RESOLUTION 071100-1 OF APPRECIATION TO CHARLES R. HILL, FORMER
MAYOR THE TOWN OF VINTON, FOR SERVICES TO THE ROANOKE
VALLEY
WHEREAS, Charles R. Hill was first elected to the Vinton Town Council in 1976,
and elected as Mayor in 1980; and
WHEREAS, during that period, Mayor Hill has consistently worked for the good
of the entire Valley, supporting economic development projects, regional cooperation
and innovative concepts; and
WHEREAS, the citizens of Roanoke County have benefitted from Mayor Hill's
dedication and contributions through his activities and leadership positions on the Fifth
Planning District Commission, the Western Virginia Development Corporation, the
Regional Partnership of the Roanoke Valley, the Virginia Recreational Facilities
Authority, the Vinton Lions Club, and the Vinton Chamber of Commerce; and
WHEREAS, under his tenure as Mayor of the Town of Vinton, many projects
came to fruition including the new Vinton Municipal Building, the Vinton Farmers Market
and Stage, the Vinton Industrial Park, the Wolf Creek Greenway Trail, the E911 System,
the well water system serving Vinton and East Roanoke County, the new regional
landfill and transfer station, the Gainsharing Agreement with Roanoke County and the
Regional Fire and Rescue Training Center; and
WHEREAS, Charles R. Hill has been a good friend and neighbor to the citizens
of Roanoke County, and his enthusiasm, dedication and commitment to the good of the
entire Roanoke Valley will be missed as he retires from service as Mayor of the Town of
Vinton.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, on its own behalf and on behalf of the citizens of Roanoke
County, does hereby extend its sincere appreciation to CHARLES R. HILL for his years
of service to the residents of the Town of Vinton and for his dedication to maintaining
the high quality of life for all the people of the Roanoke Valley; and
FURTHER, BE IT RESOLVED, that the Board of Supervisors does hereby
extend its sincere best wishes to Charles R. Hill for a happy and productive retirement
from the Office of Mayor of the Town of Vinton.

RESOLUTION 071100-2 OF APPRECIATION TO DAVID A. BOWERS,
FORMER MAYOR THE CITY OF ROANOKE, FOR SERVICES TO THE
ROANOKE VALLEY
WHEREAS, David A. Bowers, was elected to Roanoke City Council in 1984; re-
elected in 1988; and was first elected Mayor of Roanoke at the General Election held on
May 5, 1992, taking office on July 1, 1992; and
WHEREAS, during that period, Mayor Bowers has consistently worked for the good
of the entire Valley, supporting economic development projects, tourism, regional
cooperation and innovative concepts; and
WHEREAS, during Mayor Bowers term as Mayor, the Roanoke County Board of
Supervisors and Roanoke City Council began their periodic joint meetings that have
resulted in greater mutual understanding and commitment, and the successful completion
of regional projects; and
WHEREAS, the citizens of Roanoke Valley have benefitted from Mayor Bowers'
dedication and contributions through his activities and leadership positions on the Roanoke
Redevelopment and Housing Authority Board of Commissioners, Downtown Housing Task
Force, and Greater Roanoke Transit Company Board of Directors; and
WHEREAS, under his tenure as Mayor of the City of Roanoke, many projects came
to fruition including the renovation of the Hotel Roanoke and Conference Center, creation
of the Virginia Museum of Transportation; and he helped to assure the continuing
revitalization of downtown Roanoke with his support of The Riverside Centre for Research
and Technology, the Art Museum of Western Virginia/IMAX theater partnership and the
nearly completed Railside Linear Walk; and
WHEREAS, David A. Bowers has been a good friend and neighbor to the citizens
of Roanoke County, and his enthusiasm, dedication and commitment to the good of the
entire Roanoke Valley will be missed as he retires from service as Mayor of the City of
Roanoke.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, on its own behalf and on behalf of the citizens of Roanoke County, does
hereby extend its sincere appreciation to DAVID A. BOWERS for his years of service to the

