RESOLUTION 22294-1 APPROVING THE ROANOKE REGIONAL AIRPORT
COMMISSION BUDGET FOR FY 1994-1995, UPON CERTAIN TERMS AND
CONDITIONS
WHEREAS, Section 24.B of the Roanoke Regional Airport
Commission Act and Section 17.(a) of the contract between the City
of Roanoke, Roanoke County, and the Roanoke Regional Airport
Commission provide that the Commission shall prepare and submit its
operating budget for the forthcoming fiscal year to the Board of
Supervisors of the County and City Council of the City; and
WHEREAS, by report dated February 9, 1994, a copy of which is
on file in the office of the Clerk to the Board, the Chairman of
the Roanoke Regional Airport Commission has submitted a request
that the County approve the FY 1994-1995 budget of the Roanoke
Regional Airport Commission.
THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia that the FY 1994-1995 budget and proposed
capital expenditures for the Roanoke Regional Airport Commission as
set forth in the February 9, 1994, report of the Commission
Chairman, a copy of which is incorporated by reference herein, is
hereby APPROVED, and the County Administrator and the Clerk are
authorized to execute and attest, respectively, on behalf of the
County, any documentation, in form approved by the County Attorney,
necessary to evidence said approval.
On motion of Supervisor Minnix to adopt the resolution, and
carried by the following recorded vote:

Dear Gentlemen:
In accordance with the requirements of the Roanoke Regional Airport Commission Act, and
the Roanoke Regional Airport Commission Contract dated January 28, 1987, submitted for your
approval is the Airport Commission's 1994-95 proposed Operating and Capital Purchases Budget, as
well as a separate listing of proposed capital expenditures which are expected to exceed $100,000
and are intended to benefit five or more future accounting periods.
The Commission has been advised by bond counsel that formal approval of the budget by
resolution of each of the participating political subdivisions would be appropriate. The capital
expenditure list also requires formal approval.
I will be pleased to respond to any questions or comments that you may have with regard
to this matter. on behalf of the Commission, thank you very much for your help and cooperation.

PROJECTS:
Installation of Additional Elevator In Terminal
a. Description and Justification: The growing number of regional air carrier
operations, the wide expanse of ramp used for loading and unloading
passengers and the ADA have all combined to give rise to a need for an
additional elevator In the terminal. This elevator would be built at the end
of the concourse to meet the needs of a growing number of passengers.
b. Rough Estimate of Cost: $200,000.00
2. Purchase Snow Removal Equipment
a. Description and Justification: Having finally experienced a more normal
winter and while developing an FAA requested snow plan, It has been
determined the airport could be opened more qulckiv and safely main-
tained in a more efficient manner if the following pieces of equipment
were purchased:
1. Dumptruck with sand spreader and blade;
Ii. High speed snowbroom with blade;
Iii. Three replacement plow blades;
IV. Chemical spreader truck.
b. Estimated Cost:
($70,000 truck with sand spreader, S250,000 snowbroom, $10,000 blades,
and S100,000 chemical dispenser truck.)

MEETING DATE: February 22, 1994
AGENDA ITEM: Approval of Construction Contract for Hollins/North
County Library Expansion and Renovation
COUNTY ADMINISTRATOR'S COMMENTS•
EXECUTIVE SUMMARY• Lucas Construction provided the low bid for
construction work for the Hollins/North County Library expansion
and renovation project. The costs contained in this bid were
within the limits of the project budget for construction.
Following the appropriate review process, a contract at a sum of
$931,875 was drafted.
SUMMARY OF INFORMATION: Sealed bids for the Hollins/North County
Library project were opened on January 18, 1994. Lucas
Construction submitted the low bid, which was reviewed by the
project architect and the Procurement Department for technical
compliance. The project architect also reviewed the proposed
subcontractors and examples of past projects completed by the
contractor. The review process indicated that the contract should
be awarded to Lucas Construction. A standard contract was drafted
and given to the County Attorney for his review.
FISCAL IMPACT: The costs of $931,875, outlined within this
contract are within the amounts budgeted for construction and
renovation. Construction costs include the base bid and addenda
number one and two. Adoption of the contract should allow the
County to build, renovate, and completely finish all planned areas
for the project.
STAFF RECOMMENDATION: The staff recommends that the Board of
Supervisors authorize the County Administrator to execute the
construction contract for the Hollins/North County Library project
which is approved as to form.

