Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: On June 8, 2004, the Board of Supervisors adopted an ordinance which appropriated $10,000 to match the Town of Vinton's' initial funding of $15,000 for the purpose of implementing the Downtown Improvement District Grant Program. The program was envisioned from recommendations during the Town's comprehensive planning process. It provides for a 50/50 match of private investment to eligible properties in the downtown area of Vinton that fall within the established guidelines of the matching mini -grant program. The purpose of the program is to improve the image of active, ongoing businesses in downtown Vinton and to make the downtown more appealing through the rehabilitation of exteriors and landscapes. The maximum allowable grant is $5,000. Staffing and day to day management of the program is provided by the Town of Vinton, and the Roanoke County Economic Development Authority (EDA) administers the grants. The program has been successful and to date, four grants have been approved by the Town and the EDA for a total investment of $34,805.20. Vinton has appropriated another $10,000 to the program. No additional funding was provided by Roanoke County for fiscal year 2005-2006 or 2006-2007. Due to the success of the program the Economic Development Authority has requested that the County consider continuing the partnership with Vinton and providing funding to match Vinton's contribution, as long as positive results continue to be realized. FISCAL IMPACT: Funding is available in the Community Development account designated for the existing matching mini -grant program. No additional funds are needed. STAFF RECOMMENDATION: Staff recommends the transfer of $20,000 in existing funds from the Community Development account for the matching mini -grant program to the established account for the Vinton matching mini -grant program. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Roanoke County Department of Social Services receives, throughout the year, additional appropriations for public assistance and services delivery. The state has made available $800,023 for the following programs: Auxiliary Grants, AFDC/Foster Care, Special Needs Adoptions, Refugee Resettlement, Fuel Administration, Independent Living, Family Preservation, View Working and Transition, Head Start Transition, Non -View Day Care and AmeriCorps. The Department of Social Services cannot access these funds until the County has appropriated the same. The Board of Supervisors is requested to appropriate $800,023 to the 2005-2006 Social Services budget, and to appropriate the related revenues from the state. FISCAL IMPACT: This report will add an additional $800,023 to the Social Services revenue budget and expenditure budget. Any local required match is currently available in the budget. WHEREAS, the Virginia Department of Transportation feels they have adequately addressed the public comments as submitted to them for this project. WHEREAS, the Board of Supervisors does hereby approve and support the improvements as proposed to West Main Street (Route 11/460) as outlined in the Virginia Department of Transportation's Six -Year Improvement Plan. Holton, Deputy Clerk AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JUNE 27, 2006 ORDINANCE 062706-4 APPROVING A LEASE FOR THE TINKER MOUNTAIN TOWER SITE WHEREAS, the County of Roanoke rents a site located on Tinker Mountain in the County of Botetourt, Virginia, on property owned by Lee C. Hartman, Jr., for the purpose of maintaining towers, antennae, and equipment buildings for the operation of its public safety radio communications systems, said property being designated upon the Botetourt County Land Records as Tax Map No. 106-45; and WHEREAS, the County of Roanoke has leased this site for over a decade to provide E911 coverage to critical areas and to provide back-up capabilities for the public safety system; and WHEREAS, the most recent lease term has expired and staff has negotiated with the property owner for a new lease of this site; and WHEREAS, the provisions of Section 18.04 of the Charter of Roanoke County require that the acquisition of any interest in real estate, including the lease of real property, shall be accomplished by ordinance; the first reading of this ordinance was held on June 13, 2006 and the second reading of this ordinance was held on June 27, 2006. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the lease of a parcel of land from Lee C. Harman, Jr., consisting of 0.0363 acre, more or less, as shown on Exhibit A attached hereto, together with the non-exclusive right of ingress, egress and regress from Tinker Top Road (Frontage Road) over the existing gravel access and private driveway to the site, for an initial term effective as of July 1, 2006, through June 30, 2010, at an annual rental of Three Thousand Five Hundred Dollars ($3,500.00), with an increase of five (5%) each year in the annual rental rate, is hereby authorized and approved. 