AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, SEPTEMBER 10, 2002 RESOLUTION R-091002-1 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM I -CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the certain section of the agenda of the Board of Supervisors for September 10, 2002 designated as Item I - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 11, inclusive, as follows: 1. Approval of Minutes — August 27, 2002 Meeting 2. Grievance Panel At the August 27, 2002 Board meeting, Supervisor Nickens nominated Cecil Hill to serve an additional three-year term. His term will expire on September 27, 2005. 2. Industrial Development Authority At the August 27, 2002 Board meeting, Supervisor Nickens nominated Craig W. Sharp and Supervisor Minnix nominated Allan Robinson, Jr. to serve additional four-year terms. Mr. Sharp resides in the Vinton District and Mr. Robinson in the Windsor Hills District. Their terms will expire on September 26, 2006. 3. Roanoke Valley Regional Cable TV Committee At the August 27, 2002 Board meeting, Supervisor Nickens nominated David Jones, Jr. to serve the unexpired term of Mr. Jim Dickey, Member at Large, who is very ill and cannot continue to serve. His three-year term will expire on June 30, 2004. Confirmation of this appointment will automatically place Mr. Jones on the Roanoke County Cable Television Committee. 4. Social Services Advisory Board At the August 27, 2002 Board meeting, Supervisor Nickens nominated H. Odell Minnix, Board Liaison, to serve an additional four-year term. His term will expire on August 1, 2006. 5. Virginia's First Regional Industrial Facility Authority At the August 27, 2002 Board meeting, Supervisor Minnix nominated Richard C. Flora and Doug Chittum, Director of Economic Development, to serve additional four-year terms. Their terms will expire on September 24, 2006. Supervisor Minnix also nominated Joe "Butch" Church and Jill Loope, Assistant Director of Economic Development, to serve additional four-year terms as Alternates. The water facilities are installed as shown on plans prepared by Pierson Engineering & Surveying entitled Waterline Project for Parsell & Zeigler Development Corporation, which are on file in the Community Development Department. The water facility construction meets the specifications and the plans approved by the County. FISCAL IMPACT: The value of the water construction is $98,000.00. RECOMMENDATION: Staff recommends that the Board of Supervisors accept the water facilities serving the Old Mountain Road Area along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities. Brent Robertson, Director, Budget 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, SEPTEMBER 10, 2002 RESOLUTION R -091002-1.c OF ENDORSEMENT FOR THE 2002 GENERAL OBLIGATION BOND REFERENDA WHEREAS, on November 5, 2002 Virginia voters will have an opportunity to approve two important general obligation bond referenda: a $900 million bond for Higher Education and Museums and a $119 million bond for State Parks and Natural Area; and, WHEREAS, the future of Virginia rests in the quality of our schools, and this $900 million bond will pay for needed upgrades, renovations, modernizations and new construction in our schools, museums and historical sites; and WHEREAS, over the next decade an additional 32,000 qualified high school graduates are expected to enroll at our colleges, universities and community colleges, in addition to the 325,000 students these institutions now serve; and WHEREAS, the Higher Education General Obligation Bond includes crucial funding to build laboratories for medical research and to modernize laboratory classrooms that are used to train health care workers; and WHEREAS, by providing funds for research laboratories and teaching facilities, the bond referendum will help Virginians have access to well-trained health care professionals and new, cutting edge treatments, leading to better health care and a better quality of life for all Virginia; and, WHEREAS, the state-owned museums are valuable assets for partnering with schools to accomplish the Standards of Learning, enhancing the economy through tourism and new business development, and improving the quality of life for all Virginians; and, WHEREAS, the state-owned museums are stewards of Virginia's artistic, historical and scientific heritage, not only being interested in the past but also serving as catalysts for future scholarship, innovation and creativity; and, WHEREAS, the Commonwealth's natural landscapes are vanishing at an alarming rate, and Virginia's citizens have voiced concern for lack of open space both now and for future generations; and, WHEREAS, State park visitors, over seven million per year with nearly 40 percent from outside, contributed $144 million to the state's economy in 2001; and, WHEREAS, the Parks and Natural Areas bond referendum will enhance Virginia's tourism potential; increase the flow of out-of-state revenue to Virginia; stimulate our sluggish economy, particularly in rural areas; and improve recreational offerings throughout Virginia for the enjoyment of our citizens and families. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Roanoke, Virginia endorses the 2002 General Obligation Bond Referenda in support of Higher Education and Museums and State Parks and Natural Areas. The Glenvar Schools are in need of additional Student Assistance Program Services as is documented in the most recent student survey data that identifies high-risk behaviors among Glenvar students to be above the norm of other county school students. Student Assistance Program services at the Glenvar Schools has never exceeded three days per week. This grant will allow the expansion to a full-time position FISCAL IMPACT: None. The Roanoke County Police Department has selected Critical Incident Training (CIT) as the project to be undertaken. CIT training teaches techniques to deal with persons who are emotionally distraught due to illness, brain injury, for from the effect of drugs and other substances. Roanoke County Police Officers have received this training in the past and have found it to be useful in the performance of their duties. SUMMARY OF INFORMATION: The Roanoke County Police Department has applied for, and received, $5,000.00 in grant funds with which to host a CIT training class for law enforcement officers. The class will be taught by members of the Lewis Gale Department of Psychological Medicine. The class size is approved for up to 25 officers, 12 of which are designated to be Roanoke County Police Officers. The remaining class slots will be made available to members of other law enforcement agencies. FISCAL IMPACT: There are no matching funds required from Roanoke County. COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Roanoke County applied for a Local Government Challenge Grant from the Virginia Commission for the Arts. The Commission will match up to $5,000, (if full funding is approved) any donation the County makes to qualified art organizations in the valley. In the FY 2002-03 budget, the Board of Supervisors approved an appropriation of $2,000 for the Arts Council of the Blue Ridge; $2,000 for the Harrison Museum of African American Culture; $5,000 for Mill Mountain Theatre; and $6,000 for the Roanoke Symphony Orchestra. Staff, therefore, applied for the maximum grant allocation of $5,000. Roanoke County was awarded $5,000 for FY 2002-03. FISCAL IMPACT: Staff recommends dividing the $5,000 grant evenly between the Arts Council of the Blue Ridge, the Harrison Museum of African American Culture, Mill Mountain Theatre, and the Roanoke Symphony Orchestra.
