HomeMy WebLinkAbout8/13/2002 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, AUGUST 13, 2002 RESOLUTION 081302-1 OF ENDORSEMENT OF THE FIFTH PLANNING DISTRICT REGIONAL ALLIANCE'S REGIONAL ECONOMIC STRATEGY WHEREAS, in our current global economy the "region" is the foundation of economic competitiveness and prosperity and therefore communities must work cooperatively to enhance a region's wealth; and WHEREAS, previous studies of Western Virginia have shown that our regional economy is not in a "crisis" but is experiencing a gradual decline that will make the region less economically competitive in the future; and WHEREAS, the Fifth Planning District Regional Alliance has prepared a Regional Economic Strategy to serve as a "road map" to guide communities in how best to take advantage of existing strengths and opportunities and to identify new opportunities as the region continues its transition into the "New Economy"; and WHEREAS, all jurisdictions in the region have been invited to collaborate, recognizing that many of the initiatives will require broad participation to share resources, assets, leadership, and increase the scale to maximize the impact on the region; and WHEREAS, the implementation of this plan will be undertaken through a collaborative effort between public and private organizations to address specific tactics presented in the Strategy. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia endorses the themes and tactics presented in the Fifth Planning District Regional Alliance's Regional Economic Strategy as a means of enhancing the region's economic competitiveness and future prosperity. RESOLUTION 081302-2 AMENDING RESOLUTION 121801-10 APPROVAL AND ADOPTION OF THE AMENDED SECONDARY ROAD SYSTEM SIX-YEAR CONSTRUCTION PLAN FOR FISCAL YEAR 2002- 2008 AND APPROVAL OF THE ALLOCATION OF FUNDS FOR FISCAL YEARS 2002-2003. WHEREAS, a public hearing was held on December 18, 2001 to receive comments on the adoption of the Secondary Road System Six -Year Construction Plan for Roanoke County for Fiscal Years 2002-2008; and the adoption of the funding for Fiscal Years 2002- 2003; and WHEREAS, the Board of Supervisors approved on December 18, 2001 the adoption of the Secondary Road System Six-year Construction Plan for Roanoke County for Fiscal Years 2002-2008 and allocations for Fiscal Years 2002-2003 Secondary System Construction program; and, WHEREAS, the Commonwealth Transportation Board approved on June 20, 2002 Roanoke County funding allocation for Fiscal Years 2002-2008; and, WHEREAS, due to the downturn in the economy, and to the reduction in federal and state revenues, Roanoke County's Six Year Secondary System Construction Plan for Fiscal Years 2002-2008 and allocation of funds for Fiscal Year 2002-2003 needed to be amended; and, WHEREAS, the Board of Supervisors does hereby approve adoption of the amended Secondary Road System Six -Year Construction Plan for Roanoke County for Fiscal Years 2002-2008 and allocations for Fiscal Year 2002-2003 Secondary System Construction program. 1 NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That Resolution 121801-10 is hereby amended to reflect reductions in funding allocations by the Commonwealth Transportation Board. 2. That the amended Secondary Road System Six -Year Construction Plan for Fiscal Years 2002-2008 and allocations for Fiscal Year 2002-2003 Secondary System Construction program is hereby adopted and approved. 3. That a copy of this resolution duly attested to be forthwith forwarded to the Virginia Department of Transportation Salem Residency Office along with a duly attested copy of the proposed amended Secondary Road System Six Year Construction Plan for Roanoke County for Fiscal Years 2002-2008 by the Clerk to the Board. That the certain section of the agenda of the Board of Supervisors for August 13, 2002 designated as Item I - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 11, inclusive, as follows: 1. Approval of minutes for the March 26 and July 23, 2002 Board of Supervisors meetings and the July 19, 2002 Local Governments Regional Summit hosted by the Town of Vinton. 