HomeMy WebLinkAbout2/8/2000 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 8, 2000 RESOLUTION 020800-1 CONGRATULATING THE TOP WINNERS OF THE CIRCLE SUGGESTION PROGRAM FROM MAY 1998 TO DECEMBER 1999 WHEREAS, in the fall of 1996, the Roanoke County Board of Supervisors requested that the County of Roanoke develop a suggestion program that would encourage employees to reduce costs and improve operations; and WHEREAS, on April 8, 1997, the Board of Supervisors approved the establishment of the CIRCLE Suggestion Program, which stands for "CONTINUOUS IMPROVEMENT OF ROANOKE COUNTY LED BY EMPLOYEES"; and WHEREAS, since the program began, 103 County employees have submitted suggestions and 70 of the implemented suggestions have generated an estimated savings of up to $309,691 over a three-year period; and WHEREAS, in addition to monetary winnings, the winners received a CIRCLE T - Shirt from the County Administrator and were recognized in the CIRCLE Newsletter and Roanoke County Today; and WHEREAS, Steve Wilson, General Services; Becky Fralin, MIS; Lee Gearheart, Community Development; Brenda Holton, Board of Supervisors; David Holladay, Community Development; Jan Killgore, Procurement; Billy Greenway, General Services; Leon Hopkins, General Services; Tony Noel, General Services; and William Agee, General Services; were the top winners from May 1998 to December 1999. NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Roanoke 1 County, Virginia, wishes to express its congratulations to these employees for their ingenuity, their innovative ideas and for meeting the challenge of improving County operations and services; and FURTHER, on behalf of the citizens of Roanoke County, the Board of Supervisors encourages them to continue their outstanding efforts in the future. MEETING DATE: February 8, 2000 AGENDA ITEM: Acceptance of the Bureau of Justice Assistance (BJA) block grant by the Police Department for Law Enforcement Support. COUNTY ADM NISTRATOR'S COMMENTS: BACKGROUND: The Roanoke County Police Department applied for a BJA grant to provide law enforcement support. The grant will be used to provide overtime funds for additional community policing efforts. The grant has been approved by the BJA in the amount of $34,949.00. FISCAL IMPACT: The grant is for $31,454.00 in federal funds and $3,495.00 in local funds. The criteria of the grant requires a hard dollar match of local funds and is for a twenty-four (24) month period. The local match will be taken out of existing police department funds. No additional funds will be requested. STAFF RECOMMENDATION: The staff recommends acceptance of the grant from the Bureau of Justice Assistance. The water and sewer facilities are installed, as shown on plans prepared by Lumsden Associates entitled Peters Creek Commercial Property and Cycle Center, dated August 24, 1994, which are on file in the Community Development Department. The water and sanitary sewer facilities construction meets the specifications and the plans approved by the County. FISCAL IMPACT: The value of the water and sanitary sewer construction is $ $7,620.00 and $2,580.00 respectively. RECOMMENDATION: Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities serving the Peters Creek Commercial Property and Cycle Center along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities. Roanoke Valley -Alleghany Regional Commission Metropolitan Planning Organization At the January 11, 2000 meeting, the Board of Supervisors approved the 2000 appointment of Board members to Committees, Commissions and Boards. At that time, Supervisor Joseph Church was appointed to fill the unexpired three-year term of former Supervisor Fenton Harrison to the Metropolitan Planning Organization. The term will expire June 30, 2002. Since that time, Chairman McNamara has requested that Mr. Harrison be reappointed to the Metropolitan Planning Commission to complete his term. He has spoken with Supervisor Church and Mr. Harrison, both of whom are agreeable to the change. Mr. Harrison was the upcoming chair of the MPO which is involved in some significant issues. STAFF RECOMMENDATION: It is recommended that Supervisor McNamara's request to reappoint Mr. Harrison to the Metropolitan Planning Commission be approved by the Board of Supervisors. COUNTY ADMINISTRATOR'S COMMENTS: �4c � BACKGROUND: The Sheriff's Office has received approval for grant money from the Department of Criminal Justice Services for a temporary on-call juvenile supervision/transportation program. This program will provide funds for salaries of deputies who will provide transportation to and from other facilities within the state and provide care and supervision in approved unsecured areas of the facility for scheduled court appearances in the Roanoke County Court System. Coyner Springs is under construction and due to reopen in 2000. Currently, we are making eight hour round trips throughout Virginia for housing needs. SUMMARY OF INFORMATION: The grant was approved by letter on December 21, 1999. The grant period is from January 1, 2000 through December 31, 2000. The total amount of the grant is in the amount of $15,000 in Federal Funds and requires no additional funding from the Board of Supervisors. The funds will be used to reimburse Roanoke County for the overtime incurred transporting juveniles. Eric Thomas to the Board of Zoning Appeals on behalf of Supervisor Nickens. Mr. Thomas will represent the Vinton Magisterial District and complete the unexpired term of Herbert Snyder who has resigned. This term will expire June 30, 2000.
