I AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JUNE 10, 2003 RESOLUTION 061003-1 OF CONGRATULATIONS TO WILLIAM R. CHRIMES, PARAMEDIC AND FIREFIGHTER FOR RECEIVING THE 2003 VETERANS OF FOREIGN WARS' FIREFIGHTER GOLD MEDAL AWARD AND THE 2003 STIHL NATIONAL FORESTRY HEROISM AWARD WHEREAS, William R. Chrimes was employed by the Roanoke County Sheriffs Office on March 22, 1999, as a paramedic and transferred to the Fire & Rescue Department as a firefighter and paramedic on January 2, 2001; and WHEREAS, Mr. Chrimes used vacation days during the 2002 summer to participate in a Virginia Department of Forestry program and was sent to Happy Camp, California to work with firefighters managing wildfires in Klamath National Forest; and WHEREAS, Mr. Chrimes demonstrated extraordinary courage when he helped to rescue two firefighters after their fire engine plunged more than 1,200 feet over an embankment; and WHEREAS, Mr. Chrimes is the recipient of two national awards honoring him for his brave, courageous and selfless actions while serving with the Virginia Forestry Department; and WHEREAS, on March 12, 2003, Mr. Chrimes was awarded the Veterans of Foreign War's Firefighter Gold Medal Award for his heroic actions in saving the lives of the firefighters; and WHEREAS, on May 28, 2003, Mr. Chrimes was awarded the Stihl National Forestry Heroism Award, given each year to an individual who works 1 with or devotes a significant portion of their time to the forestry industry and who exhibits acts of bravery and valor. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, does hereby extend its sincere congratulations to WILLIAM R. CHRIMES for receiving the Veterans of Foreign Wars' Firefighter Gold Medal Award and the Stihl National Forestry Award; and FURTHER, the Board expresses their appreciation to Mr. Chrimes for his unselfish actions in assisting his fellow firefighters and for his outstanding service to the citizens of the County of Roanoke. E-1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: June 10, 2003 AGENDA ITEM: Request to approve Memorandum of Understanding and Agreement Between Roanoke County Schools and Parks, Recreation, & Tourism to provide after school childcare programs in elementary schools. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: On February 25, 2003 Parks, Recreation, & Tourism met with the Board in a work session to present an overview of the After School for Kids (ASK) Program operated by the department in Roanoke County elementary schools and to discuss the Roanoke County School Board's invitation to accept proposals from qualified vendors to provide this service in the future. The Recreation Division created and has operated the ASK program for 15 years and wanted to continue providing the service. Staff submitted a proposal to the schools on March 14 and has been awarded the contract to provide the program at 8 elementary schools serving a total of 12 schools. The contract also allows for program expansion into the remaining schools with the exception of Fort Lewis, Bonsack, and Glenvar Elementary. These schools will host a pilot program offered by the Boys and Girls Clubs of America. Attached is the Memorandum of Understanding (attachment A) outlining the agreement between Roanoke County Parks, Recreation and Tourism and Roanoke County schools. Parks, Recreation, & Tourism is very pleased to have the opportunity to continue this partnership with the school system and to provide quality and affordable licensed childcare for Roanoke County families. We have a long history of working together to provide facilities and services for citizens. The ASK program is just one aspect of that partnership. The attached report (attachment B) is a list of the support we provide to the school system, which highlights the breadth and depth of this partnership. FISCAL IMPACT: No change. ALTERNATIVES: Alternative 1. Approve Memorandum of Understanding for Roanoke County Parks, Recreation and Tourism to operate after school child care in Roanoke County Schools. Alternative 2. Do not approve Memorandum of Understanding for Roanoke County Parks, Recreation and Tourism to operate after school child care programs in Roanoke County schools. STAFF RECOMMENDATION: Staff recommends alternative #1, approving the Memorandum of Understanding for