RESOLUTION 091200-1 OF CONGRATULATIONS TO SHELBY HAMLETT
FOR BEING SELECTED PRESIDENT OF THE GENERAL FEDERATION
OF WOMEN'S CLUBS, A WORLD-WIDE ORGANIZATION
WHEREAS, Shelby Hamlett has been an active volunteer with the Virginia
Federation of Women's Club (VFWC) and General Federation of Women's Clubs (GFWC)
for 40 years, beginning with membership in the Brambleton Junior Woman's Club; and
WHEREAS, Ms. Hamlett has served as the VFWC President, First and Second Vice
President, Secretary, and Editor of the state magazine, and has served on the GFWC
Board since 1980, holding the offices of First Vice President, Second Vice President,
Treasurer and Recording Secretary; and
WHEREAS, on June 20, 2000, Ms. Hamlett was installed as President of the
General Federation of Women's Clubs, a world-wide women's service organization made
up of one million members from 20 countries in 6,500 clubs; and
WHEREAS, between 1996 and 1998, more than $56 million dollars and 27 million
hours have been donated by GFWC members to 339,000 volunteer projects; and the
GFWC has pledged that $12.5 million will be donated for books and education materials
to public libraries and public school libraries; and
WHEREAS, Ms. Hamlett has represented the GFWC on the "McNeil -Lehrer Hour"
on national TV, attended the Fourth World Conference of Women in Beijing, China, and
recently returned from Guatemala where she visited schools in remote villages with the
intention of improving education for girls; and
WHEREAS, Ms. Hamlett is also active in other volunteer activities, serving as a
Deacon in her church, chairman of the board of the Easter Seal Society of Virginia and
board member of the Council of Community Services.
NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia expresses its congratulations to Shelby Paisley Hamlett for her 40 years
of dedicated service to others and by attaining this high achievement in the General
Federation of Women's Clubs; and
FURTHER, the Board expresses its pride that an outstanding national leader and
active, caring volunteer is a resident of the County of Roanoke.

AGENDA ITEM: Request from the Senior and Challenged Citizens Commission for
funding the reproduction of a public awareness video series and an
update on commission activities.
COUNTY ADMINISTRATOR'S COMMENTS: 160ev_�
BACKGROUND: In 1997, the Board of Supervisors appointed the Commission for
Senior and Challenged Citizens to look at the needs of this population in Roanoke
County. The Commission has met regularly since January 6, 1998 looking at a number
of topics, but focusing on the issues of Education, Transportation, Accessible Housing,
and the Americans with Disabilities Act (ADA). On July 14, 1998, the Commission
presented two recommendations to the Board. These contained recommendations on
improvements for Special Education services in the County Schools and Transportation
services for citizens through the CORTRAN service.
The Commission has also concluded through their research that many wonderful
services are available for citizens; however, in most cases, citizens are not aware of
these services. Rather than recommend the creation of additional services, the
Commission has been working with RVTV to produce a series of public awareness
videos to improve communication with our citizens. We are very pleased to announce
that the first video, Common Ground, has been completed and is the first closed -
captioned video produced by RVTV. This video prompted RVTV and the valley
governments to support closed -captioning of the broadcasts of city council and board
meetings. The second video on Transportation Services for Senior and Challenged
Citizens is under production and will be completed by the end of September. The third
video in the series will be on ADA or education services. We would like to publicly thank
RVTV and its dedicated staff for working with us on the video series.
The Commission is currently working on a recommendation for affordable and
accessible housing, ADA compliance issues, employment for senior citizens and

individuals with disabilities, and public awareness. The public awareness initiative will
include seminars, lectures, community meetings, print and broadcast media.
SUMMARY OF INFORMATION: The Common Ground video is currently running on
RVTV; however, the Commission would like to distribute it and the subsequent videos to
area schools, libraries, clubs, churches, and organizations. The production of the videos
is free through RVTV; however, we are responsible for duplication and mailing costs.
We are requesting permission to reproduce and distribute the video series and will need
$1,000 to cover the expenses of making this available to the public.
FISCAL IMPACT: In order to distribute the video series, $1,000 would need to be
appropriated from the Board Contingency Fund.
STAFF RECOMMENDATION: Staff recommends that the Board provide support and
funding for the Commission's public awareness program for the citizens of Roanoke
County by appropriating $1,000 from the Board Contingency Fund to distribute the
videos.

the Commonwealth Mass Transit Funds to Purchase 2

Operating Monies
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Unified Human Services Transportation System, Inc. (RADAR)
which operates the CORTRAN program on behalf of Roanoke County has
been approved for a capital grant and Section 18 operating monies
by the Virginia Department of Rail and Public Transportation. The
capital grant is for the purchase of two lift equipped vans at a
cost of $90,000 to replace two older vans of their fleet. The
State will provide $85,500 with the $4,500 match being provided by
RADAR.
The Section 18 operating monies in the amount of $23,121 is
used to offset some of the cost incurred to provide mass
transportation service to the rural service area as defined by the
Metropolitan Planning Organization (MPO) of the Planning District
Commission. The monies for the urban service area are designated
by the State to Valley Metro and the County is not eligible for
those monies.
As in the past, both of these sources of funds must be
received by a local unit of government and then passed on to the
service provider. RADAR will be providing the required match for
the vans.
FISCAL IMPACT:
None. The grants must be accepted and the monies must be
appropriated to allow the pass-through.

