HomeMy WebLinkAbout6/8/1993 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JUNE 8, 1993 RESOLUTION 6893-1 AUTHORIZING ADOPTION OF EMERGENCY OPERATIONS PLAN FOR ROANOKE COUNTY WHEREAS, the Board of Supervisors of the County of Roanoke, Virginia, is greatly concerned with the health, safety, and well-being of its citizens and desires that the best possible emergency services be available to them; and WHEREAS, the Commonwealth of Virginia Emergency Services and Disaster Law of 1973, Chapter 3.2 of Title 44 of the Code of Virginia, 1950, as amended, requires that each city and county in the Commonwealth maintain an Emergency Operations Plan (EOP) which addresses its planned response to emergency situations; and WHEREAS, such an EOP has been developed by County staff in coordination with the Virginia Department of Emergency Services incorporating input from responsible local agencies. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Roanoke, Virginia that, on the 8th day of June, 1993, it does hereby officially adopt the revised and current Roanoke County Emergency Operations Plan, to include plans and procedures for both peacetime and war -caused disasters. Fuqua, Chief, Fire & Rescue AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, June 8, 1993 ORDINANCE 6893-2 APPROPRIATING FUNDS FOR THE 1993-94 FISCAL YEAR BUDGET FOR ROANOKE COUNTY, VIRGINIA WHEREAS, upon notice duly published in the newspaper, a public hearing was held on April 27, 1993, concerning the adoption of the annual budget for Roanoke County for fiscal year 1993-94; and WHEREAS, the Board of Supervisors of Roanoke County, Virginia, approved said budget on May 11, 1993, pursuant to the provisions of Section 13.02 of the Roanoke County Charter and Chapter 4 of Title 15.1 of the 1950 Code of Virginia, as amended; and WHEREAS, the first reading of this appropriation ordinance was held on May 25, 1993, and the second reading of this ordinance was held on June 8, 1993, pursuant to the provisions of Section 18.04 of the Roanoke County Charter. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the County Administrator may authorize or delegate the authorization of the transfer of any unencumbered balance or portion thereof from one department to another within a fund. 3. That all funded outstanding encumbrances, both operating and capital, at June 309 1993, are reappropriated to the 1993-94 fiscal year to the same department and account for which they are encumbered in the previous year. 4. That appropriations designated for capital projects will not lapse at the end of the fiscal year but shall remain appropriated until the completion of the project or until the Board of Supervisors, by appropriate action, changes or eliminates the appropriation. Upon completion of a capital project, staff is authorized to close out the project and transfer to the funding source any remaining balances. This section applies to appropriations for Capital Projects at June 30, 1993, and appropriations in the 1993-94 budget. 5. That all school fund appropriations remaining at the end of the 1992-93 fiscal year not lapse but shall be appropriated to the School Capital Improvements Fund in fiscal year 1993-94. This grant was awarded on behalf of the Cortran Program in order to purchase hardware for the computerization of their dispatching area. This is a pass through grant that needs to be accepted and disbursed to Cortran to cover their computerization expenses. That this matter came this day to be heard upon the proceedings herein, and upon the application of Whipplewood Court from the intersection of Branderwood Drive (State Route 1960) to the cul-de-sac for a distance of 0.16 miles to be accepted and made a part of the Secondary System of State Highways under Section 33.1-229 of the Virginia State Code. 2. That it appears to the Board that drainage easements and a fifty (50) foot right-of-way for said road have heretofore been dedicated by virtue of a certain map known as Forest Walk in Branderwood Section 5, Subdivision which map was recorded in Plat Book 13, Page 42, of the records of the Clerk's Office of the Circuit Court of Roanoke County, Virginia, on January 14, 1991, and that by reason of the recordation of said map no report from a Board of Viewers, nor consent or donation of right-of-way from the abutting property owners is necessary. The Board hereby guarantees said drainage easements and a fifty (50) foot right-of-way for streets. 3. That said road known as Whipplewood Court and which is shown on a certain sketch accompanying this Resolution, be, and the same is hereby established as a public road to become a part of the State Secondary System of Highways in Roanoke County, only from and after notification of official acceptance of said street or highway by the Virginia Department of Transportation. The water and sewer facilities are installed, as shown on plans prepared by Lumsden Associates entitled Branderwood, Section 5, dated November 21, 1992, which are on file in the County Engineering Department. The water and sanitary sewer facility construction meets the specifications and the plans approved by the County. FISCAL IMPACT• The value of the water and sanitary sewer construction is $23,000 and $24,000 respectively. RECOMMENDATION• Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities serving the Branderwood, Section 5 subdivision along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities.
