Commission. THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia that the FY 1993-1994 budget and proposed capital expenditures for the Roanoke Regional Airport Commission as set forth in the February 9, 1993, report of the Commission Chairman, a copy of which is incorporated by reference herein, is hereby APPROVED, and the County Administrator and the Clerk are authorized to execute and attest, respectively, on behalf of the County, any documentation, in form approved by the County Attorney, necessary to evidence said approval. The Commission has been advised by bond counsel that formal approval of the budget by resolution of each of the participating political subdivisions would be appropriate. The capital expenditure list also requires formal approval. I will be pleased to respond to any questions or comments that you may have with regard to this matter. ATTACHMENT II PROPOSED CAPITAL EXPENDITURES (For projects expected to exceed $100,000 in cost and intended to benefit five or more accounting periods.) A. PROJECTS: Purchase and Install Airfield Signage a. Description: Purchase and install approximately 100 directional and informa- tional signs along the various taxiways and runways. b. Justification: New Federal Aviation regulations require the addition of numerous airfield signs to assist aircraft pilots. Unless a waiver is granted, the installation is required to be completed by January 1, 1994. Estimated Construction Cost: $800,000.00 2. Relocate and Construct Electrical Vault a. Description: Relocate the main electrical vault from the basement of the former terminal building, and expand its capacity. b. Justification: The airfield signage project will cause the airport to exceed the capacity of the current electrical vault. A new vault is required due to the current vault being too small to add sufficient capacity and the expected demolition of the former terminal building. Estimated Construction Cost: $200,000.00 3. Construction of Cargo Ramp: a. Description: Construct ramp near the approach end of Runway 24 for the on and off loading of air cargo. b. Justification: Increased ramp space for cargo operators, which now account for one-fourth (1 /4) of all landed weights, is currently needed. This will also facilitate removal of some cargo operators from the general aviation area. Estimated Construction Cost: $3,000,000.00 4. Construct New Employee Parking Lot: a. Description: Construct an employee parking lot between Aviation Drive and the east side of the new terminal ramp. b. Justification: With a return to more normal passenger levels, the lack of suffi- cient long term parking area has become apparent. The building of the pro- posed new employee lot would permit the conversion of the current employee lot to paid parking and not add to the distance employees would have to walk to reach the terminal. Estimated Construction Cost: $145,000.00 Page Two B. WHEREAS, on October 9, 1991, the U. S. Environmental Protection Agency promulgated new regulations, pursuant to Subtitle D of the Federal Resource Conservation and Recovery Act, which established stringent standards for the location, design and operation of solid waste landfills; and, WHEREAS, most of the Federal Subtitle D regulations, which were developed over a period of seven years, become effective on October 9, 1993; and, WHEREAS, financial assurance requirements will require local governments to demonstrate the ability to meet the financial costs of closure, 30 year post -closure monitoring, and corrective action; and, WHEREAS, financial assurance requirements are expected to impose upon local governments extreme and unnecessary financial burdens; and, WHEREAS, local governments will require additional time to develop strategies for meeting financial assurance requirements; NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, that this Board formally supports adoption by the United States Congress of legislation that would restore the exemption to solid waste landfills owned by public entities, such as the Roanoke Valley Resource Authority, in demonstrating financial assurance. BE IT FURTHER RESOLVED that the Clerk of the Board is directed to forward an attested copy of this resolution to the Honorable John Warner and the Honorable Charles Robb, United States Senators, and the Honorable Robert Goodlatte, Member, United States House of Representatives and the Honorable Rick Boucher, Member, United States Congress. BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, that the following is a list of the recommended Primary and Interstate Projects for inclusion by the Virginia Department of Transportation Six Year Improvement Program for the 1993-94 Fiscal Year: 1. Route I-81 - improvement of all interchanges and investigation of the possibility of constructing an additional interchange between Wildwood Road (Route 619) and the interchange at Dixie Caverns (Route 460). 