In response to the tremendous increase in requests for
collection caused by the ice storms of 1994, Roanoke County
initiated a program to allow County citizens to haul up to a pickup
truck load of material to the transfer station free of charqe. The
Proqram began in April, 1994 and was described in a report to the
Board on April 26, 1994. Durinq the summer of 1994, Roanoke City
and the Town of Vinton beqan providinq the same service to their
citizens on July 1, 1994. The public information campaign
conducted by the three participatinq localities has increased
awareness and usage of the free Proqram. Also, durinq the Fall and
Spring months normally associated with hiqher volumes, the number
Of users has increased.
SUMMARY OF INFORMATION'
The program was initially implemented to aid with disposal of
the tremendous amount of brush that resulted from the ice storms of
1994. However, the program has since expanded to include any
normal material that may result from a residential clean up. Such
items may include furniture, white qoods and other household bulky
materials.
Due to the volume of material resultinq from the storms, and
the concentrated public education Proqram, there was an initial
surge of usage by the citizens. These increased levels have
remained. The costs, tonnages and number of participants to date
are listed below with the last three months of costs estimated.

To date with staff costs incorporated, the total cost of the
program is $98,608. The staff time associated with the program is
the Coordinator's time ($3,913) spent developing and monitoring the
program, as well as the call -taker's time ($1,984) spent responding
to citizens questions and concerns.
STAFF RECOMMENDATION:
Staff recommends that General Services be reimbursed for the
costs associated with the citizen self -haul program.

BACKGROUND: Craig County Public Schools contacted us on April 4,
1995, requesting donation of any surplus computers or computer
components (Attachment).
SUMMARY OF INFORMATION: Six 118088" PCs and/or parts, have been
surplused by various County Departments. The Management
Information Systems department has examined these machines and
made them available to County departments and County Schools and
there has been no interest in the equipment.
FISCAL IMPACT: If offered at auction it is estimated that these
machines, in total, would be worth $100.
ALTERNATIVES•
Alternative #1: That the Board approve donating these six
PCs and/or parts to Craig County Public
Schools.
Alternative #2: Offer these PCs and/or parts in the
April 29th auction.
STAFF RECOMMENDATION: Staff recommends donating these six PCs
and/or parts to Craig County Public Schools.

Thank you for talking with me recently by phone
concerning surplus property. As I indicated, Craig County
Public Schools would be very interested in receiving from
Roanoke County surplus equipment (i.e. computers, monitors,
disk drives, etc.) that have been replaced with more modern
equipment. We would be able to use these older computers in
a variety of ways in our classrooms.
If there is a required procedure or form that needs
completed in order for such transfer of equipment to occur,
please let me know. Also, if you need additional letters of
support for this request, I would be glad to have those sent
from our school superintendent and county administrator.

AGENDA ITEM: Approval for Sale of Surplus 1973 Ford Tanker
to Eagle Rock Volunteer Fire Department
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND: Eagle Rock Volunteer Fire Department has contacted
us requesting that we sell them this surplus 1973 Ford Tanker.
They have a wrecked tanker and want to utilize this chassis in the
repairs.
SUMMARY OF INFORMATION: Fire and Rescue has surplused a 1973 Ford
L-8000 tanker. This tanker was taken from service when "Wagon 10"
was placed at Mason's Cove as a replacement vehicle.
FISCAL IMPACT: Past experience has shown that this type of
equipment has a minimal salvage value and that the offer of $3,500
made by Eagle Rock far exceeds what could be expected from an
auction or other competitive situation.
ALTERNATIVES•
Alternative #1: Sell 1973 tanker to Eagle Rock Volunteer
Fire Department for $3,500.
Alternative #2: Offer 1973 tanker in April 29th auction.
STAFF RECOMMENDATION: Staff recommends selling this tanker to Eagle
Rock Volunteer Fire Department.

