SUBJECT: Adoption of priorities of the Board of Supervisors
SUMMARY OF INFORMATION:
On January 10 and 11, 1998, the Board and staff conducted a retreat to review
issues and set priorities for the upcoming year. The Board reached consensus on the
attached issues and asked the staff to put them in a format suitable for distribution. You
may wish to elaborate on some before adoption.
This was an excellent retreat, and I plan to use these priorities with the County
departments in developing the budget.

AGENDA ITEM: Approval of the Preceptor Program between Roanoke County Fire
and Rescue, Roanoke City Fire/EMS, and the College of Health
Sciences

BACKGROUND:
Roanoke County, Roanoke City, and the College of Health Sciences have established an
agreement to provide Preceptor (paramedic instructor) training to students and the
prospective employees of each jurisdiction. All new paramedics and all student paramedics
will complete 100 hours of field training with an assigned preceptor before being permitted
to practice without supervision. Time is to be divided as follows: students will spend 76
hours in the department for which they will be hired and 24 hours in the alternate department's
EMS division. The 100 hour program is now included as part of the College's curriculum.
Preceptors have completed a 24 hour training course provided by the College of Health
Sciences. This regional cross training will familiarize students and paramedics with operations
in both jurisdictions. The training also provides for greater interaction and reliability for
evaluations, and encourages staff to become more active in the development of the program.
As mentioned above, our new paramedic/fire fighters will have to go through the 100 hour
program. This will ensure their level of training is up to our high standards. This program
will give us a strong EMS training team because the preceptors will have to stay current on
all new procedures and practices. The preceptors are responsible for keeping our paramedics
and emergency medical technicians current and up to date. Anyone going through a cardiac
to paramedic upgrade will have to go through this program, including our volunteers. This
will help enhance interaction between career and volunteer emergency medical services for
Roanoke County.

FISCAL RAPACT:
There will be an approximate cost of $9,000.00 per year to the Roanoke County Fire and
Rescue Department for training and supervision provided by the Preceptor. The College of
Health Sciences will contribute $5,000.00 annually to Roanoke County Fire and Rescue. The
remaining balance will be absorbed in the fire and rescue budget.
STAFF RECOMMENDATION:
Staff recommends the Board approve participation in this program between Roanoke County
Fire and Rescue Department, Roanoke City Fire/EMS, and the College of Health Sciences,
and appropriate the $5,000.00 received from the College of Health Sciences to the Fire and
Rescue budget.

ORDINANCE 012798-3 TO APPROVE, RATIFY, AND CONFIRM A
SUBLEASE AGREEMENT WITH BELL ATLANTIC - VIRGINIA, INC. TO
SUBLEASE TOWER AND EQUIPMENT BUILDING SPACE FOR A
REPEATER ANTENNA ON POOR MOUNTAIN AS PART OF THE E911
COMMUNICATION SYSTEM
WHEREAS, Bell Atlantic - Virginia, Inc. (Bell Atlantic) leases a tower site on Poor
Mountain from Elizabeth Terry Reynolds, and has constructed a tower and equipment
building thereon; and,
WHEREAS, in 1988, Bell Atlantic personnel authorized Roanoke County staff to
place a repeater, power supply, and antenna on said tower site to serve as a conventional
radio back-up for the County's main Poor Mountain tower site and as a conventional
repeater to reach the south side of Poor Mountain and the Bent Mountain area in
connection with the enhanced emergency 911 communication system; and,
WHEREAS, Bell Atlantic has now required a sublease agreement in order to
maintain the antenna and equipment on the site; and,
WHEREAS, said sublease provides for an initial term of five years, with an option
to renew for an additional five year term and annual renewals thereafter, subject to
termination by either party without cause upon providing six months written notice; and,
WHEREAS, said sublease requires no payment of rent, but requires payment by
the County of labor costs, if necessary, associated with Bell -Atlantic permitting access to
the site after normal work hours, and requires providing Owners and Contractors
Protective Insurance, naming Bell -Atlantic as the insured, at an approximate cost of
$350.00 per year; and,
WHEREAS, such costs are to be funded from the annual budget of the
Communications Division of the Department of General Services and requires no specific
appropriation; and,
WHEREAS, this repeater site is essential for E911 communications in certain areas
of the County and is necessary for the health, safety and welfare of the citizens of
Roanoke County; and,
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition of real estate interests be accomplished by ordinance; the first reading of this
ordinance was held on January 13, 1998; and the second reading was held on January
27, 1998.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the Sublease Agreement dated December 30, 1997, between Bell
Atlantic - Virginia, Inc., Sublessor, and the Board of Supervisors of Roanoke County,
Virginia, Sublessee, and the terms and conditions provided for in said agreement, is
hereby approved and the execution of said agreement by the County Administrator is
hereby authorized, ratified, and confirmed, subject to execution of said agreement by a
duly authorized official of Bell Atlantic - Virginia, Inc.
2. That the insurance and labor costs associated with this sublease agreement
shall be funded from the annual budget of the Communications Division of the Department
of General Services; and,

