ITEM NUMBER — AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: May 14, 2002 AGENDA ITEM: Request from Roanoke Valley Development Foundation to extend due date on Note for Valley Gateway Tract B COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION On December 20,1996, the County of Roanoke, The Industrial Development Authority of the County of Roanoke, F&W Properties, and the Greater Roanoke Valley Development Authority entered into an agreement to jointly develop and market an industrial and commercial site known as Valley Gateway, located in Roanoke County off U.S. 460, including the construction of a shell building. As part of this agreement, the County agreed to convey the site known as Tract B to the Greater Roanoke Valley Development Authority in exchange for an interest free note receivable from the Authority in the amount of $264,440.50 due at the time of the sale of the shell building, or five years from the date of the note. The note is dated May 15, 1997. Ms. Beth Doughty, on behalf of the Roanoke Valley Development Foundation, is requesting by the attached letter that the County extend the due date on the note (May 15, 2002) for the Valley Gateway Tract B for one year or until the sale or lease of the site by the Foundation during that period. Since the County and Industrial Development Authority are part of the agreement, the IDA will also have to approve the extension of the note. The note does have a provision for renewal by the County and Industrial Development Authority if the Foundation fails to sell the site within the initial term. STAFF RECOMMENDATION: It is requested that the County Administrator be authorized to execute such documents or take such action as may be necessary to accomplish the purpose of this action, namely, extension of the due date on the note, subject to form approved by the County Attorney. / Elmer C. I'm sure I speak for both the County and the Foundation when I say that it is unfortunate that I must make this request. As you know, the Foundation is doing everything it can to facilitate the sale of this property and will price and market the property for easier sale. The Foundation board was very accommodating in pricing the shell building for your last industrial prospect. Last week, the list price was lowered by $200,000. The Note does provide that "if the Foundation fails to sell the site within the initial term, the obligation may be renewed by the Industrial Development Authority, with the County's consent which shall not be unreasonably witl-ffield." COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Virginia Hospitality Ventures, Inc. (VHV) has notified the Economic Development Department of their intention to expand the Country Inn & Suites located at 7860 Plantation Road with 34 additional hotel rooms. VHV has requested $71,073 in assistance from the Public Private Partnership program to cover water and sewer infrastructure costs for the expansion. After qualifying the expansion project based on VHV's investment, the annual estimated new tax revenue of $70,103 is anticipated to be realized by Roanoke County. This request exceeds the amount authorized by the County's Public Private Partnership Policy. Board approval is required to authorize the modification of the policy and the assistance. FISCAL IMPACT: Fiscal impact to the County will be one year of foregoing new local tax revenue up to $71,073. STAFF RECOMMENDATION: The staff recommends authorization of payment of up to $71,073 (equal to one years' new local tax revenue) to Virginia Hospitality Ventures, Inc. after a one-year audit documents the generation of the same amount of new local tax revenue. 1 Respectfully submitted: E. ITEM NUMBER -„ AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: May 14, 2002 AGENDA ITEM: Appropriation of $52,000 Additional TEA -21 Grant Funds for Exhibit Fabrication in the Blue Ridge Parkway Visitor Center COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: The County was previously awarded $211,000 in TEA -21 Grant Funds for exhibit fabrication in the Blue Ridge Parkway Visitor Center. On January 23, 2001, the Board approved the application for additional funds through this program. SUMMARY OF INFORMATION: The County has been notified that we have been awarded an additional $52,000 TEA -21 funds for exhibit fabrication in the Blue Ridge Parkway Visitor Center. This makes a total of $263,000 available for this project. Approval from VDOT was received in May 2002 to proceed with bids for audiovisuals and furnishings in the theatre portion of the project. Currently, we are finalizing the construction specs for the exhibit fabrication, and we hope to bid the project in the summer of 2002. The $52,000 in additional grant money will go toward the actual construction of the exhibits. The design envisions three exhibit sections: 1. The Region Today (funded in the initial $211,000 award) — Highlights the Roanoke Valley today. 2. History of the Blue Ridge Parkway 3. History of the Roanoke Valley — Highlights the natural and cultural history of the Valley. We have recently applied for a third TEA -21 grant to finalize the project. Based upon the size of that award, we will decide how much of the exhibit we will be able to bid in the first phase of construction. We will know the amount of that award in August 2002. FISCAL IMPACT: TEA -21 Funds require a 20% match; however, the money that the County has already spent on the preliminary design will meet this requirement. STAFF RECOMMENDATION: Staff recommends appropriating the $52,000 TEA -21 grant funds for the exhibit fabrication in the Blue Ridge Parkway Visitor Center. The water and sanitary sewer facilities are installed, as shown on plans prepared by Lumsden Associates, P.C. entitled "The Orchards" Applewood Section 10, which are on file in the Community Development Department. The water and sanitary sewer facility construction meets the specifications and the plans approved by the County. FISCAL IMPACT: The value of the water and sanitary sewer construction is $32,965.00 and $35,445.00 respectively. RECOMMENDATION: Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities serving the "The Orchards" Applewood Section 10 subdivision along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities. A -051402-4.b ITEM NO. — May 14, 2002 Appropriation of E -Rate Reimbursements COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Roanoke County Schools will receive reimbursements from the Universal Service Fund (E -Rate) Program for the 2001-2002 year in the amount of $118,185.91. In the past we have utilized this funding for the purchase of additional classroom equipment and/or upgrades to our instructional network. As part of the 2001-02 network upgrade and development of the budget, we understood that a portion of this reimbursement would be required to meet the current budget. Of the $118, 185.91 that will be received, $43,758.95 is required to meet the current budgeted amount for the Wide Area Network and $26,262.67 is required to meet the Internet budget. This will leave an unallocated balance of $48,164.29. Staff requests that this amount be allocated for the purchase of instructional equipment and network components. FISCAL IMPACT: None STAFF RECOMMENDATION: Staff recommends appropriation from the e -rate reimbursement of $43,758.95 to the WAN account, $26,262.67 to the Internet Account and $48,164.29 to the Instructional Equipment account Jane James V Elmer C.
