Integrated Automated Library System, Allowing
Botetourt County to Join the System
COUNTY ADMINISTRATOR'S COMMENTS
EXECUTIVE SUMMARY; Botetourt County has applied for membership in
the Roanoke Area Libraries' (RAL) integrated automated system.
Article 18 of the RAL contract provides for the addition of new
partners. In accordance with these provisions, RAL members and
Botetourt have conducted extensive studies and negotiations,
resulting in recommendations by the Automation and the Advisory
Committees that Botetourt be accepted as a new partner. The
amendment to the contract provides for Botetourt's admission to
RAL, outlines the conditions for admission, and clarifies several
provisions pertinent to this action. The contract amendment is now
presented to the various governing bodies for their approval.
BACKGROUND: In 1990, Roanoke County entered into a contract with
the cities of Salem and Roanoke to establish and maintain an
integrated automated system. Botetourt County was invited at that
time to consider joining this partnership, but was unable to do so.
Since that time the RAL members have encouraged Botetourt to
consider joining RAL. In early 1994, Botetourt approached
members concerning the costs and benefits of becoming a the RAL
partner,
and on May 12, formally applied for membership. Primary factors
influencing Botetourt's decision to apply appear to have been: 1)
the increasing need for public libraries to establish adequate
basic automated services in order to be properly for
interconnectivity with other agencies and networks 2)cost sharing
benefits of participation in RAL 3)
and services already established by RAL.

S iRY OFINFORKATION: Botetourt County has applied to join RAL's
integrated automated system as a full partner. Following the
initial application, RAL and Botetourt staff studied a variety of
issues and gathered and analyzed a wide range of information
pertinent to the application. Based on these studies and analyses,
RAL and Botetourt negotiated the basic framework for Botet urt'

admission as a partner. The county administrators and city
managers of the localities also reviewed the basis for the
application and encouraged an acceptable negotiation of all issues.
In October the Roanoke County staff compiled a summary report for
the Automation Committee. This report was adopted by the
Automation and the Advisory Committees, and a copy is appended as
Attachment A. The report outlined certain terms and conditions
which needed to be met to finalize the application. Botetourt has
made the necessary commitments which the report and application
process demanded. Based on the terms outlined by the RAL
committees, an amendment to the original contract has been drafted
(Attachment B), and is now submitted to the Board of Supervisors
for approval.
FISCAL IMPACT: Botetourt's participation in RAL will reduce shared
operational costs and central site capital costs for the three
original partners. In the first year of the amended contract,
Botetourt will assume 14.58% of these costs, and Roanoke County's
share will decline from 48.3% to 41.21%. This change will reduce
Roanoke County's share of projected costs by approximately $8,000
next year. Balanced against this will be increased costs
associated with the automation project for the Joint Roanoke
County-Botetourt Library at Blue Ridge. Roanoke County is
obligated to pay 25% of the increased operating costs at this
facility, which will be approximately $3,500. The net savings for
Roanoke County will be approximately $4,500 for the first year if.
Botetourt is allowed to join RAL. In addition, library services
will be improved and become more accessible for citizens throughout
the region if Botetourt adds its databases to RAL.
ALTERNATIVES & FISCAL IMPACT: The Board can reject Botetourt's
admission to RAL. In a period when overall costs are expected to
rise, Roanoke County's percentage of these higher costs will grow.
Future capital investments in the system will also require a
greater share of the cost to be borne by the original partners
unless the partnership is expanded.
STAFF RECOMMENDATION: The staff recommends that the Board of
Supervisors authorize the County Administrator to execute the
amendment to the RAL contract which is approved as to form.

REPORT AND RECOMMENDATION OF THE ROANOKE AREA LIBRARIES
AUTOMATION CONSORTIUM'S AU'T'OMATION COMMITTEE
REGARDING BOTETOURT COUNTY'S APPLICATION FOR
MEMBERSHIP
On May 12, 1994 Botetourt County made application for participation
in the .Roanoke Area Libraries (RAL) Automation Consortium. Over
the course of the following months, the representatives of
Botetourt and the members of the consortium,' and its various
employees and agents, have extensively reviewed Botetourt's
application. A great deal of data has been gathered and analyzed,
and a variety of technical problems have been fully studied. RAL
has assisted Botetourt in gathering information regarding the
hardware needed for various operational configurations, the
benefits and costs of bibliographic utilities, and a range of
options for addressing the conversion of the bibliographic database
so that it can be loaded into the RAL database. While some
specifics are still outstanding, the preliminary phase of study has
been concluded.
The contract establishing RAL outlines, in article 18, a procedure
designed to accommodate a candidacy for participation by potential
new members. In accordance with the provisions of article 18, the
Automation Committee is prepared to make the following
recommendation which shall be forwarded to the Advisory Committee:
The Automation Committee recommends acceptance of Botetourt
County's application to participate in the RAL Automation
Consortium as a full contractual partner. Botetourt County Public
Library will assume all of the obligations and privileges conveyed
by such membership. The following conditions need to be met to
finalize the application:
1) As specified by article 18, the governing bodies of the three
original parties will cast votes regarding acceptance of
Botetourt's application as soon as is practicable, and a new or
amended contract will be drafted and executed prior to February 1,
1995. Any locality experiencing difficulty in meeting this
deadline may, with a show of good faith, request a 30 day extension
for this process.
2) Botetourt County will present plans to the Automation Committee
prior to December 1, 1994 regarding the following issues:
a) adoption of, and commitment to, a methodology for
conversion or adaptation of database records in a manner
consistent with the requirements, standards, and practices of
RAL as designated by the Automation Committee and as outlined
in the accompanying Cataloging Committee reports.
b) selection of a long-term bibliographic utility and a
consistent means of ensuring authority control

c) outline potential actions to address consolidation of
cataloging operations and procedures, with specific additional
reference to professional cataloging needs
d) review of potential policies and procedural changes, with
a draft of parameters for automated policy files
e) create action plans and time lines' for barcoding of
collections and bringing Botetourt facilities online
f) provide a fully developed hardware and telecommunications
configuration, consistent with the automated vendor's warranty
and performance standards
g) appointment of Botetourt personnel to the Implementation
Committee and its various subcommittees
h) any other plans, drafts, or proposals that the two parties
shall agree are necessary for the inclusion of Botetourt in
RAL.
The Implementation Committee will review the above mentioned
documents and proposals within 30 days of receipt, and shall accept
them, request modifications, or seek additional information.
Acceptance of Botetourt's plans and proposals will be by majority
vote of the three library directors, and is a necessary condition
for the finalization of Botetourt's application.
3) The general terms, continuing costs, and commitments for
Botetourt's admission into the partnership are those as outlined in
the shared cost provisions of the original contract, except for
telecommunications costs, which owing to a variety of circumstances
shall be treated as direct costs that are the sole responsibility
of Botetourt. Due to this provision, and other emergent
conditions, RAL offers assurance it will move immediately, by
separate action, to make all parties responsible for their
individual telecommunications costs. Centralized dial-up access,
and any other telecommunications costs which are determined to be
a joint cost, will be divided by formula and charged as appropriate
to all partners in the consortium. Botetourt's share of system
costs is estimated to be 14.6%, as derived by the cost-sharing
formula and applying information received to date (see attached
chart).
4) Special membership entry costs, charges, and levies for
Botetourt's admission into the partnership are limited only to the
direct systems cost generated by Botetourt's participation. The
only substantial anticipated direct cost is associated with the
need to expand system memory by 64 megabytes at an estimated cost
of $5,700. No special admission fees, buy -in provisions, or
charges for prior investment by the partnership will be imposed.

