E-1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: May 27, 2003 AGENDA ITEM: Request for a pledge of support to the Campaign for Fair Airfares currently being conducted by the Roanoke Regional Chamber of Commerce in conjunction with the Regional Airport Commission SUBMITTED BY: Elmer Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Over the past year, Roanoke Regional Chamber of Commerce and the Regional Airport Alliance have been working to determine the feasibility of bringing a low -fare airline to Roanoke Regional Airport. A low -fare carrier operation would decrease the costs associated with flying out of Roanoke Regional, would increase the economic competitiveness of the region, and would provide more access to key hubs such as Atlanta and New York. Mr. Barry DuVal, former State Secretary of Commerce and Trade, has been recruited to lend his expertise to the project. Late last year, Mr. Duval and his team conducted an initial profile of domestic low -fare carriers, and concluded that AirTran Airways was the candidate best suited to provide low -fare service to Roanoke. AirTran's fleet is composed of new Boeing 717 twinjet aircraft, which are designed to fill a growing market for efficient and comfortable short haul jet service. These planes carry up to 117 passengers. A campaign is now underway to bring AirTran to Roanoke. The first part of this recruitment process is designed to demonstrate local demand for a low -fare domestic air carrier. In order to showcase the Roanoke Valley as a likely market for AirTran, the Chamber and the Alliance have asked local businesses and other organizations that fly out of Roanoke Regional to make a good faith pledge of support by committing to AirTran at least one half of their estimated business air travel. The Chamber and the Alliance would like to have Roanoke County and other localities pledge their support. Although the County's air travel needs are limited, the presence of AirTran in Roanoke would make the Roanoke Valley a more connected and easier accessible place for residents, visitors, and businesses. Beth Doughty, President of the Roanoke Regional Chamber of Commerce, will be present and will ask the County to support the Campaign for Fair Airfares (AirTran recruitment pledge campaign). Attached is a listing of local businesses and institutions that have already pledged their support to the effort. FISCAL IMPACT: Assuming the successful recruitment of low -fare air carrier AirTran to Roanoke Regional Airport, a `good faith' pledge of support for this campaign commits the county to utilizing AirTran's service for 50 percent of the county's total air travel needs. Pledges are based on assumptions of low cost, quality, and service availability. ALTERNATIVES: 1. Pledge support of Roanoke County to the Campaign for Fair Airfares. 2. Decline a pledge of support for this program. STAFF RECOMMENDATION: Staff recommends alternative 1. E-2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: May 27, 2003 AGENDA ITEM: Request to approve the agreement and authorize Parks and Recreation staff to execute the agreement to dissolve the transition plan between Roanoke County, Hidden Valley Youth Sports Association, and the Cave Spring Recreation Foundation to allow the recreation clubs to split when the terms of the agreement are met SUBMITTED BY: Pete Haislip Director of Parks, Recreation and Tourism APPROVED BY: Elmer C. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: With the opening of the new Hidden Valley High School, a segment of the youth athletic community in the Hidden Valley area expressed an interest in forming a recreation club to serve the school. They proposed to split off from the Cave Spring Recreation Foundation, the existing sports provider, and offer the sports of football, cheerleading, and basketball. In order to meet sanctioning guidelines as outlined in the Public Use Manual and to minimize the disruption to the community, Parks and Recreation facilitated an agreement that allowed for the orderly transition and creation of the Hidden Valley Youth Sports Association. This agreement, executed on April 22, 2002, outlined the terms and conditions that would guide the affected parties. The original agreement identified a 3 -year time frame for the transition to happen. As the transition plan has progressed, it has become evident that the objectives are being met and that an accelerated split would benefit both clubs in the administration, operation, and fundraising efforts for their respective clubs. Officials from each club met and determined under which conditions they would agree to the split. The agreement, Attachment A which is included with this report, has been signed by authorized representatives from each group. Staff is currently waiting on the execution of the lighting agreement (condition 4 in the agreement) which will finalize the agreement allowing final approval. The lighting agreement is anticipated to be complete by Tuesday's Board meeting. Registrations for football are currently several weeks behind; therefore, we are asking the Board to authorize staff to execute the agreement when the conditions are met so that each group can proceed immediately with football registrations. In the event that the lighting agreement is not reached by Tuesday, this Board action will give the staff and recreation clubs flexibility and time to finalize this final piece of the agreement. FISCAL IMPACT: None ALTERNATIVES: Alternative 1: Approve the agreement and authorize Parks and Recreation staff to execute the agreement to dissolve the transition plan between Roanoke County, Cave Spring Recreation Foundation, and the Hidden Valley Youths Sports Association