RESOLUTION 011006-1 ESTABLISHING A MEETING SCHEDULE FOR
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY FOR
CALENDAR YEAR 2006
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That for calendar year 2006, the regular meetings of the Board of
Supervisors of Roanoke County, Virginia, are set forth below with public hearings
scheduled for 7:00 p.m. unless otherwise advertised.

AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE

ON TUESDAY, JANUARY 10, 2006
RESOLUTION 011006-2 OF APPRECIATION TO MICHAEL W. ALTIZER
FOR HIS SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS
IN 2005
WHEREAS, Michael W. Altizer served as Chairman of the Roanoke County Board
of Supervisors during 2005; and
WHEREAS, during Mr. Altizer's term as Chairman, the following noteworthy
achievements took place:
➢ Investments by both new and existing businesses in Roanoke County totaled more
than $22.3 million and resulted in the creation of approximately 450 new jobs; and
➢ As part of this growth in economic development, Tecton Products, LLC, became the
second high-tech company to locate in the Center for Research and Technology
with an initial investment of $6.5 million and the creation of nearly 60 high paying
jobs; and
➢ ITT Night Vision also contributed to Roanoke County's economic development
success with their announcement of a $50 million expansion and the creation of 250
new jobs; and
➢ The Explore Park District zoning was amended to allow for the proposed
development of a family destination attraction that will provide growth opportunities
for the entire Roanoke Valley; and
➢ The Mount Pleasant community has been selected as the site for a links -style golf
course that will embrace the natural terrain and focus on preservation of the
environment and habitats; and
➢ Ground was broken for a new Public Safety Center which will house the Fire and
Rescue, Police, and Information Technology Departments, as well as the
Emergency Operations and Dispatch Centers; and
➢ A revised Community Plan was adopted which will provide direction in decision
making concerning land development, public services, and resource protection; and
➢ The creation of a joint funding method for the County and Schools capital
improvement programs was developed and adopted, ensuring that future capital
needs will be met; and
➢ A mutual aid agreement between Roanoke County and Roanoke City was
approved, thereby allowing for backup fire and rescue services at the Hollins and
Mount Pleasant fire stations; and
➢ The Western Virginia Regional Jail Authority was formed with representation by the
four participating jurisdictions of Roanoke, Franklin, and Montgomery Counties and
the City of Salem; and
➢ Roanoke County received the Digital Counties Award for the second consecutive
year; and
➢ Roanoke County Schools were named a Gold Medal School District Winner by
Expansion Management Magazine for the fourth consecutive year; and
WHEREAS, Chairman Altizer demonstrated his vision for the future by organizing a
group of local government leaders to examine regional cooperative initiatives that will focus
on tourism and sports marketing opportunities.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, does hereby extend its deepest appreciation to MICHAEL W. ALTIZER
for his service as Chairman during 2005, for his diligent efforts in representing the citizens
of Roanoke County, and for his efforts to further regional initiatives in the Roanoke Valley.

RESOLUTION 011006-3 APPROVING AND CONCURRING IN CERTAIN
ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR
THIS DATE DESIGNATED AS ITEM K - CONSENT AGENDA
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the certain section of the agenda of the Board of Supervisors for January
10, 2006, designated as Item K - Consent Agenda be, and hereby is, approved and
concurred in as to each item separately set forth in said section designated Items 1
through 4, inclusive, as follows:
1. Request from the schools to appropriate dual enrollment funds in the amount of
$37,511.63
2. Confirmation of Board member appointments to committees, commissions and
boards for 2006
3. Request from the Sheriff's Office to accept and appropriate grant funds in the
amount of $10,433 from the Department of Criminal Justice Services for a
criminal justice record system improvement program
4. Request from the Police Department to accept and appropriate grant funds in
the amount of $38,494 from the Department of Criminal Justice Services for the
Violent Crimes Against Women Unit
2. That the Clerk to the Board is hereby authorized and directed where required by
law to set forth upon any of said items the separate vote tabulation for any such item
pursuant to this resolution.

SUMMARY OF INFORMATION:
Attached is a list of current Board Member committee assignments. The Board has
indicated that they do not wish to make any changes to these appointments, with the
exception of the appointments which are specific to the Chair and Vice -Chair. The Chair
and Vice -Chair appointments are indicated on Attachment A and these positions will
remain with the respective officeholders as determined at the 2006 Organizational Meeting.
STAFF RECOMMENDATION:
Staff recommends that the Board approve the 2006 committee assignments as outlined
above.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Sheriffs Office has received approval for a grant, which provides continued funds
from the Department of Criminal Justice Services, for a criminal justice records system
improvement program. This program will provide funds to purchase equipment that will
further upgrade or replace the current jail management system. The grant was
approved by letter on December 13, 2005, and is for a twelve month -period from
January 1, 2006 through December 31, 2006.
FISCAL IMPACT:
There is no fiscal impact. Matching funds are available in the Sheriffs Office budget.
The grant is in the amount of $10,433 in federal funds and $3,478 local cash match for
a total of $13,911. No additional funding from the Board of Supervisors is required.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Violent Crimes Against Women Unit consists of a full-time detective who is dedicated
to investigating crimes of violence perpetrated against women. The Violent Crimes Against
Women Unit has been in existence since 1997, and has been supported by this grant since
its inception. The major areas of investigation are domestic assault, sexual assaults,
stalking, threats, and rape. This is a two year grant cycle that begins on January 1, 2006,
and ends on December 31, 2006. It then automatically starts again for the calendar year
2007.
FISCAL IMPACT:
This grant requires a local match of $23,923, which will be provided from existing Police
Department funds.

Staff recommends acceptance and appropriation of the Department of Criminal Justice

RESOLUTION 011006-4 CERTIFYING THE CLOSED MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each members knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies, and
2. Only such public business matters as were identified in the motion convening the

RESOLUTION 012406-1 EXPRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO DONALD W.
GILLISPIE, FIRE & RESCUE DEPARTMENT, UPON HIS RETIREMENT
AFTER FIFTEEN YEARS OF SERVICE
WHEREAS, Donald W. Gillispie was first employed on December 10, 1990, by the
Roanoke County Fire and Rescue Department as a Battalion Chief for Fire Prevention, and
also served as Division Chief for Support and Community Service; and
WHEREAS, Chief Gillispie retired from Roanoke County as Battalion Chief for Fire
and Rescue Operations, on January 1, 2006, after fifteen years and one month of service;
and
WHEREAS, prior to joining the Roanoke County Fire and Rescue Department, Chief
Gillispie also served as a volunteer firefighter in Blackstone, Virginia, and as a member of
the Cave Spring Volunteer Fire Company in Roanoke County for eighteen years; and
WHEREAS, during his volunteer service in Roanoke County, Chief Gillispie assisted
in the development of the Roanoke Valley Fire/EMS Training Center and the Volunteer
Length of Service Awards Program, as well as serving on the committee that revised and
adopted the Roanoke County Fire Prevention Code; and
WHEREAS, Chief Gillispie also served on the Roanoke County Fire Chiefs Board
and as a member of the Virginia State Fire Firefighters Association and the State Fire
Chiefs Association; and
WHEREAS, Chief Gillispie, through his employment with Roanoke County and his
many years of volunteer service, has been instrumental in improving the quality of life for
its citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia, expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to DONALD W. GILLISPIE for more than fifteen years of capable, loyal,
and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.