2. G �— SUMMARY OF INFORMATION: This action appoints A. R. Pete Giesen, Jr. as Roanoke County's Special Assistant for Legislative Relations. It also authorizes the County Administrator to execute an agreement with Mr. Giesen upon form approved by the County Attorney. Finally, it appropriates funds for this agreement from the Board's contingency account. FISCAL IMPACTS: The County will pay James Madison University for the services of the Special Assistant at a rate of $15,000 annually. In addition, the County will reimburse the Special Assistant for certain expenses in an amount not to exceed $3,000. STAFF RECOMMENDATION: It is recommended that the Board (i) appoint A. R. Pete Giesen, Jr. as Special Assistant for Legislation Relations, (ii) authorize the County Administrator to execute an agreement with Mr. Giesen and James Madison University for these legislative duties, upon form approved by the County Attorney, (iii) authorize the County Administrator to execute a payment agreement between the County and James Madison University, upon form approved by the County Attorney, and (iv) appropriate $18,000 from the Board's contingency account for these purposes. The Department of Social Services cannot access these funds until the County has appropriated the same. The Board of Supervisors is requested to appropriate $28,250 to the Fiscal Year 02-03 Social Services budget and to appropriate the related revenues from the State. The Department of Education has notified us that Roanoke County will receive an increase in our 2003 fiscal year entitlement based on census data for the year 2000. SUMMARY OF INFORMATION: The school division received and appropriated funds from a similar grant last year. The funds will be expended to purchase items for students with disabilities. FISCAL IMPACT: None, no local matching required. STAFF RECOMMENDATION: Appropriation of the $940.90 in grant funds to the school operating fund to be used to purchase items for students with disabilities. SUMMARY OF INFORMATION: The funding period will run from July 1, 2002 through June 30, 2003. The total funding is in the amount of $7,275.00. We will be required to provide matching funds in the amount of $11,725.00, which will be supplied from the Sheriff's Office Inmate Sub -Fund. Acceptance of this grant will require no additional funding from the Board of Supervisors. FISCAL IMPACT: None ALTERNATIVES: None STAFF RECOMMENDATION: Respectfully submitted, Gerald S. O = CLo c v m a U Q)is G C O N N U 0— O Q u '- U N Z m G = C O 0f o 0 G LLI LL'p Rp EEt m� A R ++ M v J' W u AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, AUGUST 13, 2002 RESOLUTION 081302-3.q REQUESTING ACCEPTANCE OF BRIAR HILL COURT, GARDENDALE CIRCLE AND A PORTION OF APPLE HARVEST DRIVE INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY SYSTEM WHEREAS, the streets described on the attached Additions Form SR -5(a), fully incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the Circuit Court of Roanoke County, and WHEREAS, the Resident Engineer for the Virginia Department of Transportation has advised this Board the streets meet the requirements established by the Subdivision Street Requirements of the Virginia Department of Transportation, and WHEREAS, the County and the Virginia Department of Transportation have entered into an agreement on March 9, 1999, for comprehensive stormwater detention which applies to this request for addition, NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia requests the Virginia Department of Transportation to add the streets described on the attached Additions Form SR -5(A) to the secondary system of state highways, pursuant to §33.1-229, Code of Virginia, and the Department's Subdivision Street Requirements, and BE IT FURTHER RESOLVED, that this Board guarantees a clear and unrestricted right-of-way, as described, and any necessary easements for cuts, fills and drainage, and; 1 BE IT FURTHER RESOLVED, that a certified copy of this resolution shall be forwarded to the Resident Engineer for the Virginia Department of Transportation. The State's final allocation of adoption subsidy funds for FY 01-02 is $18,000. The Department of Social Services cannot access these funds until the County has appropriated the same. The Board of Supervisors is requested to appropriate $18,000 to the 01-02 Social Services budget and to appropriate the related revenues from the State. FISCAL IMPACT: No fiscal impact - 100% Federal/State reimbursement funds STAFF RECOMMENDATION: Staff recommends appropriation of $18,000 for adoption subsidy to the 01-02 Social Services budget and to appropriate same revenues from the state. The water and sanitary sewer facilities are installed, as shown on plans prepared by Engineering Concepts entitled Buckland Mills, which are on file in the Community Development Department. The water and sanitary sewer facility construction meets the specifications and the plans approved by the County. FISCAL IMPACT: The value of the water and sanitary sewer construction is $9,750.00 and $33,250.00 respectively. RECOMMENDATION: Staff recommends that the Board of Supervisors accept the water and sanitary sewer facilities serving the Buckland Mills subdivision along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities.