RESOLUTION 071100-3 REQUESTING VDOT TO CONTINUE FUNDING
PROJECTS CURRENTLY ON THE PLAN AND ADOPT THOSE PROJECTS
IDENTIFIED AS "PROJECTS NOT ON PLAN" FOR INCLUSION INTO THE
2000-2006 PRIMARY AND INTERSTATE SIX YEAR IMPROVEMENT PLAN
WHEREAS, the Six Year Improvement Program is the Commonwealth
Transportation Board's plan for identifying funds anticipated to be available for highway
and other forms of transportation construction; and
WHEREAS, this program is updated annually to assist in the allocation of federal
and state funds for interstate, primary, and secondary roads.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia as
follows:
1. That the following projects identified as "Projects on Plan" are
recommended to continue to receive funding for planning and construction; and
Interstate 73 - Roanoke County is very supportive of this project through
southwest Virginia and looks forward to reviewing the Transportation
Board and Consultant's preliminary environmental impact study and cost
estimate for the proposed alignments within the Route 220 corridor.
Interstate 81 - Roanoke County is very supportive of the Virginia
Department of Transportation's proposed plan to increase the number of
north and south travel lanes. We look forward to reviewing the prioritized
segments of 1-81 and want to continue to work with local VDOT staff to
develop regional cooperation of stormwater detention facilities and
potential utility crossings.
Route 111460 (West Main Street) - Roanoke County is pleased this
section of road made the Commonwealth's Transportation Board six-year
Improvement Program and we continue to support the funding necessary
to complete this necessary widening. The commercial and residential
development projected to occur within this area will place additional
demands on the road system that is currently providing an inadequate
service level. Current traffic counts for this section show approximately
15,000 vehicles per day.
Route 221 (Bent Mountain Road) - Roanoke County is requesting
continued allocation of funds for this 2.3 -mile road project. The residential
development projected to occur within this area will place additional
demands on the road system that is currently providing an inadequate
service level. Current traffic counts for this section show approximately
12,000 vehicles per day.
2. That the following projects identified as "Projects Not on Plan" have been
identified by the Board of Supervisors as extremely important to the growth of Roanoke
County or for safety improvements and are requested to be included in the VDOT Six
Year Improvements Program for the 1999-05 Fiscal Year.
They are listed in priority order.
1. Route 11 (Williamson Road)
Need: Now that Route 11 has been widened from Plantation Road (Rte.
115) to Hollins College, there remains one section of three lane road from
Peters Creek Road (Rte. 117) to the Roanoke City Limits. Additionally,
the existing bridge over Carvins Creek does not meet current standards,
and the alignment of Florist Road with Route 11 creates additional
congestion and safety concerns. The existing section of road, 1.52 miles,
is currently a three -lane with the center lane used for turning movements.
Ninety percent of the tracts adjacent to Williamson Road are developed for
commercial use.
Traffic counts: 15,000 vehicles per day from the Roanoke city limits to
Peters Creek Road. This stretch of road has also been identified as an
alternate route in the event of a blockage on 1-81/581.
Recommended Improvements: A four -lane divided highway with
appropriate cross over and turn lanes, which will complete improvement of
Williamson Road from the city limits to the Botetourt County line.
Cost: $12,000,000.
2. Route 115 (Plantation Road)
Need: The existing road, 2.43 miles, is two lanes with numerous side
connections to residential neighborhoods. The road needs to be improved
from Roanoke City, limits north to Route 11. If full funding is not available,
various spot improvements, such as turn lanes, alignment and grade
improvements, would help with safety issues. Additional land is available

along the road for future development, which will increase traffic and
construction costs in the future.
Traffic Counts: From the Roanoke city Limits to Williamson Road, 11,000
vehicles per day.
Recommended Improvements: Four lane divided highway with
appropriate turning lanes.
Cost: $12,000,000 - $15,000,000.
Route 220S (Franklin Road)
Need: This section of 220 S is approximately 2.0 miles long and is a four -
lane divided highway. Recently a traffic study was conducted for a
commercial development and the report predicted a level of service D or F
within the next of couple of years. Additional lanes and improved vertical
alignment is required from Roanoke City limits south to Rte 668 (Yellow
Mountain Rd). Spot improvements are needed now at the intersection
419 and 220 S.
Traffic Counts: From the Roanoke City limits South is approximately
44,000 vehicles per day.
Recommended Improvements: Additional lanes and intersection
improvements.
Cost: $5,000,000 - $8,000,000.
Route 116 (Jae Valley Road)
Need: The Salem residency has notified staff that the bridge over Back
Creek is in need of repair and we wish to offer our support for
improvements to the approaches and bridge replacement. This road is
serving the growing commuter traffic from Franklin County and
recreational traffic to Smith Mountain Lake.
Traffic Counts: From the Roanoke City limits South is approximately
4,000 vehicles per day.
Recommended Improvements: Improve approaches and replace
existing bridge.
Cost: $3,000,000 - $4,000,000.
Route 311 (Catawba Valley Road) — Intersection Improvements
Need: This area has experienced steady growth over the last several
years and the congestion at this intersection has increased.

