SUMMARY OF INFORMATION:
This new business item is a request for permission to do the following: (1) develop a
public-private partnership agreement with English Construction Company to open a new
business park at the intersection of 1-81 and 1-581; and (2) to identify a location for a
proposed new public recreation center within the boundaries of the new business park.
Mr. Doug Dalton, President of English Construction Company, and Roanoke County have
discussed developing a 190 -acre parcel at the intersection of 1-81 and 1-581 into a premier
business park for the past 15 years. A map of the site is attached for your review. The
property is currently zoned 1-2 heavy industrial. It has been identified as the premier
economic development opportunity for Roanoke County for the following reasons: (1)
direct access to 1-581; (2) situated 0.5 miles from 1-81; (3) located 2.5 miles from the
regional airport; (4) 7 minutes from downtown Roanoke; and (5) presents an opportunity to
down -zone the property from heavy industrial to light commercial use. Development of this
property as a world class business park was included in the Economic Development
Department's 2003 business plan. In addition, the Board recognized the significance of
developing this site and made the decision in 2003 to appropriate $500,000 annually for
five years through the Capital Improvement Program (CIP). This appropriation was
intended for use in the future infrastructure development of this property; however due to
the lack of an anchor tenant, funding was temporarily suspended after one year.
Currently, an asphalt plant serving the greater Roanoke region operates on the site. While
both English Construction and the County realize the importance of the future development
of this park, English has not been willing to make the significant investment required
without first securing an anchor for the site. Recently, Mr. Dalton learned of the County's
interest in constructing a public recreation center in North County and has determined that
if the County so desired, this could potentially serve as the anchor for this development.
The concept of a recreation center was first identified as a priority in the Parks, Recreation
and Tourism CIP in 1998. The idea has been embraced by citizens, as evidenced by the
recent survey results in the Parks, Recreation and Tourism Master Plan. This type of
facility will fill a regional niche for sports marketing; in addition, it will provide an opportunity
to market the business park for corporate office headquarters, technology, medical, and
research companies.
The request pending before the Board is to authorize staff to work with English
Construction for the next 60-90 days to develop two parallel proposals: One for the
business park and another for the recreation center. English is prepared to present the
County with an unsolicited PPEA proposal for development of the recreation center,
although the County may want to also consider other forms of financing (i.e., lease
purchase). Information regarding both proposals will be presented to the Board in work
sessions during this 60-90 timeframe. We will involve the Planning Commission, the
Parks, Recreation and Tourism Advisory Commission, and the citizens throughout the
process. Contracts and potential financing alternatives will be explored and presented to
the Board for your consideration.
With your approval today we have the potential to develop a partnership that will add jobs
for our citizens. In addition, the potential to increase our tax base will help fund the
recreation center, schools and other capital needs of the County. This is the beginning of a
process that we hope will open discussions regarding the development of a premier
business park for Roanoke County and meet the needs of our citizens as indicated in the
recent PRU Master Plan. Your vote today will provide staff with the direction needed in
moving forward with these proposals.
FISCAL IMPACT:
There is no fiscal impact associated with today's decision. Potential funding alternatives
will be presented to the Board at future work sessions for your consideration.
STAFF RECOMMENDATION:
Staff recommends that the Board authorize proceeding with the development of a public-
private partnership agreement with English Construction Company to open a new business
park and identify a location for a proposed new public recreation center within the
boundaries of the new business park.

RESOLUTION 091206-2 APPROVING AND CONCURRING IN CERTAIN
ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR
THIS DATE DESIGNATED AS ITEM I - CONSENT AGENDA
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
1. That the certain section of the agenda of the Board of Supervisors for September
12, 2006, designated as Item I - Consent Agenda be, and hereby is, approved and
concurred in as to each item separately set forth in said section designated Items 1
through 4, inclusive, as follows:
1. Approval of minutes — August 16 and August 22, 2006
2. Confirmation of committee appointment
3. Resolution of appreciation to Bobby R. Richardson, Sheriff's Office, upon his
retirement after twenty-three years of service
4. Request from the schools to accept and appropriate reimbursements in the
amount of $416
2. That the Clerk to the Board is hereby authorized and directed where required by
law to set forth upon any of said items the separate vote tabulation for any such item
pursuant to this resolution.

RESOLUTION 091206-2.b EXPRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO BOBBY R.
RICHARDSON, SHERIFF'S OFFICE, UPON HIS RETIREMENT AFTER
TWENTY-THREE YEARS OF SERVICE
WHEREAS, Bobby R. Richardson was first employed by Roanoke County on
December 16, 1982, as a Deputy Sheriff in the Corrections Division and Court Services;
and
WHEREAS, Deputy Sheriff Richardson retired from Roanoke County on September
1, 2006, after twenty-three years and nine months of service; and
WHEREAS, Deputy Sheriff Richardson was a member of the Emergency Response
Team from December 2, 1989, through October 1, 1995, and received law enforcement
certification through the Sheriffs Office; and
WHEREAS, the public safety of Roanoke County citizens is assured by dedicated
employees such as Deputy Sheriff Richardson; and
WHEREAS, Deputy Sheriff Richardson is highly respected by his co-workers in the
Sheriff's Office for his dedication and teamwork; and
WHEREAS, Deputy Sheriff Richardson, through his employment with Roanoke
County, has been instrumental in improving the quality of life for its citizens by maintaining
a safe and secure environment in the Roanoke County -Salem Jail and the Roanoke
County Courts.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County expresses its deepest appreciation and the appreciation of the citizens of Roanoke
County to BOBBY R. RICHARDSON for more than twenty-three years of capable, loyal,
and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

SUMMARY OF INFORMATION:
Roanoke County Schools requests that the Board of Supervisors accept and appropriate
the following funds:
• Students pay $82 for each advanced placement test they take in May. A fee reduction
program was offered by College Board in which students identified as economically
disadvantaged pay only $52. Even with the lower fee, some families have difficulty
paying. The Virginia Department of Education (VDOE) will cover the fee for those
students. Roanoke County Schools received $416 to reimburse 8 students at a rate of
$52 per test.
FISCAL IMPACT:
The guidance testing budget will be increased by $416.

STAFF RECOMMENDATION:
Staff recommends the acceptance and appropriation of reimbursements from the VDOE in
the amount of $416.

RESOLUTION 091206-3 CERTIFYING THE CLOSED MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each members knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies, and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
