RESOLUTION 11492-1 EXPRESSING THE APPRECIATION OF THE BOARD OF
SUPERVISORS OF ROANOKE COUNTY TO JAMES E. ROBERTSON
FOR TWENTY-FIVE YEARS AND NINE MONTHS
OF SERVICES TO ROANOKE COUNTY
WHEREAS, James E. Robertson was first employed in April,
1966, as a Deputy Sheriff in the Sheriff's Department; and
WHEREAS, James E. Robertson has served as a Sergeant,
Lieutenant, Captain of the Uniform Division, Captain of the
Detectives, Narcotics Division, Youth and Family Services, and
became Chief Deputy in 1984; and
WHEREAS, James E. Robertson has enriched the community
by participating in organizations such as the American Cancer
Society, American Heart Association, Board of Directors of Retarded
Citizens, Airport Lions Breakfast Club, and National Safety
Council; and
WHEREAS, James E. Robertson received an award from the
Federal Law Enforcement Association for his participation and
monitoring of seminars; and
WHEREAS, James E. Robertson was one of the first SWAT
Team members and the first radar instructor for the Sheriff's
Department; and
WHEREAS, James E. Robertson, throughout his employment

with Roanoke County, has shown dedication and commitment to
improving the quality of life for its citizens.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County expresses its deepest appreciation
and the appreciation of the citizens of Roanoke County to JAMES E.
ROBERTSON for twenty-five years and nine months of capable, loyal
and dedicated service to Roanoke County.
FURTHER, the Board of Supervisors does express its best
wishes for a happy, restful, and productive retirement.

WHEREAS, Charles E. Greer was first employed in

WHEREAS, Charles E. Greer has also served as a Sergeant,
Court Bailiff, Lieutenant and as Captain; and
WHEREAS, Charles E. Greer received the first Police
Traffic Award from the Roanoke Valley Safety Council in 1970; and
WHEREAS, Charles E. Greer, throughout his employment
with Roanoke County, has shown dedication and commitment to
improving the quality of life for its citizens.

RESOLUTION 11492-3 OF APPRECIATION TO CAVE SPRING
VOLUNTEER FIRE DEPARTMENT FOR SERVICE & DEDICATION
UPON ITS 50TH ANNIVERSARY
WHEREAS, Roanoke County Volunteer Fire Department
Company 3, Cave Spring, was founded in 1942; and
WHEREAS, the Cave Spring Volunteer Fire Department has
provided protection for the residents of Southwest County for 50
years, responding to calls for all types of emergency situations;
and
WHEREAS, the Cave Spring Volunteer Fire Department is
celebrating its Golden Anniversary on January 18, 1992, in
recognition of half a century of service to Roanoke County.
NOW, THEREFORE, BE IT RESOLVED, that the Roanoke County
Board of Supervisors, on its own behalf and on behalf of the
citizens of the Cave Spring area, does hereby extend its gratitude
and appreciation to the many volunteers of the CAVE SPRING
VOLUNTEER FIRE DEPARTMENT for their service and dedication to
public safety in Roanoke County; and
FURTHER, BE IT RESOLVED, that the Board of Supervisors
extends its congratulations to the Cave Spring Volunteer Fire
Department on the occasion of its 50th anniversary.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Roanoke County Schools Adult Education Department has been
contracted by the Virginia Department of Education to conduct a
two-day conference for the purpose of allowing Southwest Virginia
attenders the opportunity to hear presenters share findings,
ideas, and programs that may be replicable in the localities.
The conference will focus on adult literacy with topics directed
at instruction and organization of adult literacy and basic
skills classes, volunteer literacy programs, and parent and child
education or intergenerational literacy; and management skills
for adult education administrators and program planners, and
volunteer tutor trainers. The contract includes a grant of
$42,947.00 to fund costs associated with organizing and directing
the conference, presenters' fees, lodging and meals for
participants, and other miscellaneous costs.
FISCAL IMPACT: None. 100 percent state funded with no county
matching funds required. Revenue would be recorded to reflect
$42,947.00 in the School Grant Fund. Expenditures would also be
recorded.
STAFF RECOMMENDATION: Staff recommends acceptance of the grant
totaling $42,947.00 and appropriation of said amount to the
School Grant Fund.

WHEREAS, the Roanoke County Schools Adult Education

RESOLUTION 11492-6 AUTHORIZING THE ISSUANCE
AND SALE OF THE COUNTY OF ROANOKE, VIRGINIA
TAX ANTICIPATION NOTES, SERIES 1992 IN THE
MAXIMUM AMOUNT OF $10,000,000
WHEREAS, Section 15.1-227.30 of the Code of Virginia of
19501 as amended ("Virginia Code"), authorizes the Board of
Supervisors of the County of Roanoke, Virginia ("County") to borrow
money in anticipation of the collection of taxes and revenues for
the current year; and
WHEREAS, the Board of Supervisors has determined that
it is necessary and expedient to borrow a maximum of $10,000,000
on behalf of the County and to issue its notes therefor ("Notes")
in anticipation of the collection of taxes and revenues of the
County;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS OF THE COUNTY OF ROANOKE, VIRGINIA:
1. Authorization of Notes. The Board of Supervisors
hereby determines that it is advisable to issue and sell the Notes
in the maximum amount of $10,000,000. The issuance and sale of the
Notes are hereby authorized. Pursuant to Section 15.1-227.2 of the
Virginia Code, the Board of Supervisors elects to issue the Notes
under the provisions of the Public Finance Act of 1991.
2. Form and Details of Notes; -Sale of Notes. The Notes
shall be issued in fully registered form, without coupons, in
substantially the form attached hereto as Exhibit A. The Notes
shall be dated as of the date of their issuance and delivery, shall

be issued in denominations of $100,000 each or whole multiples of
$5,000 in excess of $100,000 and shall be numbered N-1 and upward,
sequentially. The Treasurer of the County is authorized and
directed to accept a proposal for the purchase and sale of the
Notes upon such terms and conditions and at such price as he shall
determine to be in the best interests of the County, provided that
(i) the aggregate principal amount of the Notes shall not exceed
$10,000,000; (ii) the net interest cost of the Notes shall not
exceed 9%; (iii) the purchase price for the Notes shall not be less
than 97% of par; and (iv) the Notes shall mature not later than one
year from their date. The Notes will not be subject to redemption
before their maturity.
3. Execution of Notes. The Treasurer of the County is
hereby authorized and directed to execute the Notes, and the County
Administrator is hereby authorized to affix or imprint the seal of
the County on the Notes and to attest the same. The form of
execution, imprinting of the seal and attestation may be by
facsimile; provided, however, if the signatures of the Treasurer
and County Administrator are both by facsimile, the Notes shall not
be valid until authenticated by the manual signature of the Note
Registrar.
4. Pledge of Taxes. The Board of Supervisors hereby
pledges to the payment of principal of and interest on the Notes
when due the taxes and other revenues available to the County for
the current year.
5. Note Registrar. Crestar Bank, Richmond, Virginia

is appointed Note Registrar and Paying Agent for the Notes.
6. Non -Arbitrage Certificate and Tax Covenants. The
Board of Supervisors agrees that the proceeds from the issuance and
sale of the Notes will be invested and expended as set forth in the
Non -Arbitrage Certificate and Tax Covenants of the County to be
delivered at the time of the issuance and delivery of the Notes and
that the County will comply with such covenants as may be necessary
in order to comply with the provisions of the Internal Revenue Code
of 1986, as amended ("Code") including the provisions of Section
148 of the Code and applicable regulations relating to "arbitrage
bonds, 11 and with the other covenants and representations contained
therein. The County Administrator, the Treasurer and the Chairman
of the Board of Supervisors, or any of them, are authorized and
directed to execute a Non -Arbitrage Certificate and Tax Covenants
setting forth the expected use and investment of the proceeds of
the Notes.
7. Disclosure Documents. The Treasurer of the County
and the County Administrator, and such officers and agents of the
County as either of them may designate, are authorized and directed
to prepare, execute, distribute, publish and deliver an appropriate
offering memorandum and request for proposals for the purchase of
the Notes or such other disclosure or offering documents as may be
necessary to expedite the sale of the Notes and all such actions
previously taken are ratified and confirmed.
8. Further Actions. The County Administrator, the
Treasurer and such officers and agents of the County as either of

them may designate are authorized and directed to take such further
action as may be necessary or convenient in connection with the
issuance, sale and delivery of the Notes and all actions previously
taken by such officers and agents in connection therewith are
ratified and confirmed.
9. Filincr of Resolution. The appropriate officers and
agents of the County are authorized and directed to immediately
cause a certified copy of this Resolution, setting forth the Form
and details of the Notes, to be filed with the Circuit Court of the
County pursuant to Section 15.1-227.9 of the Virginia code.
10. Effective Date. This Resolution shall take effect
immediately.