Accept the Transportation capital grant in the amount of
$85,500 of which RADAR will provide the required $4,500 match and
also accept the $23,121 Section 18 operating monies to be used in
conjunction with the CORTRAN program to provide service to the
rural areas of the County.

SUMMARY OF INFORMATION:
We recently received the attached letter from Mayor Smith asking the County of Roanoke to
participate in valley wide bi-annual work sessions with the Cities of Roanoke and Salem, the
Counties of Bedford, Botetourt, and Franklin, and the Town of Vinton. This is an excellent idea
and I recommend that we participate in these meetings. If there is consensus to do so,
Chairman McNamara or I can contact Roanoke City.

The Members of the Roanoke City Council participated in a work session/retreat in July
which provided an opportunity for us to discuss strategic planning to accomplish our
common goals. The retreat was an overwhelming success and we have agreed to hold
a follow-up session later this year.
As a result of the success of our retreat, Roanoke City Council unanimously passed a
resolution requesting that I invite Salem, Vinton and the Counties of Bedford, Botetourt,
Franklin and Roanoke to hold bi-annual work sessions, with each session being devoted
to a specific topic of discussion.
We believe that the citizens of our respective localities want and deserve decisive action
by those persons whom they have elected to represent them.
Therefore, please let me know if the Roanoke County Supervisors would like to participate
in the Greater Roanoke Valley Work Sessions. The City of Roanoke will be pleased to
host the first meeting.

RESOLUTION 091200-5 AUTHORIZING A COMPREHENSIVE
REZONING OF VARIOUS PARCELS LOCATED IN THE DIXIE CAVERN
AREA OF ROANOKE COUNTY FOR INDUSTRIAL AND/OR
COMMERCIAL USE TO ENCOURAGE ECONOMIC DEVELOPMENT
WHEREAS, §15.2-2283 (vii), of the Code of Virginia, 1950, as amended, identifies
that one of the purposes of a zoning ordinance is to encourage economic development
activities that provide desirable employment and enlarge the tax base; and,
WHEREAS, the 1998 Roanoke County Future Land Use Plan has designated certain
locations of the County as "Principal Industrial" or "Core," which are best suited for higher
intensity economic uses; and,
WHEREAS, on May 9, 2000 the Board of Supervisors did adopt, after public hearing
and recommendation by the Planning Commission, amendments to the 1998 Community
Plan to incorporate recommended design guidelines and Future Land Use Plan
Amendments for the Dixie Caverns area; and,
WHEREAS, public necessity, convenience, general welfare and good zoning practice
require an amendment to the zoning ordinance and district maps to accomplish these goals,
and more particularly the adoption of design guidelines and a change in zoning of certain
real estate to a commercial and/or industrial zoning classification; and,
WHEREAS, §15.2-2286.A.7 of the Code of Virginia, 1950, as amended, provides that
an amendment to the zoning regulations or zoning district maps may be initiated by
resolution of the governing body.

NOW THEREFORE, BE IT RESOLVED, By the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board of Supervisors wishes to initiate the amendment of the zoning
text and zoning maps for certain real estate located in the Dixie Caverns area of Roanoke
County.
2. That the Roanoke County Planning Commission is hereby requested to review
the newly adopted Future Land Use Map and design guidelines for the Dixie Caverns area,
prepare zoning ordinance text amendments to implement these design guidelines, identify
specific parcels suitable for 1-1 and or C-2 zoning designation and to make its
recommendations to the Board on said amendments, as required by Title 15.2 and the
Roanoke County Code.
4. That the County Administrator or his designee is hereby directed to take such
actions as may be necessary to accomplish the purposes of this Resolution.

AGENDA ITEM: Request For Acceptance of an $180,000 VDOT Recreational
Access Grant to Construct the North Roanoke Park Access Road
COUNTY ADMINISTRATOR'S COMMENTS:
Recommend approval. We are anticipating this project to be complete in late
Spring, 2001.
BACKGROUND:
After two community planning meetings, the Board of Supervisors on December 21,
1999 approved the master plan for a new park in North Roanoke on the 8 -acre "AMP"
property located on Hollins Road. Planned facilities include two soccer fields, a parking
lot, a small picnic pavilion, playground, and a walking trail. A major and expensive
component of this project is the construction of a new road to access the site. In April of
1999, Parks' staff submitted a grant to the Virginia Department of Transportation
requesting funds from the Recreational Access Program to construct this road. On
June 15, 1999, the Commonwealth Transportation Board approved our request for
$180,000. This grant award, coupled with a Land and Water Conservation Fund grant
of $50,000, and a previous $50,000 Board appropriation, will allow Parks and
Recreation to go forward with the construction of this project. County policy requires
these funds be appropriated to the Parks and Recreation budget.
FISCAL IMPACT:
Increases the Parks and Recreation capital budget by $180,00.
STAFF RECOMMENDATION:
Staff recommends acceptance of $180,000 from the Commonwealth Transportation
Board for the funding of the construction of an access road for a park in North Roanoke.

