The construction for these facilities was completed and placed in operation in May 1989. SUMMARY OF INFORMATION: After placing the Wastewater Pump Station into operation, it was determined that the sewage flow was not adequate to require pumping operation at a sufficient interval to prevent the sewage from becoming septic and cause odor problems. Odor control facilities were installed on the sewer force main and at the pump station in order to alleviate the problem. These facilities have been in operation for over a year and have proved to be successful. The Starkey Sewage Treatment Plant facilities and Lagoon have been closed out and the project is now complete. In order for Roanoke County and Hayes, Seay, Mattern & Mattern to complete their respective duties under the Contract, a final Change Order is required. The final Change Order will balance the contract amount and release the parties from further obligations under the Contract with the exception of third party suits. The Change Order will provide that the parties jointly defend any third party suit which may be brought relative to the first full year of operation of the Pump Station. Staff and HSMM have agreed on a final contract amount that results in HSMM reimbursing Roanoke County Twenty Thousand Dollars. RECOMMENDATION: Staff recommends that the Board of Supervisors authorize Attorney to draft the Final Change Order for the Starkey Pump Station Project. It is further recommended that Administrator be authorized to execute the Change Order of the County. SUBMITTED BY: APPROVED: Clifford , P.9. Elmer C.