Parks, Recreation and Tourism to operate after school child care programs in Roanoke County schools. That pursuant to the provisions of Section 18.04 of the Roanoke County Charter, the acquisition and disposition of real estate can be authorized only by ordinance. A first reading of this ordinance was held on May 27, 2003, and the second reading was held on June 10, 2003; and, 2. That pursuant to the provisions of Section 16.01 of the Charter of Roanoke County, the interests in real estate to be released are hereby made available for other public uses by conveyance to the Commonwealth of Virginia for acceptance of Matisse Lane into the state secondary road system by the Virginia Department of Transportation (VDOT). 3. That quit -claim and release to the Commonwealth of Virginia of the 20' water line easement, shown and dedicated as "20' W.L.E." on 'Plat of Subdivision for Strauss Construction Corporation Creating Hereon SECTION NO. 5, THE GARDENS OF COTTON HILL,' dated August 21, 1996, and recorded in the aforesaid Clerk's Office in Plat Book 19, page 122, within the boundaries of Matisse Lane and now lying adjacent to Lots 1 and 2, Section No. 7, Tulips in the Gardens, Plat Book 24, page 169, as shown on Exhibit A attached hereto, is hereby authorized subject to the following conditions: a. BOX 20669 FAX: (540) 772-9445 ROANOKE, VIRGINIA 24018 E-MAIL• MAIL@WMSDENPC.COM AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JUNE 10, 2003 ORDINANCE 061003-4 TO INCREASE THE SALARIES OF THE MEMBERS OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY PURSUANT TO SECTION 3.07 OF THE ROANOKE COUNTY CHARTER AND SECTION 15.2-1414.3 OF THE CODE OF VIRGINIA WHEREAS, Section 3.07 of the Charter of the County of Roanoke provides for the compensation of members of the Board of Supervisors and the procedure for increasing their salaries; and WHEREAS, Section 15.2-1414.3 of the 1950 Code of Virginia, as amended, establishes the annual salaries of members of boards of supervisors within certain population brackets; and WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has heretofore established the annual salaries of Board members at $13,494.50 by Ordinance 061102-5 and further has established the additional annual compensation for the chairman for the Board to be $1,800 and for the vice-chairman of the Board to be $1,200; and WHEREAS, this section provides that the maximum annual salaries therein provided may be adjusted in any year by an inflation factor not to exceed five (5%) percent; and WHEREAS, the first reading and public hearing on this ordinance was held on May 27, 2003; the second reading was held on June 10, 2003. 1 NOW, THEREFORE, it is hereby ORDAINED by the Board of Supervisors of Roanoke County, Virginia, that the annual salaries of members of the Board of Supervisors of Roanoke County, Virginia, are hereby increased by an inflation factor of 2% pursuant to the provisions of Section 3.07 of the Roanoke County Charter and Section 15.2-1414.3 of the 1950 Code of Virginia, as amended. The new annual salaries shall be $13,764.39 for members of the Board. In addition, the chairman of the Board will receive an additional annual sum of $1,800 and the vice-chairman of the Board will receive an additional sum of $1,200. This ordinance shall take effect on July 1, 2003. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Roanoke County School Board serves as the fiscal agent for the Roanoke Valley Regional Special Education Board. The Regional Board budget application for fiscal year 2002-2003 is currently $5,883,778. The proposed application for fiscal year 2003-2004 is $5,972,243 (see attachments). The Regional Program began operation during fiscal year 1986-1987. The Regional consortium is comprised of six school divisions: Roanoke County, Roanoke City, Salem City, Botetourt County, Craig County, and Franklin County. Services are provided to children with autism, multiple disabilities, severe disabilities, and hearing impairments. Regional classes are currently housed in the following school divisions: Roanoke County Roanoke City Botetourt County Franklin County FISCAL IMPACT: Revenue received from participating school divisions is based on a per pupil cost. Program cost for each division is offset through reimbursement from the State Department of Education.