Moved by Mr' Grubb , seconded by Mr. Mitchel , that
WHEREAS, Section 33.1-223 of the Code of Virginia sets forth that the General
Assembly of Virginia has found and declared that it is "... in the public interest that
access roads and bikeways for public recreational areas and historical sites be
provided...," reserves $3,000,000 from highway funds for such purpose, and further
provides that "The Commonwealth Transportation Board, with the concurrence of the
Director of the Department of Conservation and Recreation is hereby authorized to make
regulations to carry out the provisions of this section."; and
WHEREAS, the Director of the Department of Conservation and Recreation and
the Commonwealth Transportation Board have adopted a joint policy to govern the use of
Recreational Access Funds pursuant to Section 33.1-223 of the Code of Virginia; and
WHEREAS, the Roanoke County Board of Supervisors has, by resolution,
requested the use of Recreational Access Funds to provide adequate access the North
County Soccer Complex, located off Route 601, and said access is estimated to cost
$180,000; and
WHEREAS, it is anticipated that this request will be considered by the Director of
the Department of Conservation and Recreation and will be found to comply fully with
the provisions of Section 33.1-223; and
WHEREAS, it is further anticipated that the Director of the Department of
Conservation and Recreation will recommend the construction of the aforementioned
access road.
NOW, THEREFORE, BE IT RESOLVED that $180,000 from the 1999-2000
Fiscal Year Recreational Access Fund be allocated to construct the access road to the
North County Soccer Complex, Project 0952-080-310, M501, contingent upon:
1. the Director of the Department of Conservation and Recreation finding
this request to be in compliance with the provisions of § 33.1-223 of the
Code of Virginia and recommending the construction of the
aforementioned access facility;
2. all necessary right of way, environmental assessments, and utility
adjustments being provided at no cost to the Recreational Access Fund;
3. the execution of an appropriate contractual agreement between the County
of Roanoke (COUNTY) and the Virginia Department of Transportation
(VDOT), to provide for the design, administration, construction and
maintenance of this project; and
4. the payment of all ineligible project costs and all eligible project costs in
excess of $180,000 from sources other than those administered by VDOT.

AGENDA ITEM: Request for Approval of Financing for New Solid Waste Trucks
COUNTY ADMINISTRATOR'S COMMENTS:
Recommend approval of financing through the Future School Operating Reserve. This
saves additional money by avoiding payment of interest. Also please note the benefits
of modern technology for a County operation that many would consider basic.
BACKGROUND:
During the FY00/01 budget process, the Board of Supervisors approved the purchase of
six new automated garbage trucks and one new rearloader. The Board approved lease purchasing
these vehicles, and using maintenance savings from the current fleet to cover part of the payments.
Bid documents were prepared in July, and the County received four bids on the automated vehicles
and five bids on the rearloader. After reviewing the bids, including both the cost and the delivery
time as factors for consideration, staff recommends purchasing all seven vehicles from McNeilus
Companies at a total cost of $986,680, which is $21,604 less than originally anticipated. This bid
includes six automated vehicles at $866,190 and one rearloader at $120,490.
The new automated trucks will include an "AutoReach Arm", which has the capability to
move side-to-side, in addition to up and down. This will allow the drivers to pick up several cans
at one stop, which should save a tremendous amount of wear and tear on the engines and
transmission. There is also an auto memory feature, which automatically replaces the can exactly
where it was picked up. Other localities which are currently using the McNeilus vehicle have
indicated that it is an outstanding truck which exceeded expectations. The McNeilus web site,
located at www.mcneilusconanies.com, offers additional information and pictures of these
vehicles.
With the proceeds of the sale from the existing equipment (estimated to be around
$35,000), and the existing budget allocation for one new vehicle, the General Services budget has
enough money for a down payment of $250,000. This leaves a balance of $736,680 to be
financed.
FISCAL IMPACT:
Based on discussion by the Board of Supervisors, staff has investigated using existing
County funds to purchase the vehicles, rather than obtaining financing from an outside agency.
The Department of General Services will repay the County fund over the next three year period,
without the additional cost of interest.
The balance of $736,680 can be borrowed from the Future School Operating Reserve and
repaid interest free over the next three years. This reserve currently has a balance of $1,210,000.
As shown on Attachment A, this method of financing can also be used to fund the purchase of two
pumpers and two ladder trucks that were also included in the budget. This method of internal
financing will save the County interest expense and still replenish money to the Future School
Operating Reserve for future use.
ALTERNATIVES:
Finance $736,680 with an interest free loan through the Future School Operating
Reserve to be repaid over the next three years. In addition, allow General Services
to keep the proceeds from the sale of the existing vehicles to offset the cost of the
down payment.
2. Finance the $736,680 through a conventional lease purchase method, which will
cost an estimated $25,000 more in net interest expense. In addition, allow General
Services to keep the proceeds from the sale of the existing vehicles to offset the
cost of the down payment.
3. Appropriate $736,680 from the General Fund Unappropriated Balance to purchase
the refuse vehicles.
STAFF RECOMMENDATION:
Staff recommends Alternative #1.

AGENDA ITEM: Request for Funding for Project Impact through June 30, 2001
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Project Impact is an initiative of the Federal Emergency Management Agency to encourage
communities to become more proactive in dealing with emergencies through mitigation efforts
before disaster strikes. The Roanoke Valley was the first Project Impact community in Virginia,
chosen due to the reputation that the Valley has for working on a regional basis in addressing
disasters and particularly stormwater management issues. Project Impact emphasizes working
through partnerships, both with other governments, and with private citizens and the business
community to make people more aware of how they can protect themselves and their homes and
businesses by being prepared.
The Valley received a grant of $500,000 in December, 1998, which has been administered
through a regional steering committee made up of local government staff and partner members of
the business community. A coordinator was hired on a temporary basis to help with the day-to-day
operations of the committee and the various work groups. The accomplishments of Project Impact
in the Roanoke Valley to date include:
• Seminars for businesses on preparing for disasters.
• Workshop for nursing homes and other facilities for citizens with special needs on
how to protect their clients during disasters.
• Participation in public events, including the Roanoke County Tons of Fun at
Tanglewood Mall and the Regional Home Builders Home Show.
• Provided GIS software to each Valley government to help make the mapping systems
compatible.
• Prepared a detailed report on which hazards are likely to occur in the Valley, and how
citizens can protect themselves. That report is currently being printed, and the Board
will receive copies shortly.

