COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Western Virginia Emergency Medical Services Council has leased space since 1985
on Poor Mountain for a communications building and tower next to Roanoke County's
tower. The EMS Council and the County have shared resources at this site, and County
equipment is currently located in the EMS Council's building.
The land on which these facilities are located is currently the subject of a condemnation
suit between Roanoke County and the owner of the property, Jim Woltz. The building and
tower belonging to the EMS Council are personal property and therefore not part of the
condemnation lawsuit. The EMS Council no longer uses the building or the tower, and
wishes to sell them to the County for $42,000. Additionally, the Council will retain the right
to place antenna on the tower and equipment in the building in the future at no cost, so
long as it is used solely for provision of emergency medical services.
The tower currently produces rental income from antennae and has potential for more in
the future. The building is necessary for the continued storing of County equipment which
supports the 800 Mhz radio system.
The County anticipates that the condemnation suit will be concluded within the next
several months, and the County Attorney's office has prepared an Option to Purchase
agreement with the EMS Council to secure the terms of the offer until the legal
proceedings are finished.
FISCAL IMPACT:
The purchase price for the building and tower is $42,000 and funding is available in the E-
911 account. Revenues from rental of the tower will return to this fund, and staff expects
that the purchase price will be recovered through rental income within five years.
STAFF RECOMMENDATION:
Staff recommends that the Board approve the Option to Purchase Agreement, authorize
the County Administrator to execute it upon its behalf, all upon form approved by the
County Attorney. The relationship between the County and the EMS Council has been
mutually beneficial, both at this site and on Tinker Mountain, and purchase of these assets
will allow the County to control use and access to an E-911 tower site, while allowing the
EMS Council to continue to use the tower in the future.

SUMMARY OF INFORMATION:
In April 2002, Mr. Barry DuVal of Kaufman & Canoles Consulting (KCC) was hired by the
City of Roanoke to assist in the development of the Roanoke Regional Airport Alliance
(RRAA). In January 2003, the Board appropriated $12,500 to pay for the County's portion
of Mr. DuVal's 12 -month contract. This contract expired in April 2003 and has been
renewed by the City of Roanoke for a period of six months (through September 2003).
The total cost of the contract extension with KCC is $23,856. A grant from the Regional
Competitiveness Fund will pay $7,470 of this sum, with the remaining $16,386 to be split
evenly between the City and the County. Roanoke County has agreed to pay up to $8,193
towards Mr. DuVal's contract extension.
FISCAL IMPACT:
The County portion of the contract extension with KCC is a maximum of $8,193. This
amount can be appropriated from the Board contingency.
STAFF RECOMMENDATION:
Staff recommends appropriating $8,193 from the Board contingency to be paid to the City
of Roanoke for reimbursement of the County share of the contract extension with KCC.