AGENDA ITEM: Request to Transfer Funds for Southwest County
Park Projects
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND•
The 1992 Bond Referendum allocated $236,000 to the Windsor
Hills District to light two ballfields at Garst Mill Park and to
purchase park land to develop two new fields.
In August of 1993, a group of residents representing the Youth
sports groups in Windsor Hills and Southwest County submitted a
proposal advocating the reallocation of Windsor Hills bond funds to
complete the construction of the Merriman Soccer Complex (the
Merriman Soccer complex is currently leased to The Valley Soccer
Club, Inc., as a public private partnership for the development of
soccer facilities in Southwest County) and to make additional
improvements to Starkey Park.
This group indicated the Garst Mill fields should not be lit
because they were only used for minor league and T -ball play. The
basis for considering lighting of the two fields at Garst Mill in
the Bond Referendum was the fact that these were the only unlit
fields in the Windsor Hills area. Based on the leagues actual use
and potential zoning and erosion problems, it appears impractical
to light these baseball fields. In addition, they questioned the
availability of affordable park land in Windsor Hills. A
subsequent report prepared by John Willey, Roanoke County Property
Manager, documents the lack of appropriate and affordable park land
in the Windsor Hills district. In light of this information, the
Windsor Hills Youth Sports representatives feel the proposed
reallocation of Bond funds is in the best interest of Windsor Hills
youth.
During this process suggestions were made concerning the need
to make some improvements at Garst Mill Park. It was decided to
develop a master plan of Garst Mill and include any recommendations
for improvements in the final staff report.
After several meetings involving Supervisors Eddy and Minnix,
County staff, Recreation Commission members, and the Southwest
County Youth Recreation Association, staff was directed to do an

analysis of current and future athletic field needs for Southwest
County and to make recommendations on how the bond funds could best
be reallocated to meet the overall recreation needs.
SUMMARY OF INFORMATION:
After establishing Standards of Play for youth baseball and
soccer, and extensive analysis of youth athletic needs in Southwest
County, Parks and Recreation staff feel it is in the best interest
of youth athletics and County citizens to reallocate Windsor Hills
Bond funds to several projects. Staff has provided three options
listed below.
It is important to note that the current lease of the Merriman
Road property between Roanoke County and The Valley Soccer Club,
Inc. provides exclusive use and control of the facility to The
Valley Soccer Club, Inc. Any resolution that includes County funds
going to complete this project should require a renegotiation of
the existing lease to give the County more control of its use.

STAFF RECOMMENDATION: Parks and Recreation staff and the Parks and
Recreation Advisory Commission recommend the reallocation of the
1992 Bond monies as outlined in Option #2.
It is further recommended that the lease with The Valley Soccer
Club, Inc. be renegotiated.

YOUTH SPORTS PROGRAM STANDARDS
(THESE STANDARDS WERE DEVELOPED FOR PLANNING PURPOSES ONLY)
STANDARDS FOR YOUTH BASEBALL/SOFTBALL
During the practice season, each team in the Little League T -ball &
Minors and Dixie League Mini -Mites & Angels shall have two 1.5 hour
practices per week for a total of 3 hours weekly. Children 10 and under
shall not play or practice past 8:30 p.m. on a school night.
During the practice season, each team in the Little League Majors,
Belles, Debs, and Pony -tails shall have two 2 hour practices per week for
a total of four hours weekly.
During the practice season, each team in the Little League Seniors shall
have two 2 hour practices per week for a total of four hours weekly.
Each league shall have an 18 game season.
During the game season, each team shall have two 2 -hour games per week
and one 1.5 -hour practice per week.
STANDARDS FOR YOUTH SOCCER
During the practice season, 6 year old co-ed instructional leagues will
have two 1 -hour practices per week.
During the practice season, 7 & 8 year old boys and girls instructional
leagues will have two 1.5 -hour practices per week.
During the practice season, 9 year old and up boys and girls, division 1-
4 leagues, will have two 1.5 -hour practices per week.
During game season, 6 year old co-ed instructional leagues will have one
1 -hour practice & one 1 -hour game per week.
During game season, 7 & 8 yr old boys and girls instructional leagues
will have one 1.5 -hour practice per week & one or two 1 -hour games per
week, not to exceed six 1 hour games per month.
During game season, 9 year old and up boys and girls, division 1-4
leagues, will have one 1.5 -hour practice & one or two 1 -hour games per
week, not to exceed six 1 hour games per month.
A 12 game season will be established for the soccer program.

ORDINANCE 22294-4 AUTHORIZING CONVEYANCE OF AN EASEMENT
TO APPALACHIAN POWER COMPANY FOR ELECTRIC SERVICE ACROSS
STARKEY PARR PROPERTY OWNED BY THE BOARD OF SUPERVISORS
WHEREAS, the County of Roanoke Department of Parks and
Recreation is lighting the baseball field and related facilities on
the property owned by the Roanoke County Board of Supervisors,
located along Virginia Route No. 897 (Crystal Creek Drive) in the
Cave Spring Magisterial District of the County of Roanoke, known as
Starkey Park; and,
WHEREAS, Appalachian Power Company (APCO) requires a right of
way for an overhead and underground line across Starkey Park to
provide electric service for lighting the baseball field, as shown
on APCO Drawing No. R-3021, dated November 29, 1993, and,
WHEREAS, the proposed right of way will serve the interests of
the public and is necessary for the public health, safety, and
welfare of citizens of the County of Roanoke.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, as follows:
1. That pursuant to the provisions of Section 18.04 of the
Roanoke County Charter, the acquisition and disposition of real
estate can be authorized only by ordinance. A first reading of
this ordinance was held on February 8, 1994; and a second reading
was held on February 22, 1994.
2. That pursuant to the provisions of Section 16.01 of the
Charter of Roanoke County, the interests in real estate to be
conveyed are hereby declared to be surplus, and are hereby made
available for other public uses by conveyance to Appalachian Power
Company for the provision of electrical service in connection with
Roanoke County's Starkey Park development.
3. That donation of a right-of-way, fifteen feet (151) in
width, for an overhead and underground line(s) across Starkey Park
to provide electric service for lighting the baseball field, as
shown on APCO Drawing No. R-3021, dated November 29, 1993, to
Appalachian Power Company is hereby authorized.
4. That the County Administrator is hereby authorized to
execute such documents and take such further actions as may be
necessary to accomplish this conveyance, all of which shall be on
form approved by the County Attorney.
5. That this ordinance shall be effective on and from the
date of its adoption.

SUMMARY OF INFORMATION:
The Developers of Village Lane Estates, Tee Pee Enterprises, have
requested that Roanoke County accept the Deed conveying the water
and sanitary sewer facilities serving the subdivision along with
all necessary easements.
The water and sewer facilities are installed, as shown on plans
prepared by Lumsden Associates entitled Village Lane Estates, dated
February 5, 1993, which are on file in the County Engineering
Department. The water and sanitary sewer facility construction
meets the specifications and the plans approved by the County.
FISCAL IMPACT•
The value of the water and sanitary sewer construction is $1,800
and $ 4,130 respectively.
RECOMMENDATION•
Staff recommends that the Board of Supervisors accept the water and
sanitary sewer facilities serving the Village Lane Estates
subdivision along with all necessary easements, and authorize the
County Administrator to execute a Deed for the transfer of these
facilities.

BACKGROUND: The Commonwealt of Virginia has received a $9.6
million grant from the National Science Foundation to institute
systemic reform in science and mathematics education K-12. Roanoke
County will be involved in two components: school based
mathematics and science lead teachers in the elementary schools,
and new pre/in-service models. Of the $9.6 million, Radford
University was awarded $220,103 to develop curriculum changes in
the pre/in-service model. Roanoke County and Radford University
have formed a consortium to develop curriculum changes, and Roanoke
County has been designated to receive $10,598 from the Radford
University allocation. These funds will pay substitute teachers
and salaries for summer curriculum work, purchase materials and
supplies, and reimburse travel expenses.
FISCAL IMPACT: None. Expenses will be covered by the $10,598
allocation.
STAFF RECOMMENDATION: Staff recommends appropriation of the
$10,598 to the School Grant Fund.

follows:
1. That the zoning classification of a certain tract of real estate containing 1.5
acres, as described herein, and located on the south side of the 6300 block of Peters Creek
Road, (TAX MAP NOS. 27.13-5-8, 9, 10, 11, 12, 13, 14, 30, 31, 32, 33, 34) in the Hollins
Magisterial District, is hereby changed from the zoning classification of C -2C, General
Commercial District, with conditions, to the zoning classification of C-2, General
Commercial District.

amend the zoning district map to reflect the change in zoning classification authorized by
this ordinance.

WHEREAS, the first reading of this ordinance was held on
January 25, 1994, and the second reading and public hearing were
held February 22, 1994; and,
WHEREAS, the Roanoke County Planning Commission held a public
hearing on this matter on February 1, 1994; and,
WHEREAS, legal notice and advertisement has been provided as
required by law.

