ITEM NUMBER E— AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: July 24, 2001 AGENDA ITEM: Acceptance of $5,000 donation from Koppers Industries in connection with its Directors' Award of Safety Excellence COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION Mr. Mark Franck, Manager of Koppers Industries' Roanoke Valley Plant, has notified the County that the plant has received a Directors' Award of Safety Excellence in recognition of 100,000 man hours with no injury of any kind. The plant has accumulated 119,448 safe man hours. This is the second time they have received the award. Mr. Franck advised that they received $5,000 as part of this award to be donated for use in the community. They have decided to donate these funds to the Roanoke County Utility Department in recognition of Robert Fronk's assistance to Koppers. Mr. Fronk was instrumental in Koppers implementation of a waste water treatment plant constructed in 1988 and in the permitting and testing criteria for the treatment plant over the 13 years of operation. This is also the second time Koppers has donated $5,000 to the County. In 1999, they donated funds to be used by the Parks and Recreation Department and the Fort Lewis Rescue Squad. Several representatives from Koppers Industries plan to attend the meeting to make the presentation. Attending the meeting with Mr. Franck, Plant Manager, will be Mike Juba, Corporate Safety Director from Pittsburgh; and Bob Snider, Roger Bishop, Mike McGuinness, Paul Hinkley, Tony Lovern, Richard Garman, and Dale Akers, members of the Roanoke Plant Safety Health, and Environmental Committee STAFF RECOMMENDATION: Roanoke County wishes to commend Koppers Industries and the Roanoke Valley Plant employees for their safety accomplishment. We are very grateful that they choose to donate these funds to benefit the citizens of Roanoke County, and recommend that the Board accept and appropriate these funds as requested by Koppers Industries. ITEM NUMBER E -2 -- AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: July 24, 2001 AGENDA ITEM: Request to Enter Into a Cooperative Agreement Between the Virginia Recreational Facilities Authority and the County of Roanoke COUNTY ADMINISTRATOR'S COMMENTS: At the Board's encouragement and instruction, staff has pursued opportunities to partner with Explore Park to promote tourism and fully utilize this 1100 -acre park. Roanoke County and Explore representatives have negotiated a mutually beneficial contract that will begin this process. We have also contacted other localities, several of which have expressed interest in participating at a later date. Recommend approval. BACKGROUND: Virginia's Explore Park (Explore Park) is a public-private partnership between the River Foundation, Inc., a not-for-profit 501(c)(3), and the Virginia Recreational Facilities Authority (VRFA), formed by Virginia's General Assembly in 1987. Explore Park has been attracting visitors from around the country since July of 1994. In 1988, the Commonwealth provided Explore Park with $6,000,000 to purchase land. Another $2,000,000 was provided for planning, a $3,000,000 match for Blue Ridge Parkway funds and $250,000 for a greenway study. Since 1994, the Commonwealth has consistently provided funding support for Explore Park, which has totaled approximately $800,000/biennium. However, this financial support for operational costs provided by the Commonwealth has been reduced significantly over the past two years. During that time period, this exceptional tourist attraction for the region has seen the Commonwealth's contribution reduced from the $800,000 in FY1999 to zero funding for FY2001. SUMMARY OF INFORMATION: Over the past 12 years, Roanoke County has made a significant investment in the development of Explore Park, western Virginia's premier educational and recreational facility. As one of the brightest gems in our region's treasure chest of major tourist attractions, the County has always believed in Explore Park's potential. This belief has spurred the County's numerous contributions to Explore Park's development as a recreational, educational and economic development enterprise. The Board has M consistently viewed the park as a vital component of our region's tourism efforts, and continued support of Explore Park is in the best interest of that focus. The County, the River Foundation and the VRFA are excited about the possibilities that are created by this agreement. They believe that this increased level of support will take Explore Park to the next level of its development. At the same time, all of the parties agree that this contract should not in any way lessen the need for continued support from the Commonwealth or individual contributors. It is also believed that this agreement will serve to encourage other localities to offer their support in the continuance of Explore Park's contribution to tourism in the region. BENEFITS TO EXPLORE AND ROANOKE COUNTY As part of this contract, the County will provide Explore Park with operational assistance. Additionally, the County