RESOLUTION 061102-1 IN MEMORY OF BLANCHE BREWSTER
PEDNEAU, ROANOKE COUNTY'S FIRST LIBRARIAN, FOR
MORE THAN 35 YEARS OF SERVICE TO THE COUNTY
WHEREAS, Mrs. Blanche Brewster Pedneau organized the first Roanoke County
Public Library in 1932 from a donation of 350 books made by the Roanoke County
Junior Woman's Club; and
WHEREAS, she nurtured the library through difficult financial periods, even
paying for staff and materials from her own funds, until it was firmly established; and
WHEREAS, Mrs. Pedneau became the first director of the Roanoke County
Library when it was chartered by the state of Virginia in 1945; and
WHEREAS, through dedication and unfailing perseverance, Mrs. Pedneau was
instrumental in the growth of the Roanoke County library system, establishing regular
bookmobile services to reach all areas of the County and creative story hour programs
to encourage children to love books and reading; and,
WHEREAS, during Mrs. Pedneau's tenure, the library's collection grew from 350
books to approximately 100,000 volumes; and,
WHEREAS, Mrs. Pedneau was an effective and consistent advocate for the
approval of a 1967 bond referendum which laid the groundwork for the construction of
the current system's Headquarters Library and branches; and
and
WHEREAS, Mrs. Pedneau retired in 1967 after 35 years of dedicated service;

WHEREAS, Mrs. Pedneau passed away on Thursday, May 30, 2002, at the age
of 99; and
WHEREAS, she left an enduring legacy, the Roanoke County Public Library
System, which has grown to include six libraries that together have become the most
heavily -used system west of Richmond, with a combined collection of over 369,000
volumes and circulation exceeding 888,000 items annually.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, expresses its deepest appreciation and the appreciation of
the citizens of Roanoke County for the life and contributions of Mrs. Blanche Brewster
Pedneau.
On motion of Supervisor McNamara to adopt the resolution, and carried by the

RESOLUTION 061102-2 EXPRESSING THE APPRECIATION OF
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO
PAUL B. MATTHEWS, FORMER ROANOKE COUNTY
EXECUTIVE OFFICER, FOR MORE THAN 35 YEARS OF
SERVICE TO THE COUNTY
WHEREAS, Paul B. Matthews' history of service to the Roanoke Valley began
when he was first employed by Roanoke County as an Engineering Draftsman in 1939;
and
WHEREAS, Mr. Matthews began serving as Executive Officer of the County of
Roanoke in 1943; and
WHEREAS, Mr. Matthews was also active in the Civil Defense of Roanoke
County, serving as a Plotting Officer in the Civil Defense Control Room during World
War II and coordinating Roanoke County's Civil Defense program during the Korean
War; and
WHEREAS, Mr. Matthews presided over the administration of Roanoke County
during a period of transition and growth in which the population doubled and the rural
character of the County became increasingly suburban; and
WHEREAS, Mr. Matthews was a member of the planning committee of the
Roanoke Civic Center, helping to attract quality entertainment and fine arts
performances to the Roanoke Valley; and
WHEREAS, Mr. Matthews retired from the position of Executive Officer of
Roanoke County in 1973 after 31 years of public service; and

WHEREAS, Mr. Matthews was appointed to the Board of Supervisors in 1980
following a vacancy in the Hollins District; and
WHEREAS, the Board of Supervisors of Roanoke County wishes to recognize
the many contributions that Mr. Matthews has made to the County of Roanoke.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia, expresses its deepest appreciation and the appreciation of
the citizens of Roanoke County to Paul B. Matthews for his capable, loyal and dedicated
service to Roanoke County for more than thirty-five years.
FURTHER, the Board of Supervisors does express its best wishes to Mr.
Matthews.

RESOLUTION 061102-3 OF CONGRATULATIONS TO RR DONNELLEY
FOR ACHIEVING STAR WORKSITE STATUS IN THE VIRGINIA
OCCUPATIONAL SAFETY AND HEALTH VOLUNTARY PROTECTION
PROGRAM
WHEREAS, RR Donnelley, a Fortune 500 Company, is the most technologically
advanced, four color, book printing facility in the industry and one of the premier book
printing facilities in the world; and
WHEREAS, The Roanoke Manufacturing Division of RR Donnelley employs 235
employees in a 278,000 square foot facility located in Roanoke County; and
WHEREAS, RR Donnelley was notified in November 2001, of the achievement of
STAR worksite status in the Virginia Occupational Safety and Health Voluntary
Protection Program (VPP), the highest designation in the VPP which recognizes its
members as leaders in their respective industry in health and safety performance on
injury and illness rates, management commitment, employee involvement and written
procedures; and
WHEREAS, The Roanoke Manufacturing Division holds the only STAR
certification for all book printers in Region 3 which covers the states of Virginia, West
Virginia, Delaware, and Maryland and will be the 16th site in Virginia to receive this
award out of approximately 160,000 possible sites; and
WHEREAS, RR Donnelley has a strong management commitment to safety
culture and employee involvement, two of the key elements in achieving this status.

NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, offers its congratulations to the Roanoke Manufacturing
Division of RR Donnelley for achieving STAR worksite status in the Virginia
Occupational Safety and Health Voluntary Protection Program; and
FURTHER, the Board of Supervisors, in recognition of this outstanding
achievement, declares June 24, 2002 as RR Donnelley Day in Roanoke County, the
date that the Roanoke Manufacturing Division will celebrate its STAR worksite status
designation.

