Pleasant Fire Company, Clearbrook Fire Company, Bent Mountain Fire Company, Fort Lewis Fire Company, and the Mason Cove Fire Company; and WHEREAS, there are now eleven volunteer fire fighting organizations, namely Back Creek Fire Company, Read Mountain Fire Company, Vinton Fire Company, Cave Spring Fire Company, Catawba Fire Company, Hollins Fire Company, Mt. The budget totals $10,282,455 and represents a 1 % reduction from the 1995-96 budget total. The Resource Authority will maintain the current disposal fees through June 30, 1997 of $50/ton for municipal waste and $55/ton for commercial waste. The Board of Directors and employees are proud that we have been able to offer high quality service to the County at costs well below those originally projected. The budget also includes a $5/ton credit to the charter members along with the recycling grant program. Both the credit and the recycling grants will be eliminated in the 1997-98 fiscal year and you should, therefore, make the necessary plans in your operating budget. I am pleased to submit this annual budget in accordance with the Member Use Agreement for the Roanoke County Board of Supervisors approval. Attached is a summary of the budget and a comparison of the budget and the bond projections. A detailed budget is available if additional information is needed. This is one way to get an accurate reflection of the issues that our citizens are interested in. It also provides information on how well we are delivering County services. BACKGROUND INFORMATION: Last spring, the Board approved a request for funding a Citizen Satisfaction Survey. At that time, it was anticipated that a survey would be conducted annually, so that citizen attitudes and perceptions could be monitored and County operations adjusted accordingly. The survey conducted in May, 1995 showed a high satisfaction level for County residents, and provided information for individual County departments about the levels of service which are being provided. SUMMARY OF INFORMATION: Citizen surveys are an important and effective method for obtaining information about perceptions and beliefs. In order to be useful, they should be pretested and unbiased, a reasonable length, and an appropriate number of random respondents must be interviewed. While surveys may be conducted by mail, telephone interviews offer a fast and cost-effective method of interviewing residents, while providing anonymity to the respondents. They also provide control over who responds to the questions and a far greater response rate. The survey conducted last year was done by telephone by Martin Research, with 500 randomly selected, but statistically representative, households contacted. The questionnaire took ten minutes to complete, and the responses were tabulated by zip code, age and gender. The results provided a benchmark against which the County measured its provision of services and the satisfaction of our citizens. To be most effective, however, E7,3 surveys should be conducted annually to track ,performance over a period of time. During the recent bond referendum campaign new concerns and issues were raised which should be studied and addressed. A survey provides the opportunity to obtain a statistically valid sample of citizen opinion and to determine how widespread these issues and concerns have become. The 1996 survey document, while similar in length and format to the previous one, should include questions to elicit this information. If this funding request is approved, staff will follow procurement procedures to hire a research firm to conduct the survey, preferably during late May and early June. FISCAL IMPACT: A ten-minute telephone survey of 500 households will cost $7500. Funds are available in the Board Contingency Account. ALTERNATIVES: 1. Approve the request to appropriate $7500 from the Board Contingency Account to fund a citizen satisfaction survey to provide information for the Board and staff on various operations and functions of County government. 2. Do not approve the request. Hyatt, Director, Finance AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANORE COUNTY ADMINISTRATION CENTER ON TUESDAY, APRIL 230 1996 RESOLUTION 042396-5 ESTABLISHING A POLICY FOR THE USE OF UNEXPENDED APPROPRIATIONS AT THE END OF EACH FISCAL YEAR WHEREAS, as a result of frugal management practices at both the departmental and administrative levels of County government, various County departments have completed the fiscal year with actual expenditures being less than budget appropriations; and, WHEREAS, any unexpended appropriation at the end of a fiscal year reverts to the general fund (or the fund in which the appropriation originated) for reappropriation in the following year, except for outstanding encumbrances and appropriations designated for capital projects; and, WHEREAS, the Board of Supervisors intends to adopt a policy to fund capital reserves and to provide incentives to reduce annual