0 Sponsored a visit for staff members from the four local governments to visit
Charlotte, North Carolina to study storm water management and Charlotte's response
to NPDES Phase I requirements.
• Creation of Website.
• Preparation of video which has been shown in seven states and was presented to
James Lee Witt, Director of FEMA.
• Creation and distribution of newsletter.
• Survey of 700 randomly chosen citizens across the valley to determine citizen
awareness and knowledge on stormwater management issues.
• Distribution of 4,000 "bill stuffers" with emergency preparedness information for
families to heating oil customers through APB/Whiting Company.
Hosted meeting of FEMA Region 3 Project Impact communities.
The donation of time to Project Impact from the local governments and citizens of the valley
is estimated at over 9,000 hours. The value of time and materials donated to Project Impact is
$600,000, which does not include the original grant, $40,000 received from the Virginia Department
of Emergency Management or $79,000 donated by Roanoke City for additional flood plain elevation
certificates.
Based on the efforts to date, the Roanoke Valley has been chosen as a "star community" for
Region 3 by FEMA, making the Valley the best Project Impact community out of 20 in the six state
region. An award will be presented to Valley representatives at the Project Impact Summit in
November.
The grant will run out on November 30, 2000. Current plans to be completed by that date
include:
Completion of a $72,000 project to verify the GPS survey controls across the Valley.
This ensures that surveys prepared in three dimensions are correct and compatible
from locality to locality and establishes a valley -wide control for future mapping and
surveying, flood plain studies, elevations, etc.
Complete over 2,000 elevation certificates for properties in the flood plain. If the
individual property owners had contracted for this service, it would have cost over
$2 million. The certificates inform property owners of the depth of flooding they can
expect at their location during a 100 year flood. This is useful for hydraulic models
and in choosing properties to be removed from the flood plain, as well as for damage
assessment, mitigation and emergency response planning, grant analysis and
information for the public.
Completion of interactive CD-rom and distribution to every school in the Valley.
The CD's focus on stormwater and Project Impact worked with the schools systems
to ensure that they are SOL compliant
Promotion of Castletech Systems floodgates to encourage property owners to protect
their homes from flooding. Project Impact worked out a substantial discount on the
gates for valley citizens, and one has been installed in the North Lakes subdivision
as a pilot project.

• Publication of large -format map that shows the flood plains in the Valley, along with
areas of wildfire threat. The map will also include possible shelters, such as schools,
fire stations and civic centers. Distribution of 102,000 copies, one to each address
in the valley, is scheduled for September 29 and October 1. Copies will also be
mailed to owners of properties in the flood plains, which will meet Roanoke
County's requirement for public outreach activities for the Community Rating
System, which is connected to the National Flood Insurance Program.
• A workshop is scheduled for November 2 for valley engineers, surveyors, developers
and contractors on FEMA mapping procedures.
• Hosting a grantsmanship training program in October.
Based on the amount and quality of work which Project Impact has produced for the Roanoke
Valley, the steering committee voted to seek additional funding from the four local governments to
continue the project through the end of the fiscal year. Roanoke, Salem and Vinton have already
appropriated funding through June 30, 2001, and Roanoke County's per capita share is $12,800.
During the additional six months of operation, the steering committee expects to complete the
following:
1. Develop environmental pilot projects for stormwater management uses. The
coordinator has already begun working with a Roanoke County Girl Scout troop on
a program for a stream at Happy Hollow, and plans to develop one for the detention
basin at the new South County high school.
2. Develop additional partnerships to prepare effective grant applications to protect the
Valley from disaster.
3. Participate in further planning for the NPDES Phase 2 requirements which will take
effect in March, 2003. Roanoke City is in negotiation to prepare a needs assessment
that will make recommendations for the approach that the Valley should take in
meeting these requirements, and has asked the other localities to participate. All
public awareness materials developed by Project Impact will be applicable for the
public education and awareness programs that the Phase 2 applications will require.
4. Enhancing the I -flow program. Project Impact is in the process of obtaining a report
from a consultant in methodology for making the I -flows (high water detection
devices) more reliable, and the committee then plans to find ways to implement the
recommendations.
5. Reviewing feasibility of structuring Project Impact for the long term to obtain grants
for additional regional projects. The committee will investigate 501(c)(3) status, as
well as cooperative arrangements with other suitable entities, such as the Greenways
Commission or the Clean Valley Council. In the longterm, Project Impact may serve
as the methodology for the four Valley governments to address storm water
managements problems and issues.
The Roanoke Valley has benefitted in many ways from Project Impact, and can continue to
do so in the near future. Since the other locals governments have appropriated funding to continue
the project for six months, Roanoke County will need to participate financially in order to remain

a voting member of the steering committee and to obtain the benefits of a regional approach to storm
water management.
FISCAL IMPACT:
Roanoke County's share is $12,800. Funds are available in the Board Contingency Account.
ALTERNATIVES:
1. Appropriate $12,800 from Board Contingency Fund to fund Roanoke County's share
of Project Impact through June 30, 2001. This will allow the County to continue to
participate in this regional project and to work with the other localities in finding
ways to address the upcoming NPDES requirements.
2. Do not appropriate funding. This will mean that Roanoke County will not participate
in Project Impact after November 30, 2000, and the other localities will move
forward without us. This will hamper regional efforts to address storm water
management, and be a step backward from our previous commitment to working
with the other Valley governments on this issue.