Traffic Counts: Rte 311 has an average daily traffic of 11,000 vpd and
Bradshaw Road (Rte 864) carries approximately 3,200 vpd.
Recommended Improvements: Construct a right hand passing lane (left
turn lane).
Other primary roads in Roanoke County which deserve consideration for
spot improvements:
ROUTE 419 (ELECTRIC ROAD) INTERSECTION IMPROVEMENTS,
ROUTE 118, (AIRPORT ROAD), ROUTE 24 (WASHINGTON AVENUE)
INCLUDING INTERSECTION AND SIGNALIZATION IMPROVEMENTS,
AND IMPROVEMENTS AT THE INTERSECTION OF WILLIAM BYRD
HIGH SCHOOL, ROUTE 460, (CHALLENGER AVE.), LEFT AND RIGHT
TURN LANES AT SEVERAL EXISTING SECONDARY&

AGENDA ITEM: Approval of Regional Storm Water Detention Pond and Acceptance of Grant
Revenues
COUNTY ADMINISTRATORS COMMENTS:
SUMMARY OF INFORMATION: As part of the construction of the new south county high school, the
schools need to construct an on-site storm water detention pond. The southwest county area has
experienced significant storm water management problems in the past. The combination of these two
issues has provided an opportunity to address the larger issue of the southwest county storm water
management at an incremental cost.
The site of the pond was identified as a regional pond site in the Roanoke Valley Regional Storm Water
Master Plan that was adopted by the Board in 1997 as part of the Comprehensive Plan. The pond will
be situated on Mudlick Creek upstream from areas that have experienced flooding problems in the past,
i.e. Farmington Drive, McVitty Road, Cresthill, Garst Mill Park, Halevan, and South Park Circle. The
pond will have significant reductions in storm water flows for the higher frequency floods and will have
positive impacts on water quality in the Mudlick Creek watershed. The cost to address this regional storm
water problem is $939,420 not including the cost of land. Recent projects that have been done in
Roanoke City (Montclair & Peters Creek) have cost approximately $1,000,000 each.
The County has recently been notified that we have been awarded a $230,000 grant from the State
Department of Conservation and Recreation toward this regional storm water management project. This
was the highest amount awarded on the "Southern Rivers" section of the state and the second highest
overall in the state.
Asa result of the onsite storm water detention related to the construction of the new South County high
school and grant revenues, the County has an opportunity to address the regional storm water problem
for an additional $290,000. The project is outlined on the attachment showing a total cost of $939,420.
Of this amount $419,420 is included in the site preparation bids from Counts & Dobyns for the new
South County high school. An additional $230,000 will be received in DCR grant revenues from the
State. This leaves a balance of $290,000 to be funded.

In the 2000.01 budget, the Board set aside $1,500,000 for the operation of the new school ( and
expanded operations from the Glenvar Middle renovation) when they are open. The purpose of this "set
aside" was to designate future revenues to be used for new school operations. These revenues will now
be set aside each year so that in the 2002-2003 fiscal year, when the new schools open these revenues
can be designated for school operations. In the meantime, the $1,500,000 that was set aside from the
2000.01 budget does not have any specific use. This money could be used for one time capital
appropriations. This regional storm water detention pond on the new school property would be a good
use of the funds as would the payment of the water and sewer connection fees to the new high school.
STAFF RECOMMENDATION: Staff' recommends appropriating the $230,000 from State grant money
to the Regional Storm Water Detention Project and using $290,000 of the $1,500,000 set aside for future
school operations to fund the remainder of this project.

