NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, on its own behalf and on behalf of the citizens of Roanoke County, does hereby extend its sincere gratitude and appreciation to the ROANOKE MOOSE LODGE #284 for their generosity and community service to the residents of the Catawba Valley. LUCAS FOR TWENTY-NINE YEARS OF SERVICES TO ROANOKE COUNTY WHEREAS, Betty M. Lucas was first employed on February 11, 1963, as a Social Worker in the Department of Social Services; and WHEREAS, Betty M. Lucas has also served as a Social Work Supervisor, Superintendent, and as Director of the Social Services Department since January 1, 1972; and WHEREAS, Betty M. Lucas has shown great dedication and perseverance in dealing with three agency relocations, the implementation of many new programs, and budgetary constraints; and WHEREAS, Betty M. Lucas' progressive leadership has enabled the Social Services Department to be a frontrunner in the State of Virginia with such service programs as family therapy and custody/visitation mediation; and WHEREAS, Betty M. Lucas, throughout her employment with the Social Services Department of Roanoke County, has been instrumental in improving the quality of life for its citizens. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to BETTY M. LUCAS for twenty-nine years of capable, loyal and dedicated service to Roanoke County. FURTHER, the Board of Supervisors does express its best wishes for a happy, restful, and productive retirement. Nickens for matter to be brought back for debate AYES: Johnson, Minnix, Nickens NAYS: Kohinke, Eddy cc: File ACTION # A-31092-4 ITEM NUMBER AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: March 10, 1992 AGENDA ITEM: Request from the Junior League and Clean Valley Council for funds for Household Hazardous Waste Disposal Day COUNTY ADMINISTRATOR'S COMMENTS• SUMMARY OF INFORMATION: The Junior League of Roanoke Valley and Clean Valley Council are planning to sponsor a community -wide Household Hazardous Waste Disposal Day on April 11, 1992. Research has shown that the question of what to do with household hazardous waste is the valley's number one waste removal problem that is currently unaddressed. There is no means available to dispose of certain household wastes safely because neither our landfill nor any other site in Virginia is equipped to handle many of our ordinary, everyday items that are toxic substances such as kerosene, herbicides, weed killers, used motor oil, poisons and paint. After more than a year of study and consultation with Virginia Tech, the Junior League has contracted with a firm that specializes in hazardous waste collection days to receive, process, categorize and recycle or dispose of the material in an EPA -acceptable way. The Junior League will conduct a publicity campaign to create a level of public awareness. This is a demonstration project and an exit survey will be conducted to gain input from citizens on a longer range strategy for addressing this need. The Junior League has committed $7,000 and more than 2500 volunteer hours to the project. In addition to the $7,000 contribution by the Junior League, $50,000 has been budgeted for out-of-pocket expenses. The City of Salem is donating the use of the civic center parking lot, security, dumpsters, Haz-Mat team, and utility hookups. The City of Roanoke is providing consulting and computer processing services. The Roanoke Valley Regional Solid Waste Management Board has authorized reimbursement of expenses up to $25,000. Additional funds are being solicited from companies throughout the Valley. As of March 6, 19921 $46,700 has been raised. Roanoke County has also been asked to provide financial support. All applicants should exercise extreme care to ensure the accura- cy of their responses to the following questions. Bingo games and raffles are strictly regulated by Title 13.2-340.1 et. seq. Of the criminal statutes of the Virginia Code, and by Section 4-36 et. seq, of the Roanoke County Code. These laws authorize the Ccanty Board of Supervisors to conduct a reasonable investiga- tion prior to granting a bingo or raffle permit. The Board has sixty days from the filing of an application to grant or deny the permit. The Board may deny, suspend, or revoke the permit of any organization found not to be in strict compliance with county and state law. Any person violating county or state regulations concerning these permits shall be guilty of a Class 1 misdemeanor. Any person who uses any part of the gross receipts from bingo or raffles for any purpose other than the lawful religious, charitable, community, or educational purposes for which the organization is specifi- cally organized, except for reasonable operating expenses, shall be guilty of a Class 6 felony. COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: The Board of Supervisors previously established an authorized inventory of vehicles for use by the various departments. Any new vehicles authorized by the Board during the budget process would have the effect of increasing the authorized number; however, a replacement authorized in the budget process requires that an old vehicle be disposed. Fire and Rescue Department has received a new utility vehicle as a result of a donation by the Roanoke Moose Lodge #284 to be used at the Mason Cove Fire Department. The net effect of this transaction would be an increase of one vehicle to the County inventory. FISCAL IMPACT• The operating expenses for this vehicle must be absorbed in the budget of the Fire and Rescue Department; and the cost for insurance will be calculated as part of our fleet and covered through the Risk Management Office.