based on the terms and conditions in Attachment A, when Parks and Recreation staff determine the conditions in the agreement have been met. Alternative 2: Do not approve the agreement and authorize staff to execute the agreement dissolving the transition plan, thereby maintaining the existing approved agreement currently in place. STAFF RECOMMENDATION: Staff recommends Alternative 1, approve the agreement and authorize Parks and Recreation staff to execute the agreement to dissolve the transition plan between Roanoke County, the Cave Spring Recreation Foundation, and the Hidden Valley Youth Sports Association when the terms and conditions in Attachment A are met. The terms of the agreement are as follows: 1. That the "aging out" policy in the transition agreement continues as written. This policy allows children who started with CS to continue in the CS program if they and their siblings desire until he/she ages out of the program. The aging -out applies to the specific sport/s they played in the previous season. 2. That club boundaries (participation lines) are to follow the Redistricting Plan of the Roanoke County School Administration for South County Elementary Schools adopted- in doptedin May 2003. A copy of the plan is attached. 3. That CS will not provide any sport equipment to HV. 4. That HV would make a commitment to complete the field lighting project previously agreed to by SW Soccer Club, CS, and Roanoke County PRT. HV would contact SW Soccer Club immediately to confirm in writing the terms of the agreement and forward a copy to Roanoke County Parks, Recreation, & Tourism. 5. That HV would provide a new neutral scoreboard with no signage for the second field at Shell Park and that if no scoreboard were provided before the first game of the 2003 football season that HV teams would be scheduled to play home games on the field without the scoreboard. 6. That all parties, including Roanoke County Parks, Recreation, & Tourism, would present this proposal to their governing boards immediately to obtain approval to proceed and if all parties agree the split could occur for the 2003 -football program. 1 C:\Documents and Settings\dhp\Desktop\hv cs split agreement.doc 5/21/2003 3:26 PM Attachment A 7. That the following outstanding issues identified at the April 23, 2003 Transition meeting would be resolved: r • Basketball Tournament Funds — CS will present HV with a financial report to determine the 50/50 split of the net revenue between the clubs. • CS will provide HV with 50% of the net revenue from the Wrestling program. 8. CS, HV, and RCPRT must approve all public information regarding this agreement before distribution to the public. The following items will be prepared, reviewed, and distributed as follows: • CS & HV will prepare a joint flyer announcing 2003 youth football and cheerleading sign-ups. The 2003 flyer will be distributed through schools in both the CS and HV school districts. In subsequent years each club will prepare flyers for distribution through schools within their boundaries. Both parties must follow the school policy to obtain permission to distribute flyers through the schools. • CS will be allowed to communicate with players, who have chosen to age -out in the CS program, by telephone, emails, or letter to inform them of registration dates, procedures, and policies. • Each club agrees to not mention the other in communications, except for the aging out policy. • RCPRT will prepare information which will be mailed to the parents of children in sports in southwest county to inform them of the agreement, registration dates for both HV and CS, the aging out policy, and options for those who have already registered prior to the agreement. This information will also be posted on RVTV Channel 3's Message Board. 9. Each club will provide a list of all children signed up on their website, by mail, or in person, at the signing of this agreement, to all three parties. Any player registered by HV or CS prior to this agreement will be informed of the change by RCPRT and moved by RCPRT to the correct club that serves the area in which they reside. Registrants who played last year for CS will be offered the opportunity to age -out with CS. New registrants and those who wish to change will be moved by July 1, 2003. Any fees paid by the registrants who are changing clubs will be sent by check to the other club by July 1, 2003. 10. Upon approval of this agreement by all three parties, CS and HV will become separate organizations sanctioned by RCPRT to provide youth football, cheerleading, and basketball within their established boundaries. As separate organizations, each club will be free to work independently of each other to pursue the mission, goals, and objectives of their clubs. • Both clubs will be required to follow RCPRT policies for sanctioned organizations stated in the Community Use Manual and Sports Rules Manuals. • In accordance with the Roanoke County Public Use Manual, students who do not attend Roanoke County Schools (i.e. home school, private school) will be served by the club that serves the area in which they reside. • CS will serve children in the Cave Spring High School district and the elementary schools that feed into CS High. • HV will serve children in the Hidden Valley High School district and the elementary schools that feed into HV High. 2 C:\Documents and Setting s\dhp\Desktop\hv cs split agreement.doc 5/21/2003 3:26 PM Attachment A This agreement has been reviewed and adopted by the Hidden Valley Youth Sports Association, Inc., the Cave Spring Recreation Foundation, and Roanoke County Parks, Recreation, & Tourism. That the County Administrator may authorize or delegate the authorization