WHO SERVED IN THE DESERT SHIELD AND DESERT STORM OPERATIONS
WHEREAS, in August 1990, the United States joined other
countries throughout the world in fighting the aggression against
Kuwait by Iraq; and
WHEREAS, at that time, the United States Armed Forces
began efforts toward military preparedness, and many reservists
were called to active duty to serve in the Persian Gulf or at other
military bases; and
WHEREAS, seven Roanoke County employees served their
country with honor and distinction, both overseas and in the United
States, during the DESERT SHIELD AND -DESERT STORM OPERATIONS; and
WHEREAS, it is fitting and proper to recognize their
special contributions in helping the United States and its allies
win the War.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County, Virginia, on behalf of its citizens
expresses its profound appreciation and pride to MIQUEL VILLARINI,
PAUL MCELVEIN, AND DARYELL D. SEXTON for the sacrifices they made
by serving in the United States Armed Forces during the Persian
Gulf War; and
FURTHER, the Board directs that Resolutions of
Appreciation be presented to WILLIAM GRAY, ROBERT R. SMITH, JR.,
RICHARD ROCK, AND MARVIN L. LOYD, still serving in the military,
upon their return to employment with Roanoke County.

RESOLUTION 51491-2 OF APPRECIATION TO THE ROANOKE VALLEY
YOUTH SOCCER CLUB, INC. FOR ITS ASSISTANCE IN HOLDING THE
SIXTH ANNUAL FESTIVAL SOCCER TOURNAMENT IN THE ROANOKE
VALLEY
WHEREAS, The Roanoke Valley Youth Soccer Club, Inc. has
been instrumental in establishing an annual soccer tournament to
be held in the Roanoke Valley each year during the Memorial Day
Weekend; and
WHEREAS, this tournament has continued to grow so that
this year there will be 188 teams competing in 22 divisions over
two days of competition; and
WHEREAS, over 3,200 participants, family members, and
friends will come from 7 states to spend a weekend in the Roanoke
Valley to enjoy excellent soccer, the Festival events, and the
other opportunities and facilities of our community.
NOW, THEREFORE BE IT RESOLVED by the Board of Supervisors
of Roanoke County that we express our sincere appreciation to the
officers, members, and volunteers of the Roanoke Valley Youth
Soccer Club, Inc. for their tireless efforts in organizing and
holding the SIXTH ANNUAL FESTIVAL SOCCER TOURNAMENT and wish to
each participant a warm welcome to the Roanoke Valley and much
success in their athletic endeavors.

AGENDA ITEM: Authorization and Funding for the Roanoke River
Interceptor Phase III Project
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND•
Initial approval for the Roanoke River Sewer Interceptor Phase III
Project was a part of the Allied Signal Project approved by the
Board of Supervisors at their November 13, 1990 meeting. Design
of the project has been completed and bids for construction have
been received.
SUMMARY OF INFORMATION:
The design of the Sanitary Sewer Project to serve the Allied Signal
site included an extension of the sewer to Route 460 site entrance
to provide possible future service to the Dixie Cavern Landfill.
The design also provides for a sewer sub -main from the Blue Ridge
Beverage property to Route 460 in order to provide future sanitary
sewer extensions by development west of I-81 in the Cherokee Hills
area. Although the two sewer extensions to Route 460 were not
included in the Allied Signal Sewer Project, their design was
completed along with this project to insure adequate service could
eventually be provided to these areas.
The bids received for the Roanoke River Sewer Interceptor reflect
the relative lack of available construction work. The unit cost
bids received are lower than those bid for the previous interceptor
project three years ago. In order to take maximum advantage of
current construction costs, staff recommends that the original
project be expanded to construct the river and railroad crossing
portion of the sewer sub -main extension to Route 460.
Additionally, staff recommends that provisions be included in the
sewer project to construct a water line across the Roanoke River
at the same time the sewer line is constructed. The railroad
crossing carrier pipe adjacent to the Allied Signal property would
also be sized to facilitate the future installation of a water
line. By incorporating the water crossing provisions with the
sewer project, a future savings of approximately $60,000 can be
achieved.
The project cost for the Roanoke River Sewer Interceptor Phase III
Project including provisions for installation of water line
crossing the river and railroad is $815,600. The additional cost
to include the Route 460 sewer sub -main crossings of the river and
railroad is $50,000. The total cost for the project as outlined
above will be $865,600.
FISCAL IMPACT:
The total cost of the sanitary sewer portion of the project is
$805,600. Funds are available from the unallocated 1974 Sewer
Bonds sold through the Virginia Resource Authority. The $60,000
for the water portion of the project is available from the Water
Off-site Facility Fund.
Alternative 1.
In order to take advantage of the currently low construction bids
and provide sanitary sewer service to this major commercial and
industrial area, the Board of Supervisors would approve the Roanoke
River Sewer Interceptor Phase III Project at a cost of $865,600.
This project would include the construction of water and sewer
lines under the river and railroad in order to facilitate future
extensions at the lowest cost.
Alternative 2.
In order to take advantage of the currently low construction bids
and provide sanitary sewer to this major commercial and industrial
area, the Board of Supervisors would approve the Roanoke River
Sewer Interceptor Phase III Project as originally presented at a
cost of $800,000. The water portion of the project would be
$60,000.
Alternative 3.
The Board of Supervisors would delay the construction of the
Roanoke River Sewer Interceptor Project until such time there is
an actual need to provide this service to a particular development.
STAFF RECOMMENDATION:
Staff recommends the Board of Supervisors approve Alternative 1 and
appropriate funds outlined in the Fiscal Impact section.