ORDINANCE 091200-9 AUTHORIZING THE VACATION AND QUIT-
CLAIM OF A PORTION OF AN EXISTING 20 -FOOT SANITARY SEWER
EASEMENT AND ACCEPTANCE OF A RELOCATED PORTION OF
THE SAME EASEMENT ACROSS LOT 2, BLOCK 2, SECTION 1,
LAKELAND FARMS
WHEREAS, by Deed dated March 1, 1977, Ezera E. Wertz and Elsie M. Wertz
conveyed to the Roanoke County Public Service Authority (predecessor in title to the Board
of Supervisors of Roanoke County, Virginia), a sewer line easement, twenty feet (20') in
width, across a tract of land owned by the Wertz's, in connection with the sewer system
designated as "Interceptor from Nottingham Hills to Castle Rock West, Section 1 "; and,
WHEREAS, Lakeland Developers, Inc., subsequently subdivided and developed a
portion of said tract of land into Section 1, Lakeland Farms, as shown upon the plat dated
November 17, 1977, made by T.P. Parker & Son, of record in the Clerk's Office of the
Circuit Court of Roanoke County, Virginia, in Plat Book 9, page 123; and,
WHEREAS, the above-described 20' sewer easement is referenced, but incorrectly
shown upon the subdivision plat as an "existing 15' san. sew. esmt."; and,
WHEREAS, the petitioners, Claude L. Piche and Susan H. Piche, husband and wife,
are the owners of Lot 2, Block 2, Section 1, Lakeland Farms; and,
WHEREAS, a recent survey of said property reflects that the residential dwelling
located thereon encroaches upon the north side of the 20' sanitary sewer easement; and,
WHEREAS, the petitioners have requested that the Board of Supervisors of
Roanoke County, Virginia, vacate and quit -claim the northern five feet (6) of the sanitary
sewer easement and accept in exchange an additional five feet (6) for sanitary sewer
easement purposes on the southern side of the existing easement for a total width of
twenty feet (20'); and,

WHEREAS, the relocation has been accomplished without cost to the County and
meets the requirements of the Utility Department.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That pursuant to the provisions of Section 18.04 of the Roanoke County
Charter, the acquisition and disposition of real estate can be authorized only by ordinance.
A first reading of this ordinance was held on September 12, 2000 and the second reading
of the ordinance was waived; and
2. That pursuant to the provisions of Section 16.01 of the Charter of Roanoke
County, the subject real estate (easement) is hereby declared to be surplus and the nature
of the interest in real estate renders it unavailable for other public uses; and,
3. That, conditioned upon the exchange as hereinafter provided, vacation and
quit -claim of the northern five feet (6), as shown on Exhibit A (attached), of the 20' sanitary
sewer easement across Lot 2, Block 2, Section 1, Lakeland Farms, in the Windsor Hills
Magisterial District, owned by Claude L. Piche and Susan H. Piche, husband and wife, is
hereby authorized and approved; and,
4. That, in exchange, acquisition and acceptance of an additional five feet (5),
as shown on Exhibit A (attached), for sanitary sewer easement purposes on the southern
side of the existing easement for a total width of twenty feet (20') be, and hereby is,
authorized and approved; and,
5. That, as a condition to the adoption of this ordinance, all costs and expenses
associated herewith, including but not limited to, survey costs and recordation of
documents, shall be the responsibility of the petitioners, Claude L. Piche and Susan H.
Piche, or their successors or assigns; and,
6. That, as a further condition to the adoption of this ordinance, Roanoke County
will not be responsible for repair or replacement of any structure or improvement

(particularly including the existing deck), which encroaches the new twenty foot (20')
sanitary sewer easement, (shown as "NEW 20' S.S.E" on the attached plat), across Lot 2,
Block 2, Section 1, Lakeland Farms, owned by Claude L. Piche and Susan H. Piche, or
their successors or assigns; and,
7. That the County Administrator, or an Assistant County Administrator, is
hereby authorized to execute such documents and take such actions as may be necessary
to accomplish this vacation and acquisition, all of which shall be on form approved by the
County Attorney.
8. That this ordinance shall be effective on the date of its adoption.

a portion of a 15' sanitary sewer easement, north of the intersection of Ivy Lane and
Sunflower Drive, Edgemont of Vinton, Section No. 2, shown and designated as 15' S.S.E."
on 'Plat of Section 7 "Spring Grove" Property of C. & S. Dev. Corp.,' dated January 23,
1984, and recorded in the aforesaid Clerk's Office in Plat Book 9, page 281, and further
shown as "EX. 15' S.S.E." on 'Plat Showing Section No. 1 "Edgemont of Vinton" Property
of C. & S. Dev. Corp.," dated September 10, 1993, and recorded in the aforesaid Clerk's