machines

Our staff has been diligent in their evaluation of the new voting equipment and technology
on the market and this equipment seems an excellent choice. During the recent primary,
the overwhelming response was favorable from the voters. It appears that the City of
Roanoke and Floyd County will also be purchasing this type of equipment and Fairfax
County and Arlington have already ordered their equipment from this same vendor.
I have reviewed the quantity of machines and we have scaled the number to reflect
replacing the existing machines and providing one more for each precinct to cover some of
the growth we already have and to provide back-up and some future growth with
compatible equipment. Staff feels that we can cover the balance of the purchase price
with year end surplus from the FY2002-03 budget as noted in the report. I recommend
approval of this request.
SUMMARY OF INFORMATION:
In a work session held on May 27th, a demonstration of the new touch screen voting
system by Advanced called WinVote was presented to the Board. This equipment was
used at the June 10th Democratic Primary. At that time, County Election Officials were
trained on the use of the equipment and a machine was left for staff to use as a demo for
customers. An exit questionnaire of voters was conducted to obtain citizen input regarding
the new system. No problems were encountered during the test of the equipment, and the
election results were available to the Registrar within 10 minutes of polls closing. In the
past, it has taken up to three hours to obtain election results. Attached are the voter
responses to the questionnaire which show how well the test went.
It is requested that the Board approve the purchase of 131 touch screen machines to
replace the County's current 98 outdated lever machines. This total represents one
machine per precinct more than the number currently being used. There are some
precincts that need additional machines now, but it is no longer possible to purchase the
lever machines to comply with the numbers. The purchase of this equipment is necessary
for Roanoke County to comply with the Help America Vote Act of 2002 (HAVA), which
mandates the removal of lever machines and also contains requirements relative to
individuals with disabilities.
If the equipment order is placed by July 11th, delivery of the equipment is expected in
September. Advanced will provide equipment for Elections staff to begin the public
information and training program on RVTV - Channel 3, in the schools, and at civic league
meetings. If everything proceeds as scheduled, the equipment will be available for use in
the November Election; otherwise, it will be ready for the February Presidential Primary.
The WinVote weighs 25 pounds, including the case, and can be easily transported to the
polls, malls, schools, etc. for educating the public on the use of the touch screen. The
existing lever machines weigh approximately 600 lbs. and must be moved by Parks,
Recreation and Tourism staff.
FISCAL IMPACT:
As shown on the Attachment, the total cost for the system is $498,800.50. The County will
be eligible for Federal grant funds through HAVA for $215,000. This leaves a balance to
be funded by the County of $283,800.50, of which $180,000 is already included in the
original 2003-04 budget. The additional $103,800.50 can be appropriated from anticipated
surplus of the 2002-03 operations.
STAFF RECOMMENDATION:
Staff recommends appropriating $215,000 from HAVA grant funds and $103,800.50 from
the 2002-03 year end surplus to complete the purchase of the voting machines.

purposes (the "Projects").
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS
OF ROANOKE COUNTY, VIRGINIA:
The Board of Supervisors adopts this declaration of official intent under Treasury
Regulations Section 1.150-2.
The Board of Supervisors reasonably expects to reimburse advances made or to
be made by the County or the School Board to pay the costs of renovating, constructing
and equipping the Projects from the proceeds of its debt or other financings. The
maximum amount of debt or other financing expected to be issued in one or more series
for the Projects is $22,000,000.
This resolution shall take effect immediately upon its adoption.
The foregoing resolution was adopted by the Board of Supervisors at its meeting
on July 8, 2003 by the following roll call vote:

SUMMARY OF INFORMATION:
1. COURT COMMUNITY CORRECTIONS PROGRAM REGIONAL COMMUNITY
CRIMINAL JUSTICE BOARD
At the June 24, 2003 meeting, it was the unanimous consent of the Board to nominate
Sheriff Gerald Holt to serve an additional two-year term which will expire on July 1,
2005.
2. PARKS, RECREATION AND TOURISM ADVISORY COMMISSION (APPOINTED BY
DISTRICT)
At the June 24, 2003 meeting, Supervisor Church nominated Donna Wooldridge and
Robert List, Catawba District representatives, to serve additional three-year terms
which will expire on June 20, 2006.
STAFF RECOMMENDATION:
It is recommended that the above appointments to the Court Community Corrections
Program Regional Community Criminal Justice Board and Parks, Recreation and Tourism
Advisory Commission (Appointed by District) be confirmed.

RESOLUTION 070803-5.b EXPRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY UPON THE
RETIREMENT OF SANDRA G. HELM, TREASURER'S OFFICE
WHEREAS, Sandra G. Helm was employed by Roanoke County on October 1,
1969, as an Account Clerk I in the Treasurer's Office; and also served as Account Clerk II
and Tax Clerk 11; and
WHEREAS, Ms. Helm retired from Roanoke County on July 1, 2003, after thirty-
three years and nine months of service; and
WHEREAS, Ms. Helm has served with professionalism and integrity, and through
her employment with Roanoke County, has been instrumental in improving the quality of
life for its citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke
County to SANDRA G. HELM for over thirty-three years of capable, loyal and dedicated
service to Roanoke County; and.
FURTHER, the Board of Supervisors does express its best wishes for a happy,
restful, and productive retirement.

