CEASE, CHIEF OF POLICE, FOR SERVICES TO ROANOKE COUNTY WHEREAS, the Roanoke County Police Department was approved by voter referendum in 1989, and began operations July 1, 1990; and WHEREAS, after a nationwide search, John H. Cease was named as the first police chief for the new department; and WHEREAS, since assuming command of the Roanoke County Police Department, Chief Cease has been responsible for implementing a variety of programs, including Accreditation by the Commission on Accreditation for Law Enforcement Agencies; a Citizens Police Academy; Neighborhood and Business Watch groups; the DARE Camp at Camp Roanoke; a substation at Tanglewood Mall; the Citizen Ride - Along Program; and Resource Officers in County High Schools; and WHEREAS, the Roanoke County Police Department is well- respected throughout the state as a modern, professional and nationally accredited department; and WHEREAS, Chief Cease has announced his acceptance of a new position as Chief of Police in Wilmington, North Carolina. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, does hereby extend its appreciation to JOHN H. CEASE, first Chief of Police of Roanoke County, for his leadership, dedication, and professionalism in establishing the Roanoke County Police Department; and BE IT FURTHER RESOLVED, that the Board of Supervisors extends - 1 its best wishes to Chief Cease in his new position in Wilmington, North Carolina. THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia that the FY 1997-98 budget and proposed capital expenditures for the Roanoke Regional Airport Commission as set forth in the March 12, 1997, report of the Commission Executive Director, a copy of which is incorporated by reference herein, is hereby APPROVED, and the County Administrator and the Clerk are authorized to execute and attest, respectively, on behalf of the County, any documentation, in form approved by the County Attorney, necessary to evidence said approval. Projects I. Purchase Land a.) Description: Purchase approximately two (2) acres of land contiguous to new cargo ramp b.) Justification: The ten acre air cargo ramp development project relies on only four acres of land for sorting, parking and office space outside the fence. These additional two acres would help provide adequate support area for the full ramp. Estimated Cost: $200,000.00 2. Construct Corporate Hangar a.) Description: Construct a 4,800 square foot corporate hangar in the general aviation area of the airport. b.) Justification: The John C. Nordt Co., Inc.'s, aircraft access to the airfield has been eliminated by the new air cargo ramp. This new hangar, which would be made available at cost plus a reasonable interest rate, would accommodate the Nordt Co.'s need for a replacement hangar. Estimated Cost: $155,000.00 3. General Aviation Redevelopment: Phase II a.) Description: Construct ramp, tie -down space and hangar building sites in the area where the quonset hangars were located. b.) Justification: The four quonset hangars are or will be razed since they have been determined to be unsafe and fiscally beyond repair. The land then needs to be redeveloped to help accommodate the needs of the Airport's 125 based general aviation aircraft and to provide possible building sites for corporate aircraft owners and/or general aviation related businesses. Estimated Cost: $300,000.00 B. AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: March 25, 1997 SUBJECT: Request for Funding for Annual Citizen Satisfaction Survey COUNTY ADMINISTRATOR'S COMMENTS: This was included in the budget requests for last year as an unfunded item that did not make the final budget. At that time we thought we could hold it until July and include it in the upcoming budget. I prefer to do it sooner to get some insight on how to proceed with the Schools' capital requests. Recommend approval. BACKGROUND INFORMATION: For the past two years, the Board has approved funding for a Citizen Satisfaction Survey. It has been anticipated that this survey would be conducted annually, so that citizen attitudes and perceptions can be monitored and County operations adjusted accordingly. The two recent surveys show a high satisfaction level among County residents, and contributed information for individual County departments about the levels of service which are being provided. SUMMARY OF INFORMATION: Citizen surveys are an important and effective method for obtaining information about perceptions and beliefs. In order to be useful, they should be pretested and unbiased, a reasonable length, and an appropriate number of random respondents must be interviewed. While surveys may be conducted by mail, telephone interviews offer a fast and cost- effective method of interviewing residents, while providing anonymity to the respondents. They also provide control over who responds to the questions and a far greater response rate. The two recent surveys were conducted by telephone, with 500 randomly selected, but statistically representative, households contacted. The questionnaire took ten minutes to complete, and the responses were tabulated by zip code, age and gender. The results provided a benchmark against which the County measured its provision of services and the satisfaction of our citizens. To be most effective, however, surveys should be conducted annually to track performance over a period of time. Staff is currently reviewing the survey document from last year and will make changes based 'E- on input from the department heads and recent events and issues. The Board will also have opportunity to review the document and provide suggestions or changes to the content or format. FISCAL HYTACT: A ten-minute telephone survey of 500 households will cost $8500. Funds are available in the Board Contingency Account. ALTERNATIVES: 1. Approve the request to appropriate $8500 from the Board Contingency Account to fund a citizen satisfaction survey to provide information for the Board and staff on various operations and functions of County government. 2. Do not approve the request. RECOMMENDATION: Staff recommends approval of this request, so that the Board and Staff will have recent information to use in the decision making process. 