RESOLUTION 032211 -1 SETTING THE ALLOCATION PERCENTAGE
FOR PERSONAL PROPERTY TAX RELIEF IN ROANOKE COUNTY
FOR THE 2011 TAX YEAR
WHEREAS, in accordance with the requirements set forth in Section 58.1 -3524
(C) (2) and Section 58.1 -3912 (E) of the Code of Virginia, as amended by Chapter 1 of
the Acts of Assembly and as set forth in item 503.E (Personal Property Tax Relief
Program or "PPTRA ") of Chapter 951 of the 2005 Acts of Assembly and qualifying
vehicle with a taxable situs within the County commencing January 1, 2011, shall
receive personal property tax relief; and,
WHEREAS, this Resolution is adopted pursuant to Ordinance 122005 -10
adopted by the Board of Supervisors on December 20, 2005.
NOW THEREFORE, BE IT RESOLVED, BY THE BOARD OF SUPERVISORS
OF ROANOKE COUNTY, VIRGINIA, as follows:
1. That tax relief shall be allocated so as to eliminate personal property taxation
for qualifying personal use vehicles valued at $1,000 or less.
2. That qualifying personal use vehicles valued at $1,001 - $20,000 will be eligible
for 66.38% tax relief.
3. That qualifying personal use vehicles valued at $20,001 or more shall only
receive 66.38% tax relief on the first $20,000 of value; and
4. That all other vehicles which do not meet the definition of qualifying (for
example, including but not limited to, business use vehicles, farm use vehicles, motor
homes, etc.) will not be eligible for any form of tax relief under this program.

5. That the percentages applied to the categories of qualifying personal use
vehicles are estimated fully to use all available PP funds allocated to Roanoke
County by the Commonwealth of Virginia.
G. Supplemental assessments for tax years 2005 and prior shall be deemed
non - qualifying for purposes of state tax relief and the local share due from the taxpayer
shall represent one hundred percent (100 %) of the assessed personal property tax.

adoption.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The County of Roanoke and Roanoke County Public Schools participate in a joint health
insurance program for eligible employees. The Roanoke Valley Resource Authority
(RVRA) and the Western Virginia Regional Jail Authority (WVRJA) also participate in our
plan. This medical plan is self- funded with reinsurance coverage to protect the financial
risk assumed. Under the current contract, reinsurance is composed of two elements:
specific and aggregate stop loss. The specific stop loss threshold is $200,000. Specific
reinsurance protects the plan from any catastrophic claims paid on a member during the
plan year. The aggregate limit of one hundred and fifteen percent (115 %) protects the
total financial liability assumed for the plan at fifteen percent (15 %) above "expected"
claims level. The plan purchases administrative services, access to the network
physicians and facilities, and claims administration from Anthem.
On February 21, 2011, the insurance committee, made up of Finance, Human Resources,
Administration and employee representatives for the County, Schools and Western Virginia
Regional Jail Authority, met to review the renewal and discuss recommendations for the
2011 -2012 plan year.
A review of paid claims experience of the County, Schools and Western Virginia Regional
Jail Authority for the most recent twelve months generates an increase in rates of four point
eight percent (4.8 %) and budgets the maximum liability at one hundred and five percent
(105 %). Historically, we have set the rates at the maximum liability, however over the past

