and Management Team (CPMT) to provide funding for

SUMMARY OF INFORMATION:
The Community Policy and Management Team (CPMT) is requesting an additional
appropriation of $1,820,000 to cover the required expenses for FY 2003-04. Following the
public hearing at today's meeting, staff respectfully requests the recognition of $1,000,000
new revenue from the State and an appropriation of $820,000 from the unappropriated
fund balance of the general fund to cover the required expenses for this year. The new
amounts have been included in the budget requests for the upcoming fiscal year.
In 1992, the State implemented the Comprehensive Services Act (GSA) to become the
funding source for youth with special needs and their families which had previously been
funded by the Schools, Juvenile Court, and Social Services. The plan uses a collaborative
effort to consider the identified needs of the child (Special Education for the Schools;
Foster Care for Social Services; youth with charges before the Juvenile Court) to reduce
the likelihood of duplicating or conflicting services and to seek cost effective means of
educating or treating the child.
There are many factors which must be considered in determining the status as a mandated
service (whereby for Roanoke County, the State pays 56% and the locality pays 44%) or a
non -mandated service where there is a shared match for the first $125,000 per year, and
then any service is paid 100% by the locality. There are also some specialized and grant
funds for certain qualified youth, but these also have limitations.
As children with needs are identified, they are assigned a case manager who serves as the
child's advocate and presents the needs to the Family Assessment and Planning Team
(FAPT). This collaborative team is comprised of senior workers from the Departments of
Health, Social Services, Schools, Court Services, a private provider of children services,
and parent advocates. They listen to the identified needs and help to formulate a
treatment plan based on their experience and knowledge of available programs. The
treatments are aimed at providing the least restrictive conditions first with the aim of
keeping the child in the home and community. Sometimes, the severity of need is greater
than services in the home can manage and residential treatment programs are required.
The goal is always to reunite the family and to provide the support services needed to
allow the education and stabilization of the child. Frequently, this requires a combination
of services which are decreased as the conditions improve. In cases where certain
treatments are not effective, alternatives are considered.
The CPMT is comprised of the directors of the core departments and other designated
disciplines and they collaborate to approve funding and authorize treatment. The team
also considers the utilization review to determine if the treatment goals are being
accomplished. In many cases, the treatment extends over several years. In other cases
such as foster care, the care may extend until the child is eighteen years old.
Over the past few years as many of the service providers have attempted to become
Medicaid providers, the overall cost of purchasing these services has increased
dramatically, thus driving up the cost of the program. Children are being identified earlier
and the presenting symptoms are more severe than in the past. Much of the increase for
service is attributed to substance abuse, mental health issues, family dysfunction and
domestic violence. As an example, over the last ten years the number of foster care cases
handled by Social Services has grown from 35 per year to over 105 today. In instances
where no other treatment monies are available to aid the child, the courts have placed the
child under the umbrella of Social Services to qualify them for services. Some of the cases
have minor costs for counseling, mentoring services, etc.; however, some of the severe
placements in residential treatment facilities may cost nearly $200,000 per year far a child.
In contrast, the family represented by one high dollar residential placement has moved out
of Roanoke County which resulted in a savings for the current year.
Attached is a listing of the cases for the current fiscal year and the projection of costs to be
incurred by the CPMT. You will note that one child and family who had been placed in a
residential treatment facility have moved from Roanoke County. The savings from this
action have been calculated in this program.

FISCAL IMPACT:
This fiscal year, the local share (match) for the program was budgeted at $1,153,000.
However, based on current cases, it is anticipated that the deficit for the year will be
$1,819,678. The share from the State will be $1,000,000 and $820,000 from local
sources.
STAFF RECOMMENDATION:
As this request covers mandated cases, staff recommends that the Board authorize the
appropriation of $1,820,000 in new money to the CPMT for FY 2003-04. Of this amount,
$1,000,000 would be new State revenues and $820,000 would be taken from the
unappropriated balance of the general fund for the local share.

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:

SUMMARY OF INFORMATION:
At the April 27, 2004, meeting, the following nominations were made:
ROANOKE VALLEY-ALLEGHANY REGIONAL COMMISSION
Pursuant to the Board's discussion in closed session, Dean Martin has been nominated to
serve on this committee. He will complete the unexpired three-year term of the late Mr.
Eddy, as well as an additional three-year term. His term will expire on June 30, 2007.
ROANOKE VALLEY GREENWAY COMMISSION
Supervisor Flora nominated Richard Kelly to serve an additional three-year term which will
expire on April 8, 2007.
SOCIAL SERVICES ADVISORY BOARD
Supervisor Flora nominated Dot Hayes to complete the unexpired portion of the four-year
term of Patricia W. Thompson, Hollins Magisterial District, who has resigned. This term
will expire on August 1, 2005.

RESOLUTION 051104-2.b REQUESTING ACCEPTANCE OF MEADOW
SPRINGS CIRCLE, A PORTION OF SPRING GROVE DRIVE, AND A PORTION
OF FOUNTAIN LANE INTO THE VIRGINIA DEPARTMENT OF
TRANSPORTATION SECONDARY SYSTEM.
WHEREAS, the streets described on the attached Addition Form SR -5(A), fully
incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the
Circuit Court of Roanoke County, and
WHEREAS, the Resident Engineer for the Virginia Department of Transportation
has advised this Board the streets meet the requirements established by the Subdivision
Street Requirements of the Virginia Department of Transportation,
WHEREAS, the County and the Virginia Department of Transportation have entered
into an agreement on March 9, 1999 for comprehensive stormwater detention which
applies to this request for addition,
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the streets described on the attached Additions Form
SR -5(A) to the secondary system of state highways, pursuant to §33.1-229, Code of
Virginia, and the Department's Subdivision Street Requirements, and
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-
of-way, as described, and any necessary easements for cuts, fills and drainage, and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to
the resident Engineer for the Virginia Department of Transportation.

SUMMARY OF INFORMATION:
This consent agenda item involves the acceptance of the following real estate for
entrance improvements to the Vinton Business Center in the Vinton Magisterial
District conveyed to the Board of Supervisors of Roanoke County, Virginia.
a) Donation of 0.014 acres, together with a temporary construction easement
of 0.023 acres, from Richard Limroth and Kelly B. Limroth (Deed Instrument #
200205163); Tax Map No. 71.07-1-21 as shown on a plat prepared by David A.
Perfater, L.S. dated 12/6/2001, revised 12/19/01.
STAFF RECOMMENDATION:
Staff recommends acceptance of the donation of this real estate and that the
County Administrator, or Assistant County Administrator, be authorized to
execute such documents as may be necessary to accomplish this acceptance.

RESOLUTION 051104-3 CERTIFYING THE CLOSED MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each members knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies, and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
On motion of Supervisor Wray to adopt the resolution, and carried by the following
recorded vote:
