AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, MARCH 14, 1995 RESOLUTION 31495-1 OF CONGRATULATIONS TO MARGARET S. MOLES UPON BEING SELECTED VIRGINIA'S NATIONAL DISTINGUISHED PRINCIPAL WHEREAS, Margaret S. Moles, principal of Oak Grove Elementary School in Roanoke County, was recognized as Virginia's National Distinguished Principal by the Virginia Association of Elementary School Principals on March 7, 1995, in Williamsburg, Virginia; and WHEREAS, Mrs. Moles was nominated by her school and Parent Teachers Association and was judged on interpersonal skills, resource management skills, and human resource development; and WHEREAS, Mrs. Moles has shown effective leadership and community involvement by being principal of and maintaining the high standards of a nationally recognized Blue Ribbon School, pioneering the School Renewal Project for the Southern Association of Colleges & Schools, and helping establish and being an active participant in the mentoring program for administrative interns through Virginia Tech; and WHEREAS, Mrs. Moles will represent Virginia this fall at the White House in Washington, D. C. where she will be recognized - by the President of the United States. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia, hereby extends its congratulations to MARGARET S. MOLES upon being selected as Virginia's National Distinguished Principal; and BE IT FURTHER RESOLVED that on behalf of its citizens, the Board extends its deepest appreciation to Mrs. Moles for her dedication and outstanding services to the students of Roanoke County. Keith Cook, Director, Human Resources The Board of Supervisors of Roanoke County, in regular meeting on the 14th day of March, 1995, adopted the following: RESOLUTION 31495-2 ADOPTING PRIMARY AND INTERSTATE PROJECTS FOR THE VIRGINIA DEPARTMENT OF TRANSPORTATION SI% -YEAR IMPROVEMENT PROGRAM WHEREAS, the Six Year Improvement Program is the Commonwealth Transportation Board's plan for identifying funds anticipated to be available for highway and other forms of transportation construction for distribution in the 1995-2001 plan; and WHEREAS, this program is updated annually to assist in the allocation of federal and state funds for interstate, primary, and secondary roads. BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, that the following is a list of the recommended Primary and Interstate Projects for inclusion by the Virginia Department of Transportation Six Year Improvement Program for the 1995-96 Fiscal Year: 1. Route I-81 - increase the number of north and southbound travel lanes, improvement of all interchanges and consider the construction of an additional interchange between Wildwood Road (Route 619) and the interchange at Dixie Caverns (Route 460). 2. Route 221 (Brambleton Avenue) - continuation of improvements to Route 221 from Crystal Creek Road to Route 752 (Old Mill Road) for a distance of approximately 2.3 miles. 3. Route 115 (Plantation Road) - continuation of improvements south to the Roanoke City Limits to the four lane section of Plantation Road or, in the alternative, consideration of the construction of a segment between the Roanoke City Limits and Hershberger Road. 4. Route 11 (Williamson Road) - the widening of Route it from the Roanoke City Corporate limits north to Route 117 to include improvements to the existing bridge structure over Carvins Creek and the realignment of Florist Road to Route 11. 5. Route 11/460 (West Main Street) - continuation of the four laning of Route 11 to the existing four lane section of Route 647 (Dow Hollow Road). 6. Route 220 South (Franklin Road) - We are also pleased that money has been allocated to prepare a feasibility study to improve the existing corridor from Roanoke to Martinsville. 7. Interstate 73 - Roanoke County would like to express our support for this project through the Roanoke Valley. We ask that funds be allocated to continue the study. E- AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: March 14, 1995 AGENDA ITEM: Inmate Medical Co -Payment Program COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: As a result of the Department of Corrections refusing to provide medical, dental, and eye care for inmates housed in local jails, the Roanoke County -Salem Jail has experienced an increase from $5,000 to $60,000 per year for hospitalization coverage and from $2,000 to $20,000 per year for prescription drugs for inmates. In an effort to reduce the financial burden for Roanoke County taxpayers and the workload for the Roanoke County - Salem Jail Medical Department, an Inmate Medical Co -Payment Program was developed over the past year and implemented February 1, 1995. After one month's experience with the new program, the number of requests for medical care was 2,001 for February, 1995, as compared to 5,761 for January, 1995. There were 19 inmates seen by a physician in February, as compared to 43 in January. A medical co- payment is based on the inmate's financial ability to pay a portion of his/her medical care while incarcerated at the Roanoke County - Salem Jail. The program is authorized under Section 53.1-133.1 of the Code of Virginia and has been approved by the County Attorney's Office. This Inmate Medical Co -Payment Program will serve to deter those citizens who would seek free medical care through criminal activity at Roanoke County's expense. SUMMARY OF INFORMATION: I request that the Board of Supervisors appropriate the fees collected from inmates for medical care and direct the Roanoke County Department of Finance to credit the Jail Medical Account an amount equal to that collected each month. FISCAL IMPACT: None ALTERNATIVES: Place fees collected into the Roanoke County General Fund and increase the target budget for medical care for Roanoke County -Salem prisoners. A-31495-4 ACTION # ITEM NUMBER Z -3 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: March 14, 1995 AGENDA ITEM: Request to Participate in a Water Line Extension on Loch Haven Road to Serve the Honeycutt Veterinarian Clinic COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND• Mr. Adam Honeycutt has submitted plans to construct a veterinarian clinic on Loch Haven Road (Tax Parcels 36.01-01-12.1, 13.1). In order to serve this development with public water a 750 -foot extension would be required from the existing 16 -inch water line located at Louise Wells Drive (see attached sketch). Because the existing water line is greater than 300 feet from the property, the owner has the option to either install a well or extend the water line. SUMMARY OF INFORMATION: Because this is a commercial development, the owner would need to extend a minimum 12 -inch water line at an estimated cost of $18,750. The portion of this line in excess of 300 feet would be subject to possible credits from his proposed off-site facility fee of $6,554.00 The owner has stated a desire for public water; however, if the costs exceed approximately $14,000, they will be forced to drill a well. The line extension in question is part of the future North Transmission line that will extend along Loch Haven Road. The County plans for this line to be 16 -inch in diameter. OPTIONS • E-3 Option 1: Have the owner participate in the project by paying the cost of the first 300 feet of a 12 -inch water line at an estimated cost of $7,500. Have the owner pay his off-site facility fee of $6,554 with no credits. - Allow the Utility Department to participate in the project by paying the difference in cost between 12 -inch and 16 -inch water line for the first 300 feet and paying the entire cost for the remaining 450 feet. - Total owner cost - $14,054 - Estimated County cost - $32,000 Option 2: Request the owner to install 12 -inch water line and allow 50 percent credit of off-site fees. Total owner cost - $22,027 Total County cost - $0 Option 3: Allow the owner to install a well. STAFF RECOMMENDATION: Staff recommends that the Board approve Option 1 because this extension is part of the future North Transmission Line and this participation will allow the line to be properly sized while also allowing the property in question to utilize public water instead of a well. The second reading on this matter was held on March 14, 1995. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That it is in the County's best interests to extend the agreement for the use of this property located at 3330 Valley Forge Avenue by the Fifth District Employment and Training Consortium for an additional fifteen (15) month period to August 31, 1996 upon the same terms and conditions to assist the Consortium in the adminis- tration of a grant to provide employment counseling services to dislocated workers in the Roanoke Valley. 2. That the County Administrator is authorized to execute such documents and take such actions on behalf of Roanoke County as 1 are necessary to accomplish this transaction, all of which shall be upon a form approved by the County Attorney.