ORDINANCE 071100-5 AUTHORIZING EXECUTION OF AN AGREEMENT
TO CLARIFY EASEMENT RIGHTS AND OWNERSHIP IN CONNECTION
WITH A UTILITY DEPARTMENT RESERVOIR LOT ON DORSET DRIVE
WHEREAS, by deed dated May 6, 1966, and recorded in the Clerk's Office of the
Circuit Court of Roanoke County, Virginia, between Hidden Valley Corporation and Richard
R. Hamlett Construction Company, Incorporated, Hidden Valley Corporation reserved unto
itself "the tract of ground showing a reservoir and a thirty (30) ft. drive and utility easement
as shown on Preliminary Plat of Section No. 5, Hidden Valley Homes, made by C. B.
Malcolm and Son, dated October 1, 1963," and further reserved a right of way for a 10 ft.
easement for water pipe line from a well on the 1.591 acre tract of Hidden Valley Water
Company, Incorporated, to the reservoir, as shown on the aforesaid preliminary plat; and,
WHEREAS, by deed dated April 15, 1967, and recorded in the aforesaid Clerk's
Office in Deed Book 825, page 219, Hidden Valley Corporation conveyed said "reservoir,
a thirty foot drive, and utility easement", and the 10 foot easement for water pipe line, as
shown on said preliminary map, to Hidden Valley Water Corporation; and,
WHEREAS, by deed dated April 29, 1967, and recorded in the aforesaid Clerk's
Office in Deed Book 829, page 112, Hidden Valley Water Corporation conveyed all of its
assets, including but not limited to the above-described real estate, easements and rights
of way, to the Roanoke County Public Service Authority, predecessor in title to the Board
of Supervisors of Roanoke County, Virginia; and,
WHEREAS, the preliminary plat referenced above did not include a metes and
bounds description of the property conveyed and now owned by Roanoke County, and a
final plat of Section 5, Hidden Valley Homes, has never been recorded; and,
WHEREAS, the current owners of the surrounding properties identified on the
Roanoke County Land Records as Tax Map #76.10-5-33.2 and Tax Map #76.10-5-32 are

Peter F. Kelly and G. Michael Burke and Donna Burke, respectively; and,
WHEREAS, Peter F. Kelly has requested the right to use the 30' drive and utility
easement for access to his property; and,
WHEREAS, the proposed right of access does not conflict with the present or
proposed County use of the reservoir lot; and,
WHEREAS, it would be in the best interests of the County to obtain clarification
among the property owners of an accurate description of the lot owned by Roanoke County
and the rights of the adjoining property owners to the use of the 30' drive and utility
easement.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the County
of Roanoke, Virginia as follows:
1. That pursuant to the provisions of Section 18.04 of the Charter of Roanoke
County, the acquisition, disposition and/or exchange of interests in real estate can be
authorized only by ordinance. A first reading of this ordinance was held on June 27, 2000,
and a second reading was held on July 11, 2000.
2. That pursuant to the provisions of Section 16.01 of the Charter of Roanoke
County, the proposed agreement does not conflict with other public uses and will ultimately
serve a public purpose, and the above-described access easement is hereby declared to
be surplus; and,
3. That staff is authorized to proceed with a survey and preparation of a plat to
delineate as nearly as possible the accurate boundaries of the reservoir lot, the 30' drive
and utility easement, and the 10' water line easement on Dorset Drive.
4. That the County Administrator, or any Assistant County Administrator, is
authorized to execute an agreement with the adjoining property owners, Peter F. Kelly and
G. Michael Burke and Donna Burke to clarify the accurate boundaries of the reservoir lot
and to further grant or quit -claim any rights of access or utility easements over the 30' drive

and utility easement to said property owners as they may require for their respective
properties.
5. That the County Administrator, or any Assistant County Administrator, is
hereby authorized to execute such other documents and take such further actions on
behalf of Roanoke County as may be necessary to accomplish the purpose of this action,
all of which shall be on form approved by the County Attorney.
6. That this ordinance shall be effective on and from the date of its adoption.

AGENDA ITEM: Request from schools to appropriate $57,885.75 Summer Youth
Grant to the Summer Youth Employment Program.
BACKGROUND: The Roanoke County Schools Vocational Education Department
has applied for and been awarded for the past 10 years a Summer Youth Grant
from the Fifth District Employment and Training Consortium. The grant is
used to provide academic and vocational skill training to disadvantaged
youth ages 14-16.
SUMMARY OF INFORMATION: The grant in the amount of $57,885.75 is used to
combine job readiness skills with remedial instruction. It is designed to
offer students the opportunity to earn money and improve their academic
skills during the summer. Students participate in four different companies
which provide workplace skills and remedial instruction in math and
language arts. The academic classes will integrate workplace skills with
the Standards of Learning.