expenditures below appropriations while maintaining the high quality delivery of public services. NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the following policy for the use of unexpended appropriations at the end of each fiscal year is hereby adopted: County of Roanoke Policy for Use of Unspent Expenditure Appropriations at Year End I. Background At the end of a fiscal year, unspent expenditure appropriations generally lapse and revert to a reserve or fund balance within the fund in which the appropriations originated. In some cases it is desirable to reappropriate a t portion of these funds to allow for viae completion of projects or purchases in process. The County provides for these instances by including wording in the Appropriation Ordinance that encompasses encumbrances, capital projects and school funds. II. Purpose This policy would establish guidelines to fund a capital reserve and to distribute unspent funds at year end to departments for needed expenditures. This additional funding will provide an opportunity for departments to invest in items that will assist them in meeting their service delivery objectives. Encouraging frugal management practices will provide a more flexible environment and allow innovative and efficient approaches to servicing our citizens. III. Performance Standard Departments will not engage in practices, for the purpose of solely generating savings, that will adversely affect the quality of service delivery, unless approved by the County Administrator and/or the Board of Supervisors. IV. Policy Guidelines A. When the County's accounts are closed out at the fiscal year-end, 60% of the unencumbered expenditure savings from each departmental budget of the General Fund will be designated for reappropriation to that department in the following fiscal year. The remaining 40% of the unencumbered expenditure savings will revert to the J, _, Capital Fund for future cap l _.4i projects approved by the Board of Supervisors. B. Departmental requests for this reappropriation of funds will be evaluated and approved by the County Administrator on an item -by -item basis. C. These funds are "non-recurring"; therefore, the use of these funds can only be used for expenditures such as vehicle replacement, computers, renovations, training or other purposes that relate to the department's mission and do not require expenditures in future fiscal years. These funds cannot be used for salary increases, additional personnel, or expansion of services. 2. That this Policy shall be in effect for FY 1995-96, and subsequent fiscal years unless otherwise amended by the Board of Supervisors. ITEM Iv UMBER A—r"ob 1 LL./ AT A REGULAR MEETING OI� THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: April 23, 1996 AGENDA ITEM: Approval of Health Insurance Contract for School and County Employees COUNTY ADMINISTRATOR'S COMMENTS: /? °' J J BACKGROUND: The County of Roanoke and the County of Roanoke Schools went through a bidding procedure for health insurance in 1995-96. The bid was awarded to Trigon Blue Cross Blue Shield with annual renewal options for 1996-97 and 1997-98. The health insurance contract is typically bid every third year as long as renewal rates are satisfactory. This renewal for 1996-97 will be the second year on the current contract. In 1995-96 the County and the Schools began offering a two tiered plan. The employees could choose between a comprehensive plan or a point of service plan. The point of service plan is the first step taken by the County into managed care and it has been very successful. In the first year, the County enrolled 33% of employees in this option and the Schools enrolled 42%. While there has been a slight learning curve for the employees, most are very pleased with the program. The County has an insurance committee that meets each year with our insurance consultant, Slabaugh Morgan White & Associates, to review the insurance program design, rate structure, and reserves. The insurance team is made up of representatives from Finance, Human Resources, Procurement, the Employee Advisory Committee, and the Schools. SUMMARY OF INFORMATION: The County of Roanoke and the County of Roanoke Schools have recently received the renewal rates from Trigon Blue Cross Blue Shield for continued health insurance coverage for the 1996-97 fiscal year. The Insurance team reviewed this renewal and the current program design with Julie White, of Slabaugh Morgan White & Associates. A separate report from Slabaugh Morgan White & Associates analyzing our insurance programs and the renewal rates is included in your packet. Julie White will be present at the meeting to answer any questions. The Insurance committee makes the following recommendations: m:\fmance\common\board\4-23-96a.rpt April 17, 1996 Plan Design - The following changes are recommended t:� be effective July 1, 1996: 1) Increase dependent children coverage from age 23 to age 25, if full time student. This will have no impact on our next year's premium, and a minimal cost impact long-term. 2) Provide coverage on point of service plan as outlined in House Bill 442. This bill requires no referral by the primary care physician if a condition is diagnosed by the OB/GYN. No cost impact. 