RESOLUTION 061102-4 TO REQUEST THAT THE VIRGINIA
DEPARTMENT OF TRANSPORTATION ADD INTO THE SECONDARY
SYSTEM OF STATE HIGHWAYS A NEW PORTION OF ROUTE 1388
(FAIRWAY ESTATES DRIVE) AND ABANDON THAT PORTION OF CUL-
DE-SAC FOR ROUTE 1388 (FAIRWAY ESTATES DRIVE) WHICH NO
LONGER SERVES THE PUBLIC NEED
WHEREAS, Route 1388 (Fairway Estates Drive) has been altered by removal of the
cul-de-sac and extension of the road, and
WHEREAS, Roanoke County has provided a sketch dated June 4, 2002, depicting
the addition and abandonment required in the secondary system of state highways as a
result of this project, which sketch is attached hereto and hereby incorporated herein by
reference, and
WHEREAS, the new road serves the same citizens as that portion of old road
identified by the project sketch to be abandoned and the segment of old road no longer
serves a public need, and
NOW, THEREFORE, BE IT RESOLVED, that this Board requests the Virginia
Department of Transportation to add to the secondary system of state highways the
extension of Route 1388 (Fairway Estates Drive), shown shaded on the attached sketch,
pursuant to §33.1-229 of the Code of Virginia; and
BE IT FURTHER RESOLVED, that this Board abandons as part of the secondary
system of state highways that portion of cul-de-sac for Route 1388 (Fairway Estates Drive),
identified by the sketch to be abandoned, pursuant to §33.1-155, Code of Virginia; and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded
to the Resident Engineer for the Virginia Department of Transportation.

ORDINANCE 061102-5 TO INCREASE THE SALARIES OF THE MEM-
BERS OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY
PURSUANT TO SECTION 3.07 OF THE ROANOKE COUNTY CHARTER
AND SECTION 14.1-46.01:1 OF THE CODE OF VIRGINIA
WHEREAS, Section 3.07 of the Charter of the County of Roanoke provides for the
compensation of members of the Board of Supervisors and the procedure for increasing
their salaries; and
WHEREAS, Section 15.2-1414.3 of the 1950 Code of Virginia, as amended,
establishes the annual salaries of members of boards of supervisors within certain
population brackets; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has heretofore
established the annual salaries of Board members at $13,165.36 by Ordinance 061201-6
and further has established the additional annual compensation for the chairman for the
Board to be $1,800 and for the vice-chairman of the Board to be $1,200; and
WHEREAS, this section provides that the maximum annual salaries therein provided
may be adjusted in any year by an inflation factor not to exceed five (5%) percent; and
WHEREAS, the first reading on this ordinance was held on May 28, 2002; the
second reading and public hearing was held on June 11, 2002.
NOW, THEREFORE, it is hereby ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, that the annual salaries of members of the Board of Supervisors
of Roanoke County, Virginia, are hereby increased by an inflation factor of 2.5% pursuant
to the provisions of Section 3.07 of the Roanoke County Charter and Section 14.1-46.01:1

of the 1950 Code of Virginia, as amended. The new annual salaries shall be $13,494.50
for members of the Board. In addition, the chairman of the Board will receive an additional
annual sum of $1,800 and the vice-chairman of the Board will receive an additional sum
of $1,200.
This ordinance shall take effect on July 1, 2002.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION: The Roanoke County School Board serves as the fiscal
agent for the Roanoke Valley Regional Special Education Board. The regional board budget
for fiscal year 2001-02 is currently $5,601,734. The board -adopted budget for 2002-03 is
$5,883,778.
The Regional Program began operation during the fiscal year 1986-87. The Regional
consortium is comprised of six school divisions: Roanoke County, Roanoke City, Salem
City, Botetourt County, Craig County and Franklin County. Services are provided to
children with autism, multiple disabilities, severe and profound disabilities and hearing
impairments.
FISCAL IMPACT: Revenue received from the participating school divisions is based
on a per pupil cost. The program cost for each division is offset through reimbursement
from the State Department of Education.
STAFF RECOMMENDATION: Staff recommends appropriation of $5,883,778 to the
Roanoke Valley Regional Special Education Board's budget for fiscal year 2002-03. The
Roanoke County School Board adopted this budget at their 21,20 2, board meeting.

To provide a program which meets the specific educational needs of children who have
severe disabilities, autism, multiple disabilities and deafness/hearing
impairments. To continue to foster cooperative efforts among the several school
divisions in order to better meet the educational needs of their disabled populations.

RESOLUTION 061102-6.b OF CONGRATULATIONS TO THE CITY OF
SALEM IN RECOGNITION OF THEIR 200TH ANNIVERSARY
WHEREAS, the birth of Salem is dated to June 4, 1802, when James Simpson sold
Susanna Cole a lot on Main Street at Cherry Alley for twenty dollars, marking the town's
first real estate transaction; and
WHEREAS, from the plots carved on land originally sold to Simpson by the son of
Andrew Lewis, the town of Salem grew to become a popular outpost on the Great Road
heading west; and
WHEREAS, Salem became a formally incorporated town by an act of the General
Assembly on March 21, 1836; and
WHEREAS, Salem was named the county seat of the newly formed Roanoke
County on March 30, 1838, and remains so to this day; and
WHEREAS, the City of Salem was formed on December 31, 1967, with a population
of 22,500; and
WHEREAS, Salem is today a thriving city of over 24,000 residents, rich in history
and heritage; and
WHEREAS, June 4, 2002, marked the 200th anniversary of the birth of the City of
Salem; and
WHEREAS, the City of Salem is a leader in tourism and sports marketing, boasting
world class facilities and entertainment; and
WHEREAS, the City of Salem is to be commended for the quality of life sustained

by its residents and for its many contributions to the development and well being of the
Roanoke Valley.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia does hereby extend our sincere congratulations to the City of Salem,
Virginia, and its citizens, in honor and recognition of their 200th anniversary; and
FURTHER, we extend our best wishes to the City of Salem and its citizens for
continued success in their future endeavors.