of the transfer of any unencumbered balance or portion thereof from one department to another within a fund. 3. That all funded outstanding encumbrances, both operating and capital, at June 30, 2003, are re -appropriated to the 2003-04 fiscal year to the same department and account for which they are encumbered in the previous year. 4. That appropriations designated for capital projects will not lapse at the end of the fiscal year but shall remain appropriated until the completion of the project or until the Board of Supervisors, by appropriate action, changes or eliminates the appropriation. Upon completion of a capital project, staff is authorized to close out the project and transfer to the funding source any remaining balances. This section applies to appropriations for Capital Projects at June 30, 2003, and appropriations in the 2003-04 budget. 5. That all school fund appropriations remaining at the end of the 2002- 03 fiscal year not lapse but shall be appropriated to the School Capital Improvements Fund in fiscal year 2003-04. 6. That all General Fund appropriations remaining unexpended at the end of the 2002-03 fiscal year not lapse but shall be re -appropriated as follows: a) 40% of these unexpended appropriations shall be transferred to the unappropriated Capital Fund Balance; b) 60% of these unexpended appropriations shall be re -appropriated to the same department for expenditure in fiscal year 2003-04 as provided by Resolution 042396-5. 7 7. Revenues collected for FY02-03 that exceed revenue appropriations and expenditure appropriations for FY02-03 that exceed actual expenditures for the year shall be re -appropriated for specific expenditures as follows: HP Migration and Software Application Upgrades $230,463 8. Section 2 Its objective is to be the ultimate authority on management, policy making decisions and eligibility in the benefits program. ARTICLE II BOARD MEMBERS Section 1 The LOSAP Board of Trustees shall consist of the Chairperson of the Fire Chiefs Board, the Chairperson of the Rescue Chiefs Board, the Roanoke County Risk Manager, a volunteer fire representative, a volunteer rescue representative, and two volunteer representatives at large. Section 2 The Chairperson and Vice -Chairperson are voted into office by the Board of Trustees. Section 3 The Chairperson and Vice -Chairperson shall be elected in January of each year. Section 4 The Chairperson and Vice -Chairperson shall serve the board from the time of election until time of the next election. Section 5 In the event of death, resignation or removal from office, the vacant office shall be filled at the next regular business meeting by a simple majority of board members present. Section 6 Iii the absence of the Chairperson, the Vice -Chairperson will preside over the meeting. Section 7 The secretary for the board shall be the Volunteer Coordinator. M Section 8 Board liaisons shall be requested to serve by the Board of Trustees. Section 9 Board Members will serve a four-year term with no more than two consecutive terms. Section 10 The Roanoke County Risk Manager, Chairperson of the Fire Chiefs Board, Chairperson of the Rescue Chiefs Board, the Volunteer Coordinator and the board liaisons shall be exempt from term limits and their term indefinite through the duration of their position. Section 11 All new board members, with the exception of board liaisons and the Volunteer Coordinator, shall be confinned by the Roanoke County Board of Supervisors at a regular business meeting. Section 12 If, after expiration of a term, a position on the board is unable to be filled by a new member, the said existing board member will continue to serve until the new member is appointed and confirmed by Roanoke County Board of Supervisors. Section 13 A representative of the Fire Chiefs Board and a representative of the Rescue Chiefs Board shall be allowed to attend Board of Trustee meetings in the absence of the Chairperson of the Fire Chiefs Board or in the absence of the Chairperson of the Rescue Chiefs Board. ARTICLE III DUTIES Section 1 The chairperson shall preside over meetings. Section 2 The Vice -Chairperson shall act in the absence of the chairperson by assuming all the chairperson's duties. Section 3 All members of the Board of Trustees shall be voting members, with the exception of board liaisons, the Volunteer Coordinator, and representatives of the Fire and Rescue Chiefs Board, should they attend a meeting. Section 4 Board liaisons shall serve as advisors to the Board of Trustees. ARTICLE IV MEETING RULES Section 1 Meetings will be held on the third Thursday of every month at 1900 hours. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: On March 2, 1992, the Roanoke County Police Department purchased a 1984 Chevrolet van from the Carroll County Sheriff's Office for use in undercover department operations. The vehicle was purchased using funds in the seized assets account. Since its purchase, the vehicle has been used for undercover drug and sting operations. Most recently, the van was used by the traffic division for traffic enforcement operations throughout Roanoke County. As a result of its frequent use, the van has become known as an undercover vehicle and has ceased to have any value to the Roanoke County Police Department. The vehicle is not mechanically sound and requires approximately $3,000 in mechanical work. The Town of Pulaski has made an inquiry as to the purchase of the van for similar undercover operations in Pulaski. It is the desire of the Police Department to transfer the vehicle to the Town of Pulaski for the nominal fee of $1.00. FISCAL IMPACT: None ALTERNATIVES: Transfer the vehicle to the Town of Pulaski for the nominal fee of $1.00. 2.