AGENDA ITEM: 1992 Appointment of Board Members to
Committees, Commissions and Boards
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
Attached is a list of the proposed 1992 Board Appointments to
Committees, Commissions and Boards. Vacant positions are also
listed. At this time the Board needs to make the necessary
appointments. Listed below is information about several of the
Committees.
Supervisor Kohinke has requested to serve on the Fifth Planning
District Commission and the Audit Committee.
The Chairman of the Board automatically serves on several
committees.
Fifth Planning—District Commission
Former Supervisor Robers was appointed to the Commission as an
elected official and is no longer allowed to be a member (See
attached letter). The current three-year term would expire June
30, 1992.
Liaison to the Virginia Association of Counties
This was a new position last year. VACo requested that a member
of the Board of Supervisors serve as the liaison and former Board
Chairman Steve McGraw filled that position. See the attached
letter.
Roanoke Regional Airport Commission
Former Supervisor Richard Robers is serving a four-year term that
will expire February 10, 1995. By tradition, members of the Board
of Supervisors serve on this commission.

Liaison to the Blue Ridge Region
Former Supervisor Steve McGraw serves as the liaison to this group.
The position is filled by recommendation of the Board of
Supervisors and appointment by the Blue Ridge Region Board of
Directors. The liaison does not have to be a members of the Board
of Supervisors. Clerk of Circuit Court Steve McGraw has requested
that the Board recommend that he continue in this capacity.
Roanoke County Resource Authority
The terms of Richard Robers and Steven McGraw expired on December
31, 1991. The Roanoke County Resource Authority will be abolished
when the Roanoke Valley Resource Authority becomes active.
However, County staff advises that the Authority may need to take
action in the near future and it is recommended that Supervisors
Minnix and Kohinke be appointed until the Valley Authority begins
to transact business.
STAFF RECOMMENDATION:
It is recommended that the Board of Supervisors approve the
necessary appointments for calendar year 1992.

AGENDA ITEM: Request for Commitment to Replace a CORTRAN Vehicle
in January 1993
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
The County's transportation system (CORTRAN) was started in
1985 for the purpose of providing a means of travel for elderly and
handicapped citizens. The service is contracted through Unified
Human Services Transportation System, Inc. Service is provided
from 9:00 AM - 4:00 PM, Monday through Friday. Each qualifying
citizen is allowed two one-way trips per day. Current ridership
averages 400-500 trips per month. The 1991-92 budget includes
$70,200 for this service.
SUMMARY OF INFORMATION:
As a part of this arrangement, the County provides CORTRAN
with two vans through a lease arrangement at a rate of $200 each
per month. Useful life of the vehicles has been four to five
years. One of the vehicles, a 1987 Chevrolet Astro mini -van, now
has over 122,000 miles and should soon be replaced.
As in the past, we are eligible, through CORTRAN, for a
Department of Transportation grant to replace the van. In this
case, the amount of the grant is $20,000, the estimated cost of the
vehicle, with the County being required to provide a 20% match of
$4,000. Under such an arrangement, the van becomes the property
of the County and is then leased back to CORTRAN for $200 per month
or $2,400 annually. During the useful life of the vehicle, the
County would receive more than its initial investment through lease
payments.

If we wish to continue to provide this service, we must
maintain safe, reliable equipment and this arrangement allows us
to purchase the vehicle at essentially no cost. If the Board
wishes to take advantage of this opportunity, a commitment needs
to be made by mid-January 1992. However, the delivery of the
vehicle and payment of the match would not take place until January
1993. The old vehicle will be declared surplus County property and
disposed of at the time of replacement.
FISCAL IMPACT•
Funds are available in the current year's operating budget to
cover the $4,000 match. Since the funds will not be paid out
before June 30, 1992, the $4,000 will be rolled into the next
fiscal year's budget.
STAFF RECOMMENDATION:
In view of the fact that the vehicle to be replaced will have
in excess of 160,000 miles by January 1993, and in light of the
very favorable financial arrangement, it is recommended that a
commitment be made for the purchase.

Negotiations with Montgomery County and CIty
of Salem regarding Membership in the Roanoke
Valley Resource Authority
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
There have been several meetings with the City of Salem and
Montgomery County officials regarding their possible membership in
the Roanoke Valley Resource Authority. One of the issues that has
been included in the negotiations is a request from both localities
that they be exempt from liability for the existing landfill when
it is closed. Roanoke City, Roanoke County and the Town of Vinton
are agreeable to this request since they are not participating
members of the current landfill.
Due to the Christmas holidays, staff has not been able to conclude
negotiations. We are therefore requesting authorization to continue
negotiations for 60 days to March 24, 1992.
STAFF RECOMMENDATION:
Staff requests authorization to extend negotiations with Montgomery
County and the City of Salem for 60 days to March 24, 1992. The
City of Roanoke and Town of Vinton are making similar requests of
their governing bodies.