3. That the County Administrator or an Assistant County Administrator is hereby
authorized to execute such other documents and take such additional actions on behalf
of Roanoke County in this matter as may be necessary to effectuate the terms of this
agreement, all of which shall be approved as to form by the County Attorney.
4. That this ordinance shall be effective on and from the date of its adoption.

ORDINANCE 012798,4 AUTHORIZING THE EXECUTION OF A LEASE OF
APPROXIMATELY 10 ACRES OF REAL ESTATE FROM THE VIRGINIA
RECREATIONAL FACILITIES AUTHORITY FOR PUBLIC PARK
PURPOSES (MAYFLOWER HILLS)
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That pursuant to the provisions of Section 18.04 of the Charter of Roanoke
County and pursuant to the authority found in §§ 15.2-1800 and 15.2-1806 of the 1950
Code of Virginia, as amended, the acquisition of any interest in real estate, which includes
a lease of real estate for public park purposes, shall be accomplished by ordinance; and
2. That pursuant to the provisions of Section 18.04 of the Charter of Roanoke
County the first reading on this ordinance was held on January 13, 1998, and the second
reading was held on January 27, 1998; and
3. That this lease is with the Virginia Recreational Facilities Authority of
approximately 10 acres of real estate located on Rutrough Road (State Route 658)
(Mayflower Hills) for public park purposes for a term of 99 years commencing the 1 st day
of February, 1998, for an annual rental of $1.00, payable on January 1 of each year; and
4. That the lease agreement setting forth the terms and conditions of this lease
is incorporated herein by reference.
5. That the County Administrator is authorized to execute this lease on behalf
of the County of Roanoke and to execute such other documents and take such other

actions as are necessary to accomplish this transaction all of which shall be upon form
approved by the County Attorney.

ORDINANCE 0 798 AUTHORIZING THE RELEASE AND
RECONVEYANCE OF UTILITY EASEMENTS (SOUTH TRANSMISSION
LINE) TO TERRY JAMES PAGE AND LARRY VERNON PAGE, JAMES
B. PAGE AND ALICE M. PAGE, AND MARGARET T. REYNOLDS
WHEREAS, Section 18.04 of the Roanoke County Charter provides that the
conveyance of any interests in real estate of the County be accomplished by ordinance;
WHEREAS, the first reading of this ordinance was held on January 13, 1998, and
the second reading of this ordinance was held on January 27, 1998; and
WHEREAS, certain utility (water, or water and sewer line) easements were
previously conveyed to the County by several property owners (grantors). These
easements were subsequently relocated due to the realignment of the water transmission
line. New easements were conveyed to the County, and said owners have requested that
the County release and reconvey the original easements back to them; and
WHEREAS, the acquisition of these easements was authorized by Ordinance
82493-9; and
WHEREAS, the County having paid a fair market value for these easements, no
further payment of consideration is necessary for these transactions; and
WHEREAS, in accordance with the provisions of Section 16.01 of the Roanoke
County Charter, these easements are hereby declared to be surplus, and are no longer
necessary for any other public purposes, and are made available for release and

reconveyance back to the original grantors.
BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the release and reconveyance of the following utility easements to the
hereinafter -named parties are hereby authorized and approved:

SUMMARY OF INFORMATION:
The Developers of Longridge Subdivision, Frank Porter, have requested that Roanoke County accept
the Deed conveying the water and sanitary sewer facilities serving the subdivision along with all
necessary easements.
The water and sewer facilities are installed, as shown on plans prepared by Frank Porter entitled,
Longridge Subdivision, which are on file in the County Engineering Department. The water and
sanitary sewer facility construction meets the specifications and the plans approved by the County.
FISCAL IMPACT:
The value of the water and sanitary sewer construction is $20,000 and $ 23,000 respectively.
RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities
serving the Longridge subdivision along with all necessary easements, and authorize the County
Administrator to execute a Deed for the transfer of these facilities.

THIS CHATTEL DEED, made this 2nd day of December , 1996, by and between:
Frank D. Porter and Beverly V. Porter hereinafter referred to as the "Developer," party of the
first part; and the BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, its
successors or assigns, hereinafter referred to as the "Board," party of the second part.
WITNESSETH:
THAT FOR AND IN CONSIDERATION of the mutual benefits accruing to the parties,
the receipt and sufficiency of which is hereby acknowledged, the Developer does hereby GRANT,
CONVEY, ASSIGN AND TRANSFER, with the covenants of GENERAL WARRANTY OF
TITLE, in fee simple unto the Board all water and/or sewer lines, valves, fittings, laterals,
connections, storage facilities, sources of water supply, pumps, manholes and any and all other
equipment and appurtenances thereunto belonging, in and to the water and/or sewer systems in
the streets, avenues, public utility, easement areas, water and sewer easement areas that have been
or may hereafter be installed by the Developer, along with the right to perpetually use and occupy
the easements in which the same may be located, all of which is more particularly shown,
described and designated as follows, to wit:
As shown on the plan entitled LongRidge Subdivision., made by Lumsden Associates
and on file in the Roanoke County Engineering Department.
The Developer does hereby covenant and warrant that it will be responsible for the proper
installation and construction of the said water and/or sewer systems including repair of surface
areas affected by settlement of utility trenches for a period of one (1) year after date of
acceptance by the Board and will perform any necessary repairs at its cost.

execution of this instrument to signify the acceptance of this conveyance pursuant to Resolution

County.

RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities

authorize the County Administrator to execute a Deed for the transfer of these facilities.

SUMMARY OF INFORMATION:
The Developers of Woodbridge Subdivision, Section 15, Waldrop Development Corporation, have
requested that Roanoke County accept the Deed conveying the water and sanitary sewer facilities
serving the subdivision along with all necessary easements.
The water and sewer facilities are installed, as shown on plans prepared by Balzer and Associates
entitled Woodbridge Subdivision, Section 15, dated June 16, 1994, which are on file in the County
Engineering Department. The water and sanitary sewer facility construction meets the specifications
and the plans approved by the County.
FISCAL IMPACT:
The value of the water and sanitary sewer construction is $74,000 and $ 66,000 respectively.
RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities
serving the Woodbridge Subdivision, Section 15 along with all necessary easements, and authorize
the County Administrator to execute a Deed for the transfer of these facilities.

