ITEM NUMBER AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: September 12, 1995 AGENDA ITEM: Proposal for Change in Refuse Collection Schedule COUNTY ADMINISTRATOR'S COMMENTS: d O EXECUTIVE SUMMARY: Approximately 23,100 households are now receiving automated collection service. The program was phased in starting in 1988. With each phase we attempted to allocate resources evenly throughout Roanoke County. This approach has resulted in an inefficient collection schedule in which, on any given day, trucks and personnel are spread throughout the County. This makes support and supervision difficult. We are proposing a schedule which will make better use of our resources. The proposed change will affect only those homes receiving automated service. All manual route collections will remain unchanged. We propose that this new schedule become effective on Monday, October 16, 1995. SUMMARY OF INFORMATION Attached Map #1 shows the current collection schedule which has vehicles spread throughout the County on each collection day. The most noticeable dispersal of crews is on Tuesday and Wednesday. This schedule requires tremendous drive time for foreman as well as those crews attempting to provide backup assistance. By changing to the collection schedule shown on Map #2, two major goals would be accomplished. First, backup capability and supervisory support will be increased by concentrating all vehicles in one collection area. Secondly, the number of backup vehicles is increased by 1 through reducing the maximum of routes from 7 to 6. Under the current collection schedule, foremen are required to cover most of the county each day. With the current crew dispersion, it may take a foreman as long as twenty to thirty minutes to respond to a call for assistance. The current bulk/brush schedule is basically the same as that being proposed for refuse. This will allow all foreman to be readily available for immediate supervision as well as crisis management. Approximately 9,900 automated households will be affected by the change. Of that number, only 900 (residents of North Lakes and Willow Creek) will move more than one day. Those homes will move from Tuesday to Thursday. All others will move only one day. We expect the proposed schedule to substantially reduce overtime. Savings will be found through better inter -route support, less drive -time, more backup capability and improved preventive maintenance which will reduce operational downtime. The education process should begin as soon as possible. The campaign will include newspaper ads, Government Access Channel, automated phone lines, flyers and posters, school handouts, civic league notices, and water bill notifications. ALTERNATIVES• 1. Approve staff proposal with an October 16 implementation date. 2. Retain the current collection schedule. STAFF REQQMjWNDATION Staff recommends alternative #1. This has often resulted in members of the audience standing at the front of the room during presentations, which is distracting and unfair to the rest of the people at the meeting. Additionally, now that the Board meetings are televised, videos which are shown at the meeting are not easily captured by the television cameras. SUMMARY OF INFORMATION: With the installation of the video equipment in the Board meeting room, it is now possible to install three television monitors in the room, along with a video player in the control booth, so that Cable television personnel can play video tapes that everyone at the meeting can see. This will also allow the audience to see presentations from the podium, as the televisions can be tuned to Channel 3, which has a camera focused on people speaking to the Board. This type of system was envisioned when the Board room was planned, and space has been left for these installations. FISCAL IMPACT: The cost for three monitors and related equipment is $3900. Funding is available in the grant which the County received from Booth Communications (Salem Cable) as part of the recent franchise negotiations. This grant is only available for the purchase of video equipment, and is not related to the Cox Cable grant which funds the capital costs for Roanoke Valley Television (RVTV-3). The total grant is $40,000, of which one-third ($13,333.33) was paid this year. C Currently, County citizens who are customers of Salem Cable can watch the bulletin board on Channel 3, and the interconnect with the Cox system should be completed in 1996, allowing those customers to also watch RVTV's programming. ALTERNATIVES: 1. Approve the expenditure of $3900 from the Salem Cable Capital Grant for the purchase of video equipment for the Board meeting room as outlined in this report. 2. Hyatt, Director, Finance i AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, SEPTEMBER 12, 1995 RESOLUTION 91295-3 APPROVING REQUEST OF THE INDUSTRIAL DEVELOPMENT AUTHORITY OF ROANOKE COUNTY, VIRGINIA, FOR APPROPRIATION AND DONATION OF FUNDS WHEREAS, the Board of Supervisors of Roanoke County, Virginia, and the Industrial Development Authority of Roanoke County, Virginia, (IDA), desire to promote and encourage the economic development of Roanoke County, Virginia, and the RoanokeValley by retaining employment opportunities within the Roanoke Valley, in order to provide for increased employment and corporate investment in the County; and WHEREAS, this increased employment and investment constitutes a valid public purpose for the expenditure of public funds; and WHEREAS, the County desires to support these economic development efforts of the IDA by donating public funds to the IDA in accordance with the provisions of Section 15.1-511.1 of the Code of Virginia. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $127,500 is hereby appropriated and donated to the Industrial Development Authority of Roanoke County and that this appropriation of public funds be made from the County's unappropriated balance 2. That this appropriation and donation to the IDA is made for the following economic development purpose: a. To contribute $120,000 towards site development costs on an approximate 13 acre site in Valley TechPark which is being donated to Rusco Windows of Roanoke, Inc. b. For payment of an estimated $7,500 in legal, surveying and recordation fees associated with the subdivision of the 13 acre site and its transaction between the Authority and Rusco Windows of Roanoke, Inc. 3. That the appropriate officers or agents of the County are hereby authorized and directed to take such actions as may be necessary to accomplish the purposes of this resolution, and all actions taken by such officers and agents in connection with this transaction are hereby ratified and confirmed 4. That this resolution shall take effect immediately. Slovensky conveyed to the Roanoke County Sanitation Department, (predecessor in title to the Board of Supervisors of Roanoke County, Virginia), a sewer line easement, twelve feet (121) in width, across a tract of land owned by Mr. Slovensky, in connection with the sewer system to serve Springlawn Subdivision; and, WHEREAS, John A. Slovensky, subsequently subdivided and developed said tract of land into Springlawn Subdivision, as shown upon the plat dated February 19, 1960, made by T. P. Parker, of record in the aforesaid Clerk's Office, in Plat Book 4, page 49; and, WHEREAS, by deed of easement dated July 14, 1977, and recorded in Deed Book 1074, page 655, a new sewer line easement twenty feet (201) in width was conveyed to the Roanoke County Public Service Authority (predecessor in title to the Roanoke County Board of Supervisors); and, WHEREAS, use of the twelve foot (121) sanitary sewer line and easement has been abandoned and the twenty foot (201) sewer easement was and currently is used to provide service in the area; and, WHEREAS, the petitioners, David N. Monroe and Tamera L. Monroe, husband and wife, are the current owners of Lot 8, Block 1, Map of Springlawn; and, WHEREAS, the petitioners have requested that the Board of Supervisors of Roanoke County, Virginia, vacate the twelve foot (121) sanitary sewer easement located on said lot; and, WHEREAS, the vacation will be accomplished without cost to the County and meets the requirements of the Utility Department. THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to the provisions of Section 18.04 of the Roanoke County Charter, the acquisition and disposition of real estate can be authorized only by ordinance. A first reading of this ordinance was held on August 22, 1995; and a second reading was held on September 12, 1995; and, 2. That pursuant to the provisions of Section 16.01 of the Charter of Roanoke County, the subject real estate (easement) is hereby declared to be surplus and the nature of the interest in real estate renders it unavailable for other public uses; and, 3. That the 12' sanitary sewer easement (Deed Book 647, page 476) across Lot 8, Block 1, Map of Springlawn, in the Cave Spring Magisterial District, owned by David N. Monroe and Tamera L. Monroe, husband and wife, be, and hereby is, vacated; and, 4. That, as a condition to the adoption of this ordinance, all costs and expenses associated herewith, including but not limited to, recordation of documents, shall be the responsibility 2 of the petitioners, David N. Monroe and Tamera L. Monroe, or their successors or assigns; and, 5. That the County Administrator is hereby authorized to execute such documents and take such actions as may be necessary to accomplish this vacation, all of which shall be on form approved by the County Attorney. 6. THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to the provisions of Section 18.04 of the Roanoke County Charter, the acquisition and disposition of real estate can be authorized only by ordinance. WHEREAS, by Ordinance No. 2308, adopted May 22, 1979, the County of Roanoke granted unto Booth American Company of Detroit, Michigan, doing business as Salem Cable TV, a franchise to operate a community antenna/cable television (CATV) system, which franchise ordinance requires the approval of the Board of Supervisors of the County of Roanoke to any transfer or sale of its franchise rights by Booth American Company; and WHEREAS, by Ordinance 102594-12, adopted October 25, 1994, "the County of Roanoke granted unto Booth American Company of Detroit, Michigan, doing business as Salem Cable TV, an extension of the term of this franchise for a term of five (5) years; and WHEREAS, Booth American Company has formed Bboth i Communications of Virginia, Inc. as a wholly-owned subsidiary corporation for the purpose of owning and operating Salem Cablh TV in the franchise area of Roanoke County; and WHEREAS, the first reading of this ordinance was held on August 22, 1995, and the second reading was held on September 12, 1995. BE IT RESOLVED by the Board of Supervisors of the County of Roanoke, Virginia, as follows: 1. That the assignment of the cable television franchise granted to Booth American Company by Ordinance 102594-12 and of the Cable Television Franchise Agreement dated October 28, 1994, to its wholly owned subsidiary, Booth Communications of Virginia, Inc. is approved. 