5) Botetourt will make payment for shared costs commencing sixty
(60) days prior to the planned telecommunications installation
date. Following execution of a contract by Botetourt and RAL,
Botetourt will be accorded full membership status, with all the
rights, privileges, and obligations associated with membership.
Given the conditions and requirements listed above, the Automation
Committee approves Botetourt's application for membership and
requests that the Advisory Committee review this matter. From a
historical, public service, and fiscal perspective, the Automation
Committee feels that the consortium will be well served by
accepting this additional member.
ATTACHMENT B
AMENDMENT TO CONTRACT

THIS AMENDMENT, made and entered into this day of
, 1995, between the CITY OF ROANOKE, a municipal
corporation chartered under the laws of the Commonwealth of
Virginia; CITY OF SALEM, a municipal corporation chartered under
the laws of the Commonwealth of Virginia; the COUNTY OF ROANOKE, a
county chartered under the laws of the Commonwealth of Virginia;
and the COUNTY OF BOTETOURT, a county chartered under the laws of
the Commonwealth of Virginia.
WHEREAS, by Contract dated January 26, 1990 (the "Contract"),
a copy of which is attached hereto as Attachment A and incorporated
by reference herein, the City of Roanoke, City of Salem, and County
of Roanoke, agreed to establish an integrated automated library
system (the "system"), more particularly described in the Contract,
and provide a mechanism for allocating and sharing costs for such
system;
WHEREAS, additional interested parties may be considered for
participation in the system pursuant to paragraph 18 of the
Contract;
WHEREAS, the County of Botetourt wishes to participate in the
system;
WHEREAS, the County of Botetourt has made application to the
Library Automation Committee, and the Library Automation Committee
has recommended to the Advisory Committee that the Contract be
amended to allow participation in the system by the County of
Botetourt and to allow allocation of the system's costs among the
parties to this Amendment; and
WHEREAS, the City Councils for the Cities of Roanoke and Salem
and the Boards of Supervisors for the Counties of Roanoke and
Botetourt have authorized by the appropriate resolution or
ordinance this Amendment which allows the County of Botetourt to
participate in the system and provides for allocating the system's
costs among the parties to this Amendment.
THEREFORE, IN CONSIDERATION of the above premises, and other
good and valuable considerations, the parties hereby mutually agree
as follows:
1. The Contract is amended to allow participation in the
system by the County of Botetourt and to allow allocation of the
system's costs among the parties. The County of Botetourt agrees
to all of the conditions, terms and obligations of the Contract as
amended. The County of Botetourt shall be a participating library
as that term is used in the Contract.
2. Special membership entry costs, charges, and levies for
the County of Botetourt's participation in the system are limited
only to direct system's cost generated by the County of Botetourt's
participation. The only substantial anticipated direct cost is
associated with the need to expand system memory. No special
admission fees, buy -in provisions, or charges for prior investment
by the other participating libraries will be imposed.
3. The County of Botetourt shall make payment for shared
costs commencing sixty (60) days prior to the planned
telecommunications installation date.
4. Paragraph 1 of the Contract is amended to read as
follows:

1. The participating libraries shall implement an E-1
integrated automated library system as mutually agreed
upon by the City Councils or Boards of Supervisors of the
participating libraries.
5. Paragraph 3 of the Contract is amended to read as
follows:
3. The membership of the Advisory Committee shall
consist of the City of Roanoke Director of Human
Development, the City of Salem Assistant City Manager,
the County of Roanoke Assistant Administrator, the County
of Botetourt Assistant County Administrator, a
representative from the Library Boards of the City of
Roanoke and the County of Roanoke, the City of Roanoke
Librarian, and Directors of the City of Salem Public
Library, the County of Roanoke Public Library, and the
County of Botetourt Public Library. In any and all
matters requiring a vote by the members of the Advisory
Committee each participating library shall have one vote.
6. Paragraph 4 of the Contract is amended to read as
follows:
4. The membership of the Library Automation
Committee shall consist of the City of Roanoke Librarian,
Directors of the City of Salem Public Library, the County
of Roanoke Public Library, and the County of Botetourt
Public Library, the Data Processing Managers of the
Cities of Roanoke and Salem and the County of Roanoke,
the Microcomputer Analyst of the County of Botetourt, and
the Automation Coordinator who shall be a Library
employee in the classified service of the City of
Roanoke. In any and all matters requiring a vote by the
members of the Library Automation Committee each
participating library shall have one vote.
7. Paragraph 11 of the Contract is amended to read as
follows:
11. Upon the expiration of the initial term of
three (3) years this contract shall be automatically
renewed annually for one year terms unless notice of
termination is given by any party in writing to the other
parties at least twelve (12) months prior to the end of
any one year term of renewal. Notice of termination by
any of the cities or the counties, given as hereinabove
provided, shall constitute termination of this contract
only to the terminating party upon the effective date of
such notice of termination, which effective date shall
not be sooner than the last day of any one year term of