AGENDA ITEM: Request from schools to appropriate $131,180 Class -Size Reduction
Grant to employ teachers to reduce class size.
BACKGROUND: For fiscal year 2000, Congress has provided a down payment
of $1.2 billion that will be available to states on July 1, 2000 to employ
new classroom teachers for the 2000-2001 school year in grades K, 1, 2 and
3. Since research shows the value of lowering class size, the goal of the
Class -Size Reduction initiative is to help schools improve student
achievement by adding additional, highly qualified teachers to the
workforce. The addition of the teachers would ensure that class size in
some of the aforementioned grades be reduced to no more than 18 students
per class.
SUMMARY OF INFORMATION: Roanoke County is eligible to receive $131,180 for
the employment of teachers to reduce class size to 18 students or below.
Following close examination of class size averages and space availability
at each of the 17 elementary schools, the following schools will receive
one additional teacher for the 2000-2001 school year: Burlington - Grade 2,
Back Creek - Grade 2, Mt. Pleasant - Grade 2 and Herman L. Horn - Grade 1.

SUMMARY OF INFORMATION:
At their regular meeting on June 15, 2000, the Board of Directors of the Blue Ridge
Community Services adopted revisions to their by-laws. These revisions were made to
reflect recent changes to the organizational structure. Any changes to the by-laws must
be ratified by all participating localities.
Attached is a letter from Rodney P. Furr, Chairman of the Blue Ridge Community
Services Board of Directors, with more information concerning these changes. Also
attached is a copy of the revised by-laws. Additions are underlined and deletions are lined
through.
STAFF RECOMMENDATION:
It is recommended that the Board of Supervisors ratify the revisions to the by-laws
of the Blue Ridge Community Services Board of ectors.

At its regular meeting on June 15, 2000, the Board of Directors of Blue Ridge
Community Services passed the enclosed revisions to our by-laws, which are being sent
to you for your ratification. These revisions have been made to reflect recent changes to
our organizational structure as follows:
The name of the agency will become Blue Ridge Behavioral Healthcare, effective
January 1, 2001, to better reflect our mission
• The ordering of Officers and their Duties has been clarified and put into outline form
• The composition of the meeting Quorum has been redefined
• Standing Committees have been renamed and redefined to comply with our service
restructuring
References to New Board Member Orientation have been deleted as duplicative,
because they are required elsewhere by regulation
The period of Notice for By -Laws Changes has been increased from five days to
fifteen days
Our Board recommends ratification of the changes in our by-laws as required by
regulations promulgated under Title 37. 1, Chapter 10 of the Code of Virginia, and
requests that they be placed on the agenda for consideration at a future meeting of the
Board of Supervisors.