APPLICATION FOR PERMIT TO CONDUCT RAFFLES OR BINGO
Application is hereby made for a bingo game or raffle permit.
This application is made subject to all County and State laws,
ordinances, rules, and regulations now in force, or that may be
enacted hereafter and which are hereby agreed to by the under-
signed applicant and which shall be deemed a condition under
which this permit is issued.
All applicants should exercise extreme care to ensure the accura-
cy of their responses to the following questions. Bingo games
and raffles are strictly regulated by Title 18.2-340.1 et. seq.
of the criminal statuted of the Virginia Code, and by Section
4-86 et. sec. of the Roanoke County Code. These laws authorize
the County Board of Supervisors to conduct a reasonable investiga-
tion prior to granting a bingo or raffle permit. The Board has
sixty days from the filing of an application to grant or deny the
permit. The Board may deny, suspend, or revoke the permit of any
organization found not to be in strict compliance with county and
state law.
Any person violating county or state regulations concerning these
permits shall be guilty of a Class 1 misdemeanor. Any person who
uses any part of the gross receipts from bingo or raffles for any
purpose other than the yawful religious, charitable, community,
or educational purposes for which the organization is specifi-
cally organized, except for reasonable operating expenses, shall
be guilty of a Class 6 felony.

The Developers of Waterford, Section 3, Strauss Construction
Corporation, have requested that Roanoke County accept the Deed
conveying the water and sanitary sewer facilities serving the
subdivision along with all necessary easements.
The water and sewer facilities are installed, as shown on plans
prepared by Lumsden and Associates entitled Waterford, Section 3
dated April 26, 1991, which are on file in the County Engineering
Department. The water and sanitary sewer facility construction
meets the specifications and the plans approved by the County.
FISCAL IMPACT•
The value of the water and sanitary sewer construction is $26,000
and $18,000 respectively.

OF TRANSPORTATION SECONDARY ROAD SYSTEM
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That this matter came this day to be heard upon the
proceedings herein, and upon the application of Mallard Lake Drive,
from its north intersection with Shingle Ridge Road, Secondary
Route 934, to its western cul-de-sac, for a distance of 0.29 miles,
and Mallard Lake Court, from its north intersection with Mallard
Lake Drive to its southern cul-de-sac, for a distance of 0.09 miles
to be accepted and made a part of the Secondary System of State
Highways under Section 33.1-229 of the Virginia State Code.
2. That it appears to the Board that drainage easements and
a fifty (50) foot right-of-way for said roads have heretofore been
dedicated by virtue of a certain map\maps known as Mallard Lake
Estates, Section 1, Subdivision which map was recorded in Plat Book

LOUISE CIRCLE INTO THE VIRGINIA DEPARTMENT OF
TRANSPORTATION SECONDARY ROAD SYSTEM
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That this matter came this day to be heard upon the
proceedings herein, and upon the application of Louise Circle from
the intersection of Malinda Road (Route 1191) to the cul-de-sac for
a distance of .062 miles to be accepted and made a part of the
Secondary System of State Highways under Section 33.1-229 of the
Virginia State Code.
2. That it appears to the Board that drainage easements and
a fifty (50) foot right-of-way for said road have heretofore been
dedicated by virtue of a certain map known as Campbell Hills,
Section 3 Subdivision which map was recorded in Plat Book 9, Page
179, of the records of the Clerk's Office of the Circuit Court of
Roanoke County, Virginia, on November 18, 1980 and that by reason
of the recordation of said map no report from a Board of Viewers,
nor consent or donation of right-of-way from the abutting property
owners is necessary. The Board hereby guarantees said drainage

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Developers of Glade Hill Estates, Section 2, C and D Builders,
Incorporated, have requested that Roanoke County accept the Deed
conveying the water and sanitary sewer facilities serving the
subdivision along with all necessary easements.
The water and sewer facilities are installed, as shown on plans
prepared by T. P. Parker & Son entitled Glade Hill Estates,
Section 2, dated March 7, 1991, which are on file in the County
Engineering Department. The water and sanitary sewer facility
construction meets the specifications and the plans approved by the
County.
FISCAL IMPACT•
The value of the water and sanitary sewer construction is $10,000
and $26,000 respectively.
RECOMMENDATION•
Staff recommends that the Board of Supervisors accept the water and
sanitary sewer facilities serving Glade Hill Estates, Section 2
along with all necessary easements, and authorize the County
Administrator to execute a Deed for the transfer of these
facilities.

remodeling of the Headquarters Library and Vinton Branch Library;

WHEREAS, this is the second time that Mr. and Mrs.
Vinyard have given park land to Roanoke County and this acreage
will be added to the original gift, which is known as Vinyard Park;
and
WHEREAS, Vinyard Park will be used by generations of
Vinton and East County residents for pursuing outdoor activities,
and will provide countless hours of pleasure and healthy
entertainment for the citizens of Roanoke County.
NOW, THEREFORE, BE IT RESOLVED, that the Roanoke County
Board of Supervisors, on its own behalf and on behalf of all the
citizens of Roanoke County, does hereby extend sincere appreciation