renewal. The terminating party shall forfeit any equity E._1
in the system to the remaining libraries participating in
the system upon proper notice of termination.
8. Paragraph 12(b) of the Contract is amended as follows:
(b) Upon the renewal of this contract, the percent-
ages will be reevaluated by the Library Automation
Committee in order to reflect any changes in the usage of
the system occurring on the part of any participating
library. For fiscal year 1994-1995, the parties' shared
costs as set forth in Appendix A will be as follows:

billings to the other parties no more frequently than
monthly.
11. Paragraph 22 of the Contract is amended to read as
follows:
22. This contract may be amended by a written
amendment or modification thereto authorized by the
resolutions of the City Councils and Boards of Supervi-
sors of the parties.

Amended Appendix A
Funding for the initial purchase and ongoing support
of the Roanoke Area Public Libraries Automation Project
will be in three (3) forms: (1) shared costs based on
the use of the agreed upon percentages; (2) individual
library costs based on use which will be reimbursed to
the City of Roanoke as purchasing agent for the automated
system; and (3) individual jurisdiction costs which are
incurred and paid by each jurisdiction independently of
this agreement.
Shared Costs:
1. Purchase of central computer and software
2. Preparation of computer host site
3. Conversion of patron ID machine readable file
4. Monthly hardware maintenance costs for central site
5. Monthly personnel costs for operation of system,
including, but not limited to, an Automation
Coordinator and system support staff
6. Telecommunications equipment at the Central Host
Site
7. Monthly software maintenance costs
8. Supplies necessary for operation at the Central
Host Site
9. All costs for equipment insurance, i.e., theft,
casualty, fire, etc.
10. Any cost for hardware or software, system's
maintenance, system's operations and system's
telecommunications which is needed for the
operation of the system or any of its key
components, and delivers a mutually determined
system benefit to the participating libraries -
examples include but are not limited to a leased
replacement CPU, a remote service for Internet
access, and a new software module
11. Any other costs agreed upon by the Library
Automation Committee
Individual Library Costs:
1. Purchase of smart machine readable barcode labels
2. Machine readable labels for patron ID cards
3. Terminals, printers, light pens, modems and other
peripheral equipment located within individual
library buildings
4. Installation of telecommunications network
5. Monthly telecommunications circuits costs

Individual Jurisdiction Costs:
1. Preparation of sites for terminals in individual
libraries
2. Labor for barcode labeling materials
3. Machine readable bibliographic data
The funding formula used for this project is based
on the following four statistical measures: 50%
circulation; 30% number of circulating points; 10% number
of titles in the data base; and 10% number of terminals
within each library.
The result of these statistical measures is an
equitable breakdown of the shared costs for fiscal year
1994-1995 as follows: City of Roanoke - 34.88%; City of
Salem - 9.33%; County of Roanoke - 41.21%; and County of
Botetourt - 14.58%.

11. Except as changed or modified herein, the conditions,
terms and obligations of the Contract remain in full force and
effect as if fully stated herein.