department of Parks, Recreation and Tourism will be actively involved in the planning of events for the Park. This agreement combines the strengths of all partners to further the development of Explore Park. In working toward this agreement, Pete Haislip, Director of Parks, Recreation and Tourism for the County, and Roger Ellmore, Executive Director of Explore Park have suggested several opportunities and benefits that will result from this partnership, which are listed below. Benefits to County Access to 1100 acres to potentially host various recreation programs o Archery tournaments of ESPN quality o Triathlon events of national prominence o Trail expansion and connection with the Greenways o Opportunities to reproduce historic entertainment venues o Development of Arts and Crafts show or other Access to the Roanoke River for potential recreational uses o Development of a fishery o Corporate nature education opportunities w/Orvis o Opportunity to develop corporate picnic events ■ Access and usage of park facilities o Visitor Center and theater for educational programs o Taubman Center for County functions 2 Benefits to Explore Park ■ Assures continuous operation of the park and facilities ■ Ability to focus on the park's educational programs for further development ■ Cooperative programming between County and Explore Park ■ Cost-effective maintenance and administrative services ■ Agreement creates a model for other localities interested in partnering with Explore Park All of these benefits will be realized immediately through this partnership agreement. There are also other potential recreation opportunities that can come to fruition as a result of this agreement. Immediate and future benefits serve to strengthen our ability to draw tourism dollars into the County and the surrounding region. Attachment A summarizes the annual contribution to Explore Park. INVITATION TO OTHER LOCALITIES This is the next step in Explore Park's development. We encourage and look forward to other localities joining the County in partnering with this destination attraction to furtherthe region's tourism focus and vision. Any amendments or addition of member localities to this contract will be brought back before the County Board for approval. FISCAL IMPACT: There is currently $200,000 budgeted for tourism in the 2001-02 County budget that can be designated for Explore. In addition, another $100,000 will need to be appropriated from the General Fund Unappropriated Balance for the total of $300,000 for the increased annual contribution. In addition, $250,000 will need to be appropriated from the General Fund Unappropriated Balance for the loan to VRFA. This loan is to cover operational expenses incurred as a direct result of the Commonwealth's withdrawal of financial support over the past two years. This loan will be repaid to the County in the event that additional funds are received from the State. STAFF RECOMMENDATION: Staff recommends the following: 1. Authorize the County Administrator to execute the attached cooperative agreement between the County and the VRFA upon approval as to form by the County Attorney. 2. Transfer $200,000 from the 2001-02 County budget's Tourism category to the VRFA. 3. Appropriate an additional $100,000 from the General Fund Unappropriated Balance to the VRFA. 4. RECITALS 1. The Authority is a political subdivision of the Commonwealth of Virginia created to (a) provide a high quality recreational attraction in the western part of the Commonwealth; (b) expand the historical knowledge of adults and children; (c) promote tourism and economic development in the Commonwealth; (d) set aside and conserve scenic and natural areas along the Roanoke River and preserve open space land; and (e) enhance and expand research and educational prograins. See Va. Code Ann. § 10.1-1601. 2. The River Foundation is a Virginia non -stock, non-profit charitable corporation which is exempt from income tax pursuant to § 501 (c)(3) of the Internal Revenue Code having as a primary objective the support of and fund-raising for Virginia's Explore Park. 3. The Authority operates a park to accomplish the purposes set forth above known as "Virginia's Explore Park" (the "Park"). G:\ATTORNEY\PNEvrECONDEV\ExplorePark\VRFA and Roanoke Count.wpd.DOC 1 4. The General Assembly of Virginia hasappropriated funds for the Park's operations for many years, and for Fiscal Year 2000-2001, the Commonwealth provided $3)00,000 in funding to the Park. 5. The 2001 Session of the General Assembly, however, concluded without appropriating any funding for operations of the Park for Fiscal Year 2001-2002. 6. Roanoke County has generously supported the Park in furtherance of its powers to promote economic development and tourism. Park. 7. The General Assembly's budgetary impasse has created a shortfall in funding for the 8. The Authority, the Foundation, and the County believe that the Park has a potential to be a national quality tourist destination. 