WHEREAS, it will serve the interests of the public to have Sunflower Drive accepted
into the state secondary road system and the release, subject to the issuance of a permit
and other conditions, will not interfere with other public services and is acceptable to the
affected Roanoke County departments.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That pursuant to the provisions of Section 18.04 of the Roanoke County
Charter, the acquisition and disposition of real estate can be authorized only by ordinance.
A first reading of this ordinance was held on August 22, 2000; and a second reading was
held on September 12, 2000; and,
2. That pursuant to the provisions of Section 16.01 of the Charter of Roanoke
County, the interests in real estate to be released are hereby made available for other
public uses by conveyance to the Commonwealth of Virginia for acceptance of Sunflower
Drive into the state secondary road system by the Virginia Department of Transportation
(VDOT).
3. That quit -claim and release to the Commonwealth of Virginia of the portion
of the 15' sanitary sewer easement recorded in Plat Book 16, page 41, of the 15' sanitary
sewer easement recorded in Plat Book 9, page 281, and further shown on Plat Book 16,
page 41, and of the 15' water line easement recorded in Plat Book 9, page 281, and
2
further shown on Plat Book 16, page 41, within the boundaries of Sunflower Drive as shown
on Exhibits A and B, is hereby authorized subject to the following conditions:
a. VDOT issuance of a permit for any and all water lines or pipes,
sanitary sewer lines or pipes, and any related appurtenances or
facilities.
b. The facilities located within the 50 -foot right-of-way, under Sunflower
Drive, Edgemont of Vinton, Section 2, shown on Plat Book 16, page
41 and Plat Book 9, page 281, may continue to occupy the street or
highway in the existing condition and location.
C. The release would be for so long as the subject sections of Sunflower
Drive are used as part of the public street or highway system.
4. That the subject easements are not vacated hereby and shall revert to the
County in the event of abandonment of the street or highway.
5. That the County Administrator, or an Assistant County Administrator, is
hereby authorized to execute such documents and take such further actions as may be
necessary to accomplish this conveyance, all of which shall be on form approved by the
County Attorney.
6. That this ordinance shall be effective on and from the date of its adoption.

CIRCLE AND THE REMAINING PORTION SUNFLOWER DRIVE INTO THE
VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY SYSTEM
WHEREAS, the streets described on the attached Additions Form SR -5(a), fully
incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County, and
WHEREAS, the Resident Engineer for the Virginia Department of Transportation has
advised this Board the streets meet the requirements established by the Subdivision Street
Requirements of the Virginia Department of Transportation, and
WHEREAS, the County and the Virginia Department of Transportation have entered
into an agreement on March 9, 1999, for comprehensive stormwater detention which
applies to this request for addition,
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the streets described on the attached Additions Form
SR -5(A) to the secondary system of state highways, pursuant to §33.1-229, Code of
Virginia, and the Department's Subdivision Street Requirements, and
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-
of-way, as described, and any necessary easements for cuts, fills and drainage, and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded
to the Resident Engineer for the Virginia Department of Transportation.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Developers of Pennwood Townhomes, J. B. Smith, have requested that Roanoke County
accept the Deed conveying the sanitary sewer facilities serving the subdivision along with all
necessary easements.
The sanitary sewer facilities are installed, as shown on plans prepared by Lumsden Associates,
P.C. entitled, Pennwood Townhomes, which are on file in the Community Development
Department. The sanitary sewer facility construction meets the specifications and the plans
approved by the County.
FISCAL IMPACT:
The value of the sanitary sewer construction is $ 4,740.00.
RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the sanitary sewer facilities serving the
Pennwood Townhomes along with all necessary easements, and authorize the County
Administrator to execute a Deed for the transfer of these facilities.

the first part; and the BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, its successors

THAT FOR AND IN CONSIDERATION of the mutual benefits accruing to the parties, the receipt
and sufficiency of which is hereby acknowledged, the Developer does hereby GRANT, CONVEY, ASSIGN
AND TRANSFER, with the covenants of GENERAL WARRANTY OF TITLE, in fee simple unto the Board
all water and/or sewer lines, valves, fittings, laterals, connections, storage facilities, sources of water supply,
pumps, manholes and any and all other equipment and appurtenances thereunto belonging, in and to the water
and/or sewer systems in the streets, avenues, public utility, easement areas, water and sewer easement areas
that have been or may hereafter be installed by the Developer, along with the right to perpetually use and
occupy the easements in which the same may be located, all of which is more particularly shown, described
and designated as follows, to wit:

Associates, P.C. , and on file in the Roanoke County Department of Community
Development.

The Developer does hereby covenant and warrant that it will be responsible for the proper installation and
construction of the said water and/or sewer systems including repair of surface areas affected by settlement of
utility trenches for a period of one (1) year after date of acceptance by the Board and will preform any necessary

corporation having its facilities in, over or across the lands
herein conveyed, that the Grantor will give, grant and convey
unto such public utility company or corporation an easement in,
over and across the lands of the Grantor lying adjacent to the
lands herein conveyed for the relocation, construction, operation
and maintenance of said facilities.
The Grantor by execution of this instrument acknowledges
that the plans for the aforesaid road right-of-way as it affects

authorized representative.
The Grantor covenants and agrees for themselves, and for
their heirs, successors, successors in title, executors, legal
representatives and assigns that the consideration aforementioned

operation or maintenance of said road right-of-way, including
such drainage facilities as may be necessary.
This conveyance is made expressly subject to all recorded
conditions, reservations, easements and restrictions affecting
title to the property herein conveyed. The road right-of-way
herein granted is in addition to, and not in lieu of, any
easement or right-of-way now in existence or which may be
acquired in the future.
QUITCLAIM OF TEN FOOT STRIP ADJACENT TO ROAD RIGHT-OF-WAY
WHEREAS, there is some discrepancy in the land records as to
ownership of a ten foot wide, more or less, strip of land
(hereinafter the "ten foot wide strip of land") adjacent to the
.24 acre conveyance set forth above, said ten foot wide strip of
land being shown on Exhibit A; and
WHEREAS, it is the intention of the parties that all of the
Grantor's interest in the property within the 40 foot road right-
of-way shown on Exhibit A be conveyed to the Grantee, including
any interest Grantor may have in and to the ten foot wide strip
of land adjacent to the .24 acre conveyance.