11 �'4' . Donnelley and Rusco COUNTY ADMINISTRATOR'S COMMENTS: EXECUTIVE SUMMARY: Staff is requesting that the Board of Supervisors authorize the County Administrator to execute agreements with FDETC to administer $49,772 of training and employment funds on behalf of the County for R.R. Donnelley and Rusco. Roanoke County pledged $43,750 ($250 for each employee, up to 175) in February 1996 to supplement training funds provided by the Commonwealth of Virginia as part of the incentive package developed to assist in Donnelley's location in Valley TechPark. Rusco has requested $6,022 of training assistance under the public private partnership policy for training of 56 employees associated with the new vinyl window product line. This request has been approved by the staff under the partnership guidelines. SUMMARY OF INFORMATION Staff has prepared a draft agreement for use between the County, FDETC and each company that sets forth guidelines and procedures for the reimbursement of employee training expenses. Staff is requesting that the County Administrator be authorized to execute a final agreement with each company and the FDETC. The FDETC advises that they are considering charging up to 10% as an administrative fee to administer "pass through" training funds in the future. This fee will be negotiated depending on the complexity of each training agreement that the FDETC is asked to handle. FISCAL IMPACT: Funds for training for both R.R. Donnelley and Rusco have been appropriated. An administrative fee (if required) would have to be charged to the Economic Development Fund. STAFF RECOMMENDATION: Staff recommends that the Board of Supervisors authorize the County Administrator to execute training agreements with the FDETC and R.R. EPPERLY FOR 0.50 ACRE, MORE OR LESS, (BEING IDENTIFIED AS COUNTY TAX MAP PARCEL 55.03-3-9) AS PART OF THE KROGER PROJECT WHEREAS, by Resolution #012897-12, the Board of Supervisors of Roanoke County authorized and approved an economic development project, known as the Kroger Project, authorized execution of a Performance Agreement with the Industrial Development Authority of Roanoke County, Virginia, ("IDA"), and the Kroger Co., and appropriated the sum of $1,780,000 to pay for the County's and the IDA's performance obligations under the Agreement; and, WHEREAS, said agreement provides for acquisition of certain property, and the funds are available in the Kroger -IDA account as appropriated by the Board on January 28, 1997; and, WHEREAS, by Option to Purchase Agreement dated March 19, 1997, James C. Epperly and Arline B. Epperly granted unto the Board of Supervisors of Roanoke County, Virginia, an option to purchase 0.50 acre, more or less, being further shown on the Roanoke County land records as Tax Map Number 55.03-3-9, ("the Property"); and, WHEREAS, under the terms of said agreement, the option fee is $2,500.00, the purchase price for the Property is to be $25,000.00, and the option must be exercised on or before August 31, 1997; and, WHEREAS, at such time as said option is to be exercised, this matter will be brought back to the Board of Supervisors of Roanoke County, Virginia, for adoption of an ordinance to authorize exercise of the option and acquisition of the real estate. THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: (1) That the Option to Purchase Agreement dated March 19, 1997, between James C. Epperly and Arline B. Epperly, Grantor, and the Board of Supervisors of Roanoke County, Virginia, Grantee, and the terms and conditions provided for in said agreement, is hereby approved and the execution of said agreement by the County Administrator is hereby authorized and ratified. Replacement of these vehicles is consistent with County policy and all vehicles being replaced meet or exceed the guidelines provided in that policy. That this lease is with East Main Street Properties, L.L.C. of approximately 19,900 square feet of office space for a term commencing the 1st day of April, 1997, and ending the 31st day of March 2007, for an initial annual rental of $173,130.00, payable in equal monthly installments of $14,427.50. 4. That the lease agreement setting forth the terms and conditions of this lease is incorporated herein by reference. 1 5. That the County Administrator is authorized to execute this lease on behalf of the County of Roanoke and to execute such other documents and take such other actions as are necessary to accomplish this transaction all of which shall be upon form approved by the County Attorney. Ninety-two localities applied for the grant and the Roanoke County Community Policy and Management Team (CPMT) was one of only twenty localities who received the award. This Trust Fund began in 1993-94 with 100% funding from the State. The State contribution dropped by 20% in each succeeding year until it is 100% funded by the locality. The total County grant for FY 96-97 is in the amount of $177,467 and will cover programmatic costs from July 1996 to June 1997, of which 60% must come from local funds. The grant will provide intensive in-home services to families involving targeted at -risk youth. This should ultimately reduce the amount of time spent by these youth in residential programs or in intensive treatment at costly treatment facilities. The concept involves working with the whole family to resolve these issues instead of only the identified child. It coordinates the various treatment programs which may already be helping the family in an unstructured manner. Referrals for this service will be generated by Social Services, Juvenile Court, schools, Youth Haven II, and parents, as well as any other source who serves at -risk youth in Roanoke County. FISCAL IMPACT: The State will fund 40% of the Trust Fund ($70,987) FY 1996-97. The remaining 60% ($106,480) must be funded locally. The local amount will be funded by reimbursements from Medicaid and Social Security and selling services to surrounding localities. The City of Salem is currently under contract to purchase these services from the County of Roanoke CPMT. The grant will be managed by the Community Policy and Management Team. CPMT will be required to reapply for grant monies in the future. The staff covered by this grant will be employees of Blue Ridge Community Services and will work under contract to the CPMT. NOW, THEREFORE BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. (4) The property shall be developed such that no storm water from this property shall be directed towards the lots fronting on Brambleton Avenue.