9. The Authority, the Foundation, and the County desire to continue the progress of the Park and desire to establish a cooperative arrangement to address financial issues caused by the General Assembly's unexpected failure to fund the Park. 10. The Authority, the Foundation, and the County anticipate restoration of state funding in the future and intend to build on the foundation developed through prior State Funding. AGREEMENT In consideration of the mutual covenants contained herein, and other good and valuable consideration the receipt and sufficiency of which is hereby acknowledged, the Authority and the County agree to the provisions set forth below: G:\ATTORNEY\PNMECONDEV\ExplorePark\VRFA and Roanoke County.wpd.DOC 2 Ova 1. Purpose. The purpose of this Agreement is to establish the basis upon which the Authority, the Foundation, and the County will collaborate and cooperate with each other to achieve the successful operation of the Park and its continued development and enhancement. 2. Park Operations. The Authority shall operate the Park. The Authority shall conduct its operations pursuant to its "Annual Plan and Budget." The Authority and the County shall develop the Annual Plan and Budget jointly. The Annual Plan and Budget shall provide for the Park's operating budget, a capital expenditures budget, staffing levels, venues and facilities, and programs. The Annual Plan and Budget shall be subject to the review and approval of the County pursuant to the County's annual budget process. ZD The Authority and the County may periodically modify the Annual Plan and Budget to respond to ongoing developments. Any such modification shall be approved by both the Authority and the County. The Authority, the Foundation, and the County shall jointly develop a strategic plan for the Park to guide planning for future capital expenditures, operations, and funding. The County will participate in the management of the Park's operations. In the event of a disagreement between the Authority's Executive Director and County managers concerning an operational issue, the matter shall be presented to the County Administrator and the Chairman of the Authority's Board of Directors for decision. Wherever possible, the Roanoke County Department of Parks, Recreation and Tourism will work with Authority staff to enhance and expand programs and events to increase park attendance and community awareness of the Park as a recreational facility. The County shall have access to the Park facilities to develop County sponsored programs and events when facilities are G:\ATTORNEYTN24ECONDEV\Fxplor--Park\VR.FA and Roanoke Countympd.DOC 3 not being used by the Park. These programs will be coordinated with the Authority so as not to impact its operations or budget. 3. Participation of Other Local Governments. The Authority, the Foundation, and the County intend to actively seek the participation of other local governments in the expansion, development and management of the Park and planning for its future. The parties will actively pursue the amendment of the Virginia Recreational Facilities Act so that some or all of the membership of the Authority's Board is appointed by the governing bodies of participating local goverrunents. After the Act is amended, this Agreement may also require amendment. 4. Fundin . (a) The County agrees to loan the Authority the amount necessary to repay the line of credit outstanding at June 30, 2001. This will be an interest free loan. The Authority shall repay this amount upon the restoration of State funding pursuant to a "caboose bill" approved by the 2002 General Assembly or as soon as circumstances otherwise permit. (b) The County agrees to appropriate annually funding for the support of the operating budget of the Authority at a level and in an amount consistent with the County's contribution from its 2000-2001 budget, and the amount of state funding in the Commonwealth's 2000-2001 budget. 5. Personnel. The parties will work together to improve employee benefits. Authority staff duties may be reorganized in a manner to integrate with County staff and responsibilities as provided in the approved plans described in paragraph 2. 6. Administrative Services. The County will assist the Authority wherever possible in the areas of finance, procurement, human resources, vehicle maintenance, and marketing. These functions will be reviewed to determine the most cost-effective way to provide these services, using O:\ATTORNEY\PMMIECONDEV\ExplorePark\VRPA and Roanoke County."d.DOC `, County and/or Authority staff. The County will provide grounds maintenance support to the "upper area," i.e., the Arthur Taubman Welcome Center, the Blue Ridge Parkway Visitor Center, and the Brugh Tavern. These services shall include mowing, trimming, turf management, and landscaping. The Authority will provide staff to assist the County when available. The Authority will be responsible for the routine day-to-day maintenance and trash pickup. 