RESOLUTION 42595-4.a PROVIDING NOTICE OF
INTENT TO ABANDON SECONDARY ROUTE 1153
(ELKWOOD LANE)
WHEREAS, It appears to this Board that Secondary Route 1153,
known as Elmwood Lane, from the eastern line of the right-of-way of
Norfolk Southern Railway approximately 70.6 feet westerly to a pin
set in the northerly line of Virginia Secondary Route 1153 at the
southwest corner of a parcel designated Roanoke County Tax Number
54.04-02-09.1 and the southeast corner of a parcel designated
Roanoke County Tax Number 54.04-02-09, more particularly
hereinafter described, serves no public necessity and is no longer
necessary as a part of the Secondary System of State Highways and
should be abandoned pursuant to Section 33.1-151 of the code of
Virginia of 1950, as amended; and,
WHEREAS, the section of Virginia Secondary Route 1153 sought
to be abandoned is described as follows:
BEGINNING at the northeast terminus of
Virginia Secondary Route 1153 (Elmwood Lane)
at a point on the western right-of-way of
property of Norfolk Southern Railway and the
southeast corner of a 0.225 -acre lot known as
Tax Number 54.04-02-09.1; running thence along
the northern line of Virginia Secondary Route
1153 north 63° 08" 41" E. to the southeast
terminus of Virginia Secondary Route 1153 on
the westerly right-of-way of property of
Norfolk Southern Railway; running thence along
the westerly line of the Norfolk Southern
Railway property north 23° 08" E. 1 5.86 feet
to the point of BEGINNING.
NOW, THEREFORE, BE RESOLVED, by the Board of Supervisors of
Roanoke County, Virginia:
1. That this resolution shall constitute the intention of
this Board to abandon the section of road described.
2. That the Clerk of the Board is directed to post a copy of
this resolution, which constitutes notice of the Board's intent to
abandon the above-described section of Virginia Secondary Route
1153, in at least three places on and along the section of road
sought to be abandoned for at least thirty (30) days and to cause
publication of a copy of this resolution in at least two issues of
the Roanoke Times & World -News and to forward a certified copy of
this resolution to the Commonwealth Transportation Commissioner.

carried by the following recorded vote:

Heather Park Subdivision, located on Glen Heather Drive in the
Windsor Hills Magisterial District of the County of Roanoke (Tax
Map No. 76.07-2-52.01), and as shown on a plat prepared by the
Roanoke County Engineering Department dated February 2, 1995, a
copy of which is attached hereto.
The location and dimensions of this property have been
reviewed and approved by the County's engineering staff.
STAFF RECOMMENDATION:
Staff recommends acceptance of this easement.

SUMMARY OF INFORMATION:
This consent agenda item involves the donation of the
following easements to the Board of Supervisors for sanitary sewer
purposes in relation to the Country Kitchen Project of Plantation
Development, L.C., on Plantation Road in the Hollins Magisterial
District of the County of Roanoke:
a) Donation of a sanitary sewer easement, twenty feet (201)
in width, from Helen S. Journell and James E. Starr,
(Will Book 47, page 1054) (Tax Map Nos. 27.06-4-15 and
27.06-4-16) shown and designated as "NEW SANITARY SEWER
EASEMENT" on a plat prepared by Shanks Associates, P.C.,
dated March 29, 1995, a copy of which is attached hereto
as Exhibit A.
b) Donation of a sanitary sewer easement, twenty feet (201)
in width, from Plantation Development, L.C., (Deed Book
1468, page 1826) (Tax Map Nos. 27.06-4-13 and 27.06-4-14)
shown and designated as "NEW SANITARY SEWER EASEMENT" on
a plat prepared by Shanks Associates, P.C., dated March
29, 1995, a copy of which is attached hereto as Exhibit
A. That portion of said easement which passes through
the existing dwelling located on Tax Parcel 27.06-4-16,
as shown on said plat, shall not become effective until
the dwelling has been razed.
C) Donation of sanitary sewer easements, ten feet (10') in
width along Walrond Drive, and twenty feet (201) in width
along Plantation Road, from Plantation Development, L.C.,
(Deed Book 1468, page 1826) (Tax Map No. 27.06-4-6) shown

WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant to
an affirmative recorded vote and in accordance with the provisions