RESOLUTION 21495-2 SUPPORTING THE ESTABLISHMENT OF A
REGIONAL COMMISSION ON ORGAN AND TISSUE DONATION AND
TRANSPLANTATION
WHEREAS, almost 38,000 people in the United States are
currently on a waiting list to receive Organ and Tissue donations
and transplantations; and
WHEREAS, statistics received from the United Network for Organ
Sharing, UNOS, indicate there were 40,147 donors, which resulted in
92,619 transplanted organs in the United States in the past five
years; and
WHEREAS, the number of patients on the waiting list for organ
transplants increased 108% and the median waiting time increased
for most patients, and the total deaths for persons on the solid
organ transplant waiting list increased 98% from 1988 - 1993; and
WHEREAS, these statistics clearly establish a dramatic need
for increased awareness, coordination and education to stimulate
action on Organ and Tissue donations, and knowledge of
transplantations before the situation becomes even more critical;
and
WHEREAS, Fairfax County, Virginia has established a volunteer
Commission on Organ and Tissue Donation and Transplantation and is
urging that other local governments implement a similar local
commission.
THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia as follows:
(1) That the Board of Supervisors supports the formation of
a Commission on Organ and Tissue Donation and Transplantation;
(2) That the Board of Supervisors encourages the localities
in the Alleghany Health District and the City of Roanoke to join
with Roanoke County in creating a regional commission;
(3) That the Clerk to the Board of Supervisors is directed to
forward copies of this resolution to the governing bodies of
jurisdictions in the Alleghany Health District and the City of
Roanoke requesting that they take action similar to that taken by
the Roanoke County Board of Supervisors so that a Commission on
Organ and Tissue Donation and Transplantation may be established.
On motion of Supervisor Nickens to adopt the resolution, and
carried by the following recorded vote:

AGENDA ITEM: Request from Boone, Boone & Loeb, Inc., for 50%
Credit of the Off -Site Sewer Fees for the Beasley
North Property
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Boone, Boone, & Loeb, Inc., has submitted a preliminary plan for
201 residential lots adjacent to the Blue Ridge Parkway near Cotton
Hill Road. This development requires that a sewer pump station be
constructed in order to provide public sewer. This pump station is
being designed to serve the immediate drainage area (Beasley North
property and adjacent properties) and would discharge into the
existing Starkey Sewer Pump Station. The construction costs for
the pump station are estimated at $80,000.00.
SUMMARY OF INFORMATION:
Under the Roanoke County Off-site and Oversized Line Credit Policy,
a pump station designed to serve adjacent properties would be
eligible for credits of up to one-half of the off-site fee. The
total off-site fees for this development will be $100,500.
The developer has asked for credits of one-half of these fees or
$50,250 to be applied to his pump station construction costs. The
Utility Director can issue credits for the first 25% of the fee,
but the second 25% requires Board approval.
ALTERNATIVES•
Alternative No. 1: Request the developer to size the pump station
for the adjacent properties and authorize credits of one-half the
off-site fee.
Alternative 2: Allow the pump station to be designed to serve only
the property in question and not authorize the credit of one-half
the off-site fee.

development at a reasonable cost.

The following nominations were made at the January 24, 1995
meeting.
1. Roanoke Regional Airport Commission
Supervisor Minnix nominated Arthur M. Whittaker for another
four-year term which will expire February 10, 1999.
2. Southwest Development Financing, Inc.
Supervisor Johnson nominated Timothy W. Gubala to another two-
year term which will expire January 12, 1997.

COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND: The Virginia Department of Education has initiated an
agreement with the Roanoke County School Division to plan and
conduct regional student assistance program (SAP) training.
Roanoke County will be granted $2,000 to plan, develop, and
implement the Roanoke Regional Student Assistance Program Network
training for SAP personnel in the Roanoke region and, on a space
available only, personnel from other regions. Roanoke County will
be paid actual conference expenses not to exceed $2,000 by the
state department. Matching funds are not required.
FISCAL IMPACT: None. No local match is required.
STAFF RECOMMENDATION: Staff recommends appropriation of the $2,000
to the 1994-95 School Operating Budget.