7. Administrative Work for the River Foundation. Authority staff may continue to do work on behalf of the River Foundation as stated in the "Cooperative Agreement Between the Virginia Recreational Facilities Authority and the River Foundation," dated June 30, 1994. The River Foundation will continue to reimburse the Authority for actual cost and time spent on the work. This work will need to be coordinated through the County in order to ensure the most effective use of staff and resources. 8. New Facilities and Venues. The establishment of new facilities and venues, including the cost of operation for any such new facilities or venues, shall be addressed as part of the Annual Plan and Budget and strategic planning process or as part of a periodic modification to the Anrival Plan and Budget. 9. Caboose Bill Fundina-. Should the 2002 session of the General Assembly restore funding to the Park for Fiscal Year 2001-2002, such funding will be used by the Authority to repay the loan amount provided for in paragraph 4 above or as otherwise approved by the County and the Authority. 10. Tenn. This Agreement shall be effective upon its execution and shall terminate on June 30, 2006. G:\ATTORNEY\PMM\ECONDEV\ExplorePark\VRFA and Roanoke County.wpd.DOC 5 11. Termination. (a) Any party may terminate this Agreement, with or without cause, by notice given pursuant to Section 18 of this Agreement at least ninety (90) days prior to July 1 of any year. (b) Any party may terminate this Agreement in the event that the other party is in breach, in any material respect, provided that the party seeking to terminate this Agreement has given notice in writing to the other party of the alleged breach and such alleged breach has not been rectified to the reasonable satisfaction of the party complaining, within 30 days of the giving of such notice, then the Agreement will be terminated 60 days from the giving of such notice. 12. Subject to Appropriation. (a) The obligations of the County under this Agreement shall be subject to and dependent upon appropriation being made from time to time by the Board of Supervisors of the County for such purpose. The County Administrator shall include in the proposed budget for each fiscal year all amounts required to be paid under this Agreement during such fiscal year, and the County Administrator shall use his best efforts to obtain the annual appropriation throughout the term of this Agreement. (b) The County reasonably believes that it will continue to support the Authority as described herein for the duration of this Agreement and that funds sufficient to make all payments required to be made by the County during the term of this Agreement can be obtained from County revenue sources and intends to make annual appropriations during the term of this Agreement sufficient to snake such payments. The County hereby declares its appropriation to the Park to be necessary or desirable to secure and promote the general welfare of the inhabitants of the County, the commerce and industry of the County, and the resources and advantages of the County. G:\ATTORNEP\PMMECONDEV\ExploreParkIVRFA and Roanoke Countympd.DOC 6 (c) Any other provision to the contrary notwithstanding, this Agreement and the obligations herein shall not constitute a debt of the County within the meaning of any limitation on indebtedness of the County under any constitutional or statutory limitation and nothing in this Agreement shall constitute a pledge or the full faith and credit of the County under any provision of its Charter, as applicable, or the Constitution of Virginia. The failure of the governing body of the County to appropriate funds in any year for payment in full of the payments required by the Authority as herein provided or any other provision of this Agreement during such year shall ipso facto terminate this Agreement without any further liability on the part of the County off any kind, sixty (60). days after the Board of Supervisors of the County makes a final determination not to appropriate funds for this Agreement for the current fiscal year. 13. River Foundation. This Agreement is subject to the commitment from the River Foundation to continue to support the operating budget of the Authority in amounts consistent with support in FY 2000-2001. This commitment is in addition to any payment for services provided to the River Foundation as provided for in this Agreement. 14. Assignment. No party shall, without the prior consent of the other, which consent shall not be unreasonably withheld, assign, or otherwise transfer its rights and obligations under this Agreement to any third party. 15. Merger. Amendment and Waiver. This Agreement supersedes all previous Agreements between the parties and contains the entire understanding and agreement between them with respect to the subject matter hereof, except for the Cooperative Agreement between the Authority and the Foundation referenced in paragraph 7. No amendment or waiver of any of the terns, provisions, or conditions of this Agreement shall be effective unless in writing and executed by the parties. No delay or failure by any part to enforce any right or obligation hereunder shall be G:IATTORNEY\PIvIIvf\ECONDEV�ExplorePark\VRFA and Roanoke Countympd.DOC 7 deemed to be a waiver of such right or obligation nor shall any waiver of any specific breach of this Agreement be deemed to be a waiver of any other or additional breach, similar or dissimilar. 