J.K. Bushnell and VIRGINIA A. BUSHNELL, husband and wife
("Grantor") and the BOARD OF SUPERVISORS OF ROANOKE COUNTY,
VIRGINIA ("Grantee").
W I T N E S S E T H
THAT, FOR AND IN CONSIDERATION of the benefits accruing
or to accrue to the said Grantor by reason of the location and
construction, or other improvement of Autumn Drive, along,
through, or over the lands of the Grantor, and for the further
consideration of the sum of One Dollar ($1.00) cash in hand paid,
and other good and valuable consideration paid by Grantee to
Grantor, the receipt, adequacy and sufficiency of which is hereby
acknowledged, Grantor does hereby GRANT and CONVEY to Grantee in
fee simple, with General Warranty and Modern English Covenants of
Title, the following described real estate lying in the County of
Roanoke, Virginia, for the location and construction or other
improvement of a road right-of-way:
That .15 acre portion, more or less, of Roanoke County
Tax Map Numbers 50.01-1-13.1 and 50.01-1-14 shown on
the plat attached hereto as Exhibit "A", and by this
reference made a part hereof, (the "Property"); and

BEING a portion of the property conveyed to Joseph K.
and Virginia A. Bushnell by the following deeds: 1)
dated May 1, 1981, of record in the Clerk's Office,
Circuit Court for Roanoke County in Deed Book 1170,
page 454; 2) dated June 18, 1991, of record in the
aforesaid Clerk's Office in Deed Book 1170, page 456;
and 3) dated May 10, 1979, of record in the aforesaid
Clerk's Office in Deed Book 1129, page 644.
Also granted herein is the temporary right and easement to
use such additional areas as located and staked on the ground for
cut and/or fill slopes as being required for the proper execution
of the work. Said temporary easement will terminate at such time
as the construction or improvement of the aforesaid route is
completed.
And further granted herein is the right and easement to
construct, improve and maintain any drain ditches or other
drainage facilities that may be needed for the proper and
adequate drainage of said route.
Grantor, for the consideration stated above, also covenant
and agree, upon demand of any public utility company or
corporation having its facilities in, over or across the lands
herein conveyed, that the Grantor will give, grant and convey
unto such public utility company or corporation an easement in,
over and across the lands of the Grantor lying adjacent to the
lands herein conveyed for the relocation, construction, operation
and maintenance of said facilities.
The Grantor by execution of this instrument acknowledges
that the plans for the aforesaid road right-of-way as it affects
their property have been fully explained to them or their
authorized representative.

The Grantor covenants and agrees for themselves, and for
their heirs, successors, successors in title, executors, legal
representatives and assigns that the consideration aforementioned
shall be in lieu of any and all claims to compensation and
damages by reason of the location, construction, reconstruction,
operation or maintenance of said road right-of-way, including
such drainage facilities as may be necessary.
This conveyance is made expressly subject to all recorded
conditions, reservations, easements and restrictions affecting
title to the property herein conveyed. The road right-of-way
herein granted is in addition to, and not in lieu of, any
easement or right-of-way now in existence or which may be
acquired in the future.
UITCLAIM OF TEN FOOT STRIP ADJACENT TO ROAD RIGHT-OF-WAY
WHEREAS, there is some discrepancy in the land records as to
ownership of a ten foot wide, more or less, strip of land
(hereinafter the "ten foot wide strip of land") adjacent to the
.15 acre conveyance set forth above, said ten foot wide strip of
land being shown on Exhibit A; and
WHEREAS, it is the intention of the parties that all of the
Grantor's interest in the property within the 40 foot road right-
of-way shown on Exhibit A be conveyed to the Grantee, including
any interest Grantor may have in and to the ten foot wide strip
of land adjacent to the .15 acre conveyance.
NOW THEREFORE, FOR AND IN CONSIDERATION of the sum of One
Dollar ($1.00), cash in hand paid, and other good and valuable

consideration paid by Grantee to Grantor, the receipt, adequacy
and sufficiency of which is hereby acknowledged, Grantor does
hereby release and forever quitclaim unto the Grantee all right,
title, and interest which the Grantor may have in and to the

cut and/or fill slopes as being required for the proper execution
of the work. Said temporary easement will terminate at such time
as the construction or improvement of the aforesaid route is
completed.
And further granted herein is the right and easement to
construct, improve and maintain any drain ditches or other
drainage facilities that may be needed for the proper and
adequate drainage of said route.
Grantor, for the consideration stated above, also covenant
and agree, upon demand of any public utility company or
corporation having its facilities in, over or across the lands
herein conveyed, that the Grantor will give, grant and convey
unto such public utility company or corporation an easement in,
over and across the lands of the Grantor lying adjacent to the
lands herein conveyed for the relocation, construction, operation
and maintenance of said facilities.
The Grantor by execution of this instrument acknowledges
that the plans for the aforesaid road right-of-way as it affects
their property have been fully explained to them or their
authorized representative.
The Grantor covenants and agrees for themselves, and for
their heirs, successors, successors in title, executors, legal
representatives and assigns that the consideration aforementioned