for
BLUE RIDGE BEHAVIORAL HEALTHCARE
(name change effective January 1, 2001)
ARTICLE I
The name shall be BLUE RIDGE GOM"® UNITY SERVIGES BLUE RIDGE
BEHAVIORAL HEALTHCARE.
ARTICLE II - PURPOSE
Section 1. To serve as an operating GS6 Community Services Board providing a
system of comprehensive community mental health, mental retardation and
substance abuse services under local control.
Section 2. To relate and integrate existing and planned programs.
Section 3. To assure quality service and continuity of care in the areas of emergency
services, case management, prevention, case finding, consultation,
diagnosis, treatment, care, training, prescreening, case and rehabilitation by
the establishment of new programs under direct administration of the Blue
Ridge Behavioral Healthcare Board where current
programs are non-existent or inadequate, or by entering into affiliatory
agreements with agencies already providing services for the enhancement
of those services, or for the creation of such services.
Section 4. To provide continuing education to the public, ongoing research, training of
personnel and evaluation of ongoing programs.
ARTICLE III - MEMBERSHIP
Membership shall number sixteen, with three members each from the Cities of Roanoke
and Salem and the Counties of Botetourt and Roanoke, and one member from the
County of Craig. Three members at large are to be recommended by the Board and
must be jointly appointed by the five jurisdictions. One third of the appointments to the
Board shall be identified consumers or family members of consumers, at least one of
whom shall be a consumer receiving services. The Board shall inform the member
governments of the number of Board members in each of the above categories prior to
each appointment cycle.
Section 8. To appoint an Executive Director of Blue Ridge
Behavioral Healthcare whose qualifications meet the
standards fixed by the Department of Mental Health, Mental Retardation,
and Substance Abuse Services and prescribe his duties. The
compensation of such executive director shall be fixed by the Board and
within the amounts made available by appropriation therefor. This exeeative
diree�pF Executive Director will be responsible directly to the Blue Ridge
Behavioral Healthcare Board for all aspects of
programs directly and indirectly under the purview of the Blue Ridge
Behavioral Healthcare Board.
Section 9. To prescribe a reasonable schedule of fees for services provided by
personnel or facilities under the jurisdiction or supervision of the Board and
for the manner of collection of same; provided, however., that all collected
fees shall be included in the performance contract submitted to the
participating governments provided, further, that such collected fees shall
be used only for the provision of community mental health, mental
retardation and substance abuse -purrpeses services.
Section 10. To accept or refuse gifts, donations, bequests or grants of money or
property from any source and utilize the same as authorized by the political
subdivisions, of which it is an agency.
Section 11. To seek and accept funds through State and Federal grants and maintain a
line of credit sufficient to maintain the day-to-day operations of the programs
under its jurisdiction.
Section43 12. To ensure that the financial records of Blue Ridge
Behavioral Healthcare are audited annually by an independent auditor
approved by the City of Salem, serving as fiscal agent by agreement of the
participating governments, and that the auditor's report is submitted to the
political subdivisions, of which it is an agency and to the Department of
Mental Health, Mental Retardation, and Substance Abuse Services.
ARTICLE V - OFFICERS
Section 1. Officers of this Board shall be Chairman, Vice -Chairman, SeGietapy
Treasurer andTT'-r Secretary.
Section 2. The duties of the Chairman shall be:
a. To preside at' all meetings of the Board and the Executive
Committee.

Section 2. The Board shall elect its officers at the last meeting preceding the new
calendar year.
Section 3. The term of office shall begin on January 1 and shall be for one year. No
officer may serve more than two consecutive terms in the same office. A
majority of those present and voting shall constitute an election.
Section 4. Any vacancy occurring in the officers shall be filled by the Board.
ARTICLE VII - MEETINGS
Section 1. Regular meetings shall be held at a time to be determined by the Board.
Section 2. Special meetings may be called by the Chairman or upon written request of
three members.
Section 3. The quorum for all Board meetings shall be six members, including -fie
one officer of the Board.
Section 4. The Executive Committee shall meet at the discretion of the Chairman.
Section 5. The quorum for all Executive Committee meetings shall be a majority of the
Committee.
ARTICLE VIII - EXECUTIVE COMMITTEE
Section 1. The elected officers of the Board shall constitute the Executive Committee
of which the Chairman and Secretary shall be, respectively, Chairman and
Secretary. Representation of each jurisdiction shall be assured by the
appointment of a member to the Executive Committee when no elected
officer represents such jurisdiction.
Section 2. It shall be the duty of this Committee to conduct the necessary business
between meetings of the Board. All actions taken are subject to ratification
at the next regular meeting of the Board.
Section 3. It shall be the duty of this committee to conduct an annual evaluation of the
Executive Director for presentation to the full Board and to act for the Board
in contract negotiations with the Executive Director.
ARTICLE IX - STANDING COMMITTEES
The Chairman of the Board and the Executive Director will be ex -officio members of all
committees to which they are not specifically appointed.
There shall be the following standing committees, whose function shall be advisory to
the Board:

actually and reasonably incurred by him in connection with such action, suit
or proceeding except only in relation to any claim, issue or matter as to
which such person shall have been finally adjudged to be liable for his gross
negligence or willful misconduct. Each such indemnity shall inure to the
benefit of the heirs, executors and administrators of such person.
Section 2. Any indemnity under subsection (1) above shall (unless authorized by a
court) be made by Blue Ridge Behavioral Healthcare
only as authorized in the specific case upon a determination that the director
or officer was not guilty of gross negligence or willful misconduct in the
performance of his duty and, in case of a settlement, that such settlement
was, or if still to be made is, consistent with such indemnity and the best
interests of Blue Ridge Gammuiciity Se Behavioral Healthcare. Such
determination shall be made (i) by the Board of Directors by a majority vote
of a quorum consisting of directors who were not parties to such action, suit
or proceeding, or (ii) if such a quorum is not obtainable, or, even if
obtainable, a quorum of disinterested directors so directs, by independent
legal counsel in a written opinion. If the determination is to be made by the
Board of Directors, it may rely, as to all questions of law, on the advice of
independent counsel.
Section 3. Expenses incurred in defending an action suit or proceeding, whether civil,
administrative or investigative, may be paid by Blue Ridge Gemmy
Services Behavioral Healthcare in advance of the final disposition of such
action, suit or proceeding as authorized by vote of the persons provided in
subsection (2) of this section, upon receipt of an undertaking by or on behalf
of the director or officer to repay such amount unless it shall ultimately be
determined that he is entitled to be indemnified by Blue Ridge Gem ty
Sewiees- Behavioral Healthcare as authorized in this section.
Section 4. The right of indemnification provided by this section shall not be exclusive of
any other rights to which any director or officer may be entitled, including
any right under policies of insurance that may be purchased and maintained
by Blue Ridge Behavioral Healthcare or others, even
as to claims, issues or matters in relation to which Blue Ridge Geri
SeFyiGes Behavioral Healthcare would not have the power to indemnify
such director or officer under the provisions of this section.
Section 5. Blue Ridge Behavioral Healthcare may purchase and
maintain at its sole expense insurance against all liabilities or losses it may
sustain in consequence of the indemnification provided for in this section, in
such amounts and on such terms and conditions as the Board of Directors
may deem reasonable.
ARTICLE XI - CONSUMER INVOLVEMENT
It shall be the policy of this Board to encourage, and be receptive to, consumer
involvement. Meetings of the Board shall be open to the public. Liaison with

The Developers of Valley Park Center, Buildings A & B, Liberty Property Limited Partnership,
have requested that Roanoke County accept the Deed conveying the water facilities serving the
buildings along with all necessary easements.
The water facilities are installed, as shown on plans prepared by Lumsden Associates entitled
Valley Park Center, Buildings A & B, which are on file in the Community Development
Department. The water facility construction meets the specifications and the plans approved by
the County.
FISCAL IMPACT:
The value of the water construction is $ 20,770.00.
RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the water facilities serving the Valley
Park Center, Buildings A & B along with all necessary easements, and authorize the County
Administrator to execute a Deed for the transfer of these facilities.

Associates entitled Roses in the Gardens, Section 4, dated June 3, 1998, which are on file in the
Community Development Department. The water and sanitary sewer facility construction meets
the specifications and the plans approved by the County.
FISCAL IMPACT:
The value of the water and sanitary sewer construction is $33,900.00 and $46,200.00
respectively.
RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities

RETIREMENT OF PAUL B. MCELVEIN, POLICE DEPARTMENT
WHEREAS, Paul B. McElvein was first employed by Roanoke County on February
1, 1974 as a Deputy Sheriff and also served as Deputy Sheriff - Sergeant and Detective;
and
WHEREAS, Sergeant McElvein retired from Roanoke County on July 1, 2000, as
a Police Officer - Sergeant, after more than twenty three years of service; and
WHEREAS, Sergeant McElvein attended the first training session of the Forensic
Academy in Richmond and has been active in the collection and preservation of evidence
since that time; and
WHEREAS, as a member of a State Police Task Force, Sergeant McElvein was
instrumental in investigating and solving crimes in the Roanoke Valley and other
jurisdictions; and
WHEREAS, Sergeant McElvein, through his employment with Roanoke County, has
been instrumental in improving the quality of life for its citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke
County to PAUL B. MCELVEIN for more than twenty three years of capable, loyal and
dedicated service to Roanoke County.
FURTHER, the Board of Supervisors does express its best wishes for a happy,
restful, and productive retirement.

