RESOLUTION 010802-1 OF APPRECIATION TO H. ODELL "FUZZY MINNIX
FOR HIS SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN
2001
WHEREAS, H. Odell "Fuzzy" Minnix served as Chairman of the Roanoke County
Board of Supervisors during 2001; and
WHEREAS, during Mr. Minnix' term as Chairman, the County achieved a variety of
accomplishments, including:
■ Ongoing Construction of the new Hidden Valley High School and renovations
to Glenvar Middle School.
■ Continued regional cooperation efforts through participation in the Regional
Summit meetings of the local governments in Southwest Virginia.
■ Dedication and Grand Opening of the Blue Ridge Parkway Visitors Center,
a unique partnership that included the National Park Service, the County of
Roanoke and Explore Park.
■ The first graduation class at the Roanoke Valley Regional Fire/EMS Training
Center.
■ The dedication of Camp Roanoke, another successful public-private
partnership venture.
■ The installation of the first Automated External Defibrillators in County
buildings.
■ The hiring of 35 additional firefighters to increase response time in the
County of Roanoke, and the signing of the cooperative agreement with the
City of Roanoke to jointly staff the Clearbrook Fire Station.
■ The first State of the County Address given by a Roanoke County Board
Chairman; and
WHEREAS, Mr. Minnix worked diligently during his term to represent all the citizens

of Roanoke County and to promote regional projects which would benefit all the residents
of the Roanoke Valley; and
WHEREAS, while Chairman Minnix encouraged and supported economic
development and growth, he always emphasized that the needs of the residents and their
communities must also be considered when making these decisions, and he served as a
role model following the tragic terrorist events of September 11, when he decided to move
forward with a scheduled Board meeting for that day, because he felt that the terrorists
could not break our democratic spirit.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, does hereby extend its deepest appreciation to H. Odell "Fuzzy" Minnix
for his service as Chairman during 2001 and for his belief in democracy and participation
by citizens in local government.
On motion of Supervisor Nickens to adopt the resolution, and carried by the following
recorded vote:

RESOLUTION 010802-2 OF CONGRATULATIONS TO DAVIDSONS
INC. FOR BEING NAMED ONE OF THE RETAIL ONE HUNDRED IN
THE UNITED STATES AND FOR CELEBRATING THEIR 91sT
ANNIVERSARY DURING 2001
WHEREAS, Davidsons Inc. was founded by Joseph Davidson, who immigrated from
Lithuania to Germany to Rhode Island to Roanoke; and
WHEREAS, Joseph Davidson married the daughter of a mercantile owner and
founded Davidsons in 1910, expanding its retail business into Roanoke County in 1973;
and
WHEREAS, Davidsons Inc. is one of the oldest retail family-owned businesses in
the Roanoke Valley, and is still managed by the Davidson family; and
WHEREAS, Davidsons has a history of community service leadership with
involvement in organizations such as Big Brothers/Big Sisters, Literacy Volunteers of
America of the Roanoke Valley, Affair in the Square, To the Rescue Museum, Consumer
Credit Counseling Services, TRUST, and the United Way; and
WHEREAS, in 2001, Davidsons received national recognition from Esquire
Magazine, being named One of the Retail One Hundred in the United States - one of only
two mens' fine clothiers chosen from the Commonwealth of Virginia; and
WHEREAS, in 2001, Davidsons also celebrated their 91S` anniversary in the
Roanoke Valley.
NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, offers its congratulations to DAVIDSONS INC. for being named One of

the Retail One Hundred in the United States by Esquire Magazine, and for providing the
clothing needs of the residents of the Roanoke Valley and surrounding localities for over
91 years, and
FURTHER, the Board of Supervisors expresses its deepest appreciation to
Davidsons for its leadership role of service to the community and for providing employment
to residents of the Roanoke Valley.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION•
Attached is a list of the 2001 Committee Assignments with the following exceptions:
The appointments specific to the chairman and vice chairman are now listed under
Chairman Church's and Vice Chairman McNamara's name.
At this time, the Board of Supervisors may make any modifications they wish. Many
of the appointments are for specific terms and those appointments should be made at the
expiration of the terms, although the Board may also make changes to these appointments
if they desire.
Listed below is information about several of the Committees:
Liaisons to the Virginia Association of Counties
In 1994, VACo requested that a member of the governing body be appointed to interact
directly with VACo regarding legislative matters. At a 1994 meeting, The Board
recommended that the Vice Chairman of the Board of Supervisors serve in this capacity.
However, any Board member may be appointed.
In 1992, VACo requested that a member of the governing body be appointed to work
directly with the regional representative on the VACo Board of Directors. The Chairman
has served in this capacity for several years, but any Board member may be appointed.
Roanoke Valley Economic Development Partnership
The Chairman of the Board of Supervisors serves on this organization. Therefore
Chairman Church should be appointed to this position.
Roanoke County Cable Television Committee
This is similar to the Roanoke Valley Cable Television Committee and the same members
serve with the addition of the Supervisor who represents the Catawba Magisterial District,
the primary area served by Adelphia Cable TV.
Total Action AgainstPoverty Board of Directors
The TAP Board of Directors by-laws requires that an elected official serve on the TAP
Board. For many years, former Clerk of Circuit Court Elizabeth Stokes was appointed.
When Ms. Stokes retired from her elected position, former Supervisor Bob Johnson was
appointed but asked Ms. Stokes to remain as the designee on behalf of the Board of
Supervisors.
The Board may appoint a Supervisor to replace former Supervisor Johnson who will play
an active role on the TAP Board, or the Board may appoint a Supervisor who is willing to
have Ms. Stokes continue, if she desires, to serve as the Board's designee.
STAFF RECOMMENDATION:
It is recommended that the Board approve the Board of Supervisors appointments
for calendar year 2002.

