OF CERTAIN CAPITAL IMPROVEMENTS FOR SCHOOL PROJECTS
(SOUTH COUNTY HIGH SCHOOL)
WHEREAS, the Board of Supervisors of the County of Roanoke, Virginia (the
"County Board") adopted a resolution on August 19, 1997 declaring its intention to
reimburse itself from the proceeds of one or more tax-exempt financings for certain
expenditures made and/or to be made in connection with the acquisition, renovation,
construction and equipping of certain capital improvements for school projects, and
WHEREAS, the School Board (the "School Board") of the County of Roanoke,
Virginia (the "County") adopted a resolution on August 28, 1997 declaring its intention to
reimburse itself from the proceeds of one or more tax-exempt financings for certain
expenditures made and/or to be made in connection with the acquisition, renovation,
construction and equipping of certain capital improvements for school projects, and
WHEREAS, the School Board now desires to award contracts and needs
advances for the new south county high school as follows: $592,100 for site
development, $500,000 for road construction, and $757,992 for project management;
for a total advance of $1,850,092, and
WHEREAS, the School Board requested an advance on June 13, 2000 of
$1,850,092 for site development, road construction, and project management for the
new South County high school,
NOW THEREFORE BE IT RESOLVED that the County Board will advance the

sum of $1,850,092 for site development, road construction, and project management for
the new South County high school.

WHEREAS, the School Board requested an advance on June 13, 2000 of
$673,951 for site development, architecture and engineering, value engineering,
survey/testing, and project management,

sum of $673,951 for site development, architecture and engineering, value engineering,
survey/testing, and project management for Glenvar Middle School

MEETING DATE: June 13, 2000
AGENDA ITEM: Request for Appropriation for Increased Fuel and Oil Costs
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND INFORMATION: During the past year, due to actions taken by oil producing
nations through OPEC, the cost of petroleum products has risen dramatically. This rise was not
anticipated during the FY99/00 budget process, but has had a serious impact on the County's costs.
Staff discussed this with the Board earlier this year during the budget process, but waited until an
accurate estimate of the budgetary impact could be provided for review.
The Department of General Services, through the County garage, covers the cost of fuel and oil for
all County vehicles. The price per gallon for gasoline was $0.58 in July of 1999, while the latest
purchase cost was $0.95 per gallon, which represents an increase of 64%. Diesel fuel, which cost
$0.50 per gallon in July of 1999, now costs $0.83 per gallon, an increase of 66%. The attached chart
shows the increase in cost of fuel by month over the past year. By the end of June, County vehicles
will have traveled over 4.5 million miles providing services to the citizens.
The County purchases gas, oil and diesel through the schools, at cost, and also purchases gas and
diesel from private vendors for our fire stations and occasionally through credit cards when vehicles
are out of town. Additionally, oil and hydraulic fluid is also purchased by the County garage.
County Departments have conserved fuel as the cost has increased, but the spring and summer
months are traditionally heavy use periods for our vehicles, due to the increase in parks and recreation
activity, such as mowing and field preparation, and air conditioning usage, particularly in public safety
vehicles.
Staff has worked hard to keep the County garage within budget this year, and has been successful
with the exception of this category. Fuel and oil expenses will be allocated to the departmental
budgets next year, and the funding has been increased to help meet the higher cost of these items.
Additionally, the internal Vehicle Usage Committee, made up of representatives from departments
which operate vehicles, will make recommendations for increased conservation of fuel.
FISCAL IMPACT: The current budget for gas, oil and diesel is $244,332. Staff anticipates the
year end cost for this category to be $413,488, which will lead to a deficit of $169,156 in the County
garage budget. Funds are available in the General Fund Unappropriated Balance. The overrun
should be covered from this year's -budget, or General Services will show a deficit at year-end.
STAFF RECOMMENDATION: Staffrecommends that the Board appropriate $169,156 from the
General Fund Unappropriated Balance to cover the increased cost of gasoline, diesel fuel and oil
during the past fiscal year.

RESOLUTION 061300-4 AMENDING THE VEHICLE UTILIZATION
POLICY TO REIMBURSE EMPLOYEES AT THE RATE ALLOWED BY
THE INTERNAL REVENUE SERVICE FOR THE USE OF PERSONAL
VEHICLES IN THE CONDUCT OF COUNTY BUSINESS
WHEREAS, the Board of Supervisors (the "Board") of Roanoke County, Virginia (the
"County") implemented on June 13,1988 the Vehicle Utilization Policy ("Policy")as adopted
on May 24, 1988 and
WHEREAS, the rate for reimbursement of employees using personal vehicles in the
performance of their assigned duties in the Policy is currently $0.27; and
WHEREAS, the rate currently authorized by the Internal Revenue Service for
reimbursement is $0.325 per mile;
NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Roanoke
County that the County's Vehicle Utilization Policy is hereby amended to allow
reimbursement to employees for the use of their personal vehicle in the performance of
their assigned duties at the rate approved by the Internal Revenue Service for mileage
driven on or after July 1, 2000. The Board also authorizes the County Administrator and/or
the Director of Finance to adjust this rate as needed in the future to adequately reflect the
reimbursement rate established by the Internal Revenue Service.