3) Change the prescription drug plan as follows: Current Proposed Brand Generic Brand Generic Retail (up to 34 day supply) $12 $5 $15 $5 Mail Order (up to 90 day supply) $17 $5 $1.5 $5 Retail Maintenance (up to 90 day $20 $8 $20 $5 supply) The above change in the drug plan is intended to encourage the use of mail order for maintenance drugs and the use of generic drugs. These changes will save the program approximately $63,380 per year, or 1% of our renewal rate. This change is reflected in the renewal rates. Contribution Rates - The renewal rates for 1996-97 are shown on Attachment A. Based upon the experience for last year, and the changes outlined above, the County will realize an increase of 7.2% in the monthly premium, and the School premiums will remain unchanged. With the changes this year, we will be able to equalize the County and School rates. In order to make the plans truly equal, the insurance committee recommends adding the Single Plus One Minor category to the County plan effective July 1, 1996, an option already part of the school plan. Although we have avoided adding any new categories in the past, we would like to take this opportunity to equalize the County and School plans. We should monitor this category for a period of time before we consider adding any additional categories. The 1995-96 County budget contains $1,308,032 for the County portion of insurance expense on County employees. The preliminary 1996-97 budget contains the same amount. If the County should need the maximum liability projected for 1996-97 under this self-insured plan, the County insurance reserve would pay an additional $280,000. Insurance Reserves - The County and the County Schools insurance plans are self- insured. The premiums are deposited into two separate funds (one for County and one for County Schools) each payday, but money is not paid to Trigon until claims are incurred and billed. If we have good experience, the money builds in the insurance reserves to be used to offset future rate increases. This reserve is funded by premiums from the County and County Schools and their employees. The goal is m:Ttnance\common\board\423-96a.rpt April 17, 1996 to keep sufficient but not excessive reserves to offset large rate increases. The status of the insurance reserves is shown in Attachment B. The insurance committee and our consultants are satisfied with the level of these reserves. FISCAL IMPACT: As outlined above, the amount included in the 1996-97 County budget will be the same as the amount included in the 1995-96 County budget ($1,308,032). If any additional funds are needed due to bad claims experience, these amounts will come from the County insurance reserve. The maximum amount of this liability is currently estimated to be $280,000. STAFF RECOMMENDATION: Staff recommends approving the attached renewal rates with Trigon Blue Cross Blue Shield. Effective July 1, 1994, the County allowed School and County retirees to participate in the program on the understanding that they would pay the entire amount of their premium and that their experience would not cost the County any additional money. During the last year's renewal, staff told the Board that the retirees claims experience is significantly higher than the active employees and we suggested monitoring this activity for another year. The County has an insurance committee that meets to review the dental insurance renewals. This committee is made up of representatives from the Finance department, Procurement, Human Resources, the Schools, and a representative from the Employee Advisory Committee. SUMMARY OF INFORMATION: The claims experience for the retirees continues to be higher than the active employees, and the number of retiree participants has increased from 79 to 139 in one year. This group will continue to grow rapidly from year to year. The Insurance Committee recommends breaking out the retirees into a separate group with their own rate structure. In this way the County will not be subsidizing the retirees dental insurance. The premiums for this two tiered approach are shown in Attachment A. The retirees would have a rate increase of 15% and the active employees would have a rate increase of 0.6%. Since the retirees pay the entire premium, this method would save the County $3,390 that would otherwise be used to supplement the retirees dental insurance. m:\finance\common\board\ April 15, 1996 FISCAL IMPACT: The 1995-96 budget contains $122,000 for County employees and $261,000 for School employees. The eligible expenses include, but are not limited to, public education, personnel costs, equipment operation costs, processing costs and any