several years the insurance reserves have grown as a result of budgeting rates at the
maximum liability and claims experience has been less than the maximum liability. The
health insurance rates will be increased four point eight percent (4.8 %), which is adequate
to cover projected claims for the plan. Employee rates will remain unchanged and the
health insurance reserves will fund the health insurance increase for 2011 -2012.
Two benefit modifications are recommended for the 2011/12 policy year as follows:
• Extend coverage for adult dependent children) to age 26 (current dependent age:
19/25 student) as required by The Affordable Care Act (ACA).
• Adopt the expanded definition of what is considered preventive services as defined
by Anthem. Preventive services will continue to be covered atone hundred percent
(100 %).
Since the medical plan is self funded, the historical claims paid on the program are used to
establish rates and employee contributions for the plan. Some cost drivers from the review
period January 2010 through December 2010 are outlined below:
• Total claims, as a cost per member, have increased four point eight percent
(4.8 %) from calendar year 2009 to 2010.
• During the review period, there were eight claimants who exceeded the $200,000
specific stop loss limit. Additionally, there have been twenty-four (24) claimants with
claims in excess of $100,000. The incidence of large claims is higher with this
renewal cycle than in the past five renewal review periods.
• In- network utilization of the plan continues to be high with ninety nine percent (99 %)
of claim dollars submitted with network providers. The use of Anthem's network
providers protect members from balance billing and lowers out -of- pocket costs.
• Outpatient prescription drug claims comprise twenty one point three percent
(21.3 %) of total claims expense on the plan. This is slightly higher than the industry
average of eighteen to twenty percent (18% to 20 %). These expenses increased
four point eight percent (4.8 %) from 2010 versus 2009. Generic utilization of
prescription drugs is very strong at seventy one percent (71 %) during calendar year
2010.
Wells Fargo Insurance Services also negotiated that Anthem will provide the Plan a
wellness credit of $50,000 for the 2011/2012 policy year and annual savings of $30,000
through the reductions of fees for network access, specific and aggregate stop loss.
The County and Schools have consistently kept overall medical costs below the national
average with annual increases of four point one percent (4.1 %) for 2010/2011, zero
percent (0 %) for 2009/2010, three point four seven percent (3.47 %) for 2008/2009, seven
point three percent (7.3 %) for 2007/2008, eight percent (8 %) for 2006/2007, five point five

(5.5 %) for 2005/2006 and nine point seven percent (9.7 %) for 2004/2005, while national
averages have ranged from eleven to twenty percent (11 % to 20 %) during that time period.
The Insurance Committee has been successful in maintaining favorable performance
during this time through plan design changes that have addressed the underlying cost
drivers of the program.
In the fall of 2011, our insurance consultant, Wells Fargo Insurance Services, will conduct
a study of the health insurance program to explore multiple plan options for employees to
select what best meets their individual needs with a proposed implementation date of July
1, 2012.
Attachment A shows the current and proposed rates for eligible County and School
employees as well as the monthly increase in cost.
The Schools are scheduled to consider this proposal at their meeting on March 24, 2011.
FISCAL IMPACT:
Employee rates will remain unchanged and the increase of four point eight percent (4.8 %)
will be funded from the health insurance reserves. Funding from the reserves in the
amount of $368,212 for the increase in health insurance has been included in the
2011/2012 budget.
STAFF RECOMMENDATION:
Staff recommends approving a contract with Anthem to provide our medical program and
the attached health insurance rates for fiscal year 2011/2012.

SUMMARY OF INFORMATION:
The County of Roanoke and Roanoke County Public Schools participate in the joint
purchase of dental coverage for their eligible employees and retirees through the Roanoke
Valley Regional Health Care Consortium.
2011 is the fourth year of the contract awarded to Delta Dental, and the first year without a
guaranteed rate cap. Delta's original renewal package proposed a five point nine percent
(5.9 %) rate increase. After an independent underwriting review and negotiations with Delta
Dental, Wells Fargo was able to have Delta agree to a five percent (5 %) increase.
Since the dental plan is on a calendar year basis, a blended rate is calculated for the
employee rate each year in order to avoid changing the rates in the middle of the year.
Dental rates for employees are brought forward to the Board during the spring, for
approval. Retirees pay a premium that is based on their experience in the dental plan.
The dental rates will need to be increased for 2011 -2012 as outlined on Attachment A and
would be effective July 1, 2011. Employee rates will not change and dental reserves will
be used to cover the increase in premium for 2011 -2012.
FISCAL IMPACT:
Funds are available in the dental reserves to cover the full cost of the increased premium.

Technology Trust Funds, representing fees collected by the Roanoke County Circuit Court
Clerk's office, have been received from the State in the amount of $19,087.50. These
funds have been earmarked for the purpose of purchasing software, hardware,
maintenance and related upgrades to the indexing software utilized by the Courts. These
funds need to be appropriated to the Clerk of Circuit Court so that the necessary
computers and equipment can be purchased.