RESOLUTION REQUESTING AN APPROPRIATION TO THE
SCHOOL OPERATING FUND FOR ROANOKE REGIONAL
STUDENT ASSISTANCE PROGRAM NETWORK TRAINING
WHEREAS, Roanoke County Public Schools has entered an
agreement with the Virginia Department of Education to plan
and conduct regional student assistance program training
designed to meet the training needs of student assistance
program professionals in the Roanoke region and, on a space
available basis, outside the Roanoke area, and
WHEREAS, the department of education will pay the school
division actual conference expenses of $2,000 to plan, develop
and implement the training,
BE IT RESOLVED that the County School Board of Roanoke
County on motion of Maurice L. Mitchell and duly seconded,
requests an appropriation of $2,000 by the Board of
Supervisors of Roanoke County to the current School Operating

RESOLUTION 21495-4.c OPPOSING FEDERAL AND STATE FUNDING
REDUCTIONS TO TOTAL ACTION AGAINST POVERTY (TAP) AND THE
FEDERAL COMMUNITY SERVICES BLOCK GRANT PROGRAM
WHEREAS, the Community Action Agency, Total Action Against
Poverty (TAP) has provided programs for disadvantaged citizens in
the Roanoke Valley for 30 years, serving as an outstanding model of
success throughout the United States; and
WHEREAS, TAP aids individuals through the following programs
and many others: Headstart, Comprehensive Health Investment
Project; Summer Youth Employment Program, Drug Elimination,
Literary, Vocational Education, Women's Resource Center and
Southwest VA Second Harvest Food Bank; and
WHEREAS, these programs are designed to help citizens off the
cycle of poverty and welfare and to become productive self-
supporting citizens; and
WHEREAS, TAP is in jeopardy of losing $625,005 in federal
funding and $136,846 in state funding which would have a severe
impact on their ability to continue to help low-income residents
move towards self-sufficiency.
THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, strongly supports federal and state
funding of Total Action Against Poverty; and
FURTHER, the Board of Supervisors urges our state and federal
officials to continue the Federal Community Services Block Grant
Program and the State Community Services Block Grant Program.

ordinances, and regulations now in force, or that may be enacted
hereafter and which are hereby agreed to by the undersigned

Raffle games are strictly regulated by Title 18.2-340.1 et. sea. of
the criminal statutes of the Virginia Code, and by Section 4-86 et.

SUMMARY OF INFORMATION: The Parks and Recreation Department staff has requested that they
be allowed to keep a $100 cash fund at each of their recreation centers and the main office at the Public
Service Center. The purpose of these funds is to make change for customers who are paying for
programs. Parks and Recreation staff are finding it more difficult to do this currently because they are
making their deposits every other day and do not keep large amounts of cash in the office. These funds
would not be used as petty cash accounts and would be secured in the existing safe at each site. The
Parks and Recreation administration as well as the Finance Department would periodically audit the
amounts on each site. The accounts that would need to be established are Craig Center - $100,
Brambleton Center - $100, Walrond Park - $100, Kessler Mill - $100, and Teen Center - $100.
FISCAL IMPACT: This money is currently available in the Parks and Recreation Fee Class fund.
STAFF RECOMMENDATION: Staff recommends appropriating funds to establish these cash funds
for the Parks and Recreation Department from the Fee Class fund.

hereafter and which are hereby agreed to by the undersigned

the criminal statutes of the Virginia Code, and by Section 4-86 et.