WHEREAS, Charles Cooper has filed a petition to establish an
accessory apartment located at 4925 Bower Road (Tax Map Nos. 76.07-
3-13 and 14) in the Windsor Hills Magisterial District; and
WHEREAS, the Planning Commission held a public hearing on this
matter on February 1, 1994; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia,
held a first reading on this matter on December 14, 1993; the
second reading and public hearing on this matter was held on
February 22, 1994.
NOW, THEREFORE BE IT ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, as follows:
1. That the Board finds that the granting of a special use
permit to establish an accessory apartment located at 4925 Bower
Road (Tax Map Nos. 76.07-3-13 and 14) in the Windsor Hills
Magisterial District is substantially in accord with the adopted
1985 Comprehensive Plan pursuant to the provisions of § 15.1-456
(b) of the 1950 Code of Virginia, as amended.
2. That the Board hereby grants a Special Use Permit to
Charles Cooper to construct an accessory apartment located at 4925
Bower Road (Tax Map Nos. 76.07-3-13 and 14) in the Windsor Hills
Magisterial District, with the following conditions:
a) The accessory apartment shall only be occupied
ager rented by family members related to the owner/occupant of
the principal residential dwelling on the property.

condition amended excluding reference to rental, and carried by the

RESOLUTION 22294-10 AUTHORIZING RESCISSION OF
OFFER TO PURCHASE 15 ACRES FROM FRIENDSHIP
MANOR APARTMENT VILLAGE CORPORATION AS WELL AS
AUTHORIZATION TO PURCHASE 15 ACRES FROM THE
HEIRS OF THE HINMAN ESTATE AND THE EXECUTION
OF A MODIFIED PERFORMANCE AGREEMENT
WHEREAS, the County of Roanoke and the Industrial Development
Authority of Roanoke County, Virginia, desire to promote and
encourage the economic development of Roanoke County, Virginia, and
the Roanoke Valley by the recruitment of new industry for the
Roanoke Valley, in order to provide for increased employment and
corporate investment in the County; and,
WHEREAS, this increased employment and investment constitutes
a valid public purpose for the expenditure of public funds; and,
WHEREAS, the company desires to support these economic
development efforts of the County and the Authority by relocating
and establishing its corporate facilities in the County.
WHEREAS, the County desires to support these economic
development efforts of the Industrial Development Authority by
donating public funds to the Industrial Development Authority in
accordance with the provisions of § 15.1-511.1 of the Code of
Virginia.
WHEREAS, on January 3, 1994, the Board appropriated and
donated the sum of $272,500 to the Industrial Development Authority
of Roanoke County for the purpose of acquiring 15 acres of real
estate on State Route 601, Hollins Road, from the Friendship Manor
Apartment Village Corporation; and,

WHEREAS, on January 11, 1994, the Board authorized and
approved the execution of a Performance Agreement by the County
Administrator with Hanover Direct.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF
ROANOKE COUNTY, VIRGINIA, as follows:
1. Requests that the Industrial Development Authority of
Roanoke County rescind its offer to purchase 15 acres on State
Route 601, Hollins Road, from Friendship Manor Apartment Village
Corporation.
2. That the Industrial Development Authority of Roanoke
County enter into a contract to purchase 15 acres on State Route
601, Hollins Road, from the Heirs of the Hinman Estate for
$272,375.
3. That the modification and execution of a Performance
Agreement with Hanover Direct, Inc. and the Industrial Development
Authority of Roanoke County for the relocation and establishment of
certain industrial development facilities in Roanoke County is
hereby authorized and approved; and, all actions taken by the
officers and agents of the County in connection with this
transaction are ratified and confirmed.
4. That the County Administrator is authorized to execute
said modified Performance Agreement on behalf of the County, upon
form approved by the County Attorney.
5. That this resolution shall take effect immediately.

BACKGROUND:
As a part of the Vehicle Replacement Policy Study, the Board
of Supervisors requested an evaluation of the replacement and
strategic placement of Fire and Rescue equipment for the County.
Staff has received a response to its request for proposal and is
ready to award the contract to David M. Griffith & Associates, Ltd.
in the amount of $10,000 plus out of pocket expenses for travel not
to exceed $2,500. This firm and its staff has extensive experience
in evaluating fleet composition and replacement programs and staff
feels that they are competent to complete our study. By awarding
the contract today, the information will be available for use
during the budget process.
FISCAL IMPACT•
This study was not budgeted in the operating budget and will
require an appropriation of $12,500 from the Unappropriated Fund
Balance of the General Fund.
RECOMMENDATION•
Staff recommends that the appropriation of $12,500 from the
Unappropriated Balance of the General Fund be approved so that the
contract may be awarded and the study may be completed to allow the
formation to be used in the budget process.