No fiscal impact -100% state funds

SITUATE IN ROANOKE COUNTY FOR THE CALENDAR YEAR 2011
BE IT ORDERED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the levy for the twelve -month period beginning January 1, 2011, and
ending December 31, 2011, be, and hereby is, set for a tax rate of $3.50 per one hundred
dollars of assessed valuation on all taxable, tangible personal property, excluding that class
of personal property generally designated as machinery and tools as set forth in Section
58.1 -3507 of the 1950 Code of Virginia, as amended, and excluding all those classes of
household goods and personal effects as are defined in Sections 58.1 -3504 and 58.1 -3505
of the 1950 Code of Virginia, as amended, but including the property separately classified
by Sections 58.1 -3500, 58.1 -3501, 58.1 -3502, 58.1 -3506 in the 1950 Code of Virginia, as
amended, of public service corporations based upon the assessed value thereof fixed by
the State Corporation Commission and duly certified.
2. That there be, and hereby is, established as a separate class of personal
property in Roanoke County those items of personal property set forth in Section 58.1 -3506
of the 1950 Code of Virginia, as amended, and adopted by Ordinance No. 121592 -11, and
generally designated as Motor Vehicles for Disabled Veterans.
3. That the levy for the twelve -month period beginning January 1, 2011, and
ending December 31, 2011, be, and hereby is, set at fifty (50 %) percent of the tax rate
established in paragraph 1 for the taxable, tangible personal property as herein established
as a separate classification for tax purposes and as more fully defined by Section 58.1-

3505 of the 1950 Code of Virginia, as amended, and generally designated as Motor
Vehicles for Disabled Veterans.

property in Roanoke County those items of personal property set forth in Section 58.1 -3507
of the 1950 Code of Virginia, as amended, and generally designated as machinery and
tools.
2. That the levy for the twelve -month period beginning January 1, 2011, and
ending December 31, 2011, be, and hereby is, set for a tax rate of $3.00 per one hundred
dollars of assessed valuation on all taxable, tangible personal property as herein
established as a separate classification for tax purposes and as more fully defined by
Section 58.1 -3507 of the 1950 Code of Virginia, as amended, and generally designated as
machinery and tools.

WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2 -3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each member's knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies; and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.

RESOLUTION 032211 -6 OF CONGRATULATIONS TO THE NORTHSIDE
HIGH SCHOOL GIRLS' SOFTBALL TEAM FOR WINNING THE VIRGINIA
HIGH SCHOOL LEAGUE (VHSL) GROUP AA STATE CHAMPIONSHIP
WHEREAS, team sports are an important part of the curriculum at schools in
Roanoke County, teaching cooperation, sportsmanship and athletic skill; and
WHEREAS, the Northside High School girls' softball team won the VHSL Group AA
State Championship on June 13, 2010, at Radford University by defeating Abington High
School (1 to 0) in eight innings; and
WHEREAS, the Lady Vikings won their first State Championship title and finished
their season with a record of 28 to 2; and
WHEREAS, on its way to the State Championship, Northside High School took
home the Region III championship and shut out Powhatan High School; and
WHEREAS, the Northside Lady Vikings finished their season by winning their 11
Blue Ridge regular season title in twelve years in a playoff with William Byrd and Alleghany;
and
WHEREAS, the Lady Vikings earned their trip to the State championship game by
defeating Liberty, Fort Defiance and Amherst to decisively win the Regional I I Tournament;
and
WHEREAS, Lauren Boitnot was Timesland First Team AA All State and State AS
Pitcher of the year; and
WHEREAS, the Vikings are under the dedicated leadership of Coach Lynn
Richmond, all District, Region, Timesland and State Coach of the Year and Head Middle

School Coach Ranny Grubb, Head Junior Varsity Softball Coach Allison Thornton and
Assistant Coaches: Nancy Furman, Donald Jarrett, Shannon Yopp, Rick Jarrard and Fred
Weaver.
WHEREAS, THE Northside High School Girls' Softball Team has demonstrated an
outstanding commitment to the goals and ideals of high school athletics as well as
excellence on the playing field.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia does hereby extend its sincere congratulations to - the members of the
NORTHSIDE HIGH SCHOOL SOFTBALL `TEAM: Lauren Boitnot, Kathleen Darr, Kasey
Craft, Michele Epilon, Leanne Fix, Taylor Grubb, Cara Hoopes, Kelsey Jarrett, Marta
Jones, Brie Pinero, Caitlyn Porterfield, Aisha Wiley; and
BE IT FURTHER RESOLVED, that the Board of Supervisors extends its best wishes
to the members of the team, the coaches, and the school in their future endeavors.