RESOLUTION 061300-5 ESTABLISHING SALARIES FOR THE COUNTY
ADMINISTRATOR AND THE COUNTY ATTORNEY
WHEREAS, the Board -of Supervisors of Roanoke County, Virginia, hereby
establishes the salaries for the County Administrator and the County Attorney for Fiscal
Year 2000-2001.
BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the annual salary for the County Administrator shall be increased from
$114,546.54 to $119.128.41.
2. That the annual salary for the County Attorney shall be increased from
$97,532.61 to $101.433.92.
3. That the effective date for the establishment of these salaries shall be July
1, 2000.
On motion of Supervisor McNamara to adopt the resolution and increase salaries
by 4% and set County Administrator salary at $119,128.41 and County Attorney salary at
$101,433.92, and carried by the following recorded vote:

ORDINANCE 061300-6 APPROPRIATING FUNDS FOR
THE 2000-01 FISCAL YEAR BUDGET FOR ROANOKE
COUNTY, VIRGINIA
WHEREAS, upon notice duly published in the newspaper, a public hearing was
held on May 9,2000 concerning the adoption of the annual budget for Roanoke County
for fiscal year 2000-01; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, approved
said budget on May 23, 2000, pursuant to the provisions of Section 13.02 of the
Roanoke County Charter and Chapter 4 of Title 15.2 of the 1950 Code of Virginia, as
amended; and
WHEREAS, the first reading of this appropriation ordinance was held on May 23,
2000, and the second reading of this ordinance was held on June 13, 2000, pursuant to
the provisions of Section 18.04 of the Roanoke County Charter.

In addition to the above revenues and expenditures, the following beginning balance will be
appropriated to the Unappropriated Balance of the respective fund:

2. That the County Administrator may authorize or delegate the authorization of
the transfer of any unencumbered balance or portion thereof from one department to
another within a fund.
3. That all funded outstanding encumbrances, both operating and capital, at
June 30, 2000, are re -appropriated to the 2000-01 fiscal year to the same department
and account for which they are encumbered in the previous year.
4. That appropriations designated for capital projects will not lapse at the end of
the fiscal year but shall remain appropriated until the completion of the project or until
the Board of Supervisors, by appropriate action, changes or eliminates the
appropriation. Upon completion of a capital project, staff is authorized to close out the
project and transfer to the funding source any remaining balances. This section applies
to appropriations for Capital Projects at June 30, 2000, and appropriations in the 2000-
01 budget.
5. That all school fund appropriations remaining at the end of the 1999-00 fiscal
year not lapse but shall be appropriated to the School Capital Improvements Fund in
fiscal year 2000-01.
6. Utility Fund appropriations include a transfer for repayment of the outstanding
balance owed to the Water Fund by the Sewer Fund for construction projects approved
in FY95-96
7. That all General Fund appropriations remaining unexpended at the end of
the 1999-00 fiscal year not lapse but shall be re -appropriated as follows:
a) 40% of these unexpended appropriations shall be transferred to the
unappropriated Capital Fund Balance;

b) 60% of these unexpended appropriations shall be re -appropriated
to the same department for expenditure in fiscal year 2000-01 as
provided by Resolution 042396-5.
8. Revenues collected for FY99-00 that exceed revenue appropriations for the
year shall be re -appropriated for specific capital expenditures as follows:

CENTER ON TUESDAY, JUNE 13, 2000
ORDINANCE 061300-7 TO INCREASE THE SALARIES OF THE MEM-
BERS OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY
PURSUANT TO SECTION 3.07 OF THE ROANOKE COUNTY CHARTER
AND SECTION 14.1-46,01:1 OF THE CODE OF VIRGINIA
WHEREAS, Section 3.07 of the Charter of the County of Roanoke provides for the
compensation of members of the Board of Supervisors and the procedure for increasing
their salaries; and
WHEREAS, Section 14.1-46.01:1 of the 1950 Code of Virginia, as amended,
establishes the annual salaries of members of boards of supervisors within certain
population brackets; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has heretofore
established the annual salaries of Board members at $12,172.09 by Ordinance 052799-12
and further has established the additional annual compensation for the chairman for the
Board to be $1,800 and for the vice-chairman of the Board to be $1,200; and
WHEREAS, this section provides that the maximum annual salaries therein provided
may be adjusted in any year by an inflation factor not to exceed five (5%) percent; and
WHEREAS, the first reading and public hearing on this ordinance was held on May
23, 2000; the second reading was held on June 13, 2000.
NOW, THEREFORE, it is hereby ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, that the annual salaries of members of the Board of Supervisors
of Roanoke County, Virginia, are hereby increased by an inflation factor of 4% pursuant to
the provisions of Section 3.07 of the Roanoke County Charter and Section 14.1-46.01:1 of
1
the 1950 Code of Virginia, as amended. The new annual salaries shall be $12,658.97 for
members of the Board. In addition, the chairman of the Board will receive an additional annual sum
of $1,800 and the vice-chairman of the Board will receive an additional sum of $1,200.
This ordinance shall take effect on July 1, 2000.
On motion of Supervisor Johnson to adopt the ordinance increasing salaries by 4%
to $12,658.97, and carried by the following recorded vote:

ORDINANCE 061300-8 AUTHORIZING THE GRANTING OF AN
EASEMENT TO JAMES LESLIE DUGGER AND MELVIE
HARKLEROAD DUGGER IN CONNECTION WITH THEIR USE OF A
PORTION OF COUNTY TANK LOT NO. 3 LOCATED AT 5417 SCOUT
CIRCLE (ROUTE 1240) IN CHEROKEE HILLS
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, is the owner of
a parcel of land located in Cherokee Hills at 5417 Scout Circle (Route 1240) known as
County Tank & Well Lot No. 3 (Tax Map No. 54.04-6-41); and
WHEREAS, James Leslie Dugger and Melvie Harkleroad Dugger currently own an
adjoining parcel of land located at 5409 Scout Circle (Lot 2, Block 9, Section 1, Cherokee
Hills, Tax Map No. 54.04-6-40); and
WHEREAS, the Duggers need to acquire an easement approximately 12' wide and
50' long for use as a driveway as shown on a survey prepared by Balzer and Associates,
Inc. dated June 26, 1986, attached hereto; and
WHEREAS, the proposed easement does not conflict with the present or proposed
County use of Tank Lot No. 3; and
WHEREAS, pursuant to the provisions of Section 18.04 of the Charter of Roanoke
County, a first reading concerning the granting of this easement was held on May 23, 2000;
and a second reading and public hearing was held on June 13, 2000.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
That pursuant to the provisions of Section 16.01 of the Charter of Roanoke
County, the subject easement area does not conflict with other public uses and is hereby
declared to be surplus; and
2. That conveyance to James Leslie Dugger and Melvie Harkleroad Dugger of
a driveway easement approximately 12 feet wide and 50 feet long upon, over, and across
a portion of County Tank & Well Lot No. 3 located at 5417 Scout Circle as shown on a
"Survey for James Leslie Dugger and Melvie Harkleroad Dugger, 5409 Scout Circle, Lot
2, Block 9, Section 1, Cherokee Hills, Roanoke County, Virginia, Surveyed June 26,1986"
by Balzer & Associates, Inc., attached hereto, is authorized.
3. That the County Administrator is hereby authorized to execute such
documents and take such actions on behalf of Roanoke County as may be necessary to
accomplish the granting of this easement, all of which shall be on form approved by the
County Attorney.

CORRECTIONS ALCOHOL SAFETY ACTION PROGRAM
POLICY BOARD AND APPOINTING A REPRESENTATIVE
FROM ROANOKE COUNTY
WHEREAS, the Board of Supervisors of the County of Roanoke, Virginia, is
establishing, by joint action of the Boards of Supervisors of the Counties of Alleghany, Bath,
Botetourt, Craig, Roanoke and Rockbridge, and the City Councils of the Cities of Buena
Vista, Clifton Forge, Covington, Lexington, Roanoke and Salem, the membership of the
regional Policy Board of the Alcohol Safety Action Program (ASAP) to serve the region
composed of those Counties and Cities.
WHEREAS, the General Assembly of Virginia has, by statute codified as Virginia
Code §18.2-271.1(H), provided that any county, city, town, or any combination thereof may
establish and operate alcohol safety action programs in connection with highway safety,
and that each such program shall operate under the direction of a local independent policy
board chosen in accordance with procedures approved and promulgated by the
Commission on VASAP; and
WHEREAS, the Commission on VASAP has approved and promulgated such
procedures, which are set out in 24 Virginia Administrative Code 35-20-180; and
WHEREAS, Boards of Supervisors of the Counties of Alleghany, Bath, Botetourt,
Craig, Roanoke and Rockbridge, and the City Councils of the Cities of Buena Vista, Clifton
Forge, Covington, Lexington, Roanoke and Salem have established and do operate the
Court -Community Corrections Alcohol Safety Action Program, which is a regional alcohol

safety action program in connection with highway safety, and the Commission on VASAP
has approved and promulgated procedures for the policy board of that regional alcohol
safety action program to be reconstituted ;
NOW, THEREFORE BE IT RESOLVED by the Board of Supervisors of the County
of Roanoke, Virginia, in accordance with the procedures approved and promulgated by the
Commission on VASAP, and pursuant to the authority granted to this Board by Virginia
Code §15.2-1411 (and the organic law of the Commonwealth) (and the Charter of this
County):
1. That one member of the policy board shall be appointed by the governing body
of each participating jurisdiction, and the remaining members of the policy board shall be
selected by those appointees in accordance with law and regulations.
2. That this Board hereby appoints Chief Ray Lavinder, Roanoke County Police
Department, to the policy board for a period of two years, commencing July 1, 2000.

