HomeMy WebLinkAbout10/13/1992 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, OCTOBER 13, 1992 RESOLUTION 101392-1 DECLARING THE WEEKEND OF OCTOBER 16-17, 1992 AS "THE FIRST ANNUAL ROANOKE VALLEY NATIVE AMERICAN HERITAGE FESTIVAL AND POW WOW11 WHEREAS, nearly 500 years ago, the first English settlers to reach this continent encountered natives who called this land home for over 10,000 years; and WHEREAS, these Native Americans greeted the colonists with grace and hospitality and shared with them their knowledge of the land and its resources; and WHEREAS, the first encounters with these original Americans played an important role in the history of Virginia and the Roanoke Valley; and WHEREAS, the Shenandoah Valley translated means "Daughter of the Stars", and Roanoke being one of the first native words taken into the English language meaning "the place of white shells". NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, on its own behalf and on behalf of the citizens of Roanoke County, does hereby declare the weekend of October 16-17, 1992, as "THE FIRST ANNUAL ROANOKE VALLEY NATIVE AMERICAN HERITAGE FESTIVAL AND POW WOWty, and extends its best wishes for an authentic and successful event. A-101392-2 ITEM NUMBER -D i AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: October 13, 1992 AGENDA ITEM: Request for Appropriation of Funds for the Implementation of the OSHA for Occupational Exposure to Bloodborne Pathogens Standard. COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: On December 6, 1991, the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA) issued the Occupational Exposure to Bloodborne Pathogens Standard 29 CFR 1910.1030. OSHA has determined that employees face a significant health risk as the result of occupational exposure to blood and other potentially infectious materials because they may contain bloodborne pathogens. These pathogens include Hepatitis B (HBV), a serious liver disease, and HIV which causes Acquired Immunodeficiency Syndrome (AIDS). OSHA further concludes that this hazard can be minimized or eliminated by using a combination of engineering and work practice controls, personal protective clothing and equipment, training, medical surveillance, hepatitis B vaccination, signs and labels, and other precautions. On February 25, 1992, the Virginia Safety and Health Codes Board adopted the identical federal standard with an effective date of June 1, 1992. In order to be in full compliance with the Bloodborne Pathogens Standard, the following items must be in place: • Written Exposure Control Plans must be completed and implemented. • Training must be provided to all occupationally exposed employees. • HBV Vaccine must be provided to employees at risk of exposure at no cost to the employee. • Personal protective equipment, such as gloves and masks, must be available to all at -risk employees. • Provisions must be made for the proper disposal of waste materials. 1 D_J SUMMARY OF INFORMATION: In Roanoke County, the following departments are affected by the new Bloodborne Pathogen Standard: • Fire and Rescue • Police • Sheriff/Jail • Custodial Services • Youth Haven II • Solid Waste • Parks and Recreation • Communication To date, the affected departments have completed their written Exposure Control Plans and they are job specific. Training has been provided by Pat Bryant, the County Health Nurse, for all at risk employees. Personal protective equipment has been issued or is on order for issue in the near future. Also, the Hepatitis B vaccine is on order through the Roanoke County Health Department. The vaccine should be available in approximately two weeks. FISCAL IMPACT: The County must provide the hepatitis vaccine, emergency kits and training for all at -risk employees. The estimated cost for this program in FY 1992-93 is as follows: Vaccine (270 x $90) $24,300 Supplies and Training 8,600 Biohazard Waste Pickup 400 Contingency 500 $33,800 This will be an ongoing program with related costs such as replacement of supplies, training and vaccination of all new County employees in at -risk jobs and biohazard waste pickup. These ongoing program costs will be handled in the budget process each year for the affected departments. In the current year, however, an appropriation will be needed in the amount of $33,800 to cover the items listed above. The County will be able to save $75 per employee or $20,250 by having the County Health Nurse administer the HBV vaccine rather than an outside health care agency. Also the County will save $36 per vaccine or $9,720 by purchasing the vaccine through the County Health Department rather than an outside supplier. In total the County will realize a savings of $29,970 by administering the HBV vaccine through our own Risk Management Department. STAFF RECOMMENDATION: Staff recommends an appropriation of $33,800 from the General Fund Unappropriated Balance to purchase the vaccine and supplies necessary to implement the requirements of the new Bloodborne Pathogens Standard issued by OSHA. 2 Res ctfu y ubmitted, Approved by, Robert C. As the aerial ladder was extended, a popping noise was heard and a piece of metal fell off of the extended main ladder. Further inspection by fire and rescue personnel revealed that some of the rungs were bent and that the locking mechanism for the ladder was not operating properly. With the ladder truck in the Vinton station out of service, immediate arrangements were made to have the Cave Spring ladder taken to a repair facility for emergency repairs. During the time that this truck was gone, only one ladder truck was in service for the entire county. SUMMARY OF INFORMATION: The ladder truck was taken to a factory repair center in Bluefield,Virginia. An evaluation of the damage to the truck was completed and a recommendation for correction was made by the repair center. An entire section of the ladder had worn below acceptable metal thickness and had to be replaced. Two rungs on the top section of the ladder had to be replaced. Ladder locks were damaged and had to be replaced, and various section rollers were worn flat and required replacement. Twenty minor weld flaws were identified on the ladder itself due to wear, and a deficiency was noted on the stabilization system of the ladder. Total cost estimate for the repairs to bring the truck back to acceptable standards and be tested by Underwriters Laboratory was $19,001.00. Due to the critical nature of the damage and the loss of use of the ladder truck with the Vinton truck already out of service, the authorization was given to complete the repairs. The truck has been repaired and has met all requirements for full use by a certified testing company. FISCAL IMPACT: $19,001.00 STAFF RECOMMENDATION: Staff recommends that $19,001.00 be appropriated from the capital reserve account to pay for the emergency repairs. SUBMITTED BY: T. ; C. A