SUMMARY OF INFORMATION:
The Developers of Nottingham Park, Triangle Developers, Inc., have requested that Roanoke
County accept the Deed conveying the water and sanitary sewer facilities serving the subdivision
along with all necessary easements.
The water and sanitary sewer facilities are installed, as shown on plans prepared by Balzer and
Associates entitled Nottingham Park, which are on file in the Community Development
Department. The water and sanitary sewer facility construction meets the specifications and the
plans approved by the County.
FISCAL IMPACT:
The value of the water and sanitary sewer construction is $ 48,285.00 and $60,160.00
respectively..
RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities
serving the Nottingham Park subdivision along with all necessary easements, and authorize the
County Administrator to execute a Deed for the transfer of these facilities.

AGENDA ITEM: Request for acceptance of the Title II and Title VI Continuation Grant 01-
B3530JJ00 from the Department of Criminal Justice Services.
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND: The Sheriff's Office has received approval for a grant which provides
continued funds from the Department of Criminal Justice Services for a temporary on-call
juvenile supervision/transportation program. This program will provide funds for salaries of
deputies who will provide transportation to and from other facilities within the state and provide
care and supervision in approved unsecured area of the facility for scheduled court appearances
in the Roanoke County Court System. Currently, we are making eight hour round trips
throughout Virginia for juvenile transports to and from detention housing placements. In mid
June, 2000, Coyner Springs Juvenile Detention Center opened up a total of eleven beds for the
Roanoke County jurisdiction. However, this allotment of bed space is not sufficient to house all
of Roanoke County's juvenile delinquents and does not completely alleviate the need for
additional grant funding for the on-call juvenile transport/supervision program.
SUMMARY OF INFORMATION: The continuation grant was approved by letter on June 23,
2000. The grant period is from July 1, 2000 through June 30, 2001. The total amount of the
grant is $15,000 in federal funds and requires no additional and/or matching funding from the
Board of Supervisors. The funds will be used to reimburse Roanoke County for the overtime
incurred transporting juveniles.

AGENDA ITEM: Funding for Human Service Agencies in Fiscal Year
2000 - 2001 Budget
COUNTY ADMINISTRATOR'S COMMENTS:

BACKGROUND:
In preparation for the FY 2000-01 Budget, the Board of
Supervisors asked the United Way to assist in prioritizing the
budget requests from the Human Service agencies. This process
envisioned using the United Way's perspective in comparing:
- Need in the community for the program.
- Goals and objectives of the organization, strategic plan.
- Services and outreach efforts offered.
- Collaboration and partnerships with other agencies.
- Measurement of program outcomes.
- Need for funding, reasonableness of the request.
The volunteer committees of the United Way studied each of the
33 portfolio requests and rated them using standards for similar
agencies. This information was then submitted to the cabinet level
of portfolio chairs who used the empirical data to offer a funding
recommendation as a guideline to the County. These groups did not
measure the request against prior contributions from the County.
Your County staff has reviewed these suggestions, looked at
the amount of funding available for distribution ($87,410 included
in the County budget), reviewed the amounts allocated in the past,
and recommends distributing the budget allocation to the agencies
as indicated on the attached matrix.
ALTERNATIVES:
1. Distribute the budgeted monies on the same basis as allocated
in the FY 1999-2000 budget.
2. Follow the guidelines suggested by the United Way process.
3. Follow the suggestions on the attached matrix which provides
the same level funding to agencies which requested funds this
year and also to follow the suggestions from the United Way
process for other ranked programs.

FISCAL IMPACT:
The FY 2000-01 budget includes $87,410 to fund the Human
Service agencies.
RECOMMENDATIONS:
Staff recommends Alternative 3 which distributes funds to the
Human Service agencies which requested funding on the same basis as
in FY 1999-2000 and allocates the remaining monies to the new
agencies identified through the United Way process. Staff also
suggests writing a letter of appreciation to the United Way
thanking them for their review of the funding requests and
suggestions. Attached is a listing of the agency requests and the
suggested allocation for FY 2000-01.

AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE
COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER
ON TUESDAY, JULY 11, 2000
RESOLUTION 071100-8 CERTIFYING THE CLOSED MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened
a closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each members knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies, and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
On motion of Supervisor McNamara to adopt the Certification Resolution; and
carried by the following recorded vote:
AYES: Supervisors Johnson, Minnix, Church, Nickens, McNamara
NAYS: None