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the certain section of the agenda of the Board of Supervisors for January
8, 2002 designated as Item I - Consent Agenda be, and hereby is, approved and concurred
in as to each item separately set forth in said section designated Items 1 through 6,
inclusive, as follows:

AGENDA ITEM: Request for appropriation of Dual Enrollment Net Revenues
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Roanoke County Schools and Virginia Western Community College have an agreement
whereby the college provides college level courses in English, US History, and certain
technical subjects. These courses are taught by Roanoke County teachers who meet the
college's criteria for adjunct professors. Monies that have been collected exceed the expenses;
therefore, there is a request for these additional funds to be appropriated for inservice and
materials that will be used in the program.
SUMMARY OF INFORMATION:
Roanoke County Schools collected $30,750.00 tuition from 628 students. VWCC will reimburse
$58,503.89 for services rendered (teachers, administrating expenses, rooms, utilities, and
maintenance). Roanoke County Schools owes VWCC $78,005.18 for tuition and technology
fees and college service fees. The difference between what was collected and what was spent
is $11,248.71.
FISCAL IMPACT:
Roanoke County Schools requests that $11,248.71 be appropriated to the instructional program
for use in the dual enrollment program.

SUBJECT: Acceptance of Water and Sewer Facilities Serving Brookfield, Section 3
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Developers of Brookfield, Section 3, Fralin and Waldron, Inc., have requested that Roanoke
County accept the Deed conveying the water and sanitary sewer facilities serving the subdivision
along with all necessary easements.
The water and sanitary sewer facilities are installed, as shown on plans prepared by Lang
Engineering entitled Brookfield, Section 3, which are on file in the Community Development
Department. The water and sanitary sewer facility construction meets the specifications and the
plans approved by the County.
FISCAL IMPACT:
The value of the water and sanitary sewer construction is $8,228.00 and $7.152.00 respectively.
RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities
serving the Brookfield, Section 3 subdivision along with all necessary easements, and authorize
the County Administrator to execute a Deed for the transfer of these facilities.

THIS CHATTEL DEED, made this 20 day of December , 2001,
by and between Fralin and Waldron, Inc a Virginia Corporation, hereinafter,
referred to as the "Developer," party of the first part; and the BOARD OF SUPERVISORS OF
ROANOKE COUNTY, VIRGINIA, its successors or assigns, hereinafter referred to as the
"Board," party of the second part.
WITNESSETH:
THAT FOR AND IN CONSIDERATION of the mutual benefits accruing to the parties,
the receipt and sufficiency of which is hereby acknowledged, the Developer does hereby
GRANT, CONVEY, ASSIGN AND TRANSFER, with the covenants of GENERAL
WARRANTY OF TITLE, in fee simple unto the Board all water and/or sewer lines, valves,
fittings, laterals, connections, storage facilities, sources of water supply, pumps, manholes and
any and all other equipment and appurtenances thereunto belonging, in and to the water and/or
sewer systems in the streets, avenues, public utility, easement areas, water and sewer easement
areas that have been or may hereafter be installed by the Developer, along with the right to
perpetually use and occupy the easements in which the same may be located, all of which is more
particularly shown, described and designated as follows, to wit:
As shown on the plan entitled Brookfield, Section 3 ,
made by Lang Engineering Company And on file in the Roanoke County Department of
Community Development.
The Developer does hereby covenant and warrant that it will be responsible for the proper
installation and construction of the said water and/or sewer systems including repair of surface
areas affected by settlement of utility trenches for a period of one (1) year after date of
acceptance by the Board and will preform any necessary repairs at its cost.
Elmer C. Hodge, County Administrator of Roanoke County, Virginia, hereby joins in the
execution of this instrument to signify the acceptance of this conveyance pursuant to Resolution

AGENDA ITEM: Donation of County Surplus Vehicle to Hollins University
COUNTY ADMINISTRATOR'S COMMENTS: Acer
SUMMARY OF INFORMATION:
The County recently received a request from Hollins University for a donation of a
surplus vehicle that they could use on campus for security purposes. According to the
Code of Virginia, Section 15.2-953, the County can declare a vehicle surplus, and then
donate it to a nonprofit organization.
The County currently has a 1992 Crown Victoria with 114,000 miles, valued at
approximately $1,000, that is not needed by the other County departments.
Representatives from Hollins University have seen this vehicle and determined that it
would meet their needs.
FISCAL IMPACT:
None. This vehicle has exceeded its useful life to the County.
STAFF RECOMMENDATION:
Staff recommends declaring the 1992 Crown Victoria as surplus property, and then
donating the vehicle to Hollins University.