ROANOKE COUNTY FOR FISCAL YEAR 1991-92
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. The Board does hereby approve the Secondary Highway Six -
Year Construction Plan for Roanoke County for Fiscal Year 1991-92
as set out on the attached summary; and
2. That a public hearing was held on March 26, 1991, to
receive comments on the Secondary Highway Six -Year Construction
Plan for Roanoke County for Fiscal Year 1991-92; and
3. That a copy of this resolution duly attested be forthwith
forwarded to the Virginia Department of Transportation Salem
Residency Office along with a duly attested copy of the Secondary
Highway Six -Year Construction Plan for Roanoke County for Fiscal
Year 1991-92 by the Clerk to the Board.

WHEREAS, the Board of Supervisors of Roanoke County,

AGENDA ITEM: Request for Authorization to enter into a
contract with Public Safety Systems
Incorporated (PSSI) to provide an integrated
Computer Aided Dispatch System to the County.
COUNTY ADMINISTRATOR'S COMMENTS:

The dispatching unit for both the Police Department and the Fire
& Rescue Department is centrally located at the Public Safety
Building on Peters Creek Road. The current Computer Aided
Dispatch (CAD) system functions independently for Fire & Rescue
operations and independently for Police operations. These
systems cannot be integrated and have become obsoleted by current
technology.
The proposed contract would allow the County to purchase and
install a totally integrated CAD system. The staff believes the
PSSI system to be the most reliable system available on the
Hewlett Packard platform. The proposed CAD system would increase
the County's ability to protect the safety of its citizens.
Further, the Vinton station would be designed to provide a
complete system backup to both County departments in the event of
an emergency.
Alternative 1: Authorize the County Administrator to execute the
above referenced software contract on a form and conditions
approved by the County Attorney. The effective date of this
contract would be approximately June 1, 1991. No new
appropriations would be required for the balance of this current
year, and monies are included in the 1991-92 fiscal year E-911
budgets to cover the costs of any additional equipment and
maintenance agreements.
Alternative 2: Continue using the current CAD software system
which is neither reliable or efficient.

RECOMMENDATION:
Staff recommends that the County of Roanoke award this contract
as an "Emergency" purchase under the provisions of Section 17-41
of the Roanoke County Code and that the County Administrator be
authorized to execute the above referenced contract on a form and
conditions approved by the County Attorney. No new appropriation
of monies are requested.