SUBMISSION OF THREE ISTEA TRANSPORTATION ENHANCEMENT PROGRAM

WHEREAS, the Board of Supervisors of Roanoke County, Virginia
adopted Resolution 11095-8 on January 10, 1995, and
WHEREAS, the County of Roanoke desires to amend this
resolution to clarify its obligation with respect to certain
projects; and
WHEREAS, in accordance with Commonwealth Transportation Board
construction allocation procedures, it is necessary that a request
by resolution be received from the local government in order that
the Virginia Department of Transportation program an enhancement
project in the County of Roanoke, Virginia.
WHEREAS, the County of Roanoke is submitting one project
application and has reviewed two additional transportation
enhancement project applications.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors
amends Resolution 11095-8, adopted January 10, 1995 as follows:
1. The Board of requests the Commonwealth Transportation
Board to establish the following improvement projects:

hereby agrees to pay 20 percent of the total cost for planning and
design, right-of-way, and construction of these prejeets the Garst
Mill Park and Trail Project, and that, if the County of Roanoke,
Virginia subsequently elects to cancel any of these projects, the
County of Roanoke, Virginia hereby agrees to reimburse the Virginia
Department of Transportation for the total amount of the costs
expended by the Department through the date the Department is
notified of such cancellation for the Hanging Rock Rails to Trails

ON TUESDAY, FEBRUARY 14, 1995
RESOLUTION 21495-5 CERTIFYING EXECUTIVE MEETING WAS HELD
IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant to
an affirmative recorded vote and in accordance with the provisions
of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, hereby certifies that, to
the best of each members knowledge:
1. Only public business matters lawfully exempted from
open meeting requirements by Virginia law were discussed in the
executive meeting which this certification resolution applies, and
2. Only such public business matters as were identified
in the motion convening the executive meeting were heard, discussed
or considered by the Board of Supervisors of Roanoke County,
Virginia.
On motion of Supervisor Johnson to adopt the
Certification Resolution, and carried by the following recorded
vote:
AYES: Supervisors Johnson, Kohinke, Eddy, Nickens, Minnix

AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY,
VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER,
TUESDAY, FEBRUARY 141 1995
ORDINANCE 21494-6 AUTHORIZING CONVEYANCE A
CERTAIN PARCELS OF REAL ESTATE LOCATED IN THE
CITY OF SALEM (TAX MAP NOS. 146-9-51 146-9-61
146-9-7) AND KNOWN AS THE OLD COUNTY SCHOOL
BOARD OFFICES AND ANNEX LOCATED AT 510 AND 526
COLLEGE AVENUE, SALEM, VIRGINIA
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the County School Board of Roanoke County has
declared this property to be surplus property by resolution adopted
January 12, 1995; and
2. That pursuant to the provisions of Section 16.01 of the
Charter of Roanoke County, the subject property has been declared
to be surplus by the Board of Supervisors of Roanoke County and is
being made available for public sale; and
2. That pursuant to the provisions of Section 18.04 of the
Charter of Roanoke County, a first reading was held on January 24,
1995; and a second reading was held on February 14, 1995 concerning
the sale and disposition of a certain parcels of real estate
located in the City of Salem known as the old County School Board
Offices and Annex (Tax Map Nos. 146-9-5, 146-9-6, 146-9-7); and
3. That an offer having been received for said property, the
offer of City of Salem to purchase this property for $600.000 is
hereby accepted; and
4. That all net proceeds from the sale of this real estate
are to be allocated to the Capital Projects Fund; and
5. That the County Administrator is authorized to execute
such documents and take such actions on behalf of Roanoke County as
are necessary to accomplish the conveyance of said property, all of
which shall be upon form approved by the County Attorney.
On motion of Supervisor Johnson to adopt the ordinance
accepting the offer from the City of Salem for $600,000, and
carried by the following recorded vote:
AYES: Supervisors Johnson, Kohinke, Eddy, Nickens, Minnix

SUMMARY OF INFORMATION:
At the February 14, 1995 meeting, an Executive Session was
held pursuant to the Code of Virginia, Section 2.1-344 A (7) to
discuss potential litigation with Lingerfelt Associates.
Following the Executive Session, Supervisor Johnson moved to
accept $202,439.28 as full payment from Lingerfelt Associates of
infrastructure improvements at Valleypointe Park.