BACKGROUND: Roanoke County Schools serves as the fiscal agent for the
Regional Program and therefore approves the budget on an annual basis. The
Regional Program provides services to students with autism, multiple
disabilities, hearing impairments and severe profound disabilities. School
divisions participating are Roanoke County, Roanoke City, Salem City,
Botetourt County, Craig County and Franklin County.
SUMMARY OF INFORMATION: Franklin County Schools is requesting a budget
amendment to their portion of the regional budget. A new autistic student
transferred to Franklin County at the opening of school. Due to lack of
space in the current autistic program, the student was placed in an
existing special education program in Franklin county. In order to ensure
safety and student success a teacher assistant has been required. The cost
of this position is $12,326.00.
FISCAL IMPACT: None. The tuition paid by Franklin County to the Regional
Board will offset the costs.
STAFF RECOMMENDATION: Approval to increase the regional budget by
$12,326.00 to cover personnel needed and appropriation of said amount.

RESOLUTION 012798-6.h SUPPORTING INCREASING STATE
FINANCIAL SUPPORT FOR VIRGINIA'S PLANNING DISTRICT
COMMISSIONS
WHEREAS, in 1967, the Hahn Commission recommended a series of new
concepts in intergovernmental cooperation including the creation and implementation of
the Virginia Planning District Commission Program which set the framework for local units
of government to join together on a voluntary basis to discuss and develop solutions to
regional problems; and
WHEREAS, in 1968, the Virginia General Assembly enacted the Virginia
Area Development Act to Implement the Virginia Planning District Commission Program;
pursuant to the Hahn Commission's recommendations; and
WHEREAS, in September of 1969, the localities of the Planning District
joined together and created by charter agreement, the Fifth Planning District Commission;
the Fifth Planning District Commission and twenty other planning
district commissions, covering all regions of the Commonwealth, have been in continuous
operation for over a quarter of a century and have played a major role in the formulation
and implementation plans, programs, and projects to address issues of state and regional
concern within and among the planning districts; and
WHEREAS, in 1995, the Virginia Joint Legislative Audit and Review
Commission (JLARC) (Senate Document # 15) concluded that while the Virginia Planning

District Commission Program has proved effective in addressing a myriad of state and
regional issues, planning district commission funding is predominantly in the form of
program specific grant and local contract services revenues thereby impeding the ability
of planning district commissions to respond to other, critical regional needs; and
WHEREAS, JLARC also pointed out in their 1995 review that State funding
for the Virginia Planning District Commission Program had declined from $2,034,200 for
Fiscal Year 1989 to $1,740,156 in Fiscal Year 1994 further undermined the ability of
Virginia planning district commissions to address critical regional needs; and
WHEREAS, in response to the 1995 JLARC review of the Virginia Planning
District Commission Program, the Virginia General Assembly enacted the Regional
Cooperation Act in 1996 to strengthen some aspects of the Planning District Commission
Program but failed to rectify the funding deficiency problems identified by JLARC and
needed to fulfill additional state and regional issues;
NOW THEREFORE BE IT RESOLVED, that the County of Roanoke,
Virginia, a member of the Fifth Planning District Commission, requests the Governor and
the General Assembly to support a budget amendment to provide funding adequate to
address critical regional needs of the Fifth Planning District Commission and all of the
other regions of the Commonwealth; and
BE IT FURTHER RESOLVED, that the specific terms of the budget
amendment include at least a minimum base level of funding of $100,000 per year, or 35
cents per capita, per planning district commission, whichever is greater based on the
populations of Virginia's twenty-one planning districts; and

directed to send copies of this resolution to the Roanoke County representatives in the
Virginia General Assembly and to the Executive Director and Chairman of the Fifth
Planning District Commission.

COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION
CENTER ON TUESDAY, JANUARY 27, 1998
RESOLUTION 012798-7 CERTIFYING EXECUTIVE MEETING WAS HELD
IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened
an executive meeting on this date pursuant to an affirmative recorded vote and in
accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such executive meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each members knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the executive meeting which this certification resolution
applies, and
2. Only such public business matters as were identified in the motion convening
the executive meeting were heard, discussed or considered by the Board of Supervisors
of Roanoke County, Virginia.
