RESOLUTION 1891-1 OF APPRECIATION TO RICHARD W. ROBERS
FOR HIS CHAIRMANSHIP OF THE ROANOKE COUNTY BOARD
OF SUPERVISORS FOR THE YEAR 1990
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia as follows:
WHEREAS, Richard W. Robers has served with distinction
as Vice Chairman of the Roanoke County Board of Supervisors in 1988
and 1989 and as Chairman in 1990; and
WHEREAS, Mr. Robers' leadership provided the initiative
in establishing the Economic Bridges program and the Smart Highway
program which will bring needed economic growth to our area; and
WHEREAS, Mr. Robers has devoted countless hours to
serving the residents of Roanoke County during his tenure as Vice
Chairman and Chairman and as a member of the Roanoke Regional
Airport Commission.
NOW, THEREFORE BE IT RESOLVED that the Board of
Supervisors of Roanoke County, Virginia, on behalf of all citizens
of Roanoke County, does hereby extend its gratitude and
appreciation to Richard W. Robers for his many significant
contributions to the County as Vice Chairman and Chairman of the
Board of Supervisors, and
FURTHER, the Board expresses its hope that Mr. Robers
will continue his dedication, involvement, and concern for the
citizens of Roanoke County.

RESOLUTION 1891-3 REPEALING RESOLUTION 12390-
8 AND ADOPTING A NEW SECTION OF THE DESIGN AND
CONSTRUCTION STANDARDS MANUAL ENTITLED
"DRAINAGE STANDARDS"
WHEREAS, the Department of Development is in the process of
preparing a manual to assist the public, and especially the
development community, for clarification of rules, regulations, and
policies applicable to land development in Roanoke County; and
WHEREAS, a Design and Construction Standards Committee
composed of area engineers, surveyors, members of the Roanoke
Valley Homebuilders Association, and County staff was assembled to
develop the content of the manual and the design standards; and
WHEREAS, it was the consensus of the committee to address the
areas of water, sewer, street and parking, and drainage in the
manual; and
WHEREAS, at its meeting on February 14, 1989, the Board of
Supervisors of Roanoke County, Virginia, by resolution, adopted a
manual of regulations and policies entitled "Design and
Construction Standards Manual" to assist the public in the
clarification and interpretation of rules, regulations, and
policies applicable to land development in Roanoke County, and in
particular, the areas of water, sewer, street and parking; and
WHEREAS, the water design standards, street and parking design
standards and specifications, and subdivision approval for on-site
sewage disposal and well systems standards chapters of the manual
have been previously completed and adopted; and
WHEREAS, at its meeting on January 23, 1990, the Board of
Supervisors of Roanoke County, Virginia, adopted Resolution 12390-
8, which adopted a new section of the Design and Construction
Standards Manual entitled "Stormwater Management Criteria"; and
WHEREAS, these standards should be revised and amended.
NOW, THEREFORE, be it resolved that the Board of Supervisors
of Roanoke County, Virginia, as follows:
1. That Resolution 12390-8 adopted on January 23, 1990, is
hereby repealed as of the effective date of this Resolution.
2. That there is hereby adopted the revised fourth component
of the Design and Construction Standards Manual entitled "Drainage
Standards" which is attached hereto and incorporated herein by
reference.
3. That this Resolution shall be in full force and effect
from and after dad--} February 1, 1991.
On motion of Supervisor Eddy to amend the effective date and
to adopt the resolution, and carried by the following recorded
vote:

AGENDA ITEM: Ratification and Appointments of Board of
Supervisor memberships on Committees,
Commissions and Boards
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION
Attached is the 1991 proposed appointments to various committees,
commissions and boards. The only changes from the 1990 list is the
removal of the Consolidation Negotiating Committee which is no
longer necessary and the addition -of the 1990 appointment of
Supervisor McGraw to the Cablevision Negotiating Subcommittee.
There are several committees on which the chairman automatically
serves and those changes have been made also. All other
appointments have set terms. Listed below is a new appointment
request from the Virginia Association of Counties.
County Liaison to VACo
James D. Campbell, Executive Director of the Virginia Association
of Counties has also requested that each County designate a
Supervisor to serve as a liaison to VACo (see attached letter).
This would be the appropriate time for the board to make this
appointment.
RECOMMENDATION•
It is recommended that the attached list of proposed appointments
be ratified by the Board of Supervisors and that the Board appoint
a supervisor to serve as liaison to the Virginia Association of
Counties.

Supervisor Nickens nominated Kyle Robinson to serve a four-year
term representing the Vinton Magisterial District. His term will
expire December 31, 1994.
Recycling Advisory Committee
Supervisor Eddy nominated April Yow to represent the business
community.
RECOMMENDATION
It is recommended that the above nominations be confirmed.

GLADE HILL CIRCLE AND CUNDIFF DRIVE INTO THE
VIRGINIA DEPARTMENT OF TRANSPORTATION
SECONDARY ROAD SYSTEM
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That this matter came this day to be heard upon the
proceedings herein, and upon the application of Glade Hill Circle,
from its intersection with Carson Road, South to the cul-de-sac,
for a distance of 0.06 miles, and Cundiff Drive, from its
intersection with Carson Road, South to the cul-de-sac, for a
distance of 0.23 miles to be accepted and made a part of the
Secondary System of State Highways under Section 33.1-229 of the
Virginia State Code.
2. That it appears to the Board that drainage easements and
a fifty (50) foot right-of-way for said road have heretofore been
dedicated by virtue of a certain map known as Glade Hill Estates
Section 1 Subdivision which map was recorded in Plat Book 11, Page
33, of the records of the Clerk's Office of the Circuit Court of
Roanoke County, Virginia, on October 4, 1990 and that by reason of
the recordation of said map no report from a Board of Viewers, nor
consent or donation of right-of-way from the abutting property
owners is necessary. The Board hereby guarantees said right-of-
way for drainage.
3. That said roads known as Glade Hill Circle and Cundiff
Drive and which is shown on a certain sketch accompanying this
Resolution, be, and the same are hereby established as public roads
to become a part of the State Secondary System of Highways in
Roanoke County, only from and after notification of official
acceptance of said street or highway by the Virginia Department of
Transportation.
On motion of Supervisor Nickens to adopt resolution, and
carried by the following recorded vote:

1. That this matter came this day to be heard upon the
proceedings herein, and upon the application of Arabian Lane from
Newport Road (Rt 624) to the intersection of Filly Court for a
distance of 0.69 miles and Filly Court from Arabian Lane to the
cul-de-sac for a distance of 0.16 miles to be accepted and made a
part of the Secondary System of State Highways under Section 33.1-
229 of the Virginia State Code.
2. That it appears to the Board that drainage easements and
a fifty (50) foot right-of-way for said roads have heretofore been
dedicated by virtue of a certain map\maps known as Section 1
Equestrian Hills Subdivision which map was recorded in Plat Book
11, Page 149, of the records of the Clerk's Office of the Circuit
Court of Roanoke County, Virginia, on May 24, 1989 and that by
reason of the recordation of said map no report from a Board of
Viewers, nor consent or donation of right-of-way from the abutting
property owners is necessary. The Board hereby guarantees said
right-of-way for drainage.
3. That said roads known as Arabian Lane & Filly Court and
which are shown on a certain sketch accompanying this Resolution,
be, and the same are hereby established as a public roads to become
a part of the State Secondary System of Highways in Roanoke County,
only from and after notification of official acceptance of said
streets or highways by the Virginia Department of Transportation.

a fifty (50) foot right-of-way for said road have heretofore been
dedicated by virtue of a certain map known as Meadow Creek Section
4 Subdivision which map was recorded in Plat Book 12, Page 118, of
the records of the Clerk's Office of the Circuit Court of Roanoke
County, Virginia, on April 26, 1990 and that by reason of the
recordation of said map no report from a Board of Viewers, nor
consent or donation of right-of-way from the abutting property
owners is necessary. The Board hereby guarantees said right-of-
way for drainage.
3. That said road known as Meadow Valley Circle and which
is shown on a certain sketch accompanying this Resolution, be, and
the same are hereby established as a public road to become a part
of the State Secondary System of Highways in Roanoke County, only
from and after notification of official acceptance of said street
or highway by the Virginia Department of Transportation.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
This consent agenda item involves the donation of the
following easements to the County of Roanoke for sanitary sewer,
water and storm drain easements in connection with the westerly
portion of Lot 15, Section 3, Map of Southern Pines (P.B. 2, Page
138) in the Cave Spring Magisterial District from Timberline
Condominium Associates (Deed Book 1174, Page 669; Tax Map No.
87.19-3-45), all as shown on a plat prepared by Buford T. Lumsden
& Associates, P.C., dated 12 November 1990:
a) CENTERLINE OF NEW 20' SANITARY SEWER EASEMENT NO. 1:
Beginning at corner 2, said corner being the centerline
of an existing 15' Sanitary Sewer Easement; thence S. 750
30' 00" E. 305.00 feet to corner 7, as shown on the
aforesaid plat.
b) CENTERLINE OF NEW 20' SANITARY SEWER EASEMENT NO. 2:
Beginning at corner 3, said corner being the centerline
of an existing 15' Sanitary Sewer Easement; thence N. 83°
45' 00" E. 118.00 feet to corner 4; thence N. 24* 05' 00"
E. 145.00 feet to corner 5; thence S. 660 15' 00" E.
383.50 feet to corner 6, as shown on the aforesaid plat.
c) CENTERLINE OF NEW 20' WATER LINE EASEMENT NO. 1:
Beginning at corner A, said corner being on the northerly

f) CENTERLINE OF NEW 20' WATER LINE EASEMENT NO. 4:

on the aforesaid plat.
g) CENTERLINE OF NEW STORM DRAIN EASEMENT NO. 1: Beginning
at corner A2, said corner being on the centerline of an
existing 15' Drainage Easement; thence with a curved line
to the left, whose bearing is S. 510 00' 00" E., an arc
distance of 97.00 feet to corner A3; thence S. 050 00'
00" W. 17.00 feet to Corner A4, as shown on the aforesaid
plat.
h) CENTERLINE OF NEW 15' STORM DRAIN EASEMENT NO. 2:
Beginning at corner A5, said corner being on the norther-
ly line of Buck Mountain Road, S. W. (Va. Sec. Rt. #679);
thence N. 480 35' 00" W. 19.00 feet to corner A6; thence
N. 03* 45' 00" E. 145.00 feet to corner A7; thence N. 230
45' 00" W. 122.00 feet to Corner A8, as shown on the
aforesaid plat.
The location and dimensions of these easements have been
reviewed and approved by the County's engineering staff.
STAFF RECOMMENDATION:

AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE
COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER
ON TUESDAY, JANUARY 8, 1991
RESOLUTION 1891-5 CERTIFYING EXECUTIVE MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant
to an affirmative recorded vote and in accordance with the
provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, hereby certifies that, to
the best of each members knowledge:
1. Only public business matters lawfully exempted from
open meeting requirements by Virginia law were discussed in the
executive meeting which this certification resolution applies, and
2. Only such public business matters as were identified
in the motion convening the executive meeting were heard, discussed
or considered by the Board of Supervisors of Roanoke County,
Virginia.
On motion of Supervisor Nickens to adopt resolution, and
carried by the following recorded vote:
AYES: Supervisors Eddy, Robers, Johnson, Nickens, McGraw
NAYS: None
