Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: This memorandum of understanding sets up the framework for the transfer of approximately ten acres of land adjacent to the School Board administrative offices to the County Board of Supervisors for the location of the new Public Safety Building/Communications Center. This memorandum does not actually transfer land as the exact parcel will have to be platted and subdivided based on the final development plans of the selected development proposal prior to a formal land transfer. At their meeting on July 15, 2004, the School Board authorized the execution of this memorandum of understanding. FISCAL IMPACT: There is no cash transfer in the proposed agreement. The County will be responsible for the provision of replacement warehouses and will agree to work with the School Board to find funding in future budgets to renovate the existing Public Safety Building back into a facility for use by the School Board. ALTERNATIVES: None STAFF RECOMMENDATION: Staff recommends approval of the memorandum of understanding. This memorandum is intended to establish the framework of future legal agreements to be executed between Board of Supervisors and the School Board. The parties agree to proceed with the following; 1) The School Board agrees to transfer the ownership of no more than ten (10) acres of property at the site of the current School Board Administrative Offices, 5937 Cove Road, to the Roanoke County Board of Supervisors for the purposes of construction of a Public Safety Building of approximately 80,000 square feet. The exact metes and bounds of the acreage will be determined by future surveys and site plans and will be the subject of a future agreement and formal land transfer. 2) As soon as practical following the occupancy of the new Public Safety Building at the Cove Road location by the County, the Board of Supervisors agrees to transfer ownership of the current Public Safety Building and site located at 5368 Peters Creek Road to the School Board. The Board of Supervisors furthermore agrees to pursue funds in future budgets for renovation of the current Public Safety Building back to a school building. 3) The Roanoke County Board of Supervisors agrees to grade an earthen pad on the School Board's property on Cove Road for the School Board to use for the replacement of the warehouses that will be demolished as part of the site preparation for the proposed Public Safety Building and to construct replacement warehouses. The exact location and design of the replacement warehouses will be determined mutually by the Board of Supervisors and the School Board. 4) The School Board agrees to transfer ownership of the current Roanoke County Career Center, located at 100 Highland Road, Vinton, to the Board of Supervisors if and when the facility is no longer needed by the School Board. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Last year, students participating in the laptop program paid an annual fee according to the following fee structure: Annual fee for use of laptop $85 Annual fee for student on reduced lunch $40 Annual fee for student on free lunch $20 Students who needed to do so were allowed to make quarterly or semi-annual payments of the above fees. This fee structure continues to meet the needs of the laptop program and no changes are recommended for the 2004-05 school year. Revenue is anticipated to be approximately $216,600. The following budget allocation is recommended: New and replacement laptop cases $56,000 Minor equipment replacement (batteries $98,000 and printers) Student laptops — small parts $ 8,000 Teacher laptops — small parts $ 5,000 Insurance reserve $49,600 FISCAL IMPACT: This action will add $216,600 to the laptop budget for 2004-2005. In addition, there is approximately $100,000 available to roll to the insurance reserve from 2003-2004. ALTERNATIVES: 1. Approve the appropriation of $216,600 to the laptop budget for 2004-2005. 2. Do not approve the appropriation of funds to the laptop budget. STAFF RECOMMENDATION: Staff recommends Alternative #1, appropriation of $216,600 to the laptop budget for 2004- 2005. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Roanoke County Department of Social Services receives, throughout the year, additional appropriations for public assistance and services delivery. The state has made available $27,177 in federal funds for the Child Day Care Quality Initiative Grant. The Department of Social Services cannot access these funds until the County has appropriated the same. The Board of Supervisors is requested to appropriate $27,177 to the 2004-2005 Social Services budget, line 60-51000, and to appropriate the same revenues from the state. This is the seventh year the department has received this grant. FISCAL IMPACT: There is no fiscal impact; 100% federal and state reimbursement funds ALTERNATIVES: Approve the acceptance of $27,177 for the Child Day Care Quality Initiative Grant (budget line 60-5100) and appropriate same revenues from the state. 2. Do not approve the acceptance and appropriation of funds. STAFF RECOMMENDATION: Staff recommends Alternative #1. McCrary, Director of Social Services Rebecca Owens, Director, Finance r: a AT A REGULAR MEETING OF TH BOARD OF SUPERVISORS OF ROANOKE COUNTY,VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON JULY 27, 2004 RESOLUTION 072704-2.d AMENDING RESOLUTION 062204-4.d AUTHORIZING THE ACCEPTANCE OF VJCCCA FUNDING FOR FISCAL YEAR 2004 — 2005 AND TO ALLOW PARTICIPATION BY THE CITY OF SALEM WHEREAS, the County of Roanoke has participated in the Virginia Juvenile Community Crime Control Act (VJCCCA) program in the past allowing the Court Service Unit to provide direct services, treatment programs, substance abuse services and probation activities associated with the Juvenile Court, and WHEREAS, through the Life Skills Mentoring Program of our Court Services Unit, the grant funds have been administered to assist the court by providing counseling services, drug screens, intensive supervision, community service, restitution and other needed services, and WHEREAS, the Court Services Unit of the Juvenile Court serves the youth of both the County of Roanoke and the City of Salem, and WHEREAS, the Court Services Unit desires to provide services through the Life Skills Mentoring Program to serve the youth of both the County of Roanoke and the City of Salem utilizing the funding from the VJCCCA grant and other appropriate funds. Now, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County will participate in the Virginia Juvenile Community Crime Control Act for Fiscal Year 2004-05 and will accept said funds, appropriating them for the purpose set forth in this Act until it notifies the Department of Juvenile Justice, in writing, that it no longer wishes to participate in the program. 1 Be it further resolved that the County Administrator or the Assistant County Administrator is hereby authorized to execute a local plan on behalf of the County of Roanoke and City of Salem, and Be it further resolved that the County of Roanoke will combine services and grant resources with the City of Salem, and the County, as operator of the Life Skills Mentoring Program, will serve as fiscal agent for these localities. DAVIS, FORMER MAYOR OF THE TOWN OF VINTON, FOR SERVICES TO THE ROANOKE VALLEY WHEREAS, Donald L. Davis was elected to the Vinton Town Council in 1986 and served two terms as Council Member from July 1, 1986, through June 30, 1994; and was appointed to complete a third term in 1997; and WHEREAS, Mr. Davis was elected Mayor of Vinton in 2000, serving from July 1, 2000, until he retired from office at the end of his term on June 30, 2004; and WHEREAS, during his terms of office, Mayor Davis served with dedication and distinction working to create a better quality of life not only for the citizens of the Town of Vinton but for all citizens of the Roanoke Valley; and WHEREAS, Mayor Davis actively promoted regional cooperation and worked with Roanoke County officials on joint projects to the benefit of both localities including: ➢ the Gain Sharing Agreement between the County and Town, ➢ development of the Vinton Business Center, ➢ viewshed protection for the Blue Ridge Parkway; and WHEREAS, Mayor Davis served on various committees including Chairman of the Roanoke Valley Metropolitan Planning Organization, Vice -Chairman of the Roanoke Valley -Alleghany Regional Commission Executive Committee, the Fifth Planning District Regional Alliance, and the Explore Technical Committee; and 1 WHEREAS, in addition to his public service, Mayor Davis is a past president and current board member of the Vinton Chamber of Commerce, a member and past president of the Vinton Lions Club, and past president of the Vinton Dogwood Festival Committee. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia, on its own behalf and on behalf of the citizens of Roanoke County, does hereby extend its sincere appreciation to DONALD L.