ORDINANCE 032211 -7 GRANTING A SPECIAL USE PERMIT FOR A
DRIVE IN OR FAST FOOD RESTAURANT ON A 0.62 ACRE PARCEL
LOCATED AT 4309 STARKEY ROAD (TAX MAP NO. 77.19 -1- 29.02)
CAVE SPRING MAGISTERIAL DISTRICT, UPON THE PETITION OF
RAY CRAIGHEAD
WHEREAS, Ray Craighead has filed a petition for a special use permit for a drive
in or fast food restaurant to be located at 4309 Starkey Road (Tax Map No. 77.19 -1-
29.02) in the Cave Spring Magisterial District; and
WHEREAS, the Planning Commission held a public hearing on this matter on
March 1, 2011; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, held a first
reading on this matter on February 22, 2011; the second reading and public hearing on
this matter was held on March 22, 2011.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board finds that the granting of a special use permit to Ray
Craighead for a drive in or fast food restaurant on 0.62 acres located at 4309 Starkey
Road in the Cave Spring Magisterial District is substantially in accord with the adopted
2005 Community Plan, as amended, pursuant to the provisions of Section 15.2 -2232 of
the 1950 Code of Virginia, as amended, and that it shall have a minimum adverse
impact on the surrounding neighborhood or community, and said special use permit is
hereby approved with the following conditions:

a) The site shall be developed in substantial conformity with the
concept plan entitled "Site Layout 4309 Starkey Road" dated
January 16, 2011, and prepared by Ray Craighead and Associates.
b) The existing monument sign currently located at the intersection of
Starkey Road and Ogden Road shall be removed.
c) The building and roof colors shall be neutral, earth -tone colors.
d) The use of electronic, LED type (changeable message) signs shall
be prohibited; however, the use of neon tubing to match the Mill
Mountain Coffee logo /color scheme may be permitted.
2. That this ordinance shall be in full force and effect thirty (30) days after its
final passage. All ordinances or parts of ordinances in conflict with the provisions of this
ordinance be, and the same hereby are, repealed. The Zoning Administrator is directed
to amend the zoning district map to reflect the change in zoning classification authorized
by this ordinance.

ORDINANCE 032211 -8 AMENDING THE ROANOKE COUNTY DESIGN
HANDBOOK TO INCORPORATE DEVELOPMENT STANDARDS FOR
PRIVATE ROADS, SIDEWALKS, SHARED USE PATHS, TRAILS AND
BICYCLE ACCOMMODATIONS
WHEREAS, on May 26, 2009, the Board of Supervisors adopted Ordinance
052609 -23 which authorized the development and adoption of a Design Handbook to
assist in the implementation of various features of the Roanoke County Zoning
Ordinance; and
WHEREAS, on January 4, 2011, the Roanoke County Planning Commission held
a public hearing on various amendments to the Design Handbook and on January 18,
2011, recommended said amendments to the Board of Supervisors for adoption; and
WHEREAS, on February 22, 2011, the Board of Supervisors held a work session
on said amendments, and
WHEREAS, the amendments to the Design Handbook include private road
standards, standards for sidewalks, shared use paths, private trails and bicycle
accommodations, as well as formatting changes; and
WHEREAS, public necessity, convenience, general welfare and good zoning
practice are valid public purposes for such recommendations by the Planning
Commission and action by the Board of Supervisors; and
WHEREAS, the first reading of this ordinance was held on March 8, 2011, and
the second reading and public hearing was held on March 22, 2011.
NOW THEREFORE BE IT ORDAINED by the Board of Supervisors of Roanoke
County as follows:

1 . That the Design Handbook is hereby amended and revised to include
private road standards, standards for sidewalks, share use paths, private trails and
bicycle accommodations as well as formatting changes.
2. That the revised Roanoke County Design Handbook is attached and
incorporated into this ordinance by reference and is effective from and after the date of
this resolution.

BE IT ORDERED by the Board of Supervisors of Roanoke County, Virginia, that the
levy for the twelve -month period beginning January 1, 2011, and ending December 31,
2011, be, and hereby is, set for a tax rate of $1,09 per one hundred dollars of assessed
valuation on all taxable real estate and mobile homes classified by Sections 58.1 -3200,
58.1 -3201, 58.1- 3505.A.8, and 58.1-3506.B of the 1950 Code of Virginia, as amended,
situate in Roanoke County.
