E-1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: July 8, 2003 AGENDA ITEM: Request for approval of an option to purchase agreement with the Western Virginia Emergency Medical Services Council SUBMITTED BY: Anne Marie Green Director of General Services APPROVED BY: John M. Chambliss, Jr. Assistant County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Western Virginia Emergency Medical Services Council has leased space since 1985 on Poor Mountain for a communications building and tower next to Roanoke County's tower. The EMS Council and the County have shared resources at this site, and County equipment is currently located in the EMS Council's building. The land on which these facilities are located is currently the subject of a condemnation suit between Roanoke County and the owner of the property, Jim Woltz. The building and tower belonging to the EMS Council are personal property and therefore not part of the condemnation lawsuit. The EMS Council no longer uses the building or the tower, and wishes to sell them to the County for $42,000. Additionally, the Council will retain the right to place antenna on the tower and equipment in the building in the future at no cost, so long as it is used solely for provision of emergency medical services. The tower currently produces rental income from antennae and has potential for more in the future. The building is necessary for the continued storing of County equipment which supports the 800 Mhz radio system. The County anticipates that the condemnation suit will be concluded within the next several months, and the County Attorney's office has prepared an Option to Purchase agreement with the EMS Council to secure the terms of the offer until the legal proceedings are finished. FISCAL IMPACT: The purchase price for the building and tower is $42,000 and funding is available in the E- 911 account. Revenues from rental of the tower will return to this fund, and staff expects that the purchase price will be recovered through rental income within five years. STAFF RECOMMENDATION: Staff recommends that the Board approve the Option to Purchase Agreement, authorize the County Administrator to execute it upon its behalf, all upon form approved by the County Attorney. The relationship between the County and the EMS Council has been mutually beneficial, both at this site and on Tinker Mountain, and purchase of these assets will allow the County to control use and access to an E-911 tower site, while allowing the EMS Council to continue to use the tower in the future. Chambliss, Jr. Assistant County Administrator COUNTY ADMINISTRATOR'S COMMENTS: Recommend approval SUMMARY OF INFORMATION: In April 2002, Mr. Barry DuVal of Kaufman & Canoles Consulting (KCC) was hired by the City of Roanoke to assist in the development of the Roanoke Regional Airport Alliance (RRAA). In January 2003, the Board appropriated $12,500 to pay for the County's portion of Mr. DuVal's 12 -month contract. This contract expired in April 2003 and has been renewed by the City of Roanoke for a period of six months (through September 2003). The total cost of the contract extension with KCC is $23,856. A grant from the Regional Competitiveness Fund will pay $7,470 of this sum, with the remaining $16,386 to be split evenly between the City and the County. Roanoke County has agreed to pay up to $8,193 towards Mr. DuVal's contract extension. FISCAL IMPACT: The County portion of the contract extension with KCC is a maximum of $8,193. This amount can be appropriated from the Board contingency. STAFF RECOMMENDATION: Staff recommends appropriating $8,193 from the Board contingency to be paid to the City of Roanoke for reimbursement of the County share of the contract extension with KCC. Chambliss, Jr. Assistant County Administrator COUNTY ADMINISTRATOR'S COMMENTS: Our staff has been diligent in their evaluation of the new voting equipment and technology on the market and this equipment seems an excellent choice. During the recent primary, the overwhelming response was favorable from the voters. It appears that the City of Roanoke and Floyd County will also be purchasing this type of equipment and Fairfax County and Arlington have already ordered their equipment from this same vendor. I have reviewed the quantity of machines and we have scaled the number to reflect replacing the existing machines and providing one more for each precinct to cover some of the growth we already have and to provide back-up and some future growth with compatible equipment. Staff feels that we can cover the balance of the purchase price with year end surplus from the FY2002-03 budget as noted in the report. I recommend approval of this request. SUMMARY OF INFORMATION: In a work session held on May 27th, a demonstration of the new touch screen voting system by Advanced called WinVote was presented to the Board. This equipment was used at the June 10th Democratic Primary. At that time, County Election Officials were trained on the use of the equipment and a machine was left for staff to use as a demo for customers. An exit questionnaire of voters was conducted to obtain citizen input regarding the new system. No problems were encountered during the test of the equipment, and the election results were available to the Registrar within 10 minutes of polls closing. In the past, it has taken up to three hours to obtain election results. Attached are the voter responses to the questionnaire which show how well the test went. It is requested that the Board approve the purchase of 131 touch screen machines to replace the County's current 98 outdated lever machines. This total represents one machine per precinct more than the number currently being used. There are some precincts that need additional machines now, but it is no longer possible to purchase the lever machines to comply with the numbers. The purchase of this equipment is necessary for Roanoke County to comply with the Help America Vote Act of 2002 (HAVA), which mandates the removal of lever machines and also contains requirements relative to individuals with disabilities. If the equipment order is placed by July 11th, delivery of the equipment is expected in September. Advanced will provide equipment for Elections staff to begin the public information and training program on RVTV - Channel 3, in the schools, and at civic league meetings. If everything proceeds as scheduled, the equipment will be available for use in the November Election; otherwise, it will be ready for the February Presidential Primary. The WinVote weighs 25 pounds, including the case, and can be easily transported to the polls, malls, schools, etc. for educating the public on the use of the touch screen. The existing lever machines weigh approximately 600 lbs. and must be moved by Parks, Recreation and Tourism staff. FISCAL IMPACT: As shown on the Attachment, the total cost for the system is $498,800.50. The County will be eligible for Federal grant funds through HAVA for $215,000. This leaves a balance to be funded by the County of $283,800.50, of which $180,000 is already included in the original 2003-04 budget. The additional $103,800.50 can be appropriated from anticipated surplus of the 2002-03 operations. I use to be a poll worker here with the old machines 20 years ago and I see no reason anyone should have a problem with this new machine. The computer age is here! Excellent New way O.K. I think it will be better than before as soon as we get used to the procedure. A firm touch must be used. The old machines were simple and easy for anyone to use. The new ones are a waste of money.