shall be in lieu of any and all claims to compensation and
damages by reason of the location, construction, reconstruction,
operation or maintenance of said road right-of-way, including
such drainage facilities as may be necessary.
This conveyance is made expressly subject to all recorded
conditions, reservations, easements and restrictions affecting
title to the property herein conveyed. The road right-of-way
herein granted is in addition to, and not in lieu of, any
easement or right-of-way now in existence or which may be
acquired in the future.
UITCLAIM OF TEN FOOT STRIP ADJACENT TO ROAD RIGHT-OF-WAY
WHEREAS, there is some discrepancy in the land records as to
ownership of a ten foot wide strip of land (hereinafter the "ten
foot wide strip of land") adjacent to the .12 acre conveyance set
forth above, said ten foot strip being shown on Exhibit A;
and
WHEREAS, it is the intention of the parties that all of the
Grantor's interest in the property within the 40 foot road right-
of-way shown on Exhibit A be conveyed to the Grantee, including
any interest Grantor may have in and to the ten foot wide strip
of land adjacent to the .12 acre conveyance.
NOW THEREFORE, FOR AND IN CONSIDERATION of the sum of One
Dollar ($1.00), cash in hand paid, and other good and valuable
consideration paid by Grantee to Grantor, the receipt, adequacy
and sufficiency of which is hereby acknowledged, Grantor does
hereby release and forever quitclaim unto the Grantee all right,

title, and interest which the Grantor may have in and to the
following described property:
That ten foot (10') strip, more or less, adjacent to
the .12 acre portion, more or less, of Roanoke County
Tax Map Number 50.01-1-11 shown on the plat attached
hereto as Exhibit "A", and by this reference made a
part hereof, and designated on the Roanoke County Land
Records as Tax Map No. 50.01-01-11 (the "Property");
and
BEING a portion of the property conveyed to Stuart J.
Wamsley and Geraldine H. Wamsley by deed dated July 14,
1971, of record in the Clerk's Office, Circuit Court
for the County of Roanoke, Virginia in Deed Book 924,
page 503.
To have and to hold unto the Grantee, its successors and
assigns forever.
Elmer C. Hodge, County Administrator of Roanoke County,

AGENDA ITEM: Request to Approve the Annual Performance Contract
with Blue Ridge Community Services
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Blue Ridge Community Services (BRCS) serves as the local
Community Services Board (CSB) serving Roanoke City, Salem,
Botetourt County, Craig County and Botetourt County. They provide
the services prescribed by the State's Department of Mental Health,
Mental Retardation, and Substance Abuse Services.
The local CSB can function in one of three methods as
prescribed by the State, but must serve each of its member
localities in the same manner. Administratively, the localities
recommended, and last year each of the localities approved, the
"Operating CSB" form whereby the CSB employs its own staff and
provides services directly or through contracts with other
providers. It is not a city or county government department and
the powers and duties are enumerated in Section 37.1-197.A of the
Code of Virginia. The other options would have been to establish
the board as an "Administrative Policy CSB" whereby the employees
would be city or county employees, or as a "Policy - Advisory CSB"
which has no operational powers or duties. Staff felt that the
present working arrangement provides the most comprehensive and
effective service delivery system for our region and this was the
method approved.
Each year, BRCS is required to provide a Performance Contract
with the State Department of Mental Health, Mental Retardation and
Substance Abuse Services depicting the services that they
anticipate providing to their member agencies. A copy of this
agreement has been placed in the Board Reading File for your
review. The County of Roanoke provides $79,332 in its FY 2000-01
budget for our contribution toward these services. This money is
leveraged by BRCS to match other state and federal monies to
provide or purchase services needed by residents of our community.
As one of the localities making up the BRCS, Roanoke County is
being asked to approve their plan for FY 2000-01.
FISCAL IMPACT:
None. $79,332 is included in the County's FY 2000-01 Budget as
our contribution to BRCS which is part of the local money included
in their plan.
RECOMMENDATIONS:
Staff recommends approval of the FY 2000-01 annual performance
contract of Blue Ridge Community Service with the Virginia
Department of Mental Health, Mental Retardation, and Substance
Abuse Services.

WHEREAS, the Western Virginia Land Trust has requested that Roanoke County
co-sponsor a 2 -day seminar, and
WHEREAS, the seminar is designed to help guide decision making that will lead to
healthy, vibrant and sustainable communities, and
WHEREAS, the seminarwill demonstrate improved decision making through the use
of environmental data that will characterize existing conditions and evaluate alternative
growth patterns, and
WHEREAS, the seminar will link social, economic and ecological values and result
in a balanced approach to community building that gives equal consideration to these three
values, and
WHEREAS, the management process used in the seminar encourages participation,
partnerships and cooperation in order to shift from conflict to collaboration and find
common values, and
WHEREAS, it is critical to the success of this seminar that a diverse, broad-based
group of people attend, and
WHEREAS, as co-sponsors the County will not be required to provide any direct
financial support but will be provided the opportunity to express the County's vision for the
community and the region, and
WHEREAS, the seminar will be held on Monday, October 30 and Tuesday, October

31, 2000;
BE IT THEREFORE RESOLVED, that the Board of Supervisors of Roanoke County,
Virginia, agrees to co-sponsor the Sustainable Growth For Communities seminar along with
the Western Virginia Land Trust.