2. TIPS AND SERVICE CHARGES OF CHAPTER 21. TAXATION. OF THE ROANOKE COUNTY CODE EXCLUDING GRATUITIES OR SERVICE CHARGES ON MEALS FROM THE ASSESSMENT OF THE MEALS TAX WHEREAS, the 2006 session of the Virginia General Assembly adopted Senate Bill 85 which excluded from the sales price of meals all gratuities or service charges for purposes of calculating the sales and use tax and the local tax on meals; and WHEREAS, this legislation provided that mandatory service charges or gratuities in excess of 20% would still be subject to the sales and use tax and the local meals tax; and WHEREAS, it is necessary to amend the applicable provision of the County Code in order to conform it to this State enabling legislation; and WHEREAS, the first reading of this ordinance was held on June 13, 2006; and the second reading of this ordinance was held on June 27, 2006. BE IT ORDINANED that the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That Section 21-156. Tips and service charges of Chapter 21. Taxation of the Roanoke County Code be amended to read and provide as follows: Sec. 21-156. Tips and service charges. Where a purchaser provides a tip or gratuity for an employee of a seller, and the amount of the tip/gratuity is wholly in the discretion of the purchaser, the tip/gratuity is not subject to the tax imposed by this article, whether paid in cash to the employee or added to the bill and charged to the purchaser's account, provided in the latter case, the full amount of the tip/gratuity is turned over to the employee by the seller. An amount or percent, whether designated as a tip, gratuity or service charge, that is added to the price of the food and beverages by the seller, and required to be paid by the purchaser that exceeds twenty percent j20%) of the sales price, is a part of the selling price of the food and beverages and is subject to the tax imposed by this article. 2. That this ordinance shall be in effect from and after July 1, 2006. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Roanoke County Schools requests that the Board accept and appropriate the following grants and funds: The Specialty Center Summer Program for engineering students will be operating this summer. Fees were collected in the amount of $700 and will be used for teacher salary and instructional materials. The amount needs to be appropriated to the instruction budget. 2. Moss in the Valley provides scholarship funds to school systems to send teachers to the P. Buckley Moss Annual Conference. An amount of $590 was donated to Roanoke County Schools. The funds need to be appropriated to the instruction budget. 3. Since the inception of student industry certification testing, the cost of the tests have been the responsibility of the individual students/and or local school system. The 2005 General Assembly appropriated funds to reimburse the students and school system for that expense. The school system will request an addition reimbursement of $2,523 which needs to be appropriated to the appropriate schools. d FISCAL IMPACT: 1. The instruction budget will be increased by $1,290 2. The career and technical education budget will be increased by $2,523. ALTERNATIVES: None STAFF RECOMMENDATION: Staff recommends the acceptance and appropriation of funds in the amount of $3,813 as outlined above. Hodge County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Length of Service Awards Program (LOSAP) was successful in retaining experienced volunteers by rewarding them for their time and expertise with a retirement benefit; however, the program was not valued as a recruitment model and was frozen as of December 31, 2005, with the vested benefits at that time. During 2005-2006, a replacement recognition program entitled Volunteer Incentive Program (VIP) was established which rewards Roanoke County volunteer firefighters and EMS providers with an annual bonus for meeting a minimum service requirement. This program provides for a maximum benefit of up to $500 per volunteer annually to be paid in April of the following year. To receive the benefit, a person must accumulate 80 points per year based on policy, response/duty, training, administrative, and/or special activities. Enclosed in your Board packet for your review are the following documents: Volunteer Incentive Program (VIP) Master Plan 2. VIP brochure 3. VIP point sheet The VIP program will be presented to all Chiefs at the next summit meeting scheduled for July 13, 2006 at the Roanoke Valley Regional Training Center. In the meantime, VIP Board of Trustee members are in the process of scheduling a time to visit each station and provide a full training session regarding the new VIP program and a wrap up of the previous LOSAP program between July 13, 2006 and August 31, 2006. FISCAL IMPACT: Currently, $200,000 is budgeted for the LOSAP program. An additional $58,000 was included in the 2006-2007 budget approved at the May 23, 2006 Board meeting. During 2006-2007, $108,000 will be sent to Volunteer Fireman's Insurance Services, Inc. (VFIS) to fund the old program and $150,000 used to fund the new incentive program. In addition, any budgeted amounts unspent at the end of the fiscal year will be reviewed with the Board of Supervisors and should be rolled 100% to the following year and used to pay down the unfunded liability of the old plan. STAFF RECOMMENDATION: Staff recommends approving the attached master plan, brochure and point sheet for the Volunteer Incentive Program. NOW, THEREFORE, it is hereby ORDAINED by the Board of Supervisors of Roanoke County, Virginia, that the annual salaries of members of the Board of Supervisors of Roanoke County, Virginia, are hereby increased by an inflation factor of 4% pursuant to the provisions of Section 3.07 of the Roanoke County Charter and Section 15.2-1414.3 of the 1950 Code of Virginia, as amended. The new annual salaries shall be $15,408.64 for members of the Board.