WHEREAS, Section 2.1-344.1 of the Code of Virginia

ORDINANCE 42595-6 TO CHANGE THE ZONING
CLASSIFICATION OF A .49 ACRE TRACT OF REAL
ESTATE LOCATED AT 4903 COLONIAL AVENUE (TAR
MAP NO. 86.08-1-1) IN THE CAVE SPRING
MAGISTERIAL DISTRICT FROM THE ZONING
CLASSIFICATION OF C-1, CONDITIONAL, TO THE
ZONING CLASSIFICATION OF C-1, CONDITIONAL,
UPON THE APPLICATION OF ALLIANCE PROPERTIES,
INC.
WHEREAS, this property was rezoned to A-1 in 1982, and changed
to C-1, Conditional in accordance with the 1992 Roanoke County
Zoning Ordinance; and
WHEREAS, the first reading of this ordinance was held on
March 28, 1995, and the second reading and public hearing were held
April 25, 1995; and,
WHEREAS, the Roanoke County Planning Commission held a public
hearing on this matter on April 4, 1995; and,
WHEREAS, legal notice and advertisement has been provided as
required by law.
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the zoning classification of a certain tract of real
estate containing .49 acre, as described herein, and located at
4903 Colonial Avenue (Tax Map Number 86.08-1-1) in the Cave Spring
Magisterial District, is hereby changed from the zoning
classification of C-1, Conditional, Office District, to the zoning
classification of C-1, Conditional, Office District.
2. That this action is taken upon the application of

3. That the owners voluntarily proffered in writing the
following amendments to the conditions approved by the Board of
Supervisors in 1982, which the Board of Supervisors hereby amends
as follows:
(1)_ The property will be developed in substantial
conformity to the attached concept plan dated 3/13/95,
revised 4/4/95 indicating the relative layout and
location of the building, the square footage of the
footprint of the building the location and number of
parking spaces and Type C screening and buffering where
the property adjoins R1 zoning with a combination of
Option 1 15 foot buffer yard and Option 2 landscaping,
small evergreen trees and one row of evergreen trees, to
be planted and maintained in the buffer yard, and to
replace the 6 foot screening fence, but achieve an
equivalent screening effect.
(2)_ The property will be developed to have a residential
appearance in that the roof of the building will be
shingled and have a pitch equal to or greater than 5-12,
the exterior construction will be brick, residential type
siding or a combination of the two the outside lighting
will be for security rather than commercial purposes,
such as residential type dusk -to -dawn lighting, and there
will be no more than one sign on the premises which will
not be larger than 20 square feet, will not be backlit
and will be either a monument type sign or a sand blasted
wooden sign.
(3) The permitted uses for the property under Section
30-53-2 of the 1992 Roanoke County Zoning Ordinance will
be limited to the following:
Civic Uses - administrative services educational
facilities, college/university, education facilities,
primary/secondary*;
Office Uses - general office medical office;
Commercial Uses - communications services, studio, fine
arts.
4. That said real estate is more fully described as follows:
BEGINNING at a point on the northern right of way of Virginia
Secondary Route 687; thence N. 2 deg. 15' E. 242.96 feet to a
point; thence S. 80 deg. 25' E. 130.0 feet to a point; thence
S. 7 deg. 33' W. 243.05 feet to a point; thence N. 79 deg. 03'
W. 80.63 feet to a point; and being a 0.51 acre tract shown on
a survey plat dated April 12, 1988, by Jack G. Bess, CLS.
5. That this ordinance shall be in full force and effect
thirty (30) days after its final passage. All ordinances or parts
of ordinances in conflict with the provisions of this ordinance be,
and the same hereby are, repealed. The Zoning Administrator is
directed to amend the zoning district map to reflect the change in
zoning classification authorized by this ordinance.

2. That this action is taken upon the application of
Alliance Properties, Inc.
3. That the owners voluntarily proffered in writing the
following amendments to the conditions approved by the Board of
Supervisors in 1988, which the Board of Supervisors hereby amends
as follows:

Shook Design Group which may be modified to indicate
direct access between the property and the adjacent Wilco

(2) The buffer area and screen fence between the

of the fence facing the adjacent properties consistent
with the grade between the properties, i.e., the fence
will be generally located along the property line toward
the Anderson property and along the access road behind
the Harris Teeter building adjacent to the Craighead