16. Governing Law. This Agreement shall be governed by and shall be construed in accordance with the laws of the Commonwealth of Virginia. The parties hereby consent to the tD jurisdiction of the Circuit Court for the County of Roanoke in any proceeding brought under the provisions of this Agreement. 17. Counterparts. This Agreement may be executed by the parties in any number of counterparts, each of which shall be deemed to be an original document, but all of which, taken together, shall constitute one and the same Agreement. 18. Authority. Each of the undersigned individuals executing this Agreement in a representative capacity hereby represents and warrants that he is authorized to enter into this Agreement on behalf of the party which he purports to represent, the appropriate corporate or other resolutions have been passed and obtained, and that this Agreement shall be the legal, valid and binding obligation of such party. 19. Execution of Documents. Each party agrees to execute and deliver such additional or other documents and instruments and to take such further actions as may be reasonably necessary to carry out fully the intent and purpose of this Agreement. 20. Severability. If any provision of this Agreement or the application thereof to any party or circumstances shall, to any extent, be adjudged invalid or unenforceable in any jurisdiction, then: (a) such provision shall not be affected in any other jurisdiction; (b) the application of the other provisions of this Agreement to said party or circumstances shall not be affected; and (c) the application of this Agreement to any other party or circumstances shall not be affected thereby. Except as otherwise provided herein, any notice, requests, consents, approval, demand or other cornmunications required or permitted hereunder shall be in writing and shall be given (a) when received, if mailed, registered or certified mail, return receipt requested, postage prepaid, or (b) when delivered in person against a written receipt therefor, addressed to the parties as follows: Notice to Authority: Executive Director P. BOARD OF SUPERVISORS OF ROANOKE COUNTY C Its: VIRGINIA RECREATIONAL FACILITIES AUTHORITY Its: G:\ATTORNEY\PMMIECONDEV\ExplorePark\VRFA and Roanoke County.wpd.DOC 9 THE RIVER FOUNDATION I'm Its: G:\ATTORNEY\PMM\F-CONDEV\F-xplorePark\VR.FA and Roanoke County.wpd.DOC 10 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 24, 2001 ORDINANCE 072401-3 TO VACATE, QUIT -CLAIM AND RELEASE A PORTION OF A 20' WATER AND SEWER EASEMENT CONVEYED TO THE BOARD OF SUPERVISORS IN DEED BOOK 1395, PAGE 1349, ACROSS TRACT 1A, PROPERTY OF STRAUSS CONSTRUCTION CORPORATION (PLAT BOOK 17, PAGE 154; TAX MAP #96.02-01-45.2) LOCATED IN THE CAVE SPRING MAGISTERIAL DISTRICT WHEREAS, by deed of easement dated January 12, 1993, and recorded in the Clerk's Office of the Circuit Court of Roanoke County, Virginia, in Deed Book 1395, page 1349, Norma Jean Sigmon, then owner of the subject parcel of land, conveyed to the Board of Supervisors of Roanoke County, Virginia, a 20' water and sewer easement as shown on plat of record in Plat Book 15, page 63; and, WHEREAS, the petitioner, Strauss Construction Corporation, is the current owner of the parcel of land over which the above-described easement is located, said property being located on Cotton Hill Road, described as the remaining portion of Tract 1A, containing 13.842 acres, and being designated on the Roanoke County Land Records as Tax Map No. 96.02-01-45.2; and, WHEREAS, since petitioner has previously dedicated an alternative waterline easement (Plat Book 16, page 157) in which the water lines for development of the Gardens of Cotton Hill have been constructed, and the subject portion of the existing easement is no longer required, the petitioner has requested that the Board of Supervisors vacate, quit -claim and release the portion of the 20' water and sewer easement shown on Exhibit A attached hereto; and, 1 WHEREAS, the new easement meets the requirements of the affected County departments, the relocation provides equivalent service, and the relocation has been accomplished without cost to the County. THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to the provisions of Section 18.04 of the Roanoke County Charter, the acquisition and disposition of real estate can be authorized only by ordinance. A first reading of this ordinance was held on July 10, 2001; and a second reading was held on July 24, 2001; and, 2. That pursuant to the provisions of Section 16.01 of the Charter of Roanoke County, the subject real estate (portion of waterline easement) is hereby declared to be surplus and the nature of the interest in real estate renders it unavailable for other public uses; and, 3. That, subject to the following condition, a portion of a 20' water and sewer easement across property of Strauss Construction