capital expenditures. These costs can be incurred for any recycling activity, such as curbside collection, bagged leaf collection and Christmas tree collection. SUMMARY OF INFORMATION: For the fiscal year 1995-96, Roanoke County has received a reimbursement of $28,761. These funds were a reimbursement for personnel costs incurred from the curbside collection of recyclables and from leaf and Christmas tree collection/processing during the 1995-96 fiscal year. The reimbursement also covers public education and equipment costs from the same activities. COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: The Roanoke County Sheriff's Office applied for a grant from the Commonwealth of Virginia Department of Criminal Justice Services for the sum of $100,000 to purchase computer equipment and software. Acceptance of the grant was approved by the Board of Supervisors on December 12, 1995 (A -121295-13.h). SUMMARY OF INFORMATION: The amount of the award was reduced to $60,000 with a 75-25% match. The Sheriff appealed to the Department of Criminal Justice Services and the amount of the grant was increased from the $60,000 back to the original requested amount of $100,000 (See Attachments A and B). The Sheriff's Office is requesting that the Board of Supervisors accept the increase of $40,000 to this grant. FISCAL IMPACT: No additional appropriation is requested from the Board. The fiscal impact for the acceptance of the increase will be $10,000, as this is a 75-25% matching grant. The Roanoke County Sheriff's Office will match the 25% from monies collected through the Sheriff's Office Sub -Fund Account. That the Board finds that the granting of a special use permit to Ace Sales, Inc. to expand an existing equipment sales and service establishment located at 7549 Williamson Road (Tax Map No. 27.11-3-9) in the Hollins Magisterial District is substantially in accord with the adopted 1985 Comprehensive Plan pursuant to the provisions of § 15.1-456 (b) of the 1950 Code of Virginia, as amended, and said Special Use Permit is hereby approved with the following conditions: (1) The proposed storage building along the northern property line shall have a minimum of three sides for the purpose of screening materials from adjacent properties; 1 I (2) A stockade -type fence shall be installed along the rear of the property in the area currently unscreened by the existing building with type D screening installed per ordinance. It began in 1988 as Tour De Trump and became Tour DuPont in 1990. It is the premier cycling event in North America. The event is patterned after the Tour de France and includes daily races called stages. On May 9. 1994, Tour DuPont appeared in the Roanoke Valley for its first mountain time trial and drew 88,000 spectators along the route. In 1995, the entire race was witnessed by more than five million spectators and more than 750 million watched portions of the event on regional, national and international television. SUMMARY OF INFORMATION: The Tour DuPont returns to the Roanoke Valley on May 5 and 6 for the third year. The local event is organized by Cycle Roanoke Valley Incorporated, and local jurisdictions assist in sponsoring the event. Assistant Director of Economic Development Brian Duncan is a member of the Board of Directors of Cycle Roanoke Valley, Inc. The mountains of Roanoke County will have a major impact on the Tour's overall outcome and will result in continued media attention for the Valley. The tour is also considered a preliminary race for the Atlanta Olympics. Tour DuPont brings world-wide exposure to the entire Roanoke Valley. In addition to two days of coverage on ESPN, there is coverage on all the major television stations and, for the first time, race information will be included on the Internet. The financial benefits include the booking of 650 hotel room nights as well as accompanying meals and vending services. Holiday Inn Tanglewood is completely booked for both days of the Tour DuPont. There are several levels of financial sponsorship available for the 1996 Tour DuPont. They are as follows: Bronze Level - $5,000 Silver Level - $7,500 Gold Level - $10,000 Each level provides various benefits which are described in the attached benefit packages. Last year Roanoke County agreed to a $5,000 Bronze Level package. Because of the increased size of this year's pool of athletes, Cycle Roanoke Valley will have higher expenses and are requesting that Roanoke County increase its contribution to $10,000 (Gold Level). FISCAL IMPACT: Funds could be appropriated from the General Fund Unappropriated Balance to cover the $10,000 sponsorship. Funds were not included in this year's budget because it was not known whether Tour DuPont would include the Roanoke Valley in its 1996 race schedule. In future years, Cycle Roanoke Valley will request funds during the budget process. Should Tour DuPont not come to the Roanoke Valley, the money can be returned to the General Fund.
