HomeMy WebLinkAbout7/25/1995 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 25, 1995 RESOLUTIONS 72595-1 OF APPRECIATION TO LYNN RICKER AND THEODORE SUSAC FOR THEIR VOLUNTEER EFFORTS IN RENOVATING CAMP ROANOKE AND AUTHORIZATION TO NAME THE DINING HALL IN THEIR HONOR WHEREAS, Camp Roanoke, located in western Roanoke County off Dry Hollow Road, was founded in 1925 and operated until 1985 as a YMCA camp for boys; and WHEREAS, Camp Roanoke was purchased by Roanoke County as part of the Spring Hollow Reservoir Project;. and WHEREAS, the County, through its Department of Parks and Recreation, is currently in the process of renovating the Camp, so that it will be available for use by the public for various recreational activities; and WHEREAS, Lynn Ricker and Theodore Susac have been involved in that renovation since October, 1994, providing together over 1000 hours of their time, energy and creativity to Camp; and WHEREAS, Mr. Ricker and Mr. Susac have re -constructed the flat roof of the dining hall and assisted in re -wiring the dining hall, both bathrooms, and the picnic shelter; and WHEREAS, Mr. Ricker and Mr. Susac have saved Roanoke County over $20,000 in labor and equipment through their hard work and dedication to the Camp Roanoke project. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, does hereby express its deepest appreciation to LYNN RICKER and THEODORE SUSAC for their dedication to the County and to the many children who will benefit from the facility in the future; and N 01 BE IT FURTHER RESOLVED, that the Board hereby names the dining hall facility at Camp Roanoke "Ricker-Susac Hall". ITEM NUMBER — AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: July 25, 1995 AGENDA ITEM: Request to Appropriate Funds for Utility Department Capital Improvement Program COUNTY ADMINISTRATOR'S COMM NT i BACKGROUND: The Roanoke County Board of Supervisors approved the County Capital Improvement Plan at the June 13, 1995 meeting. Included were the projects requested by the Roanoke County Utility Department for the fiscal years 1994-95 through 2000-01. This is a planning document and does not include the appropriation of funds. SUMMARY OF INFORMATION: In order to begin work on this year's projects, staff is requesting the appropriation of funds for the following projects. Water The following Water Repair and Replacement projects are described in detail in the Utility CIP. Staff requests an appropriation from the available water repair and replacement funds. The original budget approved by the Board of Supervisor's represented the staff's initial estimates of the scope and cost of the projects. Further planning and evaluation have changed the original estimates. In addition, staff has broken these projects into phases in order to better manage the construction. These projects are described in detail in the Utility CIP. Hodge County Administrator VOTE No Yes Abs Eddy x Johnson x Kohinke x Minnix x Nickens x 0 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 25, 1995 ORDINANCE 72595-3 AUTHORIZING CONVEYANCE OF AN EASEMENT TO APPALACHIAN POWER COMPANY FOR UNDERGROUND ELECTRIC SERVICE ACROSS A PORTION OF A SURPLUS WELL LOT IN HIGHFIELDS SUBDIVISION OWNED BY THE BOARD OF SUPERVISORS WHEREAS, the Board of Supervisors of Roanoke County is the owner of a surplus well lot in Highfields Subdivision, designated on the Roanoke County Land Records as Tax Map No. 86.11-4-6, in the Windsor Hills Magisterial District; and, WHEREAS, in order to replace an existing overhead line located in a wooded area behind the homes in the Highfields subdivision, and in an effort to enhance the ability to maintain the line and provide reliable service to its customers, Appalachian Power Company (APCO) requires an easement for an underground line on the surplus County well lot; and, WHEREAS, the proposed underground easement does not conflict with the use of the property. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to the provisions of Section 16.01 of the Charter of Roanoke County, the subject property has been declared to be surplus and is being made available for other public uses, i.e. an electric line easement; and 2. That pursuant to the provisions of Section 18.04 of the Charter of Roanoke County, a first reading concerning the disposition of the subject property was held on July 11, 1995; a second reading was held on July 25, 1995; and 3. That APCO's offer to purchase the easement for One Dollar ($1.00) is hereby accepted and.the proceeds from the sale of the easement are to be allocated to the capital reserves of Roanoke County; and 4. That the County Administrator is hereby authorized to convey an underground electric line easement, fifteen feet (151) in width and as shown on APCO Drawing No. R-3129, dated May 19, 1995, across the County's Highfields well lot (Tax Map No. 86.11-4-6) unto Appalachian Power Company; and 5. That the County Administrator is hereby authorized to execute such documents and take such further actions as may be necessary to accomplish this conveyance, all of which shall be approved as to form by the County Attorney. 6. That this ordinance shall be effective on and from the date of its adoption. Highway and Transportation Safety Commission Supervisor Eddy nominated Jeffrey Echols, Resident Engineer, Virginia Department of Transportation, to serve another four year term. His term will expire June 30, 1999. Mr. Mahoney advised that he will contact the Salem/Roanoke County Bar Association to obtain a recommendation for a legal representative to serve on this commission. 3. Library Board Supervisor Kohinke nominated Josie Eyer to serve as the representative from the Catawba Magisterial District to complete the unexpired four year term of Shirley VanRiper. One part of the process established a board of trustees to administer the program, and seven members representing various designations were appointed to serve without term limits. In the future, the Chief of Fire and Rescue was required to make recommendations to the Board of Supervisors for members to fill the various positions. Due to a death and the change in leadership of the different organizations represented on this board, it is necessary to make the following appointments. Chief Wagner and Bob Jernigan are being reappointed and the other five members are being appointed. SUMMARY OF INFORMATION: The following recommendations are made to fill the various voting positions on the board of trustees: 1. This grant will be used to fund the following proposals. The award is effective July 1, 1995 through June 30, 1996. 1. $5,000 to implement a new program "Railroad Operations" at the community college level with articulated preparation at the secondary level spanning the career cluster areas of business and engineering technologies. 2. $7,500 to add the fifth and final career cluster in environmental science and technology. 3. $5,000 to add a recruitment/placement/follow-up component to all cluster areas in the consortium. 4. $5,000 to develop a work -based component for secondary and post -secondary levels for all clusters in the consortium. Roanoke County's award was $667,025--$270,000 for network wiring and $397,025 for computerizing. To receive the grant, a match of 20 percent in local funds was required. The school operating budget for 1995-96 contains $133,000 to match the grant. FISCAL IMPACT: Matching funds of $133,000 are required. This amount has been budgeted for 1995-96 in the school operating fund. STAFF RECOMMENDATION: Staff recommends appropriation of the $667,025 to the School Capital Fund. Jari6 W. The budget for the regional board for 1994-95 was $2,629,486. The board -adopted budget for 1995-96 is $2,873,696. The Regional Program began operation during the fiscal year 1986-87 with six school divisions involved in serving two (2) disabled populations: autistic and severe profound disabled. All programs were housed in Roanoke County schools. During the 1990-91 school year the following populations were added: Multiple Disabled - MD Deaf/Hard of Hearing - D/HH Multiple Disabled/Visually Impaired - MD/VI Regional classes are currently housed in the following school divisions: Roanoke County Roanoke City Botetourt County Franklin County Dr. Eddie Kolb, director of pupil personnel services for Roanoke County Schools, will be present to answer any questions related to the program. They would like to conduct a survey of the Valley's needs in the area of higher education and the feasibility of a four-year public college or university in the Valley. SUMMARY OF INFORMATION: The survey of approximately 400 households would be conducted by Roanoke College, and would ascertain the need or interest in a local four-year college or university. The survey would not address location or funding for a new university. This would be determined after the survey, and options include expansion of a college already located in the Roanoke Valley or a division of Virginia Tech. The cost of the survey is $6500. The Citizens Committee is requesting $2500 from the City of Roanoke and County of Roanoke, and $1500 from the City of Salem. FISCAL IMPACT: $2500 could be appropriated from the Board Contingency fund for the County's share of the survey funding. STAFF RECOMMENDATION: IL-7 Staff recommends that the Board appropriate $2500 from the Board Contingency Fund for the County's share of the survey.