(3)_ The retaining wall between the property and the
Craighead property will have a finished surface of split
face block which has a rough texture and a variety of
colors or will have a finished surface of scored faced
concrete which has a pattern to resemble stacked block or
stone or such similar surface treatment as may be
approved or required by Roanoke County in the site plan
review or will be a mortar rubble retaining wall._
(4)_ The exterior surface of the buildings to be
constructed on the property will be brick on all sides
and the buildings will not be multi -story, except the

AGENDA ITEM: Approval of Health Insurance Contract for School and County Employees
COUNTY ADMINISTRATOR'S COMMENTS:
This is very good news for School and County staff and we are pleased to offer our employees a health
care alternative that improves coverage and reduces their cost. We will continue to offer the basic
Trigon plan that has been in place for years. At the employee's option, we would like to offer a
Trigon, Point of Service plan. The POS plan has a large number of participating physicians and
utilizes both Roanoke Memorial and Lewis Gale hospitals and physicians. Rates are significantly
lower and there is a flat $15 fee for off ce visits. The POS plan provides well baby care, physicals and
other preventative care that we have not been able to offer in the past.
Those who reviewed the plans are excited about the new alternative. We need to have an extensive
education program for the staff. In order to get this into place for July 1, 1995, we need to get Board
approval at this meeting if possible. There are also computer changes that have to be made. Julie
White, a partner in Slabaugh, Morgan and White, will be at the meeting to answer any questions that
you may have. If you need to discuss this in greater detail, please call me before the meeting or we
can discuss the program in the afternoon meeting and add it to the evening agenda.
Recommend approval.
SUMMARY OF INFORMATION: The County of Roanoke requested bids to provide health
insurance coverage for the County and School employees for the 1995-96 plan year. The bid
requested a proposal on the basic comprehensive package currently offered as well as proposals
for alternative managed care programs. The County received responses from seven companies.
A team of County and School employees reviewed these responses with the assistance of an
outside consultant. This year we selected Slabaugh Morgan and Associates to serve in the
capacity of outside consultants for health insurance selection.
The bids were very favorable reflecting the new competition brought into the Roanoke Valley by
the emergence of HMOs in the Valley. The team is recommending a two tier approach be
offered to the County and School employees. Tier one would be the current Trigon plan. This
plan would be offered to the employees at the same cost as the 1994-95 plan. In addition, this
year we would like to add an option for the employees to select the Trigon Point of Service Plan.

If the employee chooses to take this option, there is a cost reduction of ten percent of the basic
comprehensive premium. A schedule of premiums is shown in Attachment A. As shown on this
schedule, a County employee could get single coverage under the current Comprehensive Plan at
a cost of $32.18 per month or could obtain coverage under the Point of Service Plan for $15.32.
A County employee could get family coverage under the current Comprehensive Plan for $175.02
per month or could obtain coverage under the Point of Service Plan for $134.04. Attachment B
and Attachment C outline the plan benefits of the current Comprehensive Plan and the Point of
Service Plan respectively.
Included in your packet is a separate booklet prepared by Slabaugh Morgan which analyzes the
bids that were received. Page 5 graphically illustrates the financial impact of the bids. The
Trigon Point of Service Plan was selected over the Trigon HMO Plan for the following reasons:
1. The Point of Service Contract offers a wider network of physicians and facilities.
Carillion and Lewis Gale Hospitals are included in the plan as well as an extensive
physicians network which includes both Carillion and Lewis Gale physicians. (A
separate book of providers is also included in your packet).
2. The Point of Service Contract does allow the employees to access services outside
of the network, but charges them a higher rate to do so. The HMO does not allow
the employees to access services outside the network.
3. The Point of Service offers a "soft" way to introduce managed care to County
employees. The benefits offered are the same as an HMO, but there is more
flexibility for the employees. The savings to the County are substantial.
Since this is the first time that the County and Schools have offered a managed care option, we
would like to conduct enhanced education sessions during the month of May.
FISCAL IMPACT: Funds needed for the County portion of the premium are included in the
1995-96 budget.
STAFF RECOMMENDATION: Staff recommends adopting a two-tiered health insurance plan
including a basic Comprehensive Plan and a Point of Service Plan as outlined in the attachments.
The School Board will be considering the same recommendation on April 27, 1995.