status of these current projects are shown in EXHIBIT "A", PREVIOUSLY APPROVED PROJECTS. Staff is now submitting projects P-116 through P-158 for approval and inclusion to the Drainage Maintenance Priority List for FY 1992-93. These projects are estimated to cost $135,400, as shown in EXHIBIT "B", PROPOSED PROJECTS. Funding is available for projects remaining on the priority list from fiscal year 1990-91. Funding is available for proposed projects P-116 THROUGH P-151 for Fiscal Year 1992-93. During the Board work session on February 23, 1988, the Board of Supervisors approved a procedure for establishing a priority of proposed projects. The procedure for evaluating projects is based on a rating or point value for a specific situation. For example, more points are given for the potential damage to a house or structure than what would be considered only a minor nuisance. In addition to assigning a point value to a specific situation, the frequency of a problem is considered. The proposed projects submitted are prioritized according to the approved procedure during the work session. Due to a potential traffic hazard, project P-116 was included both on the priority list and bond project list. If the Bond Referendum is approved, project P-116 will be funded with Bond dollars. Based on project scope and size, the remaining drainage projects on the Bond Referendum could not be funded through the Drainage Maintenance Program in one given fiscal year. COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: On June 9, 1992, the Board of Supervisors approved the staff recommendation to hire an outside consultant to perform a space evaluation study for the County Administrative Offices. Jones & Jones Associates, Architects was hired to perform the following services: • Survey the existing County facilities and employment characteristics; • Evaluate the existing and projected needs of the surveyed departments; • Evaluate the desires or needs for shared elements between departments; and • Provide a report to document the information obtained above. The results of the study were reviewed with the Board of Supervisors on September 22, 1992. The report identified a need for additional space of approximately 10,000 square feet for the offices currently located in the Administration Center and the offices located at the Brambleton Corporate Center. The lease with Brambleton Corporate Center will expire on January 31, 1992. The School Administration estimates a future need of 5,000 square feet for their Administrative Offices. Prior to the expiration date of the Brambleton Corporate Center lease, staff should study potential options to alleviate the current space shortage in the County and Schools administrative offices. S FISCAL IMPACT• The cost of the study performed by Jones & Jones Associates, Architects was $5,000. STAFF RECOMMENDATION: Staff recommends an appropriation of $5,000 from the Board Contingency for the Jones & Jones Associates, Architects Space Evaluation Study. Staff further recommends that the Board authorize the County staff to study potential options for meeting the current and future space needs of the County and that a report be brought back to the Board on November 17, 1992 outlining the alternatives and financial implications. A-101392-6 ITEM NUMBER V " 4 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: October 13, 1992 AGENDA ITEM: Request to Accept a Vehicle Donated by Botetourt County to the Read Mountain Fire Department COUNTY ADMINISTRATOR'S COMMENTS: BACKGROUND: Botetourt County recently retired some of their deputy sheriff vehicles and chose to donate one of these vehicles to the Read Mountain Fire Department. It has been requested that the County of Roanoke recognize the addition of this vehicle to the County fleet and include it on the County's insurance policy. The Read Mountain Fire Department will assume maintenance responsibilities for this vehicle. I have received a memorandum from Chief Fuqua who concurs in the request to accept said vehicle. FISCAL_IMPACT-. Monies for the maintenance of said vehicle will be provided by the Read Mountain Fire Department's operating budget. The cost of adding said vehicle to the County's fleet will be absorbed within the Risk Management budget. No additional appropriation is required. STAFF RECOMMENDATION• County staff recommends the recognition of said vehicle which increases the number of vehicles assigned to the Fire and Rescue Department by one. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, as follows: 1) That a new section numbered 21-9 and entitled "Use of credit card in payment of taxes, other fees or charges" be and hereby enacted to read and provide as follows: Sec. 21-9. Use of credit card in payment of taxes, other fees or charges. The treasurer is authorized to accept payments of local taxes, other fees or charges generated by the sale of utility services by use of a credit card. In addition to any penalties and interest, 1 the treasurer shall add to such payment a sum not to exceed four (4) per centum of the amount of the tax, penalty and interest paid, as a service charge for the acceptance of such card. Such service charge shall not exceed the amount charged to the county. 2) This ordinance shall be in effect from and after October 13, 1992. While the majority of funding is for special education teachers needing classes for endorsement in their teaching areas, an amount has been specifically designated for speech/language pathologists seeking to complete fifteen hours of graduate credit in speech pathology. For several years the Roanoke County School System has received a federal entitlement through the Carl D. Perkins Vocational Education Act for improvement to vocational education programs. Additionally, the Virginia Department of Education allocates funding for various phases of the vocational education program, including equipment. SUMMARY OF INFORMATION: For the 1992-93 school year, Roanoke County Schools budgeted the anticipated entitlement of $122,000 through the Carl D. Perkins Vocational Education Act. Subsequent to budget adoption, the entitlement was increased by $29,375 for a total entitlement of $151,375. This increase will be used for inservice training of both vocational and academic instructors working with integration of the two areas, the tech -prep program, payment for a special population coordinator to ensure that students are receiving adequate services and job skill training, and programs which train adults and students for all aspects of the occupation in which job openings are projected or available. The Virginia Department of Education provides reimbursement on purchase of equipment. The allocation for 1992-93 is $8,500. FISCAL IMPACT: No county matching funds are required for the Carl Perkins entitlement. The Department of Education allocation is matched with local funds.