2. Route 221 (Brambleton Avenue) - continuation of improve- ments to Route 221 from Crystal Creek Road to Route 752 (Old Mill Road) for a distance of approximately 2.3 miles. 3. Route 11 (Williamson Road) - the widening of Route 11 north of Route 115 approximately 0.9 miles to the existing four lane section. 1 4. Alternate Route 220 (Route 604) - improvements to Alternate Route 220. 5. Route 11 (Williamson Road) - the widening of Route 11 from the Roanoke City Corporate limits north to Route 117 to include improvements to the existing bridge structure over Carvins Creek and the realignment of Florist Road to Route 11. 6. Route 11/460 (West Main Street) - continuation of the four laning of Route 11 to the existing four lane section of Route 647 (Dow Hollow Road). 7. Route 115 (Plantation Road) - continuation of improve- ments south to the Roanoke City Limits to the four lane section of Plantation Road or, in the alternative, consideration of the construction of a segment between the Roanoke City limits and Hershberger Road. 8. Route 220 South (Franklin Road) - improvement of Route 220 south from the Roanoke City limits in Roanoke County to the Franklin County line. MEETING DATE: February 23, 1993 AGENDA ITEM Acceptance of three grants by the Roanoke County Police Department from the Division of Motor Vehicles for training and equipment. COUNTY ADMINISTRATOR'S COMMENTS: n , BACKGROUND: The Roanoke County Police Department has received three grants from the Department of Motor Vehicles. The grants are to purchase a KR -10 Moving Radar Unit ($1,500.00), three alco sensor units ($1,500.00), and to cover tuition for driver training for police officers ($500.00). This equipment will be used to enforce motor vehicle laws in the County. No additional manpower will be needed to utilize these devices. This equipment will enhance existing traffic safety efforts of the Roanoke County Police Department. FISCAL IMPACT: These grants are public safety mini -grants for the total amount of the equipment and tuition. The total amount of the grants is $3500.00. No local funding will be required. The U. S. Department of Education will fund a fee not to exceed $55,000 for professional costs, benefits, travel, facility cost, supplies and materials. The term of the contract shall commence on January 1, 1993 and continue to June 30, 1994. FISCAL IMPACT: None. The U. S. Department of Education will provide full funding. COUNTY ADMINISTRATOR'S nMMENTS rn SUMMARY OF INFORMATION: The Roanoke County Sheriff's Office has recently received $4,812 from forfeited drug money. We also receive revenue from the Prisoner Work Release Program which, by State Code, may be used to defray the cost of prisoner "keep". The surplus in the account as of January 31, 1993 is $7,657. Also, we have established an Inmate Telephone Service that allows the inmates to make local and long-distance phone calls for which the County collects a small fee. This revenue has accumulated to a balance of $15,638. 1 would respectfully request for the Board of Supervisors to recognize these revenues and appropriate these funds to the Jail budget for the purchase of two replacement prisoner transport vehicles and the purchase of a new personal computer for the operation of the Work Release Program. The existing vehicles incur high maintenance costs and have excessive down time for repairs due to their poor condition. The existing Work Release Program computer is estimated to have less than 60 days storage capacity remaining. FISCAL IMPACT: To appropriate new revenue in the amount of $28,107 to the Jail capital budget from the three revenue sources referred to above: the Inmate Telephone Program $15,638, the forfeited drug money $4,812 and the Work Release Program $7,657. No County money is required. Staff will bring these items back to the Board of Supervisors periodically for appropriation to the Jail budget as the funds accumulate. STAFF RECOMMENDATION: Staff recommends the appropriation of the revenue sources mentioned above in the amount of $28,107 and the appropriation of thesefunds to the Jail capital budget for the purchase of two replacement vehicles and one personal computer. n Respectfully submitted, CI Gerald S. The water and sewer facilities are installed, as shown on plans prepared by Lumsden Associates entitled Kingston Court, Section 5, dated March 30, 1990, which are on file in the County Engineering Department. The water and sanitary sewer facility construction meets the specifications and the plans approved by the County. FISCAL IMPACT: The value of the water and sanitary sewer construction is $8,200 and $ 8,400 respectively. RECOMMENDATION• Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities serving the Kingston Court, Section 5 subdivision along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities.