2. The County Administrator is hereby authorized to execute such agreements, including a Guaranty of Performance, with Booth American Company to carry into effect this transfer all upon such form as shall be approved by the County Attorney. 3. A -91295-7.a ITEM NUMBER Z— AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: September 12, 1995 AGENDA ITEM: Acceptance and Appropriation of a Grant from the Trust Fund of the Comprehensive Services Act COUNTY ADMINISTRATOR'S COMMENTS • SUMMARY OF INFORMATION• The Comprehensive Services Act for At Risk Youth included a Trust Fund to provide grants to localities as start-up money to develop innovative programs to assist in the transition into the provision of services under the Act. Ninety-two localities applied for the grant and the Roanoke County Community Policy and Management Team (CPMT) was one of only twenty localities who received the award. This Trust Fund began in 1993-94 with 100% funding from the State. The State contribution will drop by 20% in each succeeding year until it is 100% funded by the locality. The total County grant for FY 95-96 is in the amount of $177,467 and will cover programmatic costs from July 1995 to June 1996, of which 40% must come from local funds. The grant will provide intensive in-home services to families involving targeted at -risk youth. This should ultimately reduce the amount of time spent by these youth in residential programs or in intensive treatment at costly treatment facilities. The concept involves working with the whole family to resolve these issues instead of only the identified child. It coordinates the various treatment programs which may already be helping the family in an unstructured manner. Referrals for this service will be generated by Social Services, Juvenile Court, schools, Youth Haven II, and parents, as well as any other source who serves at -risk youth in Roanoke County. FISCAL IMPACT: The State will fund 60% of the Trust Fund ($106,480) for FY 1995-96. The remaining 40% ($70,987) must be funded locally. The local amount will be funded by reimbursements from Medicaid and Social Security and selling services to surrounding localities. The City of Salem is currently under contract to purchase these services from the County of Roanoke CPMT. The staff covered by this grant will be employees of Blue Ridge Community Services and will work under contract to the CPMT. STAFF RECOMMENDATION: Staff recommends the acceptance of this Grant on behalf of the Roanoke County CPMT and the appropriation of the $177,467 for the 12 month period described above. WHEREAS, the Virginia Department of Transportation is replacing an existing drainage structure with a new bridge and improve the approaches on State Route 1658 (Cresthill Drive) in the vicinity of its intersection with State Route 1664 (Kirkwood Drive), as detailed on the approved Secondary Six Year Plan, and, WHEREAS, to hasten the construction of this drainage structure and minimize construction costs it is preferred that the section of State Route 1658 near the intersection of State Route 1664 be closed to traffic for the duration of the project, NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors hereby authorizes the Virginia Department of Transportation to close State Route 1658 to traffic for the duration of the project, approximately 120 contract days. WHEREAS, to hasten the reconstruction of this section of road and minimize construction costs it is preferred that the section of State Route 687/720 near the intersection of State Route 687 and 1620 be closed to through traffic for the duration of the project, NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors hereby authorizes the Virginia Department of Transportation to close State Route 687/720 to through traffic from June 15, 1996, through August 30, 1996. WHEREAS, the Virginia Department of Transportation is replacing an existing bridge and improving the approaches on State Route 1861 (Clearwater Avenue) in the vicinity of its intersection with State Route 1862 (Austin Avenue) to improve a substandard drainage structure as outlined in the current Six Year Secondary Six Year Plan. WHEREAS, to hasten the construction of this drainage structure and to minimize costs it is preferred that the section of State Route 1861 near the intersection of State Route 1862 be closed to through traffic for the duration of the project, NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors hereby authorizes the Virginia Department of Transportation to close State Route 1861 for the duration of the project, approximately 150 contract days. This application has been reviewed with the Commissioner of Revenue and he recommends that it be approved. The application is on file in the Clerk's Office. The organization has paid the $25.00 fee.
