RESOLUTION 1394-1 ESTABLISHING A MEETING
SCHEDULE FOR THE BOARD OF SUPERVISORS OF
ROANOKE COUNTY FOR CALENDAR YEAR 1994 AND
ADOPTING RULES OF PROCEDURE FOR SUCH MEETING
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That for calendar year 1994, the regular meetings of the
Board of Supervisors of Roanoke County, Virginia, are set forth
below with public hearings scheduled for 7:00 o'clock p.m. unless
otherwise advertised.

2. That the organizational meeting for 1995 shall be held on
Tuesday, January 3, 1995.
3. That the rules of parliamentary procedure for the conduct
of all Board meetings shall be Robert's Rules of Order; provided,
however, these rules are amended as follows:
a. That no second to motions shall be required in order
to consider that motion; and
b. That the chairman may make motions, participate in
debate and vote on all matters considered by the Board.
c. That no amendment or addition to the printed agenda
be permitted unless approved by unanimous vote of all Board members
present, unless requested by the County Administrator or the County
Attorney as a matter requiring immediate attention. This provision
applies to Main Motions and shall not apply to Privileged Motions,
Subsidiary Motions, Incidental Motions, or Motions That Bring a
Question Again Before the Board.
On motion of Supervisor Nickens to adopt the resolution

amended to eliminate the November 8 meeting because of Election
Day, and eliminate April 5 meeting because of Spring Break, and
carried by the following recorded vote:
AYES: Supervisors Johnson, Kohinke, Eddy, Nickens, Minnix

AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE
COUNTY# VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER
ON TUESDAY, �JANQARY 3, 1994
RESOLUTION 1394-2 CERTIFYING EXECUTIVE MEETING WAS HELD
IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant to
an affirmative recorded vote and in accordance with the provisions
of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, hereby certifies that, to
the best of each members knowledge:
1. Only public business matters lawfully exempted from
open meeting requirements by Virginia law were discussed in the
executive meeting which this certification resolution applies, and
2. Only such public business matters as were identified
in the motion convening the executive meeting were heard, discussed
or considered by the Board of Supervisors of Roanoke County,
Virginia.
On motion of Supervisor Johnson to adopt the Certification
Resolution, and carried by the following recorded vote:

Executive Session
AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY,
VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON
MONDAY, JANUARY 3, 1994
RESOLUTION 1394-3 APPROPRIATING AND DONATING PUBLIC FUNDS
TO THE ROANOKE COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY
WHEREAS, the Board of Supervisors of Roanoke County, Virginia,
and the Industrial Development Authority of Roanoke County (IDA)
desire to promote and encourage the economic development of Roanoke
County, Virginia, and the Roanoke Valley by the recruitment of new
industry for the Roanoke Valley, in order to provide for increased
employment and corporate investment in the County; and
WHEREAS, this increased employment and investment constitutes
a valid public purpose for the expenditure of public funds; and
WHEREAS, the County desires to support these economic
development efforts of the IDA by donating public funds to the IDA
in accordance with the provisions of § 15.1-511.1 of the Code of
Virginia.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia, as follows:
1. That the sum of $272,500 is hereby appropriated and
donated to the Industrial Development Authority of Roanoke County.
That this appropriation of public funds is made from the County's
unappropriated balance.
2. That this appropriation and donation to the IDA is made
for the following economic development purpose:
a. To acquire 15 acres of real estate on the west side
of State Route 601, Hollins Road, from the Friendship Manor
Apartment Village Corporation.

3. That the appropriate officers or agents of the County are
hereby authorized and directed to take such actions as may be
necessary to accomplish the purposes of this resolution, and all
actions taken by such officers and agents in connection with this
transaction are hereby ratified and confirmed.
4. That this resolution shall take effect immediately.
On motion of Supervisor Kohinke to adopt the resolution, and
carried by the following recorded vote:
AYES: Supervisors Kohinke, Nickens, Minnix
NAYS: None
ABSTAIN: Supervisors Johnson, Eddy