Corporation, referenced on the Roanoke County Land Records as Tax Map No. 96.02-01-45.2, and described as the remaining portion of Tract 1A, containing 13.842 acres, on Cotton Hill Road in the Cave Spring Magisterial District of Roanoke County, shown shaded and designated as "Portion of Existing Water & Sewer Easement (Plat Book 15, Page 63) to be Vacated" on the plat dated April 26, 2001, prepared by Lumsden Associates, P.C., Engineers -Surveyors - Planners, a copy of which is attached hereto as Exhibit A, be and hereby is vacated; and, 4. That, as a condition to the adoption of this ordinance, Strauss Construction Corporation shall be responsible for all costs and expenses associated herewith, including V, but not limited to, any costs associated with relocation of the lines, surveys, publication, and recordation of documents; and, 5. That the County Administrator, or any Assistant County Administrator, is hereby authorized to execute such documents and take such actions as may be necessary to accomplish this vacation, all of which shall be on form approved by the County Attorney. COUNTY ADMINISTRATOR'S COMMENTS: Recommend approval. This is a request to accept state grant funding for second year of the four-year program. The grant funds were not included in our 2001-2002 budget because the state budget had to be approved prior to approval of the grants. The local match is already included in the Police Department budget. BACKGROUND: The Roanoke County Police Department applied for 4 grants to continue placing School Resource Officers in 4 of the County middle schools. The officers are placed in the middle schools to enhance safety and function as a resource for students and faculty. Officers teach law related classes and are encouraged to cultivate positive community relations at every opportunity. The grants have been approved by the Department of Criminal Justice Services (DCJS) in the amount of $172,818.00. SUMMARY OF INFORMATION: These grants are in the second year of a 4 -year program that is renewable yearly. This current grant package contains a 5% increase in DCJS funds. FISCAL IMPACT: The grants are for $99,130.00 in DCJS federal funds (57.36%) and $73,688.00 in local funds (42.64%). The criteria for the grants require a hard dollar match of local funds. MEETING DATE: July 24, 2001 AGENDA ITEM: Request for Appropriation to the 2001-02 Regional Special Education Fund COUNTY ADMINISTRATOR'S COMMENTS: The County portion of this was included in the school budget adopted earlier this year. This appropriates the funding for all the participating localities for a combined total budget of $5 million. Recommend approval. SUMMARY OF INFORMATION: The Roanoke County School Board serves as the fiscal agent for the Roanoke Valley Regional Special Education Board. The budget for the Regional Board for 2000-01 was $4,917,338. The board -adopted budget for 2001-02 is $5,601,734. The Regional Program began operation during the fiscal year 1986-87. The Regional consortium is comprised of six school divisions: Roanoke County, Roanoke City, Salem City, Botetourt County, Craig County and Franklin County. Services are provided to children with autism, multiple disabilities, severe and profound disabilities and hearing impairments. FISCAL IMPACT: Revenue received from the participating school divisions is based on a per pupil cost. The program cost for each division is offset through reimbursement from the State Department of Education. STAFF RECOMMENDATION: Staff recommends appropriation of $5,601,734 to the Roanoke Valley Regional Special Education Board's budget for 2001-02. COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: The Sheriff's Office has received approval for a grant which provides continued funds from the Department of Criminal Justice Services for a Criminal History Records Improvement. This program will provide funds to purchase new Jail Management System software. The Roanoke County Sheriff's Office has received several proposals from qualified firms to provide an automated inmate tracking/jail management software application, along with related and integrated biometric identification and system technologies. The Roanoke County Sheriff's Office no longer has a viable maintenance agreement or technical support for the current inmate management software installed at the jail facility. EPIC Solutions terminated their agreement with this Department effective December 2000 and consequently, our need for a new Jail Management System (JMS) is urgent and inunediate. SUMMARY OF INFORMATION: The continuation grant was approved by letter on June 19, 2001. Please note that this grant award is for an eight month period, from May 1, 2001 through December 21, 2001. The grant is in the amount of $57,750 in federal funds and $19,250 in local cash match for a total of $77,000 and requires no additional funding from the Board of Supervisors. The funds requested will be used to replace the current non -supported Jail Management System. FISCAL IMPACT: None. Matching funds are available in the Sheriff's Office budget.