We are preparing for NACo's 65`h Annual Conference being held July 14-18,
2000 in Charlotte, North Carolina. We need your help to ensure that your county can
participate in the association's annual election of officers and policy adoption for this
year's American County Platform.
In order to vote, a county must have paid its membership dues, and have one
paid registrant for the conference, according to NACo bylaws. Please indicate on the
enclosed form the name of the voting delegate and alternate(s) authorized to pick up your
county's voting materials. Additionally an elected board member must sign the form.
In addition, state association executive directors or presidents are entitled to
pick up unclaimed credentials on Monday, July 19. If you do not want the state
association to receive your voting materials, please check the box on the enclosed form.

BACKGROUND:
For the FY 2000-01 budget, the Board of Supervisors asked the
United Way of the Roanoke Valley to assist in prioritizing the
budget requests from the Human Service agencies. The United Way
was asked to use their consolidated application form and volunteer
review panels to prioritize the requests, consider the funding
request in light of the agency's entire program, and look for cost
effective and efficient delivery of services to the residents of
Roanoke County. For the FY 2000-01 budget, $87,410 has been
included in the budget for these agencies.
The United Way 2000 Community Investment process has concluded
and recommendations have been forwarded to the County. The funding
recommendations were based on the program scores of the evaluators.
They did not have knowledge of the amounts that may have been
awarded to that agency in the past. Program scores are based on
the average of the scores of the volunteers who served on each
panel. Scores were calculated based on ratings of the following
six standard criteria:
1- Need in the Community for the program.
2- Goals and objectives, strategic planning
3- Services and outreach efforts
4- Collaboration and partnership with other organizations
5- Measurement of program outcomes
6- Need for funding, reasonableness of the funding request.
Additionally, the administrative review committee looked at
the business records of the agencies including audits, tax
documents, cash reserves for operations, etc. to make certain that
the standard requirements were being met.
The panels reviewed the thirty-three programs requesting
Roanoke County human service funding and offered the
recommendations based on the scores achieved by the agencies. The
proposed allocation is to 28 agencies totaling $87,408.

ALTERNATIVES:
1. Distribute the allocated monies as recommended by the United
Way review process.
2. Establish the allocation based upon the Board's choices.
FISCAL IMPACT:
The FY 2000-01 budget includes $87,410 to support the Human
Service agencies.
RECOMMENDATIONS:
Staff recommends acceptance of the United Way recommendations
for funding to the Human Service agencies. The process was very
objective and encompasses a broader view than we could provide as
staff review. The United Way is willing to distribute the monies
on behalf of Roanoke County as part of their administrative
process. Staff also suggests a letter of appreciation to the
United Way for a job well done.

of the County of Roanoke:
a) Donation of a drainage easement, twenty feet (20) in width, on Lot 2, Forest Acres,
Phase II, from Ben H. Owens, Trustee, and Mary D. Owens, Trustee for the Owens
Trust (Tax Map No. 25.01-3-2; Deed Book 1580, page 453), as shown on a plat
prepared by Jack G. Bess, Land Surveyor, dated November 22, 1999, a copy of which

resource that can be used with the ISAEP program.
SUMMARY OF INFORMATION: It is proposed that the funds be used to purchase
two computers to be placed in the ISAEP program at RCCC.
FISCAL IMPACT: The total cost for two computers is $1,978. The grant will
cover $1,460 and the remaining $518 will come from funding remaining in the
current operating budget.
STAFF RECOMMENDATION: Appropriation of $1,460 to the grant fund to purchase
two computers for the ISAEP program.

COUNTY ADMINISTRATOR'_S COMMENTS:
BACKGROUND: Improving Special Education Experience is a state-wide
initiative. The conference is a culminating activity sponsored by the
State Department and hosted by Roanoke County, Montgomery County and Wythe
County schools. The intended audience is parents, teachers,
administrators, students and instructional assistants.
SUMMARY OF INFORMATION: The State Department will supply $5,000 for the
conference.
FISCAL IMPACT: None, no matching funds are required. All expenses will be
covered by registration fees and State Department seed money.
STAFF RECOMMENDATION: Appropriation of $21,000 ($5,000 from the State and
the remaining from registration fees).

a closed meeting on this date pursuant to an affirmative recorded vote and in accordance