AGENDA ITEM: Requests from Owners to Purchase Privately Owned
Water Systems - Highview Water Company, Oakridge
Water System, and Ponderosa Park Water System
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
The owners of three privately owned water systems have requested
that Roanoke County purchase and/or take over their water systems
due to the owners inability to operate the systems as required by
the State Health Department.
SUMMARY OF INFORMATION:
Highview Water Company
This water system is a user owned community water system serving
18 customers located off Brushy Mountain above the Salem Holiday
Inn. The water system consists of one active well that produces
5 gallons per minute, an 18,000 gallon concrete on -ground
reservoir, an 80 gallon pressure tank, 4 inch and 2 inch cast iron
water lines and a 1 inch galvanized water line. Sixteen of the
houses are served by gravity feed and two houses are served by a
3/4 HP booster pump.
The water reservoir is located at an elevation of 1,910 feet. The
nearest County water supply is located at the Holiday Inn
approximately 2,000 feet from the reservoir and at an elevation of
1,315 feet and a pressure of 50 psi. The Highview Water System is
595 feet above our current service elevation.
The existing 5 gallons per minute well is 850 feet deep and
produces adequate quality water. The possibility of obtaining
additional water at any usable quantity by constructing additional
wells is very low. If the quantity or quality of water in the well
became such that it is not adequate to serve the 18 users, water
would need to be supplied from the existing County water line at
the Holiday Inn.

The water pressure differential between the County water line and
the Highview reservoir is 208 psi. This pressure would require the
construction of multiple special design booster stations in order
to supply water to the Highview Water System. The cost of the
booster system is estimated to be in excess of $100,000. Even
after such a booster system would be installed, only domestic water
could be supplied due to the lack of adequate line size and
storage.
Oakridge Water System
The Oakridge Water System is privately owned by Roselawn Forest,
Inc. and serves 16 customers in the Oakridge Subdivision located
off Thompson Memorial Drive adjacent to the Public Service Center.
The owners have stated that because of the new Health Department
and EPA regulations, they can no longer operate the system
economically and would like to give it to Roanoke County.
The existing Oakridge Water System consists of a poor quality well,
5,000 gallon storage tank, booster pump and a 2,000 gallon hydro -
pneumatic tank, and small diameter distribution lines for domestic
service.
The well is of such poor quality that its continued use should not
be considered. If the County acquires the Oakridge Water System,
staff would propose that water would be supplied by a connection
with the County water line at the Public Service Center. This new
supply would feed the existing booster pump in Oakridge to supply
domestic water. The cost to provide the connection to the County
water line would be $3,200.
Water for fire protection to the Oakridge Subdivision is currently
supplied by a fire hydrant located on Thompson Memorial Drive at
the entrance to the Oakridge Subdivision. Due to the elevation of
the subdivision, no additional fire hydrants could be provided and
no other improvements to the water system would be planned within
the next 10 to 15 years.
Ponderosa Park Water System
The Ponderosa Park Water System is privately owned by H & B Water
Company and serves 28 customers in the Ponderosa Park Subdivision
located between Merriman Road and Crystal Creek Drive. The owners
have expressed an interest in selling the water system to Roanoke
County.
The Ponderosa Park Water System is physically adjacent to the
County water system and meets the requirements to be purchased with
funds available from the 1986 Bonds sold in order to purchase
private water systems.

The water system consists of a well capable of serving 104
connections, a 30,000 gallon reservoir and has 4 inch and 2 inch
distribution lines. The water is good quality and no improvements
to the system would be required to provide domestic water service.
Due to the small storage and line size, only limited fire service
can be provided from this system.
Prior to the actual acquisition of any water system, staff will
prepare individual board reports for each water system by which
final Board approval will be requested.
STAFF RECOMMENDATION:
Due to the high liability that would be placed on the County to
assure quality water to the Highview Water System, staff recommends
that this system not be considered for acquisition by Roanoke
County.
Due to the proximity of this water system to existing County
water and the relatively low cost involved to provide quality
water, it is recommended that the Board authorize staff to proceed
with the acquisition of the Oakridge Water System.
It is recommended that the Board authorize staff to negotiate with
the H & B Water Company to purchase the Ponderosa Park Water
System.

Humanities Lecture Series
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
The County of Roanoke Public Library has been notified by the
Virginia Foundation for the Humanities and Public Policy that it
has been awarded a $1,350 grant to support the spring
lecture/discussion series on "Other Peoples, Other Cultures." The
grant money is intended to cover the costs of the speaker
honoraria, the purchase of ten copies each of the books which are
the subject of the program, and the printing of posters and flyers
about the programs. These lecture/discussion series have always
proven highly popular with County citizens as a means of broadening
their knowledge. This series consists of four sessions, examining
the cultures of China, Russia, Japan and the Arab World via
discussion of a work of modern literature from each nation.
FISCAL IMPACT:
This program requires no major expenditure of County funds. Our
contribution is primarily in-kind: staff time, use of meeting room,
telephone, and some postage.
STAFF RECOMMENDATION:
Authorize the acceptance of said grant to defray the expense of
providing this program to the public.

WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant
to an affirmative recorded vote and in accordance with the

WHEREAS, Section 2.1-344.1 of the Code of Virginia

BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That this matter came this day to be heard upon the
proceedings herein, and upon the application of Lange Lane, from
the intersection with Pleasant Hill Drive (State Route 1549) to
the cul-de-sac, for a distance of 0.05 miles, to be accepted and
made a part of the Secondary System of State Highways under Section
33.1-229 of the Virginia State Code.
2. That it appears to the Board that drainage easements and
a fifty (50) foot right-of-way for said road have heretofore been
dedicated by virtue of a certain map\maps known as Queens Court
Subdivision which map was recorded in Plat Book 10, Page 97, of the
records of the Clerk's Office of the Circuit Court of Roanoke
County, Virginia, on September 22, 1987 and that by reason of the
recordation of said map no report from a Board of Viewers, nor
consent or donation of right-of-way from the abutting property
owners is necessary. The Board hereby guarantees said right-of-
way for drainage.
3. That said road known as Lange Lane and which is shown on
a certain sketch accompanying this Resolution, be, and the same is
hereby established as public road to become a part of the State
Secondary System of Highways in Roanoke County, only from and after
notification of official acceptance of said street or highway by
the Virginia Department of Transportation.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Developers of Queens Court, Section 1 and 2, Carter M. and
Patti B. Coffey, have requested that Roanoke County accept the Deed
conveying the water and sanitary sewer facilities serving the
subdivision along with all necessary easements.
The water and sewer facilities are installed, as shown on plans
prepared by Raymond E. Robertson entitled Queens Court, Section 1
and 2, dated May 30. 1987, which are on file in the County
Engineering Department. The water and sanitary sewer facility
construction meets the specifications and the plans approved by the
County.
FISCAL IMPACT•
The value of the water and sanitary sewer construction is
$16,000.00 and $13,000.00 respectively.
RECOMMENDATION•
Staff recommends that the Board of Supervisors accept the water and
sanitary sewer facilities serving the subdivision along with all
necessary easements, and authorize the County Administrator to
execute a Deed for the transfer of these facilities.

THIS DEED, DEED OF EASEMENT AND ASSIGNMENT, made this 12th day of
April, 1991, by and between: Carter M. and Patti B Coffey hereinafter referred
to as the "Developer," party of the first part; the BOARD OF SUPERVISORS OF

systems including repair of surface areas affected by settlement of utility

1. That this matter came this day to be heard upon the
proceedings herein, regarding final approval for that portion of
Reservoir Road (State Route 648) which lies within the County of
Roanoke, said road being within the secondary highway system and
having been improved and funded pursuant to §33.1-75.1 of the Code
of Virginia (1950, as amended).
2. That this Board does guarantee unto the Commonwealth of
Virginia an unrestricted fifty -foot (501) right-of-way and
necessary easements for said portion of Reservoir Road, heretofore
acquired from the abutting property owners, the deeds having been
recorded in the Clerk's Office of the Circuit Court of Roanoke
County.
3. That said road, known as Reservoir Road (State Route 648)

2. That the County Administrator may authorize the transfer
of any unencumbered balance or portion thereof from one
classification of expenditure to another within the same department
or agency. That the County Administrator may transfer up to
$10,000 from the unencumbered balance of the appropriation of one
department or agency to another department or agency, including the
contingency account encompassed in the Non -Departmental
appropriation.
3. That all funded outstanding encumbrances, both operating
and capital, at June 30, 1991, are reappropriated to the 1991-92
fiscal year to the same department and account for which they are
encumbered in the previous year.
4. That appropriations designated for capital projects will
not lapse at the end of the fiscal year but shall remain
appropriated until the completion of the project or until the Board
of Supervisors, by appropriate action, changes or eliminates the
appropriation. Upon completion of a capital project, staff is
authorized to close out the project and transfer to the funding
source any remaining balances. This section applies to
appropriations for Capital Projects at June 30, 1991, and
appropriations in the 1991-92 budget.