WHEREAS, Vickie G. McCorkle was employed by Roanoke County on November
16, 1976, in the CETA Program in purchasing; and also served in the Sheriffs Office as
Accountant Clerk I, Clerk Typist ll, Deputy Sheriff — Court Bailiff, and Deputy Sheriff -
Corporal, Civil Division; and
WHEREAS, Deputy Sheriff McCorkle retired as a Deputy Sheriff — Sergeant, Civil
Division, from Roanoke County on July 1, 2003, after twenty-six years and eight months of
service; and
WHEREAS, Deputy Sheriff Sergeant McCorkle has served with professionalism and
integrity, and through her employment with Roanoke County, has been instrumental in
improving the quality of life for its citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke

RESOLUTION 070803-S.d DESIGNATING THE APPLICANTS AGENT,
THE ACCEPTANCE OF THE GRANT AND APPROPRIATION OF
GRANT MONIES
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia that
Elmer Hodge, County Administrator or his designee, is hereby authorized to execute for
and in behalf of Roanoke County, a public entity established under the laws of the State
of Virginia, this application and to file it in the appropriate State Office for the purpose of
obtaining certain Federal financial assistance under the OJP, National Domestic
Preparedness Office Grant Program(s), administered by the Commonwealth of Virginia.
That, Roanoke County, a public entity established under the laws of the
Commonwealth of Virginia, hereby authorizes it agent to provide to the Commonwealth
and to the Office of Justice Programs (OJP) for all matters pertaining to such Federal
financial assistance any and all information pertaining to these Grants as may be
requested.
FURTHER, the Board of Supervisors of Roanoke County authorizes the
acceptance of said grant monies in the amount of $73,930 and authorizes the
appropriation of said monies for the purposes authorized in the grant application.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The developers of Glen Meadow Subdivision, Radford and Company, have requested that
Roanoke County accept the deed conveying the water and sanitary sewer facilities serving
the Glen Meadow Subdivision along with all necessary easements.
The water and sanitary sewer facilities are installed, as shown on plans prepared by
Lumsden Associates, PC, entitled Glen Meadow, which are on file in the Community
Development Department. The water and sanitary sewer facility construction meets the
specifications and the plans approved by the County.
FISCAL IMPACT:
The value of the water and sanitary sewer construction is $18,660 and $26,280,
respectively.
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors accept the water and sanitary sewer
facilities serving the Glen Meadow Subdivision along with all necessary easements, and
authorize the County Administrator to execute a deed for the transfer of these facilities.

THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, IN REGULAR MEETING ON
THE 8TH DAY OF JULY 2003 ADOPTED THE FOLLOWING:
RESOLUTION 070803-5.f REQUESTING ACCEPTANCE OF MATISSE LANE
INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY
SYSTEM
WHEREAS, the street described on the attached Addition Form SR -5(A), fully
incorporated herein by reference are shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County, and
WHEREAS, the Resident Engineer for the Virginia Department of Transportation
has advised this Board the streets meet the requirements established by the Subdivision
Street Requirements of the Virginia Department of Transportation,
WHEREAS, the County and the Virginia Department of Transportation have entered
into an agreement on March 9, 1999 for comprehensive stormwater detention which
applies to this request for addition,
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the streets described on the attached Additions Form
SR -5(A) to the secondary system of state highways, pursuant to §33.1-229, Code of
Virginia, and the Department's Subdivision Street Requirements, and
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-
of-way, as described, and any necessary easements for cuts, fills and drainage, and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded
to the resident Engineer for the Virginia Department of Transportation.

The Department of Criminal Justice Services has provided $22,243 in grant funds. A
match of $15,955 will be required from Roanoke County, and these funds are available in
the Police Department budget. The grant funds will be used to pay the salary of the school
resource officer assigned to Hidden Valley Middle School.
ALTERNATIVES:
At this time